Over the past 18 years, KSII (Korea Society for Internet Information) has increased its academic impact and influence in the area of Information Science, Computer Engineering and Internet Technology both worldwide and nationwide through this international conference and its SCIE-indexed journal, the KSII Transactions on Internet and Information Systems (TIIS). As many of you have witnessed, APIC-IST is one of important International Conferences which KSII have provide annually. The amount of interest towards the internet is never decreasing among both the international academic and practitioners’ communities. Topics covered in APIC 2018 truly represent the comprehensiveness of this conference. We are sure that APIC-IST 2018 will provide you with a wealth of information and many opportunities for future discussion. Many people have worked hard to make APIC 2018 successful. It is a pleasure to welcome you to the 13th Asia Pacific International Conference on Information Science and Technology (APIC-IST 2018). The APIC-IST, hosted by Korean Society for Internet Information (KSII) is the premier conference in the Asia Pacific region. The hosting organization (KSII) is the largest Internet academic society in Korea. Over the past 13 years, APIC-IST has grown to be the major international conference in Information Science and Technology area. APIC-IST continues the endeavor of high-quality, broad international participation in all areas of Information Science and Technology. The APIC-IST 2018 will be held at Nha Trang, Vietnam on June 24-27. It aims to provide a high quality forum for researchers and practitioners to share research findings, practices and ideas on key issues in Internet related technologies, services, and administrations. The APIC-IST 2018 Program Committee organizes as a set of 16 tracks, and welcomes presentations of completed research papers as well as research-in-progress papers, panel discussion, and posters covering those issues. The successful organization of APIC-IST has required the talents, dedication and time of many volunteers from Vietnam, Germany, USA, China and Republic of Korea. Speaker Dr. DINH, Van Dzung Deputy Director of Information Technology Institute– Vietnam National University, Hanoi (VNU), Vietnam. Title: An international multi-technology testbed for Smart Cities Abstract: This talk presents the proposed inter-smart cities testbed which connects smart city platforms located in Vietnam, Philippines, Taiwan, Thailand, Myanmar, Malaysia, Korea. The testbed is being also connected to the SDN testbed (RISE) and IoT testbed (JOSE) in Japan. Using this multi-tecnology infrastructure, ICT enabling technologies for smart cities such as 5G, SDN/NFV, SDN-IP, cloud/fog/edge/roof computing, IoT platform. big data platform, AI platform, and smart city applications are being investigated. Through this event, we would like to propose a partnership between our teams and your academic institutions / companies to jointly study, develop and deploy advanced Smart Cities technologies and products for our countries as well as for the region.

Keynote Speaker Dr. Phan T Thuc Anh The Vice Dean and Senior lecturer at the International School of Management and Economics, National Economics University, Hanoi Vietnam Title: Innovation in Vietnamese enterprises Abstract: Science, technology, and innovation is expected to be the driver of Vietnam’s economic development in today’s era of globalization and international economic integration. As stated in Vietnam’s socio-economic development strategy, by the year 2020, Vietnam should move up from a lower middle-income country to one with knowledge economy and the national innovation system contributes significantly to socio-economic development. This talk focuses on the current situation of innovation in Vietnamese business enterprises – one of the main actors in the country’s national innovation system. Drawing on data collected from several surveys, the talk will describe different types of innovation and their levels of acceptance among Vietnamese enterprises as well as factors facilitating and inhibiting such innovations.

Keynote Speaker Dr. Pham Thi Thu Thuy The head of Information Technology Faculty at Nha Trang University & organizing committee of IT & communication club among IT faculties & Universities in Vietnam Title: IT cooperation program between Korea and Vietnam Abstract: The relationship of Vietnam and Korea was making by warmth, close friendship and understanding. Since December 22nd, 1992, the two countries established the formal diplomatic relation, thus opening a new era in their bilateral ties, the friendship and cooperation between the two countries have been developing very dynamically in all areas. This talk has two main sections. The first section will describe some similarities between Vietnam and South Korea in nature, culture, history, etc. Then we will talk about some achievements of Vietnam-Korea relations in politic and economic. The second section will focus on IT cooperation program between Korea and Vietnam. We will present some results of joint research program, IT education program, Korean high-tech enterprise investment in Vietnam. Finally, we will show some IT developments in Vietnam and propose some opportunities for cooperation in the field of IT between Vietnam and Korea.
