1. Don’t remove your winterclothing. Heavy clothes won’t drag youdown, but instead can trap air to providewarmth and flotation.

2. Turn toward the direction youcame. That’s probably the strongest ice.

3. Place your hands and arms onthe unbroken surface.This is where a pair of nails, sharpenedscrewdrivers or ice picks come in handy inproviding the extra traction you need to pullyourself up onto the ice.

4. Kick your feet and dig in yourice picks to work your way back onto thesolid ice. If your clothes have trapped a lot ofwater, you may have to lift yourself partiallyout of the water on your elbows to let the waterdrain before starting forward.

What if you fall in?5. Lie flat on the ice once you areout and roll away from the hole tokeep your weight spread out. This may helpprevent you from breaking through again.

6. Get to a warm, dry, shelteredarea and re-warm yourselfimmediately. In moderate to severecases of cold water hypothermia, you mustseek medical attention. Cold blood trapped inyour extremities can come rushing back toyour heart after you begin to re-warm. Theshock of the chilled blood may causeventricular fibrillation leading to a heartattack and death!

What should you do if you fallthrough the ice? First, try notto panic. This may be easiersaid than done, unless youhave worked out a survivalplan in advance. Readthrough these steps so thatyou can be prepared.

What if someone else falls through and you arethe only one around to help?First, call 911 for help. There is a good chancesomeone near you may be carrying a cell phone.

�! Keep your eyes on the area inwhich the person fell through.

�! Visually locate a landmarkdirectly behind the area wherethe person fell through. (This willassist first responders in attempting to locatethe best approach to the victims.)

Resist the urge to run up to the edge of thehole. This would most likely result in twovictims in the water. Also, do not risk your lifeto attempt to save a pet or other animal.

What if someone elsefalls in?

Preach, Reach, Throw,Row, Go…

PREACH Shout to the victim to encouragethem to fight to survive and reassure them thathelp is on the way.

REACH If you can safely reach the victim fromshore, extend an object such as a rope, ladder,or jumper cables to the victim. If the personstarts to pull you in, release your grip on theobject and start over.

THROW Toss one end of a rope or somethingthat will float to the victim. Have them tie therope around themselves before they are tooweakened by the cold to grasp it.

ROW Find a light boat to push across the iceahead of you. Push it to the edge of the hole,get into the boat and pull the victim in over thebow. It’s not a bad idea to attach some rope tothe boat, so others can help pull you and thevictim to safety.

GO A nonprofessional shouldn’t go out on theice to perform a rescue unless all other basicrescue techniques have been ruled out.

If the situation is too dangerous for you to perform the rescue, call911 for help and keep reassuring the victim that help is on theway and urge them to fight to survive. Heroics by wellmeaningbut untrained rescuers sometimes result in two deaths.

Preservation Foundation, providingthe difference between funding basicday-to-day operations to what istruly needed to protect, improve andpreserve the lakes located in the LakeMohawk Reservation. These lakes,including the headwaters of theWallkill River Watershed, areimportant to water quality, healthand agriculture throughout thebroader region. We ask you to joinwith us to undertake an exciting andchallenging journey to address andsolve a number of compellingenvironmental and lake qualityissues based on innovation, andcollaboration, supported by soundtechnical and management controlinitiatives. 1)What are the compelling Lakepreservation needs beingaddressed by the Foundation?• Leadership focusing on

expanded lake preservation andwater quality initiatives.

• Testing of science approaches tofurther reduce nitrates andsediment transport into ourlake(s); controlling factorsleading to blue-green algaeformation; mitigatingthreatening evasive species.

• We could also face challenges inmeeting State Water QualityStandards resulting in furthergovernmental involvement.

3)Why a Foundation — can’t LMCCand others solve the problem?• The magnitude of the problems

and needed resource programswill require an area-widecollaborative approach amongmultiple partners, organizations,service groups, consultants,governmental entities, using allavailable technical means andfunding sources.

• As a contribution-basedcharitable organizationsingularly focused on preservingour historical lake assets theFoundation intends tocomplement the efforts ofLMCC, regional agencies andlocal government by fundingadvanced science, technicalinnovation, education andinformation sharing.

• As a volunteer led organizationthe Foundation is also engagingvolunteers, service groups andstudents in community lakepreservation projects.

4)What will the Foundation dowith your help to find solutions?• Provide environmental

leadership by forming technical/ business / volunteerpartnerships.

• Funding through your charitabletax-deductible contributions andprivate and public grants.

• Guide the implementation ofneeded solutions to problemsidentified at the Lake Mohawklake(s) and Wallkill RiverWatershed levels.

EMERGENCY PARKING

REGULATIONSEffective November 15th to April 15th.

TRAFFIC7-7.2 Parking Prohibited During State of Emergency.a. Upon the declaration of an emergency, there shall beno parking upon streets or sections of streets wheretemporary EMERGENCY NO PARKING signs are dis-played. The Chief of Police or, in his/her absence, theranking Police Officer is authorized to declare anemergency and to direct the posting of EMERGENCYNO PARKING signs when weather conditions, acci-dents, road construction, fire or public celebra-tions dictate or require avoidance of hazards or otherconditions which interfere with the free f low oftraf f ic . Notification that EMERGENCY NO PARKINGsigns are being or will be posted shall be given to theoperator or owner of any vehicle which has beenparked prior to the posting of the signs.

b. The effectiveness of this sub-section is contingentupon the signs being erected as required by law.

c. Any unoccupied vehicle parked or standing in viola-tion of this subsection shall be deemed a nuisanceand menace to the safe and proper regulation of traf-fic and any Police Officer may provide for the removalof such vehicle. The owner shall pay the reason-able costs of the removal and storage which mayresult from such removal, before regaining pos-session of the vehicle. (1978 Code § 7-3.2)

7-7.3 Temporary Parking Pro-hibition for SnowPlowing and Removala. Whenever snow has fallen and the accumulation issuch that it covers the street or highway, an emer-gency shall exist and no vehicles shall be parked onthe following streets or highways or portions thereoflisted below.The parking prohibitions listed below shall remain ineffect after the snow has ceased, until the thestreets have been plowed significantly, and to theextent that parking will not interfere with the normalflow of traffic.

b. Any unoccupied vehicle parked or standing in viola-tion of this ordinance shall be deemed a nuisanceand a menace to the safe and proper regulation of

traffic and any police officer may provide for theremoval of such vehicle. The owner shall pay thereasonable costs of the removal and storage whichmay result from such removal before regaining pos-session of the vehicle.

c. The effectiveness of this sub-section is contingentupon signs being erected as required by law.

d. Unless other penalty is expressly provided by NewJersey Statute, every person convicted of a violationof this subsection or any supplement thereto,shall be liable to a penalty of not more than fifty($50.00) dollars or imprisonment for a term notexceeding fifteen (15) days or both.

Emergency Parking Regulations Within the Lake Mohawk Country Club ReservationParking is Prohibited On:

Attention: Snow Season Is Hereplacement and unsteadiness of mailboxes andthe impact of snow against the mailbox. Yourmailbox should be checked after each stormfor stability. Lake Mohawk Country Club isresponsible only for damage resulting fromdriver error.

• Miscellaneous obstacles: All garbagecans must be placed far enough behind thecurb or edge of the road so the cans are notimpacted by the snow. Basketball standsmust be removed from the road prior to thewinter season.

• Driveways: While our plow crews try tominimize the amount of snow that gets plowedinto your driveway during a storm, it is theresponsibility of the property owner to cleartheir driveway opening. As a reminder, SpartaTownship ordinance prohibits shoveling orplowing the snow back into the street.

• Snow Plowing Trucks: Please stayback 50 feet from the Road Department trucksthat are plowing the roads. This will ensureyour safety. Be aware that the snowplowingequipment might also be backing up to get thecorrect angle to plow.

Sparta residents of Lake Mohawk CountryClub for road information or problems call ourRoad Supervisor, Mr. Curt Ross, at 973-729-1148.The hours of the LMCC Road Department are 7a.m. to 3 p.m. For after hour emergencies callthe Sparta Police Department at 973-729-6121.

Byram Township residents of LakeMohawk Country, Club roads are now beingplowed by Byram Township. If there are anysnow plowing problems please call 973-347-2500 ext 137.

The Lake Mohawk Country Club RoadDepartment maintains 25 miles of roads in LakeMohawk Country Club and snow season is mostchallenging. Residents should be aware of thefollowing during the Winter Season:

• Parking: Between November 1 and April 30,when snow or ice are present on the roads,parking is not allowed on the roads. Pleasenote the emergency parking regulations andthe posted signs regarding emergency parkingregulations for any exceptions to the parkingrules. Obeying the rules of parking in thewinter season will make it easier for the LMCCRoad Department to keep your roads cleared.

• Mailboxes: If your mailbox is at theroadside, please make sure your mailbox isplaced and secured correctly. During thewinter damage occurs because of mis-

In recent years, the Club was unable todevelop an annual budget until well afterthe beginning of the budget year. This wasdue in part to the Club’s outdated andopaque financial reporting system.Anticipating major improvements from achange of the Club’s accountant and theadoption of a modern accounting system,at the beginning of 2014 the Board ofTrustees pledged that the Club’s annualoperating budget for 2015 would bedeveloped by Management and theFinance Committee and approved by theBoard before the end of 2014. I ampleased to report that this pledge hasbeen fulfilled.

The 2015 Budget approved by the Boardin early December is very similar to thepreliminary budget presented at theAnnual Meeting.

The following table summarizes the revenuebudget. The CY (Current Year) DelinquentAccounts budget is hopefully a “worst case”estimate: the improving economycombined with the flexible payment plansand faster collection processes adopted bythe Board and administered byManagement should result in many fewerdelinquencies. Similarly, the Recovery of PY(Prior Years) Delinquents is hopefully a“conservative” estimate that will besurpassed due to the aggressive collectionsprogram being conducted by the Club’smanagement and Counsel, includingplacing liens and foreclosing on seriouslydelinquent properties. Thus, there is somepotential “upside” in the revenue budget.

The following table summarizes theOperating Expense budget. The potential“upside” in the revenue budget could beimportant, because there is no room forany unbudgeted expenses in the 2015budget. Without better-than-budgetedrevenue, a serious storm or othersignificant unplanned expense wouldplace the balanced operating budgetat risk. The Finance Committee andManagement will therefore pay veryclose attention to the expenses andattempt to control them if it appears thatthey might exceed the budgeted amounts.That said, it will be challenging to reduceexpenses without adversely affectingthe Club’s essential operations.

The next table summarizes the total budget,in addition to the Operating Budget. TheClub receives substantial non-operatingrevenue from Registration Fees when aproperty changes hands (We are assumingthat 120 homes will be sold in 2015.) TheClub also receives revenue from specialassessments that are dedicated to specificpurposes, such as the West Shore gatesystem and the Upper Lake dam project.There are also miscellaneous revenues,such as from interest and dividends.

Since the Registration Fee income isdedicated to the Capital ImprovementFund, the transfer of that income to theFund is treated as an expense for purposesof the overall budget. Similarly, theassessments for the West Shore gate systemand the Upper Lake dam are transferred tofunds dedicated to those activities andtreated as expenses.

Lastly, the budgeted net income (profit)from the Club’s Food & Beverageoperations is added to the total budget. TheFood & Beverage net income is alsodedicated to the Capital ImprovementFund to ensure that there are sufficientfunds to pave roads, repair the Clubhouseand undertake other maintenance projectsthat were neglected during the years of theGreat Recession.

Beaches

Winter is here but that does notstop Sleepy Lagooners from lookingforward to the seasons that lie ahead.A dozen participated in January’sPlanning Meeting and Elections toreview and discuss, well everything!

For starters, positive changes arehappening at the LMCC includingmanagement, accounting, theBoard, and the PAC, and these affectthe beach in an equally positivemanner. In addition, Sleepy Lagoonhas healthy financials and thisenables more improvements to bemade in the warmer months.

Some of the projects discussedinclude, creating a true border forthe newly sanded volleyball courtand install a new net, staining thepicnic tables, building an additionalkayak rack, creating a long-termimprovement plan for the kayaklaunch and cleaning out the lagoon.Also if anyone has suggestions howto deter the water fowl from makingthis end of the lake their homes dolet us know.

Jim was born in Brooklyn, NY toJames and Catherine McGrath. Heworked in the textile industry hisentire career. He lived in New YorkCity until he moved to Sparta, NJ in1971. He resided in Delaware from1995 until returning to NJ in 2013.

He was a member of the US Armyand veteran of the Korean War. Hewas a member of the AmericanLegion and the Knights of Columbus.Jim was a graduate of BishopLoughlin High School and St. JohnsUniversity with a BA in Business. Hewas a member of the Track and CrossCountry teams and won manyindividual and team championships.He is a member of the Hall of Fame atBishop Loughlin. Jim was a trackcoach at Pope John XXlll in Spartaand coached several CYO teams. Hewas a member of the NY RoadRunners Club, St. John’s Spiked ShoeClub, NY Athletic Club, member ofLake Mohawk County Club andformer President of the Alpine PoolAssociation, past President of thePope John Booster Club.

Jim was a big fan of the NY Giants,NY Mets, St. John’s Red Stormbasketball and Pope John football.

Did you know that the Lake MohawkYacht Club is the longest organizedactivity on Lake Mohawk since itsinception? Our Club goes back to 1933and on January 23, 1934 our SnipeFleet was chartered as InternationalFleet #17 by the Snipe Class Inter -national Racing Association (SCIRA).We are now officially listed as Fleet#10 with SCIRA. This makes ourSnipe Fleet one of the oldestchartered fleets in the world!

On April 10, 1935 six Snipe Fleetmembers organized the Lake MohawkYacht Club and made a resolution tolease and eventually purchase landfor the location of the Club and for

the construction of a dock at thefacility. The 1936 New Jersey StateSnipe Championship races were heldon our lake and we continued to hostthis event up until sometime in the1990’s. The LMYC was also homeportfor the 1938 World Champion Snipeskipper, Charles Gabor, in whosememory we still hold our annualGabor Cup Regatta.

The LMYC was incorporated as anon-profit corporation in 1938 andwe added a Lightning Fleet to ourClub. The Lightning was designed bySparkman & Stephens and first builtin 1938. We have proudly maintainedthe status as International Lightning

Class Association (ILCA) Fleet #25out of the hundreds of Lightningfleets worldwide. So what better wayto enjoy our history than by learningto sail. Sparta Woman’s Club of the NJState Federation of Women’s Clubs,NJSFWC, kicked off a chocolate barsale in their Highlands District ofthirty federated clubs to benefitNAMI NJ (National Alliance onMental Illness). A specially-designedbar wrapper reads, “Buy the Bar!Support our American Heroes!”Bars are sold by local NJSFWCmembers for their Special StateProject, which will continue to May2016, and supports NAMI NJ andtheir Veterans’ programs.

Every two years NJSFWC Clubwomennominate charities for the next specialstate project. A committee selects threetop charities from those submittedthen puts the vote to Clubs.

NJSFWC President Jill Passarettisaid, “This time, 75% of all membersselected NAMI NJ, National Allianceon Mental Illness, as their SpecialState Project, SSP”, and added, “Therehas never been such a significantmajority voting for one charity.”

PLEASERemove all basketball posts located in the

road or road right-of-way. Any posts or back-boards left in these areas can produce damage

to the plow vehicles as well as the posts while performing

snow related duties. We cannot be responsible for

damage to the posts.

Bubbling Machines are allowed along seawallsand around individual boat dock pilings at a

distance not to exceed 12”. Any such machinemust be electrically driven to avoid noise. No

water pumps or devices are permitted.

There are several good reasons for this regulation:

1Safety- Ice that is weakened or open is a seri-ous potential safety hazard to families, neigh-

bors, and all members of the community that maywish to use the ice in the wintertime. I am surethat no member of LMCC would want to be evenremotely connected with a winter accident onLake Mohawk.

2 Liability- In addition to safety risks to per-sons there is the potential for liability both for

property owners and the Country Club. An inci-dent occur ring after knowledge and warningcould be difficult and costly to defend.

3 Lake Quality- Our consultant from PrincetonHydro advises us that we need a significant

winter period of ice with snow cover on it to helpcontrol weed production in the following grow ingseason. Areas of open ice allow sunlight to reachthe bottom of the lake through the winter and pro-mote weed growth.

4 Winter Recreation- Many residents enjoycross-country skiing, ice boating, ice-skating,

and other winter activities on the lake. Areas ofopen ice interfere with the enjoyment and privi-leges of all LMCC residents.

The regulation mentions two methods that can beused to protect the seawalls and structures inwater lots. The permissible method is a bubblersystem that introduces compressed air throughsmall holes or slits in a submerged tube. Therelease of the compressed air prevents ice for-mation in the immediate vicinity of the perfora-tions in the tubing. This method is highly effectiveover the range of weather conditions experiencedin this area as well as in far colder regions. Ifused properly this method fully complies with allrequirements of the regulation.
