- Information on labor, level of education and professional etc… are collected at the
time point of past year December 31st , June 30th of reference year and December

- Information on results of production and business of enterprises are the official
data of the whole past year and 1st six months of reference year.

SAMPLING DESIGN Sampling frame: Enterprises with 3 different employee sizes (under 10
employee, from 10 to 300 employee and above 300 employee) were chosen
from 20 economic sectors of code level 1

ISSUES AND CHALLENGES
E-Portal vieclamvietnam.gov.vn run by Department of Employment,
MOLISA was officially launched in 2008 and became a LMI Network in
2013 when it was designed to link with 64 websites of 64 ESCs
nationwide.
Each ESC plays a role as an observatory and has responsibility to
gather LMI in its locality to develop its own database. That means that
our network is now made up of 64 different databases.
But using the same domain name vieclamvietnam.gov.vn (eg.
vlhanoi.vieclamvietnam.gov.vn etc…), therefore, it is easy to make the
integration and compilation of the LMI for the statistical and analytical
work.

However, the database’s content only consists of basic information and
is not systematic as such international standards (ISCO and ISCED).
There are only 20 employment types that can be retrieved from the
databases and the applicants’ technical qualification (education) is
integrated and retrieved just at code level 1.
Some local PESs do not collect and compile the LMI as guidance and
take it as regular task, therefore, there are a lot of shortcomings and
information gaps still existing in the labor market in general and in the
databases in particular (eg. PES from Ho Chi Minh city and some
others).
Vietnam’s PES website serves as the government’s main LMI portal
but its capabilities have not yet met the increasingly need and
expectations of various groups of users.

WAY FORWARD
To standardize of codes and classifications (e.g. employment type and
education). The classification, concepts and definitions used should be
consistent with the national and international standards.
To merge 64 databases into one national database accessible to the
public.
The system need to be re-engineered so as to make the search for
jobs more effective through a computerized job matching and referral
system, and the provision of timely, relevant and readily accessible
LMI at least cost to users.
A centralised, interactive and updated information as evaluation
mechanism for in-depth analysis on the labour market to support not
only for formulation of policies and decision making but for the PES
itself.

To form the basis for a thorough analysis and forecast of workforce
demands and supply for each industry sub-sector.
As main source of information to assist the education system and
worker training schemes to generate quality workforce with the right
training skills in meeting industry requirements
To enhance the cooperation among WAPES members to apply good
practices (eg. Korean PES and others) and advanced information
technology, such as ubiquitous smart phone access, smart-matching
(soft-matching), collection of job information on the internet (job robots)
and master data management system etc…
