Integrated Research and Action for Development (IRADe)

BackgroundandfoundingoftheSocietyIntegratedResearchandActionforDevelopment(IRADe)issetupasafullyautonomous,non-profitadvancedresearchinstitute,whichaimstodopolicyresearchalongwithactionresearch,trainpeopleandbeahubofanetworkamongvariousstakeholders.IRADeisaninstitutethatfocusesonresearchandeffectiveactionthrough:

• Multi-disciplinary and multi-stakeholder research for implementable solutions for sustainabledevelopment.

• Policyresearchthataccountsfortheeffectivegovernanceoftechno-economicandsocio-culturalissues.

Itisa‘thinktank’thatworkswith‘actiontanks’.

Recognition and Memberships

IRADe1 is registered under Society’s actestablished in 2002 at New Delhi. It qualifiesas an R&D organization and has received acertificate from theDepartment of Scientific&IndustrialResearch(DSIR),MinistryofScience&Technology(MoST).IRADeisalsorecognizedas a Centre of Excellence by the Ministry ofUrban Development (MoUD) for Cities &climate adaptation. It provides expertise tovariousministriesfromtimetotimeasrequired.

ExcellenceintheareaofUrbanDevelopmenton “Climate Change Vulnerability andAdaptation” by the Ministry of UrbanDevelopment (MoUD), Government ofIndia.

• IRADe is recognized as “Scientific &Industrial Research Organization (SIRO)”by Department of Scientific and IndustrialResearch, Government of India on 16th September2008.

B. Otherdistinctions:• Dr. Jyoti Parikh, Executive Director- the

chief of the Organization- is a member inthe Prime Minister’s Council for NationalAction Plan for Climate Change and is also amemberoftheIntergovernmentalPanelonClimateChange(IPCC).

• Dr. Parikh is also honored byNobel PeaceCommittee for contributing to IPCC(Intergovernmental Panel on Climate Change)withtheAwardoftheNobelPeacePrizefor2007.

The Energy Conclave 2006 inaugurated byPrime Minister Dr. Manmohan Singh was amega event of three days participated bymorethan 300 high level delegates from various

sectorssuchascoal,oil,gas,power, renewableenergy, energy efficiency, finance, scienceand technology, academic, and sustainabledevelopment. The report of the ConclavecontainingrecommendationshasbeenpublishedanduploadedonIRADewebsite.

Integrated Research and Action for Development (IRADe), India Energy Forum, and WorldEnergyCouncil(WEC-IMC)togetherorganizedthe “Energy Technology Conclave” (ETC) on13-14March2008atNewDelhi.Thehighlightof the eventwas the talk delivered byHon’bleDr.A. P. J.Abdul Kalam, former President ofIndia. Dr. Kalam encouraged the delegates tothinkinthedirectionofenergyindependenceas

imbibed in us by illustrious Indian Savants byexplainingmultiple energy options available toIndia.TheConclave alsowitnessed a richmixof experts from public and private sector andacademicorganizationssharingthestageonthisvitalissueofenergytechnologyforgrowth.Theevent achieved some important agendas as how tocombinepolicyinterventionsandinstitutionalframework to facilitate the process of R&D and technology development for sustainabledevelopment and identified issues linked withtechnologytransfer,especially in thecontextofclimatechangeconcerns.

IRADeorganized two-day summit todiscussbio-dieselpolicy,energysecurity,climatechangeandits linkagesamongitsstakeholders.Thesummitwasattendedbynearly150delegatesfrom the central and state government ministries, public and private sector companies, researchinstitutes and research and development (R &

Rapid Assessment of Vulnerabilities(RAV) to Climate Change of Indian CitiesRAVisdonefor14keycitiesinIndiabasedonvariousindicatorsofvulnerabilitytoclimatechange,tostrengthennationalpolicyframework.IRADe’sapproachand methodological framework include developing an index to assess thevulnerability to climate change of Indian cities, generating baseline datapertainingtourbandevelopmentintermsofsocio-economicandinfrastructureaspects in order to recommend adaptation strategies, which can help in formulatingefficienturbanpoliciesandprogrammes.(2). Addressing Climate Resilience for Cities of India: Case Studies of Surat and HaridwarThisincludesareviewofcitydevelopmentplanoftwocities,namelySuratandHaridwar. The participants supportedrecommendations drafted by IRADe in the National Paper and gaveadditionalsuggestionsthatpovertyalleviationisaboutincreasingpeople’sproductivity,forwhichallissuesofhealth,education,electricityandfuelneedtobeaddressed.

“Mainstreaming Gender in Energy Policy” 2006 –Background paper and presentation prepared for Expert Committee to formulate Energy Policy, Planning Commission, (GoI)

TheProjecthighlightedthegenderbasedoutcomesthatincludedcapacitybuildingandspecialtrainingtowomeninvariousinstitutions/Universitiesformaking a cadre of energy professionals. Policy needs to go beyondcookingenergy,andemphasisshouldbeinprovidingenergyforotherneedsfor livelihoodandsecurity.Researchshouldbepursuedfordevelopmentofvariousbio-fuels,species,cultivationpractices,andappliances(stoves).Health issues included to identify and correct respiratory diseases fromindoorairpollution,toreducethedailydrudgeryofwomensothattheycanspendmoretimeongeneratingincome.Amoreparticipatoryapproachtoenergypolicydecisionswillallowbothmenandwomentobeengagedindefiningenergyproblemsandinimplementingappropriatesolutions.

The Third ENERGIA National Focal Points(NFP) Meeting, 1-3 November 2006 at New Delhi

ENERGIAAsiaNetworkincollaborationwithIRADeorganizedthethirdENERGIANationalFocalPointsMeeting.IRADeisactiveinadvocatingmoreattentiontothenon-commercialenergysector(fuel-wood)managedbywomen,which is the second largestenergysourceaftercoal. IRADeadvocatedbringingenergywithinoneKmofruralhabitants,andorganizedand participated in events related to United Nations Commission inSustainable Development CSD (14 and 15). The group engaged indiscussinganddevelopingasetofmonitoringcriteriaandNationalplansforeachNFP.

Reducing Drudgery of Women Carrying Biofuels, 2007-08: E-Discussion and Field surveys

This year IRADe was chosen as the National Focal Point (NFP) of ENERGIA-International network for Gender and Sustainable Energy.Asapartofnetworkactivities,IRADeranane-debatewithprofessionalsfromgender,energyandpovertyonacommonplatformoncertainidentifiedissuestosharebestpracticesanddevelopideasforgender-energy-povertyrelated research activities. The second level of the exercise was fieldsurveyof thesuggestionsreceivedfromfocusedgroupexercise,done inonevillageeach inNorthIndia(Rajasthan)andSouthIndia(Karnataka)respectivelybypartnersSocialPolicyResearchInstitute,JaipurinNorthIndiaandTIDE,BangaloreinKarnataka.Theresultsofthesurveybroughtto forefront the difference in opinions and willingness to adopt new ideas intwodifferentgeographicallocationsofIndia.

• OneofthefirstsideeventsonGenderandClimatechangewasorganizedatCOP8;2002,NewDelhi.Forthispurpose,anissuepaperwasprepared,whichisreferredoften.

• Later in 2008, an issue paper was written onMainstreamingGender in Climate Change: Policies, Programs paper was preparedwhichiscirculatedwidely.

• 3 day Training Program was facilitated by IRADe forAsia-Pacific office of UNDP onmainstreaming gender in ClimateChangeatSriLanka.

ENVISION- Information system reforms at the Ministry of Environment and Forests, 2006-07

Thekeyobjectiveof“ENVISION”wastotransformthefunctioningoftheMinistryofEnvironment&ForestsanditsvariousconstituentorganizationsunderitspurviewwithabusinessprocessperspectiveandalsototransformthemeansofrenderingservicestoitsvariousstakeholdersusingInformationTechnology. Extension of Minimum Support Price (MSP): Fiscal and Welfare Implications 2007-08

The Planning Commission, Government of India awarded IRADe the researchprojecttostudytheimplicationsofextendingtheMinimumSupportPrice(MSP)tomorestates.Aftertheanalysisofimplicationonthewelfareofproducersandconsumers inMadhyaPradeshandUttarPradesh, itwasrecommended thatMSPcouldbe extended inmany states, because,morestatesaregrowing riceandwheat thanearlier.Therearenationalgains inreductionintransportofgrainsandequitablebenefitsofgovernmentpolicies.Sponsored by The Planning Commission, (GoI).

Policy Reforms are underway in many sectors. Eachstudyhasanalyzed and has generated suggestions and recommendations to enhance the effectiveness of thegovernmentprogrammes.TheMNRE,UNEPandUNDPhaveutilizedservicesofIRADeinconductingInternationaltrainingprogramsonrenewableenergyandgenderissues.

Evaluation of Franchisees System in the states of Assam, West Bengal, Nagaland and Rajasthan

The Ministry of power had awarded a study to IRADe to accessfranchiseesysteminAssam,NagalandandWestBengal. REC awarded furtherstudiestoIRADefor evaluatingthefranchiseesystemsoperatingindifferentdistrictdistributioncirclesinstatesofAssam,WestBengal,Nagaland andRajasthan through sample villages in these states.MoPprojectcoveredvillagesinBankuradistrict,Dibrugarhdistrict,Nagaland&RECproject survey included villages in Purulia, Jodhpur andNewBongaingaon districts. Conclusions were drawn from the studies thatfranchiseerequiresadequatesupplyofpowerofgoodqualitymaintainedbyutilitiestoworkeffectively;capacitybuildingoffranchiseeshouldbedoneinthebeginning.Apartof90%subsidyprovidedunderRGGVYprojectsshouldbegivenbythegovt.totheruralpopulation.Sponsored by The Ministry of Power, (GoI).

Analysis of Bio-diesel Programs from Socio-Economic and Agronomic Perspectives: Case Study on Rajasthan and Orissa.

Thisstudyattemptedtoidentifyandfillcriticalknowledgegaps,whichcurrentlyinhibiteffectivepolicyonBio-dieselinIndiatodelineatethekeychallengesintheJatrophacultivationinconsonancetofindwaystoscaleuptheoutreachofservicestothepoorandvulnerable.Thestudyanalyzes various socio economic parameters, agro climatic conditionsand other multi stakeholders consisting of oilseeds cultivators, with regardtoJatropha.TheprojectidentifiestheprimarybarriersofJatrophaplantationforsocio-economicfeasibilityofamulti-stakeholdersystemwithafocusonruralpopulation.Biofuelpromotionisaverycomplexissue dependent on knowledge, infrastructure support, policy issues,political environment, inter-sectoral cooperation and linkages for the cooperationandtechnologypromotionandtransfer.FeedstocksupplyandmanagementchainemergeasamostimportantissueforthepromotionofBio-dieselfromJatropha,consideringsite-specificclimatic,agronomic,economic,andsocialconditions.Sponsored by The Ministry of New and Renewable Energy, (GoI).

The project was awarded by MNRE. The MNRE had provided thevillages’residentsinfourstatesnamelyRajasthan,Haryana,UttarakhandandGujarat,withsolarcookersandsolarwaterheaters.Overalltheusersofsolarthermalproductsweresatisfied.90%ofusersfeltthatfoodcookedwithsolarcookerstastedbetterandgoodforthehealth.Theywerehappythatsolarcookerdidnotrequirefuel,andneededlittlemaintenance.Theywereawarethatsolarsystemhadlongoperationallife,canbeusedduringday,butalsodependsontheseasons.Sponsored by The Ministry of New and Renewable Energy, (GoI).

Survey and evaluation project of remote village area electrification through solar photo-voltaic system in the state of Rajasthan and Haryana

The project was awarded by MNRE. The MNRE had provided theresidents of remote villages of India, which could not be covered bynationalpowergrid,with solarhome lighting systemsand solar streetlightsystems.Itwasobservedthattargetorientedapproachwasfollowedduring implementation. During implementation by parties, MNREguidelines were not adhered to in totality by implementing agencies.Approximately 15% of the systemswere found to be non functional.Maintenance and service support from equipment suppliers desiredimprovements.Sponsored by The Ministry of New and Renewable Energy, (GoI).

The life-style of beneficiaries haschangedgraduallyfollowingworkdoneunderthescheme.Thebenefitsaccruedwere,workinghoursforusefultaskshaveincreased,studyhoursofchildrenincreased,consumptionofkerosenedeclined,environmentalaccidents such as snake and insect bites declined.
