What is ETOP

Under the direction of the Senior Policy Group (SPG) and the Chief Administrative Officers (CAO), the Exercise and Training Operations Panel (ETOP) is comprised of representatives from the respective NCR state and local jurisdictions.

ETOP is the driving force behind regional collaboration and both short-term and long-range planning for exercise and training initiatives within the NCR. These training initiatives are targeted at the homeland security partners in the NCR, whether governmental or non-governmental, paid or volunteer.

ETOP also serves as the advisory committee to the SPG and CAO to provide recommendations, subject matter expertise and overall guidance for exercise and training projects in the NCR.

• Attempt to coordinate the training and exercise activities from all jurisdictions residing in the National Capital Region in order to improve operations, coordination, and synchronization.

• Support the Training and Exercise Consortium (TEC).

• The slides from each month’ s TEC meeting will be posted on the ETOP website: http://ncrportal.mwcog.org/sites/rpwg_etop/default.aspx

• During the monthly TEC meeting we will review the calendar, provide an overview of the identified events, discuss new events and long range planning, and develop possible resolutions to any event scheduling conflicts.

Step 2: Look under the ETOP Documents box and click the Process for Requesting ETOP funding hyperlink Step 3: Look under the ETOP Documents box and click the Project Management Plan (PMP) Templates

Step 4: Work within your R-ESF to fill out the PMP template

Step 5: Have the PMP approved by your R-ESF Chair

Step 6: Submit to ETOP

SURVEILLANCE DETECTION TRAINING FOR COMMERCIAL INFRASTRUCTURE OPERATORS AND SECURITY STAFF

WHO: This course is designed for commercial infrastructure operators and security staff. Level of training: Planning/Management

WHAT: No Cost Training Opportunity

WHEN: October 28,29 and 30, 2008; Registration closes October 23, 2008;

COURSE OBJECTIVES:Upon completion of this three day course participants will have the knowledge and skills for:

developing and applying comprehensive plans which include the fundamentals of Surveillance Detection, identify mitigating risks, recognition indicators of imminent attack, skills to apply protective measures to detect and deter potential threats to critical infrastructure and key resources (CI/KR).

The students will learn to apply additional skills such as: Vulnerability and Red Zone Analysis, Surveillance Detection, Observation and Reporting during practical hands on learning exercises throughout the course.

Active Shooter Train the Trainer

WHAT: Active Shooter Training (2-day Train the Trainer)

DATE / TIME: Fall 2008 (Oct 16,17 / Oct 23,24 / Nov 6,7 / Nov 13,14). All training days are 0800-1700 hrs.

PURPOSE: This two-day training event is designed to provide L.E. trainers with ideas, information, and skills to utilize in training officers from their jurisdictions in tactical response to active shooters. (5) two-day training sessions will be offered on the dates listed above.

PURPOSE: The class will follow the NWCG curriculum for S-356, J-252, and J-253. We have required the contractors to include all-hazards examples and exercises in the program. Space is limited.

Hospital Security Preparedness Training

WHAT: Hospital Security Preparedness Training

OVERVIEW: HSP is a unique course for Hospital Protective Services. This four-day immersion course uses hands-on training, live drills and classroom instruction from instructors who have extensive security and counterterrorism experience.
