ForewordI’d like to thank all the candidates, party members, trade unions and supporters who worked so hard to achieve the result we did.

TheConservativescalledthesnapelectioninordertoincreasetheirmandate.Insteadtheylosttheirmajority.LabourgainedseatsineveryregionandnationofBritain,gainingseatsforthefirstelectionsince1997.LaboursecuredthelargestpercentageincreaseintheLabourvotesince1945.AsaresultwearenolongerjustanOpposition,weareaGovernment-in-waiting.

Ourpartyisgrowingagainwithwelloverhalfamillionmembers,andthegreatresourceofouraffiliates.Thatenabledustoreachmorepeoplewithourmessageandtoencourageandenthusemorepeopletoregistertovoteandtoparticipateintheelection.

LabourisasocialmovementcapableofcampaigningandwinningineverycommunityofBritain.Wemustbereadyforageneralelectionwheneveritmaycome,andnextyearwehaveelectionsinover150localauthorityareasacrossEngland.

WeareunitedinourdeterminationtoworktogethertoelectaLabourgovernmentthatdeliversforthemanynotthefew.

3.1 Campaign Strategy and Key MessagesWhentheGeneralElectionwascalled,thelocalelectioncampaignwasunderwayandwehadalreadyplacedourstrapline–Labourwillstandupforyou–inthecontextofawidernarrativeaboutthewaypeoplewerebeingheldbackbyariggedsystem.Wesaid:“Itdoesn’thavetobelikethis.Britainisawealthycountry,butyouwouldn’tknowit from our antiquated infrastructure and underfunded services. Tax giveawaystotherichhavebeenputbeforeinvestingingrowthinwhichwecanallshare.”

ThispremisewasthebasisfortheadoptionoftheGeneralElectionstrapline-Forthemany,notthefew-andforacampaignthatwouldpresentatransformationalmanifestotovotersfor‘aBritainwhereprosperityisshared’.Individualpolicieswouldbesetinthiscontext as part of an ongoing narrative thatpeoplearebeingheldback,reachingapointonpollingdaywherevoterscouldseehowLabour’spoliciescouldchangetheirlivesandsocietyforthebetter.

OtherearlydecisionstakenbythejointParty and Leader’s office strategy group werethatthecampaignshould:

• Aim to win and invest in campaigning inbothseatsweweredefendingandthose we had a chance of winning.

•GiveahighprioritytomakingfulluseofthegreaterbroadcastmediaaccessprovidedbyaGeneralElectionbecauseofrulesgoverningpoliticalbalance.

•Launchacelebrity-ledvoterregistrationcampaignonascaleneverseenbeforeaimedatstudents/youngpeople.

•Investinreachingoldervoters,especiallythroughFacebook,withmessages addressing their specific concerns.

•HoldmajorralliesinalltheEnglishregionsaswellasinScotlandandWales.

•Aimtoraiseatotalofatleast£12mforthecampaign,includingthe£4mheldinthecampaignfundpriortotheelectionbeingcalled.

Goingagainstconventionalwisdom,the campaign chose to address directlyissuestheToriesandmanycommentators were presenting as Labourweaknesses.WebelievedEurope/Brexit,JeremyCorbyn’sleadership,securityandtheeconomywere strengths if framed in a different way.Jeremythereforegaveaset-piecespeechonhisapproachtoleadershipon29Aprilandtalkedabouthisvaluesinalonger-than-usualpartyelectionbroadcastdirectedbyKenLoach. The issue of security was addressed in depth in a speech at Chatham House on12May.TheeconomyandBrexitwereeachdedicatedapartyelectionbroadcast,andShadowChancellorJohnMcDonnellsetouttheparty’seconomicstrategyindetailinakeynotespeechon7 May.

The voter registration campaign was launchedon29Aprilandprovedhugelysuccessful.Injustoverthreeweeks,morethantwomillionpeoplevisitedtheElectoralCommission’swebsite,leadingtoanunprecedentednumberofsuccessfulregistrationsbyyoungvoters.

MediaCityattendedbymorethan1,000supportersandtheshadowcabinet.ThefollowingweekthemanifestowasunveiledattheUniversityofBradfordwhereLabour’sHaroldWilson,servedasChancellor.

The four main strands of the campaign throughoutwere:fulluseofbroadcastmedia opportunities taking advantage oftherequirementforbalance,aLeader’stourinvolvingmorethan100eventsandralliesin82constituencies,amulti-faceteddigitaldrivereachingmillionsorganicallyandthroughpaidadvertising,andcontinuouspolicyannouncements to generate content for allcommunicationchannels.

Labour’smessageinthiselectioncampaignwassummedupbyForthemanynotthefew.Thisstraplinedefinedacontestbetweentwocompetingvisions:Labour’sofferofaBritainbuiltandrunforthemany,versustheConservativePartywhichstandsonlyforaprivilegedfew.

Thismessageranthroughallofourcampaign communications. Our aim wastocontrastLabour’sprogrammeforafreshstart-tobuildafairerBritainwherenoonewouldbeheldback–with the threat of five more years of a ConservativePartythatwillnot,andcannot, stand for the many.

3.1 Campaign Strategy and Key Messagesthathasaccruedarecordoffailureandbrokenpromises.Inparticularourcampaignfocussedonthefollowingissues:

•Livingstandards:TheConservativeshave spent the past seven years givingthesuper-richtaxbreaks,worthtensofbillions,whileworkingfamilieswagesareworseoffwithrealearningslowerin2017thantheywere in 2010.

•Publicservices:TheToriespromisedtoprotectpublicservicesbutthroughcutsandneglecttheyhavepushedthesevitalservicesintoa state of emergency. The NHS hassufferedsoaringwaitinglists,staffingshortagesandhospitalsinfinancialcrisis.Theirrecordonschoolsisoneofcutsandrisingclasssizes,whilethoseyoungpeoplewhowant to go to university face huge debts.Andpublicsafetyhasbeencompromised with more than 20,000 policeofficerscutsince2010.

As the campaign progressed our attention turned to the threat posed byanotherfiveyearsoftheTories.Indoingthis,weexposedtherealityofwhat the Conservatives were offering theBritishpublicfocusingon:

•ThethreattoworkingpeopleposedbyaConservativegovernmentwhichrefusedtoruleoutfurthertaxrisesonworkingpeople,instarkcontrasttoLabour’spromiseofnotaxincreasefor95percentofpeople.

• The Conservative threat to pensioners,exemplifiedbyamanifestowhichsignalledanendtothepensions‘triplelock’,proposaltomeanstestWinterFuelPayments

andwouldhaveseenpeoplehavingto pay for their care with their own homes(theso-called‘dementiatax’).

•Thethreattopublicservicesposedbyfurthercutsandausterity.

•TheirrecklessapproachtoBrexitwhichthreatenedtopushBritainoutofEuropewithoutaplan,puttingjobsandtheeconomyatrisk.

The threat of the Conservatives was contrastedwithaLabourPartyunderJeremyCorbyn.OurcampaignfocussedontherealchangethatLabourwouldbringthroughapositivepolicyagendawhichofferedworkingpeopleafairerBritainwhereprosperityisshared,everyoneisrewardedfairlyforhardworkandwhereahometorentorbuyisaffordable.OurmessagewasoneofhopelookingathowLabourwoulddeliverforthemany,by:

•BuildingafairereconomywitharealLivingWageof£10perhour,fullrights from day one for workers and establishinganationalinvestmentbankandregionaldevelopmentbankstofinancegrowthandgoodjobs.

•ProtectingpensionersbyguaranteeingincomeswiththetripleLlockonpensions,keepingWinterFuelPaymentsandopposingtheTories’ ‘dementia tax’.

•SupportingtheNHSbyinvestingover£30billionoverthenextParliamentto ensure it has the money it needs, ensuring minimum standards of care, tacklingthecrisisincareandjoiningupservicesfromhometohospitalwithaproperlyintegratedhealthandsocialcareservice.

•Standupforchildrenandyoungpeoplebyreducingclasssizes,introducinguniversalfreeschoolmealsforprimaryschoolchildren,reintroducing an Education MaintenanceAllowanceandmaintenance grants for students fromlowandmiddleincomebackgroundsandscrapping tuition fees.

•Investinginnewaffordablehomestorentandbuy,buildingoveramillionnewhomesinfiveyears,withatleasthalfofthemforsocialrent.

Campaign management structureTheLabourParty’sGeneralElectioncampaignwasledbytheNationalCampaign Coordinators, Andrew Gwynne and Ian Lavery.

In the months running up to and during theGeneralElection,regularmeetingsoftheGeneralElectionStrategyGrouptookplaceinvolvingtheNationalCampaign Coordinators, other Shadow CabinetmembersandtheseniorteamsatLabourHeadOfficeandtheLeader’sOffice. This meeting agreed the strategy fortheelectionandplannedthecampaign grid.

Dailymeetingswereheldduringthecampaigntodiscussdetailedplanningandthegrid.Therewerealsoregularbudgetingandfinancialmanagementmeetings, with reports to the NEC BusinessBoard,toensuretheGeneralElectionbudgetwasadheredtoandspendingandstaffingallocationsweredeliveringcampaignpriorities.

3.2 Supporting the Ground Campaign Inpreviousconventionalelectionstheallocationofpartyresourceswasdeterminedbyalistofdefined‘keyseats’. The nature of the 2017 snap electionmeantthatsuchalistdidnotexist. This meant we had to decide on anapproachforallocatingresourcesonarollingbasisasthecampaignprogressed.

In addition, without enough time for a recruitment process, we had to manage the campaign on the ground with far lessstaffthanwasthecaseinthe2015election.

The party went into the campaign with£3.5millioninthebank,whichenabledustogetthecampaignofftoaflyingstart.Inthefirstfewdaysofthecampaignwewereabletoallocate£1.6milliontodefensiveseats.Noseatswere written off.

Thisfundingforseatswasputmainlyatdefensiveseatsbecause:

•Ourpollingpositionwasbetween 20to25pointsbehindatthatstage.

•Thisinitialdeploymentofresourcecoupledwiththesnapelectionguide on the previous day gave the sitting MPs greater confidence that thenationalcampaignwaswellorgansised and responding to the snapelection.

Digitalspendingwasalsofocussedonoffensive seats and voter registration directlyfromthestartofthecampaign.

Laterinthecampaign,withLabourperformingbetterinthepolls,additionalfundswereplacedintooffensiveaswellasdefensiveseats.

Spendingwasmainlyfocusedonthreetypesofcampaigning:

1)Asetofnationaldirectmails

2)Digitalspend–coveredindetailelsewhere

3)Newspaperadverts

Inadditionthepartyalsosetupandmanagedafullnationalprintandfreepost programme that was open to any CLP to use.

3.3 Campaigning with Women Engaging women voters was a key part ofourelectioncampaign.Ourmanifestooutlinedkeypledgestoadvancegenderequality,includingprotectingawoman’srighttochoose,tacklingmaternitydiscriminationandappointingaViolenceAgainst Women Commissioner.

Ourpledgetopensionerscommittedto extra Pension Credit payments to womenborninthe1950swholostout when their State Pension age was increased.Ourpledgestoendthepublicsectorpaycap,banzero-hourcontractsandabolishemploymenttribunalfeesappealedtowomenwhomakeupthemajorityofpublicsectorandinsecureworkers. Our offer to extend free universalchildcareandraiseCarer’sAllowancerecognisedtheunpaidworkas carers that women provide to society. Wealsocommittedtogenderauditourpolicyandlegislativeprogrammeforitsimpactonwomenbeforeimplementation.

TheLeader’stourincludedavisitwithwomen from the ‘Women Against State Pension&Inequality’(WASPI)women,and we engaged with women-focused mediatopromoteourpolicies.Wealsotargetedwomenvotersthroughdirectmaildropsinmarginalseatsfocusedonkeypolicyissues,includingwomen’sstatepensionsandchildcare.UsingPromotewedelivered2.8millionadverts to WASPI women in target seats.

Bymaintaininga50percentfemaleShadowCabinet,weensuredthatwehad a diverse range of women message carriers to appear in the media with EmilyThornberry,DianeAbbottandAngelaRaynerallplayingkeyroles.Our Shadow Secretary of State for WomenandEqualitiesSarahChampion

deliveredouranti-austeritymessagefocussing on the fact that 86 per cent of the money raised from the Tories’ tax andsocialsecuritychangescomingfromwomen’s pockets.

TheLabourWomen’sNetworkplayedakeyrolesupportingwomencandidates,organisingcampaignvisitsandweeklyphonebanksforwomencandidatesfightingmarginalseatsandencouragingwomen to stand. Two of the women currentlyparticipatingintheJoCoxWomen in Leadership Programme, runjointlybythepartyandLWN,weresuccessfullyelectedasMPs.Wewerepleasedtomakefurtherprogressonwomen’s representation with 45 per centofthePLPnowbeingwomen.

3.4 Campaigning with Faith and Ethnic Minority Communities Campaigningwithblackandminorityethniccommunitieshasbeenvital.WepublishedaRaceandFaithmanifestotobringtogetherourpolicycommitmentsonraceequality,andheldamanifestolaunchevent,gainingwidecoverageinBAMEmediaoutlets.

ArenewedfocuswasalsogiventodevelopingrelationshipswiththeBAMEmedia,withamemberofthepressteamdedicatedtoengagingwithBAMEmedia.DuringpollingweekweplacedGOTVnewspaperadsinanumberofBAMEandfaithnewspapers,andfaith-basedvisitsandengagementwithethnicminorityvoterswereincludedaspartofthe Leader’s tour.

BAMELabouralsoplayedakeyroleinsupportingLabour’sBAMEparliamentarycandidates,organisingcampaigndaysandphonebankswithBAMELabourmembersandmobilisingvoters up and down the country.

WewerepleasedtomakeprogressonBAMErepresentationinthePLPwitharecordhighof32LabourMPsbeingBAME,makingourPLPmorediversethan ever.

3.5 Campaigning with Youth, First-time Voters and StudentsEncouraging voter registration and mobilisingyoungpeopletovotewaskeytoourcampaign.BetweenthecallingoftheGeneralElectionandtheregistrationdeadlineonMay22,morethantwomillion18–34yearoldsvisitedtheElectoralCommission’swebsite,leadingtoanunprecedentednumberofsuccessfulregistrationsbyyoungvoters.

Priortotheregistrationdeadline,LabourStudents’MillionMoreVoicescampaignsuccessfullypresseduniversitiestocombinevoterregistrationwithcourseenrolment.WorkingwithCatSmithMPandBaronessRoyall,wepressedtheGovernment to improve measures for student voter registration as part of the HigherEducationBill.

TheLabourPartydeliveredaground-breakingdigitalcampaign,usingnewplatformslikeSnapchatandInstagramaswellasFacebookandTwitter.Weservedoverfourmillionadvertstoyoungpeopleacrossthecountryintherunuptothevoterregistrationdeadlinewithvideosfeaturinghigh-profileendorsers.

We used interviews with Kerrang, NME,Copa90footballYouTubechanneland an ID interview with Grime artist JMEtoreachadiverserangeofyoungaudiences and promote the importance of registering to vote. ProfessorGreen,Rudimental,LilyAllen,RickyGervaisandDynamo–andexplicitlyendorsingLabour–suchasKateNash,RobDelaney,WolfAlice,RizzleKicks,PaulMcGannandAJTracey.In comparison, the Conservative Party andTheresaMaydidnotusetheirsocialmediaplatformstoencouragepeopletoregister to vote.

Followingthevoterregistrationdeadlinethe focus shifted to turning out the youthvote.Wetargetedmillionsofyoung voters with content around our youngvoterpoliciesandusedhigh-profilevoicestoenhanceourmessage.Many of these adverts were targeted intothemarginalseatsthatwegained.Ourfivekeypledgestoyoungvoterswerepackagedintoadirectmailtargeting130,00018-24year-oldsandusedasorganicFacebookcontentthatreachedmorethanonemillionpeople.

Inparalleltothis,organicmovementssuchasGrime4Corbynmadenationalnewsandpopularyouth-focussedvideocontent from Momentum reached a quarterofallFacebookusers.Jeremy’sunexpected appearances at events suchasWirralLiveFestivalatTranmereRoversfootballstadiumcontributedtothis.

Onpollingday,Labour’sSnapchat filtermorethandoubledthebenchmarkforswipesandwasseenbynearly eightmillionpeople,withcelebritiessuch as Stormzy using it.

This creative engagement strategy took ourmessagedirectlytoyoungpeople,andamplifiedtheexcitementaboutJeremyCorbynamongstyoungpeople.Asaresult,wewitnessedahugeswingtowardsLabourwith63percentof

18-29yearoldvotersvotingforLabourcompared with 36 per cent in 2015.

JeremyandtheLabourcampaigninspiredyoungpeopleacrosstheUKto get out and vote. Youth turnout amongst18-24yearoldsincreasedto 58 per cent from 43 per cent in the 2015GeneralElection.TheageatwhichavoterismorelikelytohavevotedConservativethanLabourisnow47–upfrom 34 at the start of the campaign.

3.6 Campaigning with Trade Unions and Affiliates Fromthedaytheelectionwascalled,TULO(theTradeUnionandLabourPartyLiaisonOrganisation)workedtosupportandengageLabour’s12affiliatedunionsinthe‘snap’campaign,andtoinvolveand activate as many trade union membersaspossibleintargetseats.

Labourisrightlyproudofitsrelationshipwithmillionsofworkingpeoplethroughthelinkwiththetradeunionmovement.The snap nature of the campaign meant that unions had to hit the ground running on day one, to ensure that they were abletocommunicatewiththeirmembersaboutwhyvotingLabourissoimportant,andaboutwhyLabour-supportingunionmembersshouldtakethenextstepandjointhecampaignonthedoorstep.

Acrosstheboard,unionsrosetothischallenge,puttinginplacetheirownstrategies to maximise voter registration, andtomakethecasetomembersthatworkingpeoplearebetteroffwithLabour–allthisinashorttimeframe,andinadifficultregulatoryframework,withtheTories’LobbyingActmakingitmoredifficultforthirdpartycampaigners(likeunionsandNGOs)tospeakoutpolitically.

Unionswerefullyengagedinthemanifestoprocess,andtheresultingdocument set out a transformative vision ofafairerBritain.Havingastrongsetofpolicies,thatwoulddeliverabetterlifeforworkingpeopleandtheirfamilies,waskeyinmotivatingunionmemberstovoteLabourandtojointhecampaign.

TULO used their own communications channels–theunionstogetherwebsiteandsocialmediafeeds–toreachasmanypeopleaspossiblethroughoutthe campaign, seeking to persuade andtomobilise.TULOlaunchedan

interactivewebsite,whyvotelabour,designedtopersuadepeopletovoteLabour,sharewithfriends,andsignupforapersonalisedremindertovoteonelectionday.Wecoordinatedajointsocialmediaeventwithalltheunions,theLeader‘sOfficeandvolunteerstotweetalongwiththeLeadersDebates.

On the groundTULOworkedcloselywithRegionalTULOCommitteesandRegionalunionofficialstoensure a huge campaign presence in seats across the country. Over the campaign, thereweremorethan75BigUnionCampaignDaysinlocalconstituencies.

Inthefinaldaysofthecampaign,weco-ordinated ‘Trade Union Tuesday’, to give allunionsanopportunitytocampaigntogether with a strong, positive message tothepublic-‘VoteLabouronThursday’.Thedaywasanoverwhelmingsuccess,withdozensofnewvolunteersandstrongsupportfromeverysingleunionmeaningwehadalmost200teamsoutontheday,distributingoveraquarterofamillionleafletsacrosseveryregionofthecountry.

Labour’s2017GeneralElectionmanifesto ‘For the many not the few’setoutLabour’spopularandtransformationalpolicies,whichinspiredpeopletovoteLabour.

Launchedon16MayatBradfordUniversity, the manifesto was the productofanacceleratedpolicydevelopmentprocess,designedaspartoftheParty’scontingencyplanninginthemonthsfollowingAnnualConference 2016. This process was rapidlyimplementedfollowingthePrimeMinister’ssnapelectionannouncementandbuiltontheworkalreadyoftheNationalPolicyForum(NPF),withinputfrommembers,affiliatesandtheshadowcabinet.

Intheshortperiodavailable,consultationswereheldwithmajorgroups within the party. Over 40,000 peoplesubmittedtheirideastotheonlineconsultationlaunchedbyJeremyCorbyntheweektheelectionwascalled.Everyshadowcabinetteamand,throughTULO,everyaffiliatedtradeunionwasasked to input their priorities into the processandwasconsultedondrafts.Inputswerealsosoughtfromsocialistsocietiesandotherstakeholders.

AttheClauseVmeetingheldon11May 2017 the manifesto was discussed chapterbychapterand,withonlyminortweaks,wasagreedunanimouslyinaconsensualmanner.

ThemanifestoofferedahopefulandpositivepolicyagendatotransformBritainforthemanynotthefew.Itmadethecaseforpublicownership,strongerrightsatwork,andproperlyfundedpublicservicesfundedthroughredistributivetaxation.

In stark contrast to the Conservatives’ approach which made a series of vague,unfundedpromises,Labour’smanifestowasfully-costedandcredible.To emphasise this fact, we produced a costingdocument–‘FundingBritain’sFuture’–alongsidethemainmanifestowhichshowedindetailthetaxationandspendingdecisionsLabourwouldtakeingovernment,explaininginfullhowourplanswouldbedelivered.

Thiswasapivotalmomentinthecampaign,whichwasreflectedinafurtherupturninLabour’spolling.ItalsohelpedtonullifytheConservatives’falseclaimsaboutLabour’splanswhilesimultaneouslyhighlightingtheflimsinessofTheresaMay’soffer.

TheLabourPartymanifestowasproducedinbothdigitalandbookformats,withtheformerbeingviewedoverfivemilliontimesonlinebetweenpublicationandelectionday.

4.2 Leader’s Tour TheLeader’sTourwaslikenootherembarkeduponbyanypreviousLabourleader.ItincludednotonlytraditionalelectionvisitsbutalsomusiceventsandJeremy’strademarkrallies.

The Tour started in Croydon and covered 82constituencies.ItwasaremarkablejourneythatsawJeremyandLabourlaunchaninspirationalmanifesto,capturingtheimaginationofmillions,buildingsupportacrossthecountryanddeliveringoneofthebiggestpoliticalshocks of modern times.

Jeremyaddressedtensofthousandsofpeople-fromtheTownHallstepsinTory-heldLeamingtonSpato6,000peopleonabeachinmarginalWestKirby.AtTranmereRoversfootballground on Merseyside, 20,000 music fansfirstchanted‘OhJeremyCorbyn’whichbecametheunofficialthemetunetothispeople-poweredcampaign.

Theaimofthetourwasthreefold.Tomeetasmanypeopleaspossible.To

mobilisesupporterstocampaignforandvoteLabour.Andtoprovidegreatfootage and pictures for the media.

Thechallengewasenormous. TheresaMaycalledthesnapelection on18Aprilfor8June,leavinglittleoversevenweekstodeliverthetourfromastanding start.

But,justhoursaftertheelectionwasannounced on the steps of Downing Street,JeremyandtheLaboureventsteam were out on the streets of Croydon.

The campaign and the Leader’s Tour werebothlaunchedinSalfordMediaCity,withJeremy’sBattleBusformingthestagebackdrop.Aftertheevent,theteamtookthebusonajourneythatwouldcovermorethan7,000milesacross the UK.

ItwasatourthatsawJeremylisteningtothepeople,motivatingactivistsandhighlightingthechallengeswefaceasanation.

From18Apriluntilthepollsopened, aperiodofjustover50days,theteammanagedanddeliveredmorethan100eventsincluding90rallies.

We often made four or five campaign stopsinaday,andtheteamhadtobeflexibleenoughtodelivereventsatveryshortnotice,includingcatchingTheresaMayunawarebyturningupinCambridgetotakepartintheBBCLeaders’Debate.

Eventsgotbiggerandbigger. InGateshead,8,000peopleflocked tohearJeremyspeak,drawntherealmostentirelybywordofmouth ndsocialmedia.

Twodaysbeforepollingday more than 15,000 took part in a multi-venuecampaignevent,withpeopleinCroydon,Brighton,Warrington,GlasgowandBarrylinkingliveviasatellitewithamassrallyinBirmingham,headlinedbyJeremy,SteveCooganandcharttoppersCleanBandit.

Theeve-of-polltoursawJeremytravelbytrainacrosstheUK,startinginGlasgow,travellingtoRuncorn,beforevisitingColwynBay,WatfordandHarrow.HethenboardedthebattlebustotakehimbacktoIslington,todeliveronelastrallyinfrontof900peoplepackedintotheUnionChapel,with1,000waitingoutsidetowelcomehimhome.

4.3 Deputy Leader’s Tour50 seats in 50 daysTomWatsonvisited50marginalconstituenciesacrossEnglandandWalesduringtheGeneralElectioncampaign,settingoutLabour’svisionforacountrythatplacestheneedsofthemany ahead of the interests of a few.

IncitiesandtownsacrossEnglandandWales,Tommethundredsofmembers,supportersandactivistsaswellascountlessmembersofthepublic.Thetour reached many thousands more online,withacomprehensiveandenergeticsocialmediacampaign.

In every constituency visited on the tour,Labour’scampaignonthegroundwas energetic and enthusiastic. It was effective,too–eitherelectingaLabour

MP for the first time or returning a LabourMPtoparliamentin47out of50ofthosemarginalseats.Ourpartyowesamassivedebtofgratitudetoeachandeverypersonwhohelpedtomake that happen.

The tour took in a range of different campaignevents,eachorganisedbytheDeputyLeader’sofficeinconjunctionwithregionaloffices,andwithsupportfromthevisitsteamatLabourPartyHead Office.

InstarkcontrasttotheTories’closelystage-managed campaign, the Deputy Leader’stourtookinstreetstallsandsocialclubs,Sikhtemplesandstumpspeeches.

FromWakefieldtoWrexham,BurnleytoBriggandGoole–localpeoplewerekeentoengagewithTomanddiscussLabour’svisionforafairer,moreequalsociety.

ThenationalcampaignwassuspendedtwicebecauseoftheterroristattacksinManchesterandLondon.InlightoftheLondonBridgeattack,amajorspeechplannedforthefinalweekofthecampaignwascancelled,withTomgivingamorelow-keyspeechtomembersandactivistsinsupportofourcandidateinBirminghamEdgbastonPreetGill.

Throughout the tour the energy, commitmentandhardworkofallourcandidates,membersandsupporterswas evident. With the prospect of anothergeneralelectionlooming, wemustnowbuildonthis.

4.4 Party Election Broadcasts Labour’sfivepartyelectionbroadcastsplayedanimportantroleinpromotingkeythemesofourtransformationalmanifestoandwerescheduledsotheywouldunderpintheoverallcampaignnarrative.

HighcreativequalitywasassuredbytheinvolvementofI,DanielBlakedirectorKenLoachandhiscolleaguesatSixteenFilms,whoproducedthreeofthebroadcasts,andTheKing’sSpeechmakerBedlamProductions,whoproduced the other two.

TheopeningBedlam-producedbroadcast,filmedinManchesterandpresentedbyactorMaxinePeake,wasbasedonthelaunchcampaignscriptframingtheelectionasachoicebetweentheToriesrunningBritainfortheprivilegedfewandLabourcreatingsharedprosperity,protectingpublic

servicesanddeliveringafairersociety.

The Ken Loach-directed second broadcastwasapersonalportraitofJeremyinwhichhetalkedabouthisviewsandvaluesandwhathadshapedthem,filmedintheinformalsettingofacoffeebarinhisownconstituency.ItalsofeaturedclipsofpeoplefromdifferentpartsofBritainandwalksoflifespeakingaboutwhytheysupporthim.

ThethirdbroadcastfocusedexclusivelyonBrexit.ProducedbyBedlam,andnarratedbythreeactors,itmadeclearthatLabouracceptedtheresultofthe referendum and that the choice nowwasbetweenLabour’sjobs-firstapproachtoBrexitandaToryBrexitwhichwouldthreatenBritishjobsandlivingstandards.ItsaidtheissueisnotBrexitornoBrexitbutwhoyoutrust

Thefourthbroadcastmovedthenarrative onto the economy. Directed byKenLoachandfilmedmainlyinthenorthofEngland,itfeaturedlocalpeopletalkingaboutdeindustrialisation,zero hours contracts, agency working andinequality,withJohnMcDonnelloutliningLabour’splansforrightsatwork,industrialinvestmenttocreatejobsandafairtaxsystem.Shownonallchannelsinthepenultimateweekofthecampaign,itsrolewastohighlightthe economic strategy that underpins Labour’scommitmenttobuildingaBritainforthemanynotthefew.

Thefinalbroadcast,ontheMondaybeforepollingday,focusedontheNHS.AlsodirectedbyKenLoach,itillustratedthe crisis in the NHS through the experiences of doctors and nurses on thefrontline,withoneofthembreakingdownashetoldofhowhehadstruggledtofindahospitalbedforachildwithseverementalhealthproblems.ThebroadcastsaidLabourwouldreverseprivatisation of the NHS and invest over £30billioninextrafundingoverthenextParliamenttoimprovepatientcare.

TheBriefingteamexpandedinsize,providing seven-day, 24-hour cover and ensuring that every spokesperson who neededitcouldbebriefedinadvanceofanymediaappearance.Thebriefingpackwasupdatedonadailybasis,anddetailedbriefingsaccompaniedeverynewpolicylaunch.Alongsidethis,wealsobriefedspokespeopledailyonthemajornewsstoriesoftheday.

The Leader’s Office provided preparation for the Party Leaders TVdebatesandmajorinterviews.TheBriefingteamalsoprovidedbriefingsupport to candidates who wanted supportwithlocalhustings,debatesandmedia interviews.

Labour’sPolicyandResearchteamproduced two key resources to support theGeneralElectioncampaign:thePolicyGuideandtheLocalStatisticsDatabase.Theseweredesignedtoprovide activists with information and politicalmessagesbothnationallyandatconstituencylevel.Theproductswereintendedtohelpcampaignersproduceliterature,draftspeeches,preparefordebatesandhustingsandtorespondtoqueriesfromthemediaandthepublic.

ThePolicyGuidesetoutLabour’skeypoliciesanddividinglines,contained

answerstocommonlyaskedquestionsandincludedsummary“ataglance”sectionstohelptailormessagingtoparticularaudiences.Alongsidethis,thePolicyStatisticsDatabasecontainedkeylocalisedfactsandfiguresbyconstituencyonarangeofpolicyareasforlocalcampaignerstouse.WritingtheGuideandcompilingthestatisticswasasubstantialpieceofworkforthePolicyandResearchteam,conductedin a much shorter time period than at previouselections,andprovidedavitalreferenceguideforallsectionsoftheParty during the short campaign.

Throughout the short campaign thePolicyandResearchteamsentoutregularbriefingemailstoseveralthousandkeycampaigners,communicating the main campaigning messages of the day with supporting information,includingdetailsofLabourannouncements and our responses to announcementsbyouropponentsandtootherdevelopingstories.

ThePolicyandResearchteamalsoworked with the Press Office to respond tomediaenquiriesaboutLabourPartypolicy,andprovidedsupporttocandidates in responding to surveys and questionnaires from a wide variety of organisationsandindividuals.

4.6 Responding to Our Opponents Thepolicyandcommunicationteamsworked together to expose the dangers ofanotherfiveyearsofToryruleandtocounterfalseclaimsbytheTories.

Labour’sresearchteamprovidedin-depthanalysisandmonitoringofouropponents’record, manifestos and campaign activity, helpingtoshapeourmessagingandmaterialsthroughouttheelection.

In the face of Conservative efforts to focustheelectionexclusivelyonBrexit,the campaign worked from the start tochallengeTheresaMay’sattempttoavoid scrutiny of her record and remind voters that the Conservatives remained the party of a few not the many.

ByexposingtheTories’recordofbrokenpromisesandtherealthreattheyposedtoworkingpeople,pensionersandourpublicservices,weamplifiedthechoicebetweenLabour’spositiveofferandaTorycampaignthatofferedlittleotherthan empty rhetoric.

Throughout the campaign, we designedanddeliveredmajorset-pieceinterventionsheaded-upbyLabour’sfrontbench.Thesewerefocusedoncutting through Theresa May’s empty slogansandliftingthelidontherisktolivingstandardsandourpublicservicesposedbyaConservativePartythathadrun out of ideas.

Examplesofthisincludehighlightingthe threat to pensioners and working people,revealingtheTories’plantostriptenmillionpensionersoftheirWinterFuelPaymentandexposingthefactthatBritainundertheToriesriskedtheworstdecadeforrealhouseholddisposableincome since 1949.

Attention was drawn to the core choice facingvoters:Labour’splantotransformBritainforthemanynotthefeworcontinuingwiththeTories’failedausterityagenda.

With the Tory manifesto promising no new funding and providing no solutionstoaddressthechallengestheNHSandourschoolsface,webuiltabodyofevidencetoshowhowanotherfiveyearsofausteritywouldleadto5.5millionpeopleonwaitinglistsinEnglandby2022andcutstoper-pupilspending of around seven per cent. ThishelpedputtheToriesonadefensivefooting,allowingLabourtospread its message of a fairer more prosperous society.

The research team carried out research on opposition candidates across the country,helpingtoexposeweaknessesofotherparties’localcampaigns.Feedingintoregionalcampaignteams,thishelpedinformlocalmessagingandtargetedliterature,ensuringcandidatesand activists were provided with relevantintelligence.

The Leader’s communications team was responsibleforrapidrebuttalofToryattacksonJeremyandotherleadingShadowCabinetmembersandworkedwithpolicyandresearchcolleaguestoexposeToryclaimsthatLabour’splanswouldmeanincreasedtaxesandafundinggap-insteadhighlightingthetruththatwehadputforwardacredibleplanandafullycostedmanifesto,wherethe Tories had not.

Alongsidethis,theteamfocusedonexposing the Tories’ true nature as the partyofafew.ThisincludedanalysisoftheTories’relianceondonationsfromhedgefundmanagersandtheoiland gas industries, and their ongoing dependencyonaverysmallgroupofverywealthyindividuals,whopaylargesumsofmoneyforexclusiveaccesstoToryfrontbenchers.

Ongoing monitoring of the Tory campaignalsohelpedtobreakdowntheirkey‘strongandstable’message.ByhighlightingTheresaMay’sweaknesseswhentakingquestionsfromthepublic,herrefusaltoruleoutchangestotaxationandthepensionstriplelock,heru-turnonsocialcarepolicy,aswellasfrequentchangesincampaignmessaging, we managed to expose the Toriesasweakandwobbly.

Throughouttheelectionwealsomonitoredothersmallerparties,inparticularwhentheyweregivencoverage during interviews, Q&A forums andthedebate.TheteamprovidedmaterialforbriefingandonlineattacktoexposetheweaknessesoftheLiberalDemocrats, UKIP and others. At the same time opposition research work was used toprovidebriefingsforcandidatesandfeedintocampaignliterature.

Thecombinationofallthisworkwasthebasisofdossiers,posters,digitalandonlinecontent,pressreleases,campaignleafletsandbriefingpacksforcandidates and activists throughout the campaign.

4.8 Digital Campaigns Labour’sDigitalCampaignsteamandtheLeader’ssocialmediateamworkedcloselytogetherthroughoutthecampaigntospreadLabour’smessageonsocialmediaorganicallytomillionsofvoters.TheDigitalTeamsupplementedthisexceptionalorganicpresencewithtargetedonlineadvertisingandinformativeandengagingwebcontent.

JeremyCorbyn’spersonalsocialmediapresence was huge at the outset of thecampaign.Bypollingday,hisTwitterfollowinghadgrown32%to1.2mandthelikesforhisFacebookpage had increased 31% to 1.21m. His videopostsonbothchannelswerewatchedbymillions:thetoppost–We Offer Real Hope–attracted8.35millionviewsonFacebookandTwitter.Intotal,videopostsonJeremy’ssocialmedia feeds were viewed 72.6m times duringthecampaign.WeeklyFacebookpostengagements(likes,sharesandcomments)reached9.48minthefinalweekalone,whileretweetsonTwitterexceeded 1.5m during the campaign. Jeremy’sfollowingonInstagramandSnapchat reached 91,000 and more than 100,000respectivelybytheendofthecampaign.

Alongsidethis,Labour’sFacebookpagesawlikesreachingnearlyamillionbypollingday(up44%duringthecampaign),andtheparty’sTwitterfollowingrosetonearlyhalfamillion(up24%).Between18Apriland9JuneLabourgained230,135paidlikesofvitalvoters in key constituencies and 220,802 organiclikes,whichisa44%increaseinourFacebookchannel.Thishelpedusreachover29millionuniqueusersbetween15May-11June,nearly80%oftheminthefinalweek.

There were more than 1.2m shares of Labour’sFacebookcontentandmorethan 400,000 retweets on Twitter. OnInstagram,Labour’sfollowingincreasedten-foldandwereceivedover124,000likesandcomments.Forvoterregistration,wehadaFacebookfilterthatwasusedbymorethan32,000people,andoneofourmainpiecesof organic voter registration content reached1.2millionpeople.

Acrossallthesocialmediachannels,videowasthemostengagingofallourcontent.Thiswassupportedbyourin-house video team who produced high quality,engagingvideosofeventsandanimations.Labour’ssuccessinreachinglargenumbersofpeoplewasmadepossiblebyhavingdigitalexpertsintheteamforyearsbeforehandpreparingforapotentialsnapelection.

Ontopofdeliveringonourgoalsatanationallevel,Labour’sdigitalteamsupportedhundredsoflocalcampaignstoadopt‘Promote’anddeliverhyper-targetedelectorallysignificantcampaigns in their own constituencies.

Labour’stargeteddigitaloperationfollowedthroughonmanyofthekeythemesoftheelectionsuchastheNHS, tuition fees, pension changes and socialcarefunding,whilealsodeliveringvoterregistrationcontent,celebrityendorsementsandelectiondaycontent.

Inthefinaldaysofthecampaign,thedigitalteamdroveaverylargeandtargeted Get Out The Vote operation, specificallytargetingyoungervotersonchannelstheyuse,suchasSnapchat,topushthemtothepollingstationfinderand remind them to vote. More than 1.2 millionpeoplevisitedthepollingstationfinderwiththevastmajorityofthisdrivenbytargetedadvertisingofvotersin key constituencies.

Labourproducedeffectivewebtoolsin-house,suchas‘Pollingstationfinder’,whichhelpeddrivevoterturnout.Over1.24millionpeoplevisitedthepollingstationfinderinthefinaldaysofthecampaign.Thedigitalteamalsoranasmallbutsuccessfuldigitaltesting and optimisation programme tohelpimproveemailanddonationcontributionsonhightrafficpages.

Havingasmallspecialistteamoffront-enddevelopersworkingonthewebsitemade a significant difference to the overalldigitalcampaignsoperation.

4.9 New Campaign Technology TheLabourPartyranthemosteffectiveandhightechmobilisationprogrammeoftheelection,usingcuttingedgetechnologytoharnesstheenthusiasmofmembersandvolunteers.Wemadesignificant strides forward from 2015’s alreadystrongcampaign.

Ourmembersweremobilisedandmotivatedtobothcampaignand todonate.Inaddition,theabilityoforganisations such as Momentum to movepeoplearoundthecountrywasalsoeffective,andsomethingwewantto work further with them on ahead of the next campaign.

Wemobilisedpeoplethroughemails,callsandabrandnew,two-waytextmessagingtool-Chatter.Onlinesurveysallowedustoassesspeople’svolunteeringexperienceandengagement;followedbyacallansweringpeople’squestionsanddirecting them towards upcoming events intheirarea.VolunteerdetailswerepassedtolocalPartieswhocouldfollow-uplocally.

ThiswasthemostcomplexandsophisticatedmobilisationoperationinUKpoliticalhistory.Usingacombinationoftechnologyweturnedtheenthusiasmofourmembersandsupportersintoover85,000localvolunteersoverthecourse of the campaign.

NEW CAMPAIGNING TOOLSPromote ThegeneralelectionallowedustouseournewonlinepaidadvertisingtoolPromote for the first time.

Promotewasdevelopedtolinktheindividualvoterbasedtargetingthatis

Dialogue Wecreatedanonlinephonebankingtoolforcanvassingvoters.Memberswereabletocallacrossthecountryfrom the comfort of their own home usingaPCortabletandaphone.Thiswaspromotedtomembersviaemail.Dialogueisfreeformemberstouseandallcostsarebornebythenationalparty.

4.10 Fundraising Low value donations: Ourlowvaluefundraisingdramaticallyexceeded expectations. The generosity ofmembersandsupporterswasoutstanding and had a dramatic impact ontheamountwewereabletospendononlineadvertisingintheclosingstagesoftheelection.

Online: almost£3.5m income, overwhelminglycomingfromemails,including£470,000 in one day.

Ouremaillistisnowat2.3 million, a growth of 100,000 from the start of thecampaign.Unsubscriberateswereroughly0.2 per cent,comparableto2015.

Offline: £1m gross income from direct mailandraffles,includingsendingapostertoallmembersandanelectionhandbook.

Overallourlowvaluefundraisingwas

dramaticallymoresuccessfulthan2015,whichwasalreadyaverystrongbaselineforcomparison.In2015weraised£2monline,with£1.5mcomingintheshortcampaign.Complaintsaboutfundraisingwerejustfivepercentofthelevelof2015complaints,showingthatweachievedabetterbalanceinboththe tone of our fundraising, and the frequency of asks.

4.11 Nations and Regions overview ThecallingofasnapGeneralElectionduringthelocalelectionperiodplacedenormouspressureonRegionalOffices.There were competing priorities duringtheearlystagesasMembersofParliamentandconstituencyofficerssoughtsupportfortheGeneralElectionwhilstotherelectionsneared pollingday.

Priortotheshortcampaign,RegionalstaffworkedwithLabourheldseatstodeliverprintedmaterialsanddigitalcampaigns.Candidateswereselectedfornon-Labourheldseatsandsystemsputinplacetosupportlocalconstituencies with the print package.

ThecampaignfeaturedanumberoflargeeventsandralliesandtheRegionalstaffwerecrucialtotheorganisationanddeliveryoftheseevents,aswell

asregularvisitsfrommembersoftheShadowMinisterialteamandotherkeycampaigners.

MediaanddigitalsupportwasprovidedtolocalpartiesandcandidatestomaximisethereachofLabour’smessage,particularlytoyoungpeopleand to first time voters.

RegionalDirectorsandGeneralSecretaries,whilstfocussedontheirregionalresponsibilities,participatedinweeklyphoneconferences.Thisenabledsharingofinformationandfeedbackfrom across the country important to the shaping of the campaign.

Theirhardworkwasreflectedthroughouttheregionalnetworkofstaff and dedicated activists. The party owesthemconsiderablethanksforanexcellentcampaign.

4.12 Scotland ComingjusttwoyearsafterScottishLabourlostallbutoneseat,andthedisappointmentofthe2016Holyroodelection,thesnapGeneralElectionhappenedinachallengingenvironmentinScotland.However,withapositivemessage, targeted ground campaign and smart use of our resources, Scottish Labourexceededallexpectations.

TheGeneralElectionresultinScotlandmarked a turning point in Scottish politics:Labourgainedsixseatsandcame within 1,000 votes of winning anotherseven;theSNPvotewentintoreverse,losing21seatswithanalysisshowing 12 per cent of its 2015 vote switchingtoLabour,and12percentnotvotingatall.TheConservativestooktheirnumberofMPsto13–theirbestresultinScotlandsince1983.

MessagingUndertheleadershipofKeziaDugdale,supportedbyScottishGeneralSecretary,BrianRoyandmembersofpartystaff,candidatesandactivists,ScottishLabourfoughttheelectionasScotland’strueanti-austerity party, committed to the re-distributionofpowerandwealthacross the entire UK. Rooted in the visionofhopecharacterisedbyJeremyCorbyn,whilefirmonoursupportforthe UK and opposition to a divisive second independence referendum, themessageappealedtobothanewgeneration of voters and sought to maintainandbuildonoursupport from 2016.

Thefalloutfromthe2014ScottishindependencereferendumstilldominatesScottishpoliticaldiscourse.

ScottishLabourisfirmlyopposedtoanother referendum and independence becauseoftheturbo-chargedausterityitwouldcause.ScottishLabour’smessage of Together We’re Stronger, launchedinearly2017,ensuredthatvoterswereclearonourpositiononScotland’sconstitutionalfuture.Coupledwith the UK message For the many, not thefewduringtheelectioncampaign,weweretheonlymajorpartywithadualpro-UK,anti-austerityofferforthepeopleofScotland.

Ateverystage,ScottishLabourdevelopedourstrategyandmessageonthebasisofarenewedapproachtoourinternalpoliticalresearch.ScottishLabourfocusedourmessageonkeyvoter groups, such as those SNP voters who opposed a second independence referendum(25percentinOctober2016),alongwiththebroaderappealof our manifesto and the weakness of the SNP and Conservative offers, undoubtedlygivingthecampaignasignificantboostinthefinalweeks.

The Digital CampaignThedigitalcampaignhadthreepriorities:message,moneyandmobilisation.Asmallstaffteamdeliveredthiskeycomponentofthecampaign,responsibleforthecreationofalldigitalcontent,includingvideo,animationsandgraphics.Amajortargeted advertising campaign was runthroughPromote,matchingonlineadvertdeliverytoidentifiedLabourortarget swing voters, with over two and ahalfmillionusersseeingourcontentandoveronemillionvideoviews.

Organisational StrategyThiswasalwaysgoingtobea‘persuasion’ campaign, therefore focusedonthegeographicalareaswiththehighestnumberoftargetvoters,coupledwithdemonstrableevidencefromrecentlocalelections.

ThatmeantprimarilytargetingsixseatstowinbackfromtheSNPwithstaffing,digitalandprintsupport–Coatbridge,ChrystonandBellshill,EastLothian,EdinburghSouth,KirkcaldyandCowdenbeath,LanarkandHamiltonEastandMidlothian–fiveofwhichwewon.

ConclusionThiselectionsawthegroundmoveinScottishpolitics.AresurgentToryPartyandthefalloftheSNPgivesScottishLabourthespacetoreassertapositive

visionforScotland,basedonthepoliciesput forward in our recent manifestos. The shine has come off the SNP and the nextgenerationofvotersinScotlandarelookingtoScottishLabourtodeliverafuture of hope and unity.

Agrowingmembershipbase-supportedbyasmall,dedicatedteamofstaff–willrenewourlinkswiththetrade unions, generate our campaigns from the grassroots up, and provide us with our candidates of the future. WhilesevenseatswasasignificantwinforScottishLabour,weneedtoachievemuchmoreinScotlandifwearetotake our party to where we need to be-inGovernment.Afterthiselection,everyoneinScottishLabourwilldothiswith a renewed sense of determination andoptimism–ledbyKeziaDugdaleandherShadowCabinet.

4.13 Wales WelshLabour’sGeneralElectionperformance exceeded expectations withLabourseeinga12.1percentincrease in its vote share and gaining 48.9percentofthevoteinWales,thehighestin20years.Despiteearlypredictions,Labourheldall25Labourseats,gainedthreeseats;CardiffNorth,ValeofClwydandGower,andcamewithin 700 votes of winning three more.

Withthecampaignfallingintheall-outlocalelectionsLabourvolunteers,MPs,AMs,councillorsandTradeUnionistsacrossWalesfacedanextrafiveweeksof campaigning with gusto, hitting the streets with a positive and united campaignrightacrossWales,buildingon the work that was done in the run up tothelocalelections.

The campaign saw an increase in volunteers,includingunprecedentednumbersoffirsttimeactivists.

TheusualpressuresofaGeneralElectionwereheightenedbylimitedtimecreatedbyasnapelection,alongsidedeliveryoflocalelectioncampaigns.It is a huge testament to activists, and agentsinconstituenciesacrossWalesthat such an effective ground campaign was instigated in such a short time.

LedbyWelshLabourleader,CarwynJones,theWelshcampaigncombinedtheWelshLabourGovernment’spledgesandachievementsinalldevolvedcompetencieswiththeU.K.Labour’spositiveandpopularcontentinnon-devolvedareas.

TheWelshLabourcampaigncapturedanincreasinglymatureunderstandingofdevolutionacrossWales.Aswith other parts of the campaign, the main campaign messages and

communicationswereasuccessfulcombinationofUKandWelshLabour.ExposingToryrisk–acentralpartoftheUKLabourcampaign–wasdifferentinWalesbynecessity,asWelshLabourhasbeeninGovernmentforalmosttwentyyears.Theeffective“Don’tlettheToriestramplealloverWalesagain”contrastedtheToryhistoricrecordinWales,theTory chaos and under investment in EnglandwithWelshLabour’srecordof investment and improvement. ThecampaignalsofocusedonUK-widepolicyareassuchaspolicing,pensioners, pay and conditions and majorinfrastructurespending.

ItwasthiscombinationofadistinctlyWelshLabourtone,alliedwithapositiveandpopularU.K.Labouroffer,deliveredthroughagroundandonlinecampaign,thathelpedturnan11pointpollingdeficit to the Tories on day one into atenpointlead,andalsodrivePlaidCymruoutofLabour-heldseatsandrunthemcloseinotherpartsofWales.

WelshLabourhostedthreemajoreventswithCarwyn;andacampaigneventwithJeremyandCarwyn,inCardiffNorththeweektheelectionwasannounced,aGOTVrallywithJeremyonlivefeedintheValeofGlamorganinthelastweekandaneveofpollrallyinClwydWestattendedbyover3,000people.

TheWelshcampaignlaunchwasheldinCardiffstraightafterthelocalelectionswithWelshLabourpledgesandnationalcoverage.TheWelshmanifestolaunchwasheldinFlintshireinNorthWaleshighlightingspecificWelshcommitmentsintheLabourmanifesto.TheGOTVcampaign was kick started with an ad van launchinCardiffwhichtravelledroundCardiff and surrounding constituencies.

Furthermore,theWelshLabourteamfacilitatedkeycampaignervisitswiththe Leader, Deputy Leader, Shadow Cabinetmembers,theWelshLeader,Welshcabinetmembersandcelebrityendorsers.

Maximumfocuswasputonpersonalcontact with increased doorstep work throughoutthecampaign,withWelshLabourstaffprovidingsupporttoseatsacrossWales.AdailyWelshLabournationalphonebank,launchedbyEddieIzzard,washeldinWelshLabour’sofficein Cardiff.

Working with the campaign committee, and with support from the Head Office fieldteam,WelshLabourproduced 1.2millionWelshLabourdirectmails andself-mailers,alongsideadoordropleafletto225,000households.

Thedigitalcampaignplayedamoreimportantroleinthecampaignthaneverbefore.WelshLabourproducedgraphicsandvideocontentforFacebook,Twitter,prerollvideocontentandadvertisingonWelshnewswebsites.UsingthenewPromotetooltotargetFacebookadvertisingandindividualvotersallowedagreaterreachthaneverbefore.

WelshLabourstaff,workingalongsidelocalvolunteers,candidatesandstaff,andwiththesupportofcolleaguesatHead Office, provided guidance and supportwithGeneralElectionPrintandsocialmedia,supportingtheuseofthenewPromotetooland1.5millionpiecesoflocalisedprintproducedthroughCampaign Creator.

Sadly,WelshLaboursawthepassingofformerWelshLabourleader,RhodriMorgan,duringtheelectioncampaign.The campaign was paused as a mark of respect.

AstheGeneralElectioncampaignwascalledduringalloutlocalelections,WelshLabourstaffcontinuedtosupportlocalgovernmentcampaignsaswellas preparing for and then working a GeneralElection.AsalwaysLabourPartystaffworkedincrediblyhardduring the campaigns for the 2017 electionsandtheirdedicationandeffortsaretobeacknowledged.

HugethanksmustgotoWelshTULOandtheTradeUnionsinWalesfortheirsupportinthecampaignbothinresourcesandinmobilisingtheirmembersacrossWales.

ThiselectioncampaignsawWelshLabourincreasethenumberofMPsinparliamentbutalsolaidthegroundworktobeabletomakefurthergainsinseatslikeArfon,PreseliPembrokeshireandAberconwywhichwillbethefocusofWelshLabourdevelopmentworkgoing forward.

4.14 Regional Directors reports LabourNorthAcrosstheNorthEastandCumbria,candidates,membersandstaffworkedextremelyhard,securingLabourvictoriesinheartlandandmarginalseats.PaulWilliams’ssuccessinwinningtheoffensivemarginalofStocktonSouthfromtheTorieswasafantasticresult,and despite a swing to the Tories across theregion,weheldeveryLabourseatasidefromthelossofMiddlesbroughSouth&EastCleveland.Gainingthatseatbackatthenextgeneralelection,wheneveritcomes,alongsideCopelandandCarlislearekeyforLabour.

Staff, candidates, agents and activists movedextremelyquicklytoensureagentswereappointed,andcruciallythat funds and infrastructure was inplaceforallcampaignsextremelyquickly.LabourNorthheldaregionaltrainingeventforallagents,andoneto one support for each campaign, alongsidebriefingsandmediasupportfor new candidates.

Thehardworkofstafftodothis,whilestilldeliveringthelocalandMayoralcampaigns, was amazing and their effortsandutterdedicationwasvital.

WithfoursittingLabourMPsretiringinthe region, providing support to new candidatesintheseseatswasanearlypriority,andMikeHill,LauraPidcockandLizTwistarealreadycontributinghugelyas new MPs and to the Northern Group.

Regionalstaffsupportedcandidates,agents and campaigns across the region, with nominations, fundraising and print via Campaign Creator and usingtheNewcastleHeadOfficeprintresource.Thelevelofeachcampaignwas unprecedented with sessions

takingplaceandmembersmobilisedviatheLaboureventstool,email,textsandtargetedsupport.Inparticularintheregion,wegavebespokesupporttoahugenumberofLabourheldand offensive seats with the new Promotetool,andconductedverysuccessfulregionaldigitalcampaignswhichcomplementedouradvertsandwraparoundsinregionalnewspapers.The support of Trade Unions on the groundandwithfinancialsupportwaskey to the campaign across the North.

ThehighlightofLabourNorth’scampaign in the region was the huge rallyinGatesheadwithJeremyCorbyn.Our thanks to the staff and Trade Union stewardswhodeliveredanamazingevent.

ItwasafantasticboosttothecampaignregionallyontheMondaybeforePollingDay,andwastheculminationofatwodayvisittotheregionthatincludedaspeechinCarlisleandcampaignstopsinMiddlesbroughSouthandEastClevelandandBlythValleyandavisitto North West Durham. Other key visits tomarginalseatsincludedIanLavery,KeirStarmer,AngelaRayner,EddieIzzard,EmilyThornberryandJonathanAshworth.

The efforts, dedication and hard work fromacrosstheLabourmovementwasexceptionalandensuredLabourdeliveredsuccessfulcampaignsintheNorth.Hugethankstoallwhoplayed a part.

From Crewe & Nantwich intheSouthtoBarrow&Furnessinthe North, activists from across the LabourmovementcametogethertodelivervictoriesineveryLabourheldconstituencyandinthefourformerlyToryheldconstituenciesofCrewe&Nantwich, Warrington South, Weaver ValeandBuryNorth.

Inotherseatstoo,therewerebigincreasesintheLabourvoteshareandinSouthport,Labourmovedintosecondplace,makingtheseatakeytargetforaLabourgainatthenextgeneralelection.

DuetotheGeneralElectionbeingcalledduringlocalandMayoralelectionsandtheGortonby-election,regionalstaffwererequired to continue to support these campaignswhilstprovidingthenecessarysupporttoalargenumberofLabourheldandmarginalseatsfortheGeneralElection.Thestaffworkedincrediblyhardduring the campaigns of 2017 and their effortsarehugelyappreciated.

AsaresultofthesuccessfulMayoralcampaigns in Greater Manchester and theLiverpoolCityRegion,newcandidateswererequiredfortheLiverpoolWaltonseat,formerlyheldbySteveRotheram,andLeighwhereAndyBurnhamhadbeentheMemberofParliament.FollowingthecancellationoftheManchesterGortonby-election,AfzalKhanwaselectedastheMPattheGeneralElection.TonyLloydwasselectedtostandfortheRochdaleconstituencyandwassuccessfullyelected.

Yorkshire&TheHumberThankstothehugenumberofmembersand supporters who came out to support Labourcandidates,YorkshireandtheHumberdeliveredoneofthestrongestelectioncampaignsthattheregionhasseenformanyyears.Notonlydidthepartyholdallofthe33existingLabourseatsintheregion,thepartyalsomanagedtosecurevictoriesintheformerToryseatsofColneValleyandKeighleywhilealsotakingLeedsNorthWestandSheffieldHallamfromtheLiberalDemocrats.Unfortunately,thecandidatesinPudseyandCalderValleynarrowlymissedoutondefeatingtheincumbentToryMPs,butwithahugeincreaseinthenumberofLabourvoterstheymanagedtoslashcurrentmajoritiesaheadofthenextgeneralelection.

LabourgainsintheregionmeanthattheParliamentaryPartyintheregionhasbeenjoinedbyJohnGrogan(Keighley),JaredO’Mara(SheffieldHallam),AlexSobel(LeedsNorthWest),andThelmaWalker(ColneValley)whohavebeenwelcomedalongsideStephaniePeacockwhoreplacesMichaelDugherinBarnsleyEastandEmmaHardywhotakesoverfromAlan

TheresaMay’sdecisiontocallthesnapGeneralElectionafewweeksbeforethelocalelectionsputextrapressureonhardworkingactivistsandregionalstaffwhohadbeencampaigningfortheMayelectionsinNorthYorkshireandDoncaster.Theregionalteamswitchedstraightontothegeneralelectioncampaignproducingourlargestlevelofbespokelocalprint,socialmediaandnewspaper adverts, fundraising and advicetosupportbothourtargetandLabourheldseats.TheregionalTradeUnionsalsoprovidedfinancialsupport aswellasimportantlyencouragingahugenumberoftradeunionmemberstojoinLabourcandidatesoutonthecampaigntrail.

JeremyCorbyn’spositivecampaignalongsidethe2017ManifestonotonlyhelpedmotivateourmembersandsupporterstocampaignitalsohelpedproducelargeincreasesinLabourvotesinmanyofourseats.OneofthebiggestgroupsintheregionthathelpedswellLabour’svotesharewasfirsttimeandyoung voters. This provides even greater hopeforthenextgeneralelectioncampaignandwewillbeworkingoverthecomingmonthstobuildonthenewideas and enthusiasm that many of our youngervoterscanbring.

YorkshireandTheHumberwasproudtohostalargenumberofvisitsduringtheelectioncampaign,includingJeremyCorbynandtheentireShadowCabinetfortheNationalManifestoLaunchinacrowdedatriumatBradfordUniversity.Jeremyalsovisitedseatsacrosstheregion speaking to packed out campaign eventsandralliesinmanylocationsincludingColneValley,Leeds,Sheffield,

EasternTheresultoftheGeneralElectionintheEastofEnglandsawaverypositiveoutcomeforLabour.ThepartywonthreeseatsfromtheTories,weheldourfourLabourseatswithsignificantlyincreasedmajorities,andwesawalargeincreaseinourshareofthevoteinalmosteverypartoftheregion.

Thanksgoestoourlocalparties,members,candidates,tradeunionsandotheraffiliateswhocampaignedhard for the successes achieved. We sawunprecedentedlevelsofactivism,andwellorganisedcampaignsacrosstheregion–aconsequenceofnewmembersandactivistsbringingnewideasandenthusiasm,andworkingwellwith experienced campaigners.

Congratulationsandwelcometoournewly-electedMPs-MohammadYasininBedford,SandyMartininIpswichandFionaOnasanyainPeterborough.TheywillbringnewenergyanddiversitytothePLPintheEast.AlongsideDanielZeichnerinCambridge,LutonMPs,KelvinHopkinsandGavinShuker,andCliveLewisinNorwichSouththeywillbeafantasticteamstandingupfortheirconstituents and for Eastern region.

WhentheGeneralElectionwascalledlocalpartiesandregionalofficestaffwerealreadyworkinghardonCountyCouncilelectionsacrosstheEastandtheMayoralelectioninCambridgeshire&Peterborough.Theyquicklyadaptedtothe new circumstances and ramped up their campaigns.

Theregionalofficeteamworkedcloselywithmanylocalparties,particularlyinLabour-heldandmarginalseats,to provide support with campaign planning,printedmaterialsandadvertising.Thepartyalsoprovidedsupport with a variety of new campaign technologydevelopmentslikePromote,ourplatformwhichenablespartiestoservetargetedadvertisingonsocialmedia.EasternLabourhadateambasedatregionalofficeworkingtomobiliseactivistsintoLabour-heldandmarginalseats.

TherewerealsoanumberofhighprofileeventsintheEastduringtheGeneralElectioncampaign.TheParty’sBAMEmanifestowaslaunchedinWatford,andWatfordtowncentrewasalsothevenueforabigeveofpollrallywithJeremyCorbyn.JeremyalsogaveamajorspeechonLabour’sapproachtoBrexitinBasildon,wherehewassupportedbyKeirStarmerandEmilyThornberry.JeremymadeothervisitstoStevenage,Bedford,Peterborough,Lowestoft,Great Yarmouth and Norwich during the campaign.Severaloftheseeventswereattendedbyhundredsofsupporters.Regionalofficestaffandlocalparties,who in some cases provided stewards, playedacentralroleinensuringtheseeventsweresuccessfulandsafesohugethanks to them.

EastMidlandsExcellentcampaignspoweredbymembersinEastMidlandsseatssawLabouraddingthreenewMPsintheformerlyToryseatsofDerbyNorth,HighPeakandLincoln,sendingRuthGeorgeandKarenLeetoParliamentforthefirsttimeandwelcomingbackChrisWilliamson.TheretirementofGrahamAllenalsosawtheelectionofAlexNorrisinNottinghamNorth.CongratulationstoallofournewestmembersoftheEastMidlandsgroupofMPs.

SeveralotherseatssawthepartyrunningtheToriesincrediblyclosewithusfinishingjustshortinBroxtowe,Northampton North and South amongst others. Our campaigns in these and other areas were innovative andenergetic–astarkcontrasttotheConservative offer. The vote share in theseareaswasincreased,alongwiththeturnout,andseatslikethesearegoingtobekeyinthenextelectiontoensureaLabourgovernmentisreturned.

The region did see some disappointments on the night and are incrediblysadtosaygoodbyetoAlanMealehavinglostbyjustover1,000votesinMansfield,andNataschaEngelinNorthEastDerbyshire.Insomeofthetraditionalcoalfieldareasweunderperformed in what were at one timeourheartlandseats,thisiscauseforseriousreflectiontohelpusensurethisis turned around for next time.

TheelectionbeingcalledinthemidstoflargescaleCountyCouncilelectionsmeant staff were providing support to a largenumberofseatstoreadythemfortheGeneralElection,whilstcontinuingto provide support for the County

Councilelections.Asevertheywentaboveandbeyond,andtheirhardworkanddedicationishugelyappreciated.

Candidates,membersandstaffallputin a fantastic performance in what was anintenseGeneralElectioncampaigngiven the short timeframe. Support was provided to seats with regards to print, highprofilecampaignvisits,newspaperadverts,membermobilisationandsocialmedia.NewcampaigningtoolswhichwereprovidedbythePartywereabletohelpmobiliseactivistsandtargetmessagingeffectively,particularlytogroupsofvoterswhohadpreviouslybeendifficulttoreach.

DuringthecampaigntheEastMidlandswelcomedanumberofShadowMinistersand key campaigners to the region on highprofiletripstotheregion.JohnMcDonnellandthecampaignbusvisitedLincolnandDerby,withafantasticturnoutdespitelessthanfantasticweather!OnthefinalweekendofthecampaignwealsowelcomedJeremyCorbyn,visitingtargetareasincludingLincolnandBroxtowewherehugecrowds turned out to hear from him.

Abigthankyoutothethousandsofmembersandactivistswhohelpedtotake our message out on the doorsteps oftheEastMidlands,andtoourTradeUnionsandotherStakeholdersforsupporting the campaign throughout. There are some exciting opportunities, notwithstandingsometoughchallengesforLabourintheEastMidlands,butwiththesignificantnumberofactivistsandmemberswhowereengagedwiththecampaign,thepartycannowbuildon these opportunities and meet the challengeshead-ontogaintheadditionalseatsneededatthenextgeneralelection.

WestMidlandsWhentheGeneralElectionwascalledinApriltheWestMidlandsRegionalOfficewasinthefinalstagesofsupportingtheWestMidlandsMayoralCampaign,aswellassupportinggroundcampaignsintheCountyCouncil.

TheGeneralElectionresultlefttheregionwithanetlossofoneseat,downto24from25,withtwolosses(WalsallNorthandStoke-on-TrentSouth)butgaining Warwick & Leamington. A numberofseatsintheregionhavebeenleftwithveryslimmajorities-DudleyNorth(majority22)andNewcastle-under-Lyme(majority30).

The party did however improve majoritiesinanumberofseatsincluding:BirminghamEdgbaston,BirminghamErdington,BirminghamNorthfield,BirminghamYardley,Coventry North West, Coventry South, WolverhamptonSouthWestandWalsallSouth.CongratulationstoPreetGill,EleanorSmithandMattWesternwhojointheWestMidlandsPLP.

ThepartyalsothankRobFlelloandDavid Winnick for their years of dedicatedservicetoboththeparty and their constituents.

Regionalstaff,despitealreadyworkinghardontheWestMidlandsMayoralcampaign and supporting efforts in theCountyelectionswentaboveandbeyondtosupportlocalpartiesandcandidatesintheGeneralElectionandtheireffortsarehugelyappreciated.This,onthebackoftheStoke-on-TrentCentralby-electionatthestartoftheyearrepresentedanexceptionaleffortbyourdedicatedstaff.

Ontopofthiswemustacknowledgetheeffortsofourvolunteers.

Thededicatedarmyofpartyvolunteersoutintheconstituenciesranexcellentcampaignssupportedbymoremembers.Thecampaignalsobenefitedfromasmallnumberoftalentedvolunteersataregionallevel,helpingwith visits and supporting the work of thestaffoneventsaswell.

Warwick&LeamingtonandTelfordbothreceivedmultiplehigh-profilevisitsincludingLeader’svisits.WorcesteralsoreceivedaLeader’svisit,asdidBirmingham.TheregionhostedsixLeader’svisitsto:Worcester,Telford,Warwick&LeamingtonandBirmingham.

TheLeader’srallieswereextremelypopularandattractedlargeaudiences.

TheWestMidlandsofficeworkedwithcolleaguesatHeadOfficetobringcelebrityendorserstotheregion;includingSteveCoogan,DavidNeilson(CoronationStreet)andEddieIzzard.Thesevisitswereimmenselyusefulformembermobilisation.

AllvisitsbythefrontbenchteamandcelebrityendorsersprovidedpositivepresscoverageforLabourandwewereextremelyvisibleacrossallregionalpressoutletsonbroadcast,radioandprint.Therewasahighleveloflocalpress access to the Leader for one-to-one interviews, something that waswelcomedbylocaljournalists.Aparticularsuccesswasalong-formsitdown interview with the Shropshire Star attheiroffices,somethingweshouldlookintoreplicatingwithotherregionalpapers in the future.

ThePromotetoolempoweredlocalpartiestocampaignonsocialmediagivingmanyofourlocalcampaignsanedgeonFacebook.

ClearlyitwasdisappointingintheWestMidlandsregiontoendthecampaignwithanetlossofoneseat.However,there were significant steps forwards inagoodnumberofseats.TheGeneralElectionresultgivesaclearindicationofkeymarginalseatsthatneedattentionin the coming weeks and months for the nextgeneralelection.

LondonTheGeneralElectioninLondonshowedtheLondonLabourPartyatitsbest.Despite the pressures of the snap electioncampaignthewholemovementcametogethertodeliveranexcellentelectioncampaignacrossthecapital.Ourcandidatesweresupportedbyelectedrepresentatives,tradeunions,LondonYoungLabour,CLPofficersandmanythousandsofpartymembersandothervolunteersaswellasbyLabourParty staff.

All45LabourseatsinLondonwereretained,manyonsignificantlyincreasedmajorities.WealsogainedfourseatsinBattersea,CroydonCentral,EnfieldSouthgateandKensington.ThelastofthesehasneverbeenheldbyLabouralthoughpartofthe

seatwasrepresentedbyKarenBuckMPbeforethelastsetofboundarychanges.Encouraginglyforthefuture,theTorymajorityinmanyseatsthattheydidretainwasdramaticallycut.ThisincludesinseatsthatwehaveheldbeforesuchasFinchley&GoldersGreenandHendon,aswellasseatswhichthepartyhavenotpreviouslyheldsuch as Chingford & Woodford Green orUxbridge&SouthRuislip.At54.5per cent our vote share in London was the highest for any Party in the city for many decades and the swing from the ConservativestoLabourwasthehighestofanyregion.Theelectionresultsalsofurther improved the diversity of the LondonGroupofLabourMPs.OfthefivenewMPselectedthreearewomen,twoareBAMEandonehasadisability.28ofLondon’s49LabourMPsare now women.

TheRegionalOfficerapidlyexpandedand reorganised into a taskforce structuretoprovideafullelectionserviceandthanksareduetoalloftheindividualsandorganisationswhosupported this effort. Taskforces had responsibilityfor:

•Organisation–supportingorganisersinthefield,laycampaigncoordinatorsand agents.

• Print–deliveringtheregionalprintschemeandfulfillingmillionsofprintitems across hundreds of variants.

• Mediaandvisits–deliveringtheparty’spress,broadcastinganddigitalstrategy,organisingeventsand supporting the Leader’s Tour andotherfrontbenchvisits,includingJeremy’svisittoCroydonthemorningaftertheelectionwascalledand

finishing with stops in Harrow and Islingtononeveofpoll.

• Membermobilisation–runningourphonebank,workingwithstakeholdersandactivistgroupsandsupporting the effective use of the Party’smembermobilisationtools and techniques.

Whilstasnapelectionmaybelimitedinsomeofthelessonswecandrawforthefutureanumberofthemesarerelevant.ThiswasthefirstGeneralElectionsince2005withaLabourMayoratCityHall.SadiqKhanworkedeffectivelywiththeRegionalOfficetoplayaneffectivemembermobilisationrolebothateventsanddigitallyaswellasmakingnumeroussupportive media interventions.

The other distinguishing feature of this electionwastheveryhighnumbersofactivistswhobecameinvolved,manycampaigning for the first time inspired inparticularbyJeremy’sleadershipandtheradicalpromiseofourmanifesto.This presented a series of exciting challengesandopportunitieswithorganisersandexperiencedvolunteerslayingonongoingprogrammesoftrainingtoengageandempowerpeoplecampaigningforthefirsttime.Italsomadeahugedifferencetothevolumeofwork achieved, with the party contacting twice as many voters across London in theweekbeforepollingdayashadbeenachievedatthe2015GeneralElection.

South EastThesnapGeneralElectioncampaignsawhugenumbersofmembersandsupportersdeliverexcellentandenergetic campaigns across the South

East.ThepartyheldallourseatsandgainedfourfromtheToriesdoublingthenumberofMPsfromfourtoeight.TheSouthEastgroupofLabourMPsisnowAlanWhitehead,PeterKyle,AnnelieseDodds, Tan Dhesi, Stephen Morgan, RosieDuffield,LloydRussell-MoyleandMattRodda.ThepartyalsoincreasedtheLabourshareofthevoteinallbuttwo seats and came second in the majorityofseats.ThenumberofvotesforLabourintheSouthEastincreasedfrom804,774(2015)to1,326,279(2017).

Regionalstaffworkedextremelyhard during the campaign, putting longplannedholidaysonholdandrearranging other commitments. Their efforts are very much appreciated. TheelectionwascalledduringtheCountyCouncilelectionswhichmeantthatatthestartoftheGeneralElectioncampaignstaffwererequiredto continue to provide support to thesecampaignswhilstsupportingparliamentaryseatsingettingcampaigns up and running, ensuring candidates were nominated and meetingearlyprintdeadlines.TheRegionalOfficeworkingwithcolleaguesfrom Head Office provided day to day support and guidance to seats on pressandmedia,print,socialmedia,newspaper adverts and training for localvolunteersandactivists.TheyalsosupportedlocalcampaignsintheiruseofLabourPartytoolssuchastheeventstool,Promote,ChatterandDialogue.Therewasaphonebankbasedatourregionalofficeandwewereabletosupportanumberofcampaignsinspeaking to voters.

AsalwaysTradeUnioncolleagues across the South East were very supportive. Thanks to them for their donationsaswellassupporttoseatsinmobilisingvolunteersandprovidingotherresources.ParliamentaryCandidates,agents,localvolunteersandlocalstaffshouldalsobeacknowledgedforrisingtothechallengeofasnapGeneralElectionandrunningpositivecampaigns.

ThereremaintoughchallengesforLabourintheSouthEastbuttheresultspointtoanumberofpotentialgainsatthenextgeneralelectionincludingSouthampton Itchen and Hastings andRye.Thesignificantnumbersofmembersandactivistswhoengagedin this campaign and the many young peoplewhogotinvolvedalsogivesan opportunity to gain seats at the nextelectionandkeeplocalpartiesenergised.

South WestThelevelsofactivismandnumberofmemberscampaigninginseatsacrosstheSouthWestRegionwasalmost

unprecedented. This was demonstrated boththroughthehundredsofcampaigningeventspostedbyCLPsacrosstheregionontheeventstoolthroughoutthecampaign,butalsoonpollingdaywherewesawveryhighnumbersofmembersoutandaboutinmany constituencies.

WiththeGeneralElectionbeingcalledmid-waythroughtheCountyCouncilandMetro-MayoralCampaigns,regionalstaffwererequiredtocontinueproviding support for these campaigns, whilsthelpingtoadministertheprocessforGeneralElectionCandidateSelectionsandCandidatenominations,alongsidetheveryearlystagesofbuildingcampaigns,managingprintfortheGeneralElection.AsalwaysLabourPartystaffworkedincrediblyhard(somecancellinglongplannedholidays)duringthecampaignsforthe2017electionsand their dedication and efforts are to beacknowledged.

Regionalstaff,workingalongsidelocalvolunteers,candidatesandstaff,andwiththesupportofcolleaguesatHeadOffice, provided guidance and support withGeneralElectionPrint,socialmediaand newspaper advertising. These arealwayssignificantrequirementsandtasksduringaGeneralElectioncampaign,andwiththeadditionaltimepressuresimposedbythecallingofasnapelection,itisonceagainahugetestamenttoallofthoseinvolvedindeliveringsuccessfulcampaigns.SocialmediaplayedanimportantpartofthecampaignandmanylocalpartieswereabletodeliverimprovedandsuccessfuldigitalcampaignsthroughtheuseofPromote.Itislikelythatthesignificanceofdigitalcampaigning

TheRegionalPhoneBankbasedinRegionalOffice(Bristol)wasaconstantandsuccessfulresource,providingsupporttoanumberofcampaignsinthe South West.

Aseverfundraisingprovedvitaltoourabilitytoproperlyresourceourcampaigns,andaspecialmentionandthanksmustbeofferedtoourSouthWestTradeUnioncolleagueswhoonceagain, and at very short notice provided vitalsupportforourLabourheldseats,andalsotargetmarginalgains.

Therewereanumberofcampaignvisits throughout the short campaign, whichincludedearlyLeadervisitstoSouthSwindonandBristolNorthWest.Perhapsthebiggestsingledayofthe

campaign for visits/events was when the partywereabletostagethreeseparaterallies(Swindon/Stroud/Bristol)alltoverylargeandenthusiasticcrowds.

LabourincreasedthenumberofSouthWest MPs from four to seven, retaining ourseatsinBristolEast,BristolSouth,BristolWestandExeter,andalsomakinggainsinBristolNorthWest,PlymouthSutton&Devonport,andStroud(allfromtheConservatives).

OverallthenumberofvotesforLabourin the South West increased from 501,684(2015)to875,213(2017).

ThereisstillaParliamentaryBoundaryReviewinprocess.Theexcellentresultsin the South West point to some very strongpotentialgainsatthenextgeneralelectionincluding(oncurrentboundaries)twoinCornwall(Camborne&Redruth,Truro&Falmouth).

Due to the nature of a snapelection,planningwasaluxury,deliverywaschallengingandpressureenormous.Duetothe‘Jeremyeffect’,neverhassuchlargeaudiencesandcrowdsattendedevents.Neverbeforehavewedeliveredsomanylargeevents,specificallyoutdoor,inashortperiodofplanninganddelivery.

4.16 Key Campaigners Unit The Key Campaigners Unit in the GeneralElectionwasresponsibleforallShadowCabinet,FrontbenchMPsandPeers visits to our priority seats. These visitshelpedmobilisemembers,getlocal,regionalandsometimesnationalmedia coverage, increase campaigning, raisefunds,stakeholderengagementandgaveaboosttothecandidates’campaigns.

The visits team at Head Office worked closelywithourRegionalandNationalVisitsstaffbasedintheRegional/NationalOfficesalongwiththeRegionalCommunicationsOfficers,RegionalDirectorsandRegionalandLocalOrganiserstoensureallvisitsbyourkeycampaignerswerewellplanned,organised and executed.

WeworkedcloselywiththeLeader’sTourandthecampaignbusstafftoensure we had an even spread of visits

acrossourpriorityseatsenablingaparity of media coverage throughout the regions and nations.

Thevisitsweretailoredtosuiteachindividualcampaignfocussingonthethemesthecandidatesandregionalofficeswantedtohighlightwhilstreflectingnationalmessagingincoordinationwithourplanninggrid.

Inadditiontovisitsrelatingtoakeycampaigners’policybriefssuchastohospitals,businesses,ornursery,thekeycampaignersunitalsoorganisedhousemeetings,streetstalls,highstreetwalkabouts,schoolgatecampaigning,highvisibilitycampaignkickoffsandQ&A events.

Inconjunctionwiththeeventsteam,theKey Campaigners Unit organised the ShadowCabinetattendingtheelectioncampaignlaunchandthemanifestolaunch.Inadditiontothistheteam

beforeandgaverabblerousingstumpspeechesthatwereappreciatedbythelocalparties.

In the six weeks of the short campaign oftheGeneralElectiontheKeyCampaignerVisitsUnitorganisednearly350 visits across the regions and nations with over 30 key campaigners.

The Key Campaigners Unit worked with the Conference Services Office to bookalltravelandaccommodationforvisits,weprovidedfullprogrammesandbriefingsforthosecampaigning,enablingthemtofocusonourmessageandthecampaign,knowingallthelogisticsweretakencareof.

Wearegratefultoallthestaffthatwereseconded to the Key Campaigners Unit from around the organisation. Without such a dedicated and hardworking team, alwayspreparedtobeflexible,politeand do so with good humour, the unit wouldnothavebeenthesuccessitwas.

4.17 Business Relations and Endorsements Overview TheBusinessRelationsandEndorsements team were tasked with sourcingendorsers(celebrityandpeoplewithcompellingstories)formajorelectioneventsandrallies,digitalcampaignsandprintmaterialduringthe seven week campaign. Given the natureofasnapelectiontherehadbeenminimalpreparationdonetosure-upthese endorsers in advance and most of theworkdonewasverylast-minute,butwith great success.

Theteamwasalsoresponsibleforhelpingtosourcebusiness-locationsformajorspeechesduringthecampaignand organised a manifesto engagement dayforaround50businesseswhocametoLabourHQtospeaktotheShadowBusinessSecretary,ShadowChiefSecretary to the Treasury and Shadow SecretaryofStateforInternationalTrade.

4.18 Governance and legal services Despite the short notice, the GovernanceandLegalUnitprovidedcomprehensivelegalandcomplianceadvice and training to staff, organisers, agents, candidates, treasurers and other membersduringtheGeneralElectioncampaign.ThisincludedaseriesofwebinarsandwrittenlegalbriefingsavailabletodownloadfromMembersnetand in print.

Adedicatedlegalhotlinewasalreadyinoperationforthelocalelections,butthis was extended to operate seven daysaweekfrom1March2017untilallthegeneralelectionresultshadbeendeclared.Thehotlinerespondedtohundredsofcallsandemailsonavarietyofsubjectsincludingthenominationprocess,electionexpenses,data protection, opposition activity, the campaigners’ code of conduct and the counting of votes.

GovernancestaffweresupportedbyoursolicitorsGeraldShamash,FrancesRandle,JohnSharpeandJoshJaskiewicz.Candidates and agents were covered byelectionlegalinsuranceandmotorinsurancewasavailabletomembersusingtheircarsforelectionactivities.

TheGovernanceandLegalUnitcompiledandsubmittedthestatutoryweeklydonationreportstotheElectoralCommission during the short campaign andaswellasprovidingsupporttoregionalofficesonthelocalgovernmentandmayoralelectionspendreturns,whichwereduetobesubmittedon 9June.

AdepositschemewasofferedtoallCLPsinconjunctionwithUnityTrustBankPLCwhichsuppliedabankers’draftfor£500asthecandidate’sdeposit,whichwasrepayableafter theelection.

5.01 Selections FollowingthecallingofanunexpectedGeneralElectionitwasclearthatthePartywouldneedtoselectcandidatesin631seatsbeforethestatutorynominationsdeadlineof11May2017.

AsidefromsittingLabourMPs,therewerenoParliamentarycandidatesselectedatthispointintheelectoralcycle.TheNECagreedatitsmeetingonWednesday19April2017toadvertisevacancies,shortlistandselectcandidates,butthatitwouldbesimplyimpossibletoholdtriggerballots,selectionhustingsormeetingsin constituencies in this timeframe, especiallyconsideringmemberswereneededmostcampaigninginthelocalandgeneralelections.

InaccordancewiththeParty’srulebook,theNEChastheauthoritytoproducemodifiedproceduralrulesandguidelinestomeettheparticularcircumstancesofasnapGeneralElection.Thisincludesthepowertoimpose candidates where it deems this is required.

Sitting MPsAllsittingMPswereaskedtoconfirmby6pmonThursday20Aprilwhethertheyintended to stand again. Those who did intendtostandagainwereautomaticallydeemedreselectedsubjecttoNECendorsement.

During that period a team of 15 GovernanceStaffworkedlateintothenightonprocessingthoseapplications

andconductingaseriesofcompliancechecks.Thisincludedcheckingallapplicationstoensuretheywerequalifiedtostandlegally,aswellasfreeze date checks, NEC and arrears statuschecks.Aduediligencedocumentwascreatedtobringtotheattentionofselectionpanelsshoulditbedeemednecessary.

Inthe79hourswhileapplicationswereopen,GovernanceandLegalUnitstaffeachworkedforapproximately56hours. Across the three days and nights, GovernanceandLegalUnitstaffleftthebuildingforonlysevenhourseachperday.

InthattimetheGovernanceandLegalUnitprocessed3619applicantemails.2,913ofthoseemailcontainedeligibleapplicationsandofthose2,163arrivedinthefinal12hours.

Stafflogged,recorded,createdfilesandfoldersfor3032eligibleapplications.Theyfurtherperformedfullduediligencechecksandcreatedreportsfor546applicantsfromthe889applicationsforretirementseats.Thisismoreworkthan632individualCLPproceduressecretarieswouldordinarilyundertake in two years.

Of those 13 retirement seats three wereheldbywomeninthepreviousParliament–GiselaStuartinBirminghamEdgbaston,PatGlassinNW Durham and Fiona Mactaggart in Slough.AftertheNECpanelprocessthepartywasrepresentedbytenwomencandidatesandthreemembersoftheBAMEcommunity.AllbutTracyHarveyinMiddlesbroughSouthEastandClevelandwontheirseats,includingLabour’sfirstSikhwomanMPPreetGillandfirstturbanedSikhmanMPTanDhesi.

Candidate applications for other seatsAllotherseatswereselectedviapanelsoftheNECalongsideaRegionalBoardrepresentative,whoappointedcandidatesonthebasisofexaminationofcandidateapplicationformsandlocalknowledgewithoutaninterview.

ThepanelsconsideredCVsandapplicationsofallcandidatesonaseatbyseatbasis,andmakeadeterminationofthebestcandidateforeachseat.

Thosepanelsgaveapreferencetoany2015GeneralElectioncandidateswhohaddecidedtostandagain,butthen

alsoconsideredanynewcandidateexpressing a preference for that seat and then any other candidates who had appliedforseatsinthatregion.

ThosepanelssatonSunday30April,Monday 1 May and Tuesday 2 May.

Scotland and WalesThechangestotheParty’srulesin 2016 mean that the process for selectingcandidatesinScotlandandWaleswereamatterfortheScottishExecutiveCommitteeandWelshExecutiveCommitteerespectively.The SEC and WEC agreed their own candidateselectionprocesssimilartothatagreedbytheNEC,althoughwithminordifferencestotimings,applicationprocedures and candidate interviews. ScottishandWelshcandidatesremainedsubjecttofullNECendorsement.

Simon DanczukOnecandidate–theformerMPforRochdaleSimonDanczuk–wasunder an administrative NEC suspension pendingahearingoftheNationalConstitutionalCommitteeatthetimetheelectionwascalled.

The NEC officers determined that inaccordancewiththerulebookheshouldbeinterviewedbyapanelofthe NEC to determine whether they were to recommend his endorsement as a candidate. After considering in detailhiscaseandspeakingtohiminaninterview,theLabourParty’sNECendorsementpanelunanimouslyrecommendedheshouldnotbeendorsedasaLabourcandidate.HewasthereforenotabletostandasaLabourcandidate in any constituency at the
