“We wanted some-thing that citizens could relate to but at the same time would be unique and having a lasting in-
terest,” said McNeill. “� e south side of Win-� eld Memorial Hall is a wonderful site, the sight lines are good. It’s the centre of the community and we think it’s a great location.”

“I think selecting lo-cal artists and using lo-cal people is great,” said Geier. “In the end this is going to be an amazing piece of art and some-thing Lake Country residents can be proud of.”

Lake Country stu-dents are speaking up about dangerous inter-sections in the district.
Trevor Pearson is one of two high school stu-dents who takes part in Lake Country coun-cil meetings as youth councillors. � e Grade 12 George Elliot stu-dent presented the dis-trict with � ndings of some consultations with the graduation class at GESS as well as others in the community when it comes to safety at sev-eral intersections.
“Intersections are one
of the most important parts of the district,” said Pearson. “It’s where you don’t see as much as you need to if there is not enough light.”
Pearson laid out the four main intersections where students would like to see street lights added.
• Lodge and Sher-man Road. Pearson said its proximity to an ele-mentary school makes it a top priority with the number of small children in the area.
• Davidson Road and Okanagan Centre Road East. “It’s very dark in front of the bus stop,” he
said. “Having a street-light at the bottom of it would make it possibly more safe and less scary to walk up the hill.”
• Bottom Wood Lake Road near the Win� eld Arena. Not a true inter-section but Pearson said it’s a high tra� c area for kids. “On Friday night when kids meet up at the skating arena, a street-light somewhere near the area is probably a good idea,” he said.
• Okanagan Road East and the Lakes sub-division. Pearson said the area could use a street-light and he also had an-other question about
safety in the area.“How is it OK for
the Lakes subdivision to only have one entrance?” he asked council.
Mayor James Baker admitted it was an issue.
“� at’s something that is of concern,” said Baker. “It was permitted at the time.”
Coun. Rob Geier add-ed it’s not the only sub-division in Lake Country with only one entrance and exit way.
Councillors took no action after Pearson pre-sented the information.

Sean Richardson of the Oceola club said more than 1,000 people showed up at the pro-test adding he’s hopeful the sheer number of
letters and signatures gathered by the group will be enough to have the government take another look at the issue.
“I would hope the government would be willing to listen to the people that voted them into o� ce,” said Richardson. “Just the num-ber of people that showed up the other day out-numbers the out� tters in the province more than 5 to 1.”
� e province has been moving towards legislated splits in the percentage of the hunt-ing take in the province between B.C. hunt-ers and guide-out� tters in B.C., who represent non-resident hunters. Depending on the spe-cies and the region, the allocation ranges from an 80-20 split with resident hunters taking the larger portion to as high as 60-40 for species such as grizzly bear.
� e government as well as the B.C. Guide Out� tters Association says the new splits rep-resent just a small decrease in the hunting opportunity for B.C. residents while serving to revive the guide-out� tting industry.
Hunting organizations on the other hand say the guides are being given too much of a take in a system that already makes it di� cult to hunt for certain species.

Two di� erent farm operations looking to add agri-tourism ac-commodation units in Oyama came away with di� erent answers from Lake Country council last week, sparking dis-cussion about the dis-trict’s agri-tourism zon-ing bylaw.
Council sent one ap-plication to a public hearing while denying the other based on the level of farm activity on the di� erent properties.
� e � rst applicant—Sunshine Orchards—operates an orchard with 6,000 apple trees, 2,000 cherry trees, as well as a number of peach and apricot trees and has had active farm status for many years. � e orchard is proposing to build four cabins on a portion of the land that the district says is not very suitable for agriculture.
Councillors agreed with the sta� recom-mendation to move the proposal forward to a public hearing.
Up next was Tami Jemson who was ask-ing for a similar approval and was planning to put in seven campsites on her property, the max-
imum allowed under the agri-tourism bylaw. Cur-rently Jemson has more than 60 chickens and sells 30 dozen eggs per week from her Oyama property, which the dis-trict says gives her farm status. She told coun-cil she is adding 1,000 haskap berries to her land to increase the farm production.
But after discus-sion council sided with its agriculture commit-tee which had not sup-ported the proposal due to the size of the farm operation.
“� ey felt there was not a genuine commit-ment to have agricul-ture as the dominant ac-tivity there,” said Coun. Penny Gambell. “One of the reasons was the best agriculture land from a productivity point was where the proposed loca-
tion for these lots would be. � is agri-tourism zone was brought about to enhance agriculture,” and not have the accom-modation become more important or productive than the agriculture it-self, she said.
Complicating matters was the fact that about a dozen small farm oper-ations in Lake Coun-try, including Jemson’s neighbour, had been al-lowed to build campsites or cabins on their land, before the district enact-ed its agri-tourism bylaw.
“� e agriculture tour-ism aspect was an at-tempt by many agricul-turalists to try and have people come and holi-day and see how an agri-cultural operation ac-tually worked,” said Lake Country Mayor James Baker.
“It’s not really worked that way,” he said. “It’s become a di� erent use. It’s becoming the ma-jor source or revenue on some of the smaller agri-culture operations.”
� e Sunshine Or-chards proposal will have a public hearing in the future, while Jemson’s proposal has been denied at this point.

� is was greeted with some alarm when it was announced last year. Simon Fraser University president Andrew Petter at � rst downplayed the coming skills shortage as “relatively small” and warned against push-ing post-secondary insti-tutions into a “zero sum battle for dollars.”
Petter has since come on board, as his approv-
ing comments were fea-tured in the ministry’s Jan. 26 news release de-tailing the shift. He and others have been as-sured that in spite of Clark’s rhetoric sug-gesting trades training is in and university is out, the news for SFU and other universities isn’t all that bleak.
Wilkinson is complet-ing a province-wide tour of all post-secondary in-stitutions this week, and I reached him at his vis-it to � ompson Rivers University in Kamloops.
“� e response to this has generally been pretty good, because the stu-
dents are putting this pressure on institutions themselves,” he said. “Some of the institutions are…shrinking things like teacher education and putting more e� ort into the science-based, quantitative � elds that are often related to these in-demand occupations.”
� e surplus of teacher graduates has been no-ticeable for some time, but that’s largely a func-tion of oversupply, much of it in urban areas. In the Cariboo, for example, teaching jobs are pro-jected to have the high-est number of open-ings by 2022, followed by nursing and retail and wholesale trade man-agers. � en come heavy duty mechanics and elec-tricians, but also para-professional jobs in legal, social, community and educational services.
Province-wide, it’s part of a broader demo-graphic shift to fewer children and more retir-ees. In fact the govern-ment started this target-ed funding a decade ago
with health care, forcing universities to produce more doctors, nurses, lab techs and so forth.
� e retiring baby boom is expected to ac-count for more than half of the openings in the next decade, which will expand the skills demand across most � elds, be-yond the trades training for the anticipated lique-� ed natural gas industry and other high-demand industrial areas such as truck driving.
Wilkinson notes that of the ministry’s $1.9 bil-lion budget, about 60 per cent goes into gen-eral post-secondary edu-cation for introduc-tory courses that stu-dents take when they are seeking a career path, through undergraduate studies to professions.
“So I think the idea that we’re going to somehow minimize or diminish funding in that general education, arts and science category is just not true,” he said.
Key to this shift is measuring the perform-
ance of courses o� ered at colleges, universities and technical schools. Each year, the ministry surveys about 30,000 graduates to � nd out whether their studies helped them � nd a related job.
� e results are avail-able on a website that breaks them out by insti-tution and general study area. To � nd it, do a web search for “BC student outcomes” and select the “executive dashboard” to check the results for courses and schools in your region.

Might Alexandra’s senseless loss prevent an-other? Might her loss be leveraged to prevent a multitude of others?
“Alexandra’s Story” could be told in high school classrooms to help our young people learn and fully appreci-ate that motor vehicles are dangerous, heavy ma-chinery commanding the
utmost of care and re-spect.
In my experience, though, young people may be the least in need of that lesson. Young people are products of our society’s driving cul-ture. Arguably, young people are the least in need of that lesson.
We are all a product of our driving culture: a culture of complacency. � ose of us motivated to change that driving cul-ture face a horrendous-ly uphill battle, countered every step of the way by
advertising campaigns espousing the safety of motor vehicles and con-tinual media reports sug-gesting that crashes don’t come with consequences.
Precious little is being done to change our driv-ing culture.
“Alexandra’s story” could be the impetus for a road safety initiative re-quire those obtaining, as well as renewing, our li-censes to sit through a ½ hour safety video. � e photograph of those tire tracks could be the open-ing image and her story
could be the introduc-tion.
Mass advertising is expensive, particularly when it is important to reach all demographics. By requiring a viewing of the video when ob-taining and renewing our driver’s licenses, we are guaranteed that everyone will bene� t. It would re-quire as little capital ex-penditure as the video production and a desig-nated viewing room at each driver’s license issu-ing location.
A well done video
would have each of us leaving not only with a renewed license but also a renewed respect for the important task of driv-ing.
Let us pay our respects to Alexandra’s mem-ory by making whatever contribution each of us can make to help pre-vent future road tra� c tragedies. � ose in pos-itions of in� uence can do more than others.

I’ve watched a lot of people ask for a lot of di� erent things
at Lake Country coun-cil during the last couple of years covering the dis-trict’s bi-weekly council meetings.
People have come for-ward looking for all sorts of help. Some asked for water to their lot, some wanted lights on danger-ous intersections while others have looked for
money for charity or any number of development variances, rezonings or permits.
But no one has put forth a better argument to council than part-time Lake Country resident Elvis Iginla.
In one skillful pres-entation, Iginla, a well-known lawyer in Al-berta and yes, the fath-er to NHL star Jarome, convinced Lake Coun-
try coun-cil to throw out a � le that dated back sever-al years, re-lating to a series of retaining walls on his prop-erty, one of which crossed over his property line and into the district road right of way.
Standing at the po-dium in front of coun-cil, Iginla said he and his family bought in Lake Country so they could � nd a place to rest but instead had found noth-
ing but a nightmare. He ripped this news-paper for publish-ing details of his at-tempts to build a ten-nis court and put-ting green on his property using a ser-
ies of retaining walls, some over 10 feet high and one on Lake Coun-try district property.
He alleged the publi-city had let everyone in the world know where he, and his son lives, tak-ing any kind of chance at
peace away from them. He blamed the media attention for a break-in at his place of residence.
� en he started to � re o� some cannons to-wards dis-trict sta� say-ing he had never been properly communicat-ed with along the way. He had to change his schedule just to � y in and deal with this issue. He claimed his drive-way would collapse if he did the work the district was asking to bring his wall back onto his prop-
erty. He waved his arms in the air, point-ed at maps, answered every ques-tion the jury, errr, council asked of him.
When he was
done, they didn’t need much time to deliberate.
Council threw out the sta� recommenda-tion and accepted Iginla’s version of events with-out a single follow-up question to sta� . Coun. Matt Vader said he had no problem with the wall being built into the dis-
trict right of way. He agreed, yes, the driveway would collapse if the sta� recommendation were followed.
Council quickly dropped the � le that dat-ed back several years and moved sta� to enter into an agreement with Iginla to allow the illegally built wall to stay.
I’ve watched a lot of people ask for things at Lake Country coun-cil. Many have left with-out resolution, retreat-ing back to their personal nightmares.
It seems now, they just didn’t have the requi-site skills to know how to ask.

sionals, we work hard to enhance our practice in support of teaching and learning. � e BCTF has 32 provincial special-ist associations—ranging from science, social stud-ies, and art to technology and trades education—that put on exception-al professional develop-ment conferences, write reports, and lead import-ant teacher inquiry pro-jects.
Recently, the BCTF has partnered with UBC
and the BC Super-intendents Association to create a province-wide mentoring program that will formalize an inte-grated system of support for developing and re-taining teachers in BC. We also funded, creat-ed, and launched a new online platform called TeachBC that enables teachers from across BC to share their research and teaching resources.
� ere are a lot of ex-cellent things happen-ing in BC schools and teachers are front and
centre making it all hap-pen. However, we can-not forget that any gov-ernment strategy, initia-tive, direction, plan, etc., needs funding. Unfortu-nately, we’re still wait-ing for this government to fund the basics like improving class size and composition. A change in government attitude towards funding is the � rst adaptation BC stu-dents need.

Having taken a year o� from Team Can-ada’s ski cross team hasn’t dampened the competi-tive � res of Kelowna Olympian Kelsey Serwa or lessened the pressures on her schedule as she works towards returning to Canada’s national ski cross team next season.
Serwa, now 25, is ready to embark on a trip to Prince George where she will act as an hon-ourary captain for Team BC at the 2015 Canada Winter Games, kicking o� next week in B.C.’s northern capital.
It’s a return to her roots for the 2014 Olympic silver medal-
ist, who took part in the Canada Games in 2007 in Whitehorse as an alp-ine skier. Serwa returns to the games as a shining example of a Canadian success story, having won an Olympic medal sev-en years after competing
as a young, up and com-ing athlete.
“� is is very special for me and it’s some-thing I have been look-ing forward to all win-ter,” said Serwa this week. “Being away from racing is giving me a
great opportunity to par-ticipate in this. I’ve al-ways believed in giving back. I’m going to share my story and let all the athletes know it’s okay to be nervous and to have a little bit of anxiety. You have to push through that and help each other succeed. It’s all about be-ing together as a team.”
Serwa showed that determination to push through adversity and jitters in winning a silver medal in ski cross at the 2014 Winter Olympics in Sochi. After su� ering serious injuries to her knee in back to back sea-sons, Serwa said she probably wouldn’t have been competing had it not been an Olym-
pic year. Still she tackled the ski cross event with her typical abandon and claimed the silver medal.
Opting to take a year o� was di� cult, but al-ready she says she is strong and will be well prepared for the next ski cross season.
“It was tough because there was still World Championships this year but my knee never really had a chance to heal,” she said. “It feels awesome now. I’m training full-time in a similar program
that I would do in the o� season so it should give me an advantage head-ing into next year.”
And she will like-ly be hungry to win more events as well af-ter spending a year train-ing. Spending time at the Canada Games and at qualifying events leading up to the games will do nothing but help rekin-dle her passion to com-pete.
“Taking in the Can-ada Games qualifying for ski cross at Big White
and just being around all the kids and seeing how eager they are it makes you want to get back into it,” she said. “When I get into the gym I’m more motivated to push hard. I noticed it watching my teammates compete this season and seeing them do well. I think competi-tion is contagious. It just makes you want to be a part of it.”
� e Canada Winter Games in Prince George take place Feb. 13 to March 1.

Once upon a time in a small(er) city named Kelowna, there lived a girl and a boy. They both attended the same high school, and they both had a crush on each other.Their best friends were dating each other and when those two would go off on their own, this girl and boy would naturally get ‘stuck’ with each other, but neither one minded. He was a roller-rec pro and spent any free time he had skating, she would show up every week and would wait with anticipation for him to ask her to skate. Every once in awhile he did, and her heart soared.

Love Story Runners UpIt all began with a lie. I was a junior in high school working at the A&W
weekends. During my break a co-worker came over to me and said, “There’s a guy who wants to meet you, come out and say hi.” “No,” I said, “that’s ok.” She went to talk to him and came back to say he was a really nice guy. “Just go out for a coffee with him” she said. He was her boyfriend’s buddy! I went to the take out window and there stood a young man. He said “Hi, I was wondering if you would go to the movie with me tonight?” I noticed he was very handsome with kind blue grey eyes; a girl can notice a lot in a few seconds! Being shy and somewhat intimidated by the situation, I said, “I can’t, I’m already going to the movie with my girlfriend.” I didn’t want to hurt his feeling by just saying no. He quickly responded with, “That’s ok, I’ll just go anyway and sit and look at you!” I would later learn he was quick with romantic one-liners. After an awkward moment of silence he turned and walked away, jumping into a nice sports car. Hum!! Neither of us went to the movie that night. continued on next page >

usually with another girl. He didn’t acknowledge me and I wondered if he remembered he had asked me for a date! I couldn’t believe he had forgotten and it irritated me and
piqued my interest. As fate would have it we met again when I was
spending the summer working in a resort town. He asked me to show him
the sights and the tour lasted all day. We both felt a spark; one that has lasted forever. He proposed on a mountainside in Banff, the diamond ring hidden in his pocket - the only diamond ring he has ever bought for me. He always says he bought me one and that’s the one that counts.
We were married less than two years after we � rst met. I still have a suitcase full of love letters as we were usually apart with his job as an ironworker taking him all over the western provinces. The reception was held on the front lawn at his parent’s orchard. Like all young couples we could hardly wait to leave. Today, after 40 plus years of sharing our lives we have raised three children and have been blessed with three lovely grandchildren. Once upon a time in a small(er) city named Kelowna, there lived a girl and a boy. They both attended the same high school, and they both had a crush on each other.Their best friends were dating each other and when those two would go off on their own, this girl and boy would naturally get ‘stuck’ with each other, but neither one minded. He was a roller-rec pro and spent any free time he had skating, she would show up every week and would wait with anticipation for him to ask her to skate. Every once in awhile he did, and her heart soared.
There were some special moments and memories that
would last. “Romance, magic, ad-venture are all words that come to mind when I think of this months’ concert,” said Rosemary � omson, music direc-tor for the OSO. “We have so much talent on stage this month, includ-ing our Youth Orches-tra who will perform side by side with your symphony.� is concert makes for a perfect Val-entine’s weekend date night that everyone will enjoy.”
Featured works in this performance include � ree Stratford Fan-fares for Brass and Per-cussion composed by Louis Applebaum. For the Romeo and Juliet Overture-Fantasy, writ-ten by Piotr Ilych Tchai-kovsky, the professional orchestra will be supple-mented by the 80-mem-ber strong Okanagan Symphony Youth Or-chestra.
Finally, A Midsum-mer Night’s Dream, op.21 & 61 written by Felix Mendelssohn rounds out the program.
Several guest artists will be joining the OSO on stage including actor Maureen � omas from Calgary who will portray the characters of Mid-summer Night’s Dream; Okanagan Valley native soprano Carmen Har-ris; Kelowna Secondary Ladies Chamber Choir an auditioned group of 38 made up of Grade 10, 11, and 12 students; soprano Mia Harris a Penticton-based resident.

EXERCISE…� e Lake Country seniors centre was the scene of a unique form of exercise as Pursuit Fitness presented a couple of free chair yoga classes, where seniors with mobility issues were able to work on strengthening exercises. Participants used resistance bands together with a variety of yoga poses while seated. � e exercises increase muscular strength and range of movement which help make daily living activities easier to carry out. OYAMA ROAD was closed late last week due to an unstable rock face which forced the District of Lake Country to move in and close the road last � ursday night. � e closure was between Willett and Hebbert Roads. Scaling work was scheduled for Tuesday, Feb. 10, but crews moved in early due to the unstable slope causing safety concerns. Residents traveling to Hebbert were forced to take the long way around the north end of Wood Lake on Oyama Road. It was not known at Lake Country Calendar deadline, how long the closure would be in force.

JOHNSON, GLADYS M NOVEMBER 7, 1925 - JANUARY 27, 2015
Gladys passed away peacefully at the age 89 into the presence of her Lord
and Savior Jesus Christ with her family by her side. She was predeceased by
her husband Steven W. Johnson in 1978. She is survived by two
daughters and 1 son-- Randy &Connie Ceretzke and their two
children, Steven and Kim, Glenda Dennis and her two children, Matt and Rachel, and Ralph Johnson and his
family as well as other great grand children. Our mother spent more than 45 years living and loving her life in the
Okanagan. She is to be interred next to her belovedhusband, Steven at the Lakeview Memorial Gardens inKelowna. A Celebration Of Life will be held for her at the
Winfi eld Community Church @ 1:00pm on February 14th. Refreshments to follow at the church. Condolences
may be sent to the family at [email protected]. If desired, memorial donations can be sent to Gladys’ favourite charity, The Salvation Army.

It is with profound sorrow that weannounce the passing of our wonderful Dad; loving husband, grampa, brother
and friend, Vernon Westgate,surrounded by and cared for and
devoutly loved by many. Survived by, his daughters, Nadine and Noreen,
sons Gary and Don and his wifeGloria, and grandchildren, Jerrid,Taylor, Ryan, Brandon (Crystal),
Clayton (Sarah) and greatgranddaughter Mia, and brothers,
Dean, (Maureen), Des (Iris), Jimmy and sister Virginia(Austin). Sadly predeceased by his wife Stella, parents,
Chase Westgate and Olive Snowden, sister Marie (Dale), brothers Byron, Art, Alfred and Lyall. Born in Lloydminster, Saskatchewan, Vern married Stella in Winnipeg, October
21, 1950 and moved out west in 1959. A farmer, anentrepreneur and a cowboy at heart, Vern’s true passion was his family. A gentlemen and a pillar of strength and
wisdom and the essence of true grit, Vern was an inspiration to all and will be forever missed by his proud children, as
well as countless family and friends. Though we arecomforted that Vern is now free of pain and has joined his beloved Stella, our hearts are heavy that he is no longer
with us. We will fi nd strength in knowing he will continue to live in our hearts and minds. We are grateful to each and every one who walked caringly with Dad and our family these past years during his stay at Lake Country Manor.

Under section 40 and 26 of the Community Charter, notice is hereby given that Council proposes to consider adoption of Road Closure and Removal of Highway Dedication Bylaw 910, 2014 at the February 17, 2015 Regular Council Meeting at 7 p.m. Persons who consider they are affected by the bylaw may make representation to Council by written submission prior to the meeting or by presenting at the meeting. Bylaw 910 authorizes the District to permanently close and remove the highway dedication of 497.4 m2 of the cul-de-sac at the south end of Northview Place and transfer the ownership to the adjacent property owner Dean Raisanen to be consolidated into the subdivision and land known as Lot B, Plan KAP50898. In exchange, 497m2 of road will be dedicated to the District for an emergency access lane to Glenmore road and a walkway to the park. The Public Art Advisory Commission invites YOU to participate in painting a large community mural to celebrate Lake Country’s 20th anniversary. A 24’x48’ mural to be mounted on the south wall of Winfield Memorial Hall will be developed from two artists’ work and using 480 (12”x12”) panels painted by local residents, students and artists. No specific painting talent is needed; everyone is welcome to participate. Supplies will be provided and all participants will be assigned a dominant colour palette for their panel and the rest is up to them.
