Built Form
Directions Report Recommendations
Low-rise: Up to four storeys
Medium-Rise: Five to nine storeys
High-Rise: Ten storeys and higher
• Encourage low-rise built form at
Lakeshore Road and where
buildings abut other streets and
public spaces.
• Medium-rise set back from low-
rise conditions.
• Medium to high-rise
appropriate on large sites
(OPG, Inglis Site, Imperial Oil
Lands) and at key intersections
(Cawthra Road and Dixie Road,
Hurontario Street, Mississauga
Road and Seneca Avenue).
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Built form south of Lakeshore
Road should not exceed
medium-rise forms except
where appropriate on large sites.
• Step backs to promote better
pedestrian environment.
• Transit supportive.
• Fit with the district character.
• Sustainable and low-impact
design.
Built Form
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Pursue continuous public
access along the shoreline and
comply with recommendations of
the Waterfront Parks Strategy.
• Ensure connections to activity
centres, transit hubs and other
pedestrian and cycling circulation
systems.
• For Lakeview, indentify the
requirement of key civic spaces
on or near the waterfront.
• For Port Credit, continue to
provide high quality public spaces
that reinforce and enhance the
Village character.
Waterfront
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Develop policies to regulate
development within waterfront
properties that:
o Address the protection,
preservation and enhancement
of the natural environment;
o Restrict land uses that have
negative affects on the
community and the
environment;
o Permit a mix of land uses; and
o Promote sustainable, low-
impact development.
Waterfront
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Develop policies to guide a mix of
uses that will:
o Provide for more than a single
use, including residential,
employment, retail, commercial
and public uses – uses could
be arranged vertically and
horizontally within a building;
o Ensure a safe, vital and
attractive public realm by
encouraging vibrant ground
floor uses; and
.
Mixed Use
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Develop policies to guide a mix of
uses that will:
o Encourage the provision of a
diverse mix of housing,
employment, shopping and
cultural facilities;
o Target needed community
facilities for the younger and
older age groups; and
o Consider the development of
special mixed use areas such
as an entertainment or retail
district.
Mixed Use
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Land uses should demonstrate the
most appropriate use for the
property.
• Discourage uses that have
impacts on air, soil, water quality
and the health of the community.
• Promote compact, efficient, well-
organized, pedestrian friendly
and transit supportive
development.
• Transportation, transit, cycling and
walking infrastructure adjustments
should be paced to support
incremental increases in density.
Intensification
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Develop policies that protect stable
low density residential areas while
identifying target areas where
appropriate. For example:
o Lakeshore Road Corridor;
o Lakeview Sites: Industrial Lands,
Former Lakeview Generating Site,
Inglis Site, Applewood Village
Plaza and the Dixie Outlet Mall;
and
o Port Credit Sites: Imperial Oil
Lands, Port Credit Harbour
Marina, Port Street, No Frills Site,
GO Station and Former Port
Credit Lawn Bowling Site.
Intensification
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Study the transportation system to
find short, medium and long term
solutions for traffic and transit issues.
• Transit and transportation systems to
support cross-connections with
other modes of movement, for
example, cycling and walking.
• Evaluate the feasibility of higher
order transit (HOT) on Lakeshore
Road between the Port Credit and
Long Branch GO stations.
• Pedestrian and cyclist comfort and
safety should be considered in the
streetscape design.
Public Transit and Transportation
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Acknowledge the role and function
of Lakeshore Road as intensification
occurs:
o Provide for all forms of
movement, including vehicles,
buses, pedestrians and cyclists;
o Serve the needs and
requirements of the immediate
area; and
o Limit or consolidate driveways.
Take advantage of side streets
and potential rear laneway
situations.
Public Transit and Transportation
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Develop Public Realm guidelines
that embodies the concept of a
walkable, sustainable and
liveable community by:
o Providing safety and comfort for all ages of pedestrians and cyclists, during all seasons of the year;
o Providing connectivity throughout and to other communities and networks; and
o Integrating with the waterfront, existing parks, natural and open space systems while at the same time adding to those systems.
Public Realm
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Public Realm guidelines that
address:
o Community branding;
o Preservation, Protection and Enhancement;
o Gathering spaces;
o Furniture, lighting and signage;
o Landscaping;
o Paving;
o Heritage integration;
o Accessibility;
o Maintenance; and
o All season access.
Public Realm
Directions Report Recommendations
Lakeview and Port Credit Distric t Policies Review & Public Engagement Process Brook McIlroy Planning + Urban Design/PACE Architects
• Protect the character and
integrity of stable residential
areas.
• Develop policies for development
within or adjacent to stable
neighbourhoods that:
o Identify community features to
be preserved and protected;
and
o Provide guidance on how and
where intensification and in-
fill should occur.
