As our community has matured, the trees planted by the original developer and community builders have g rown. In many ca s e s , particularly on cul-de-sac lots, the trees have overgrown the available space and are damaging sidewalks and driveways. Additionally homeowner trees have died along streets and have not been adequately replaced. In order to make the HOA rules more practical, the Architectural Control Committee (ACC) undertook a project to revise the tree requirements adding new tree options and focusing on more attractive and manageable tree landscapes. These rules became effective September 21, 2015. Any trees that were planted prior to this are "grandfathered." There is no requirement to immediately remove any trees to comply with these new rules. However, homeowner's will be required to add trees if their Existing tree count does not satisfy the MINIMUM TOTAL trees specified for any category. NUMBER OF TREES REQUIRED/ALLOWED FOR NON-CUSTOM/ESTATE HOMES

Historically, Custom homeowners have been allowed to deviate from the ARC Guidelines with regard to Landscaping. As a result, the landscaping for these properties is not only different than the rest of LOE, but also typically quite a bit more substantial. All desired deviations from the ARC Guidelines were submitted to the ACC (or the Developer before there was an ACC) and many variances were approved. This is the same process that will be followed in the future. If Custom/Estate homeowners wish to deviate from the rules applicable to the rest of LOE, they must submit a detailed plan with an explanation for why they wish to deviate. However, this process will only apply to Go Forward changes to the existing tree arrangements/species which are being grandfathered. In any event, Custom Homes must satisfy the MINIMUM TOTAL requirements specified for all other residents.

TREE MAINTENANCE

Pruning & ShapingTrees should be routinely pruned so canopies for mature trees are

at least 8' above sidewalks, streets & driveways, and the first floor of the home is substantially visible from the street, and there are no tree limbs touching the home. See https://www.arborday.org/trees/pruning/ for some helpful hints on how to shape trees attractively.

Removal Of Dead, Dying Or Diseased TreesTrees that are dying, losing their shape, or that have become safety

problems due to falling limbs should be removed. In addition, if you are experiencing root damage to sidewalk, driveway, or foundation, you should consider installing a root barrier or removing the problem tree. When removing trees, grind the stumps if other plants/grass will cover this spot. Otherwise, cut stumps at ground level so stumps are not visible.

The following listing of tree species should be used for selecting the required and/or allowed trees listed on the previous page. These trees are generally suitable to conditions in the West Houston area. However, in selecting trees from this list, careful consideration should be given to their cultural requirements as compared to the particular conditions they must endure in a given location. The Fitness Committee has organized fitness classes for the community. Every class is something a little different and will include cardio, strength, and core training. You never know what you’re going to get because it's a surprise every time!  All fitness levels welcome - you’ll get a great workout for an entire hour.  

Bring water and a towel (a mat if you have one, but a towel will work fine)

Each class is $5 per session or buy 5 workouts for $20.  All participants take the class at their own risk and must sign a community waiver to participate.

Instructor:  Michelle Perez - a certified fitness instructor for 20 years with specialties in kickboxing, insanity, and muscle training to name a few.  She currently teaches at Lifetime Fitness, Memorial Athletic Club as well corporate fitness at Conoco Phillips.

Classes will be held Thursdays and/or Fridays at 8:30 in the LOE fitness center: Friday, October 16, Thursday, October 22, Friday, October 30, Thursday November 5, Thursday, November 12, Thursday, November 19, Thursday, December 3

Below are the significant maintenance issues addressed in the last month.

• Replaced many severely damage curbs and sidewalks.  Work scheduled to be complete in October.

• Raised tree canopies to 15+ feet on all major thoroughfares allowing better access for large trucks. Fully trimmed several trees at neighborhood entrances and along major roads.

• Removed another 13 dying pear trees bringing our total to about 100 trees so far.  There are 200 pear trees remaining to remove over next couple years. 

• Installed 11 new trees and added shrubs to improve the appearance of four wrought iron “half-moon” fence areas along major thoroughfares adjacent to cul de sacs. Also revamped a couple of shrub beds.

• Initiated program to remove Egyptian Geese that have caused significant problems at the swimming pool.  This will be ongoing for several weeks.

• Held an in-depth meeting with MUD representatives and their contractors to discuss drainage and maintenance issues such as flooding in the north clubhouse parking area, pond retention walls, and turkey creek.

• Corrected GFCI tripping problem for clubhouse fountain caused by underwater lighting circuit.

• Cleaned dirt, rocks and other trash interfering with all roller entry gates.  Installed/revamped steel edging and drainage in these areas to improve reliability.

• Repaired two areas of road/sidewalk subsidence at Cherry Creek Bend and Summerland Ridge.

• Cleaned stains and sealed five brick entry monuments including Eldridge and Ginger Pond entrances.

• Replaced missing fringe and cleaned large clubhouse oriental carpet.

Maintenance Update

Do you enjoy reading a good book? Join your fellow LOE reading enthusiasts at Book Club! Below is a brief description of each selection. We meet the 4th Monday of each month at 7:30 P.M. (unless we decide to skip a month or change the meeting day). We take turns hosting the meeting and sometimes change the date or book, so please contact [email protected] to get the details for each meeting.

November – No book club meeting because of Thanksgiving. We have a Christmas party meeting early in December instead.

December 7 – Christmas meeting/party at the Club House. For a light read, we’ve chosen Skipping Christmas by John Grisham. Imagine a year without Christmas. No crowded malls, no corny office parties, no fruitcakes, no unwanted presents. That’s just what Luther and Nora Krank have in mind when they decide that, just this once, they’ll skip the holiday altogether.

January 25 – The Secret Wisdom of the Earth by Christopher Scotton. After seeing the death of his younger brother in a terrible home accident, fourteen-year-old Kevin and his grieving mother are sent for the summer to live with Kevin's grandfather. In this peeled-paint coal town deep in Appalachia, Kevin quickly falls in with a half-wild hollow kid named Buzzy Fink who schools him in the mysteries and magnificence of the woods. The events of this fateful summer will affect the entire town of Medgar, Kentucky. Redemptive and emotionally resonant, THE SECRET WISDOM OF THE EARTH is narrated by an adult Kevin looking back on the summer when he sloughed the coverings of a boy and took his first faltering steps as a man. His story is one with a rich cast of characters and an ambitious effort to reclaim a once great community.

Lakes on Eldridge will begin its 2015-2016 Ladies’ Bible Study on September 8, 2015. We meet each Tuesday morning at 9:15 for fellowship, followed by singing, Bible study, and prayer time. If you would like to join us, please contact Stephanie at [email protected].

Our study for the Fall/Winter term looks into the prayers of David, Moses, Asaph, and other Old Testament characters found in the Psalms. These prayers give us myriad examples of how we are to pray and what we are to pray for--examples God expects us to follow and emulate.  We can see from other studies of the whole Bible just how God answered these prayers and what we might expect when we pray in similar fashion.

In the last Texas Legislative Session, changes were implemented on the use and installation of Standby Electric Generators. In conformity with those changes, the HOA has implemented new rules as outlined below:

Standby Electric Generators (SEG) are permitted to the extent required by Section 202.019 of the Texas Property Code, subject to the following regulations, which shall be reasonably applied and enforced:

I.) The owner must first apply to and receive written approval from the Association prior to installation of any SEG permitted by Section 202.019 that will be located outside of the main residential structure on the property, in the same manner as all other submissions for approval or improvements to property.

2.) The SEG must be installed and maintained in compliance with manufacture's specifications and applicable governmental health, safety, electrical, and building codes.

3.) All electrical, plumbing, and fuel line connections for the SEG must be installed only by licensed contractors and all electrical connections must be installed in accordance with applicable governmental health, safety, electrical, and building codes.

4.) All natural gas, diesel fuel, biodiesel fuel, or hydrogen fuel

line connections for the SEG must be installed in accordance with applicable governmental health, safety, electrical, and building codes.

5.) All liquid petroleum gas fuel line connections must be installed in accordance with rules and standards promulgated and adopted by the Railroad Commission of Texas and other applicable governmental health, safety, electrical, and building codes.

6.) All non-integral standby electric generator fuel tanks for the SEG must be installed and maintained to comply with applicable municipal zoning ordinances and governmental health, safety, electrical, and building codes.

7.) The SEG and it’s electrical and fuel lines must be maintained in good condition.

8.) If a component of a SEG, including electrical or fuel lines, is deteriorated or unsafe, then that component must be repaired, replaced, or removed as appropriate.

9.) The SEG must be screened in accordance with plans submitted to and approved by the Association if it is:

• visible from the street faced by the dwelling;• located in an unfenced side or rear yard of a residence and

is visible either from an adjoining residence or from adjoining property owned by the Association; or

• located in a side or rear yard fenced by a wrought iron or residential aluminum fence and is visible through the fence either from an adjoining residence or from adjoining property owned by the Association.

10.) The SEG must be periodically tested in accordance with manufacturer recommendations.

11.) The SEG must not be used to generate all or substantially all of the electrical power to the residence; unless utility-generated electrical power to the residence is not available or is intermittent due to causes other than nonpayment for utility service.

12.) The SEG must be located in a location submitted to and approved by the Association.

13.) The SEG must not be located on property owned or maintained by the Association or owned in common by the Association.

14.) The location required by the Association for a SEG may not increase the cost of installing the SEG by more than 10% or increase the cost of installing and connecting the electrical and fuel lines for the SEG by more than 20%.

Lakes on Eldridge

This is the perfect time to plant your chilled bulbs for spring; they should be in the ground before the first frost, so plant now while the soil is still easy to work. Iris, daylilies and gladiolas should also be planted at this time, although they are not “true” bulbs, but rhizomes, tubers and corms, respectively. Yet all of these like bulbs require the cooler soil of winter to generate healthy new growth in spring.

Transform your landscape with the addition of fresh, colorful blooms! Pansies are by far the most popular Winter color. The “Matrix” Pansy has been outstanding for our Texas weather. It will not “stretch” during bouts of warm temperatures and is bred to grow out, not up. This compact grower offers shorter stems to support large colorful blooms. Dianthus (also known as “Pinks”), Snapdragons, Cyclamen, Violas and the fragrant Alyssum are also good choices for cold tolerant annuals. Ornamental Cabbage and Kale provide interesting texture in the landscape as well as color. For best effect, limit your planting to two or three colors per bed.

The key to growing beautiful annual flowers is soil preparation. Work Calloway’s Flowerbed Mix into the soil, or organic compost,

to a depth of 6” to 8”. Adding Calloway’s Flower Food to the soil at the time of planting will provide the extra nutrients for growth and blooms. Remember to add 2 to 3 inches of mulch to all beds to reduce moisture loss, prevent weeds from germinating, and to insulate the soil from the cold.

Using the same colorful annuals will add a splash of color to your patio containers. Fill your container with fresh potting soil, plant food and your choice of these beautiful annuals to brighten your winter. Keep them watered as necessary and remove faded flowers to encourage repeat blooming.

If you want those beautiful Texas Bluebonnets in the Spring, sow the seed in early November!

Please remember the birds! Texas is a haven for birds. No other state in the United States has more species within its boundaries. There are currently over 620 species documented in Texas, which is almost 75 percent of all bird species recorded in the continental United States. To attract the widest variety of wild birds, you should consider placing a wide variety of bird feeders and food around your yard.

Breast cancer is the most common cancer among women in the United States, and is the second leading cause of cancer deaths.

Screening is vital because early stages of the disease are easier to treat. The American Cancer Society recommends women:

• Obtain yearly mammography screenings, beginning at age 40

• Obtain yearly clinical breast exams• Check your breasts regularly for lumps• Discuss their breast cancer risk with their

physicianBreast cancer risk increases as we age.

Other factors that increase a woman’s risk for breast cancer include:

• Having started menstrual periods at a young age

• Having a first child after age 30• Use of hormone replacement therapy• Having a family history of breast cancer

Men are also at risk for rare cases of breast cancer. All persons familiar with the normal look and feel of their breasts should promptly report any unexpected changes to their physicians. The American Cancer Society recommends both women and men consult their doctor if they notice any of the following:

• A new, hard lump or thickening in any part of the breast

• Change in breast size or shape• Dimpling or puckering of the skin• Swelling, redness, or warmth that does

not go away• Recurrent pain in a particular part of

the breast• Pulling in of the nipple• Nipple discharge that starts suddenly in

only one breast• An itchy, sore, or scaly area on one nipple
