Introduction

• Karnataka Renewable Energy Development Limited (KREDL) was established in 1996 for development of renewable energy sources in the state. It is registered under the Companies Act.

• Government of Karnataka has announced a comprehensive Renewable Energy Policy in January 2010

• Installed capacity from Renewable Energy is 2831MW

• Karnataka Stands 4th place in India, in the development of Renewable Energy.

• Wind – Rs 3.70 per unit

• Small Hydro – Rs 3.40 per unit

• Biomass – Rs 3.66 per unit for the first year & Rs 4.13 per unit for the tenth year

• Cogeneration – Rs 3.59 per unit for the first year & Rs 4.14 per unit for the tenth year.

• Solar – ESCOMs have filed a petition before KERC for fixation of tariff for projects below 3 MW.

Government of Karnataka has prepared RE Policy after wide spread consultations with industry and other stake holders.

Cabinet has approved the policy and announced on 19.01.2010.

Capacity addition of 4326 MW by 2014. Capacity is targeted from wind, small hydro, biomass, cogeneration, solar and waste to energy projects.

Emphasis on Energy Conservation and Energy Efficiency by saving 1500 MU per year (900 MW by 2014)

Renewable Energy development is treated as an “Industry”.

A green energy cess at Rs 0.05 per unit on commercial & industrial consumers.

Constitution of a State Level Empowered Committee headed by The Chief Secretary to co-ordinate departmental issues and clearances for RE projects

Enforcement of time frame for completion of RE projects i.e. 3 years from the date of obtaining clearances.

Government vide order dated 13.11.2007 & 08.04.2008 under section 18 of the EC Act 2001 has mandated for

Use of Solar Water Heating Systems and CFLs in Government buildings, aided institutions, Boards and Corporations.

Mandatory use of ISI mark Energy Efficient irrigation pump-sets.

Promotion of Energy Efficient Building Design (ECBC)

Government has mandated for compulsory installation of Solar Water Heaters in residential and commercial buildings having plinth area of more than 600 Sq Ft in Karnataka.

Installed 2.3 million Sq Mt collector area in Bangalore – highest in India.

ESCOMs provide a rebate of Rs 0.50 per unit, subject to a maximum of Rs 50 per month for installation of solar water heaters.

• Reduce No of clearances from GOI in forest matters.• Permit migration to JNNSM of all allotted solar power

projects from Karnataka.

• 129 MW in 21 projects - GO issued in all cases.• Couldn’t enter into PPA by November 2009 because

of absence of clarity on Tariffs.
