What is Human Security? Human Security( 인간의 안전보장 ) 의 개념은 UNDP(United Nations Development Program,국제연합개발계획 ) 의 1994 년판 Human Development Re-port( 인간개발보고서 ) 에서 최초로 공식발표

“ 모든 개인이 인간으로써의 능력을 최대한 높여 경제 , 사회 , 문화 , 정치 등의 모든 영역에서 능력을 충분히 발휘할 수 있는 것”을 목표로 한 <Human Development> 의 개념 제시 !

What is Human Security? “Human Security, 인간의 안전보장” 개념의 핵심1. 국가와 국민경제를 중심으로 추진해 온 종래의 개발정책의 개발개념을 개혁할 필요가 있다 2. < 인간개발 > 에 초점을 맞춘 개발을 추진하는 것이야말로 , 사람들이 살아가는데 있어 선택의 폭을 넓힐 수 있다3. 하지만 현실세계에는 < 인간개발 > 을 방해하는 많은 위협 ( 감염 ,분쟁 , 자연재해 ) 등이 있어서 이런 위협들로 사람들을 보호하기 위해서는 <Human Security, 인간의 안전보장 > 의 확보가 필요

Why Human Security? Human insecurity is the result of pervasive, recur-rent of intense threats that produce complex riddle effects touching large number of people.

In the Arab countries, widespread human insecurity relentlessly undermines human development.

The depletion of natural resources under pressure, by high population growth rates and by rapid cli-mate change d threats the livelihoods, in-come, food and shelter of millions of Arabs.

This is ingrained in the predicament of 1/5 of the people in some Arab countries, and of more than half in others, whose lives are impoverished and cut short by hunger or want.

Why Human Security?

Human insecurity rears its head even in Arab coun-tries that enjoy relative stability where the latter’s security forces hold wide sway in curtailing or violat-ing citizen’s rights.

The people of Darfur, Iraqis, Palestinians and Soma-lis go in fear for their lives each day, with the spec-tre of random violence and destruction all around them. Such fears also permeate more fortunate Arab societies which, although free from armed conflicts or occupying forces, suffer under dead hand of au-thoritarian power.

1. Without State security, human security has a lit-tle value. Human security equals to a condition for the achievement d of state security.

2. Human security helps to re-balance the preoccu-pation with terror, and war which dominate international and regional politics.

3. Provide a framework for analysing and address-ing critical hazards to some countries such as Iraq, Sudan, Somalia, and the Occupied Palestinian Territory not only in the direct threats but also in the indirect threats posed by hunger, poverty and environmental stresses.

Why Human Security?

7 scopes of Human Security are specified into 2 types:

• 능력강화(Empowerment)의

• < 인간의 안전보장 > 인간개발

• 보호 (Protection)의 • < 인간의 안전보장 >평화구축


Human security can be seen as “rear-

gued” of human development.Human development is concerned with

expanding the individual’s capabilities and opportunities.

Human security is concerned with en-abling

peoples to contain or avert threats to their

lives, livelihoods and natural dignity.

Arab writings on the subject 대부분의 아랍 작가들은 인간 안보와 국가 안보는 뗄 수 없는 관계라고 생각Al-mashat : “Human security depends on the achievement of material prosperity, of balance or harmony in society.“

최근 몇 년간 계속해서 아랍지역의Human Security 가 악화되고 있다 !

그러나 연구 결과들이 대부분 아랍국가들의 주요 발전 이전에 나온 것이기 때문에 신뢰성이 떨어짐 !!

보편적으로 Human Security 를 측정할 수 있는 지표는 아직까지 나오지 못했으며 , 보편적 지표를 설정하는 것 자체에 어려움이 있음 .

1. 널리 쓰고 있는 Human Security 의 정의가 없음 .2. Human Security 는 도덕적인 차원과 물질적 차원을 동시에 고려해야 하기 때문에 매우 복잡함 .3. 산술적 평균만으로는 개입이 필요한 상황에 놓인 지역을 알 수 없음 .4. 합성지표를 만드는데 있어 모든 요소에 동일한 비중을 두는 것이 쉽지 않음 .

보편적 측정 지표를 설정하기 어려운 이유

따라서 아랍 각 국가에 대한 다양한 차원의 Human Se-curity 를 따로따로 평가해야 할 필요성이 있다 !!

그들이 사는 지역에 존재하는 Hu-man Security 에 대한 위협에 어떻게 우선순위를 매기고 있는가 ?


아랍 청년들의 다양한 의견들

Human Security 는 정치적 , 사회적 압박 없이 이 사회에 기여할 수 있는 기회가주어지는 것이다 .



아랍지역뿐만 아니라전세계적으로 책임을 전제로 하는 인간의 자유가 보장되는 것이다 .



Human Security 는 교육받을 수 있는 기회를 주는 것 ,일자리를 얻을 수 있는 기회를 주는 것 ,정치활동 참여자들의 안전 보장을 통해 개인권을 존중해주는 것이다 .



정신적 측면에서의Human Security 가 보장되어야 이에 따라 문화적 측면의 Human Security 가 보장될 수 있다 .


젊은 아랍인들의 공통된 의견

Human Security 는 다양한 차원 ( 정치적 , 문화적 , 경제적 , 환경적 , 물리적 측면 등 ) 에서 고려해야 하는 포괄적 개념이다 .

삶의 모든 측면이 Human Security 와 이를 위협하는 잠재적 요소와연관되어 있다 .

Conclusion

Human Security 의 개념은…- 지금 이 시점에서 매우 중요하다 .- 외국의 개입을 허가할 수 있게 만드는 수단으로 작용할 수 있다 .- 남용에 의한 평가가 아닌 긍정적 기여에 따른 평가가 되어야 한다 .

Human Security 의 원리는 기득권들에 의해 왜곡되어적용될 수 있다 .

한 정당 혹은 집단이 Human Security 를 확보하는 것이다른 정당이나 집단의 Human Security 를 위협하지 않는다 .

Human Security 를 연구하는 목적은 Human Security 를 위협하는 요소들의 근본 원인을 찾고 , 이에 대처하는 전략을 세우기 위함이다 .

이 연구는 아랍정부에 대한 중립적 태도를 갖고 있다 .
