Premier Christy Clark is pushing ahead with plans for a new Family Day holiday in Febru-ary, after independent MLAs voted against the move.
NDP MLAs supported B.C. Liberal members in the key vote to approve the new statutory holi-
day Tuesday. The rst one will be next Feb. 11, and the second Monday in February each year after that.
Independent MLAs criticized the move and forced a standing vote, after listing the costs it would impose on busi-ness.
The Canadian Fed-eration of Independent
Business estimates that Family Day will cost the average small business more than $1,100 in wage costs, either pay-ing employees to stay home or overtime to come to work.
Delta South MLA Vicki Huntington reminded the legislature the new
holiday is imposed on business after three in-creases in the minimum wage in the past year, an average $3,000 transi-tion to the harmonized sales tax and soon a sim-ilar cost to switch back to the provincial sales tax next year.
Clark promised the
new holiday during her B.C. Liberal leadership campaign last year. It will join February holi-days in Alberta, Sas-katchewan, Manitoba, Ontario and Prince Ed-ward Island.
Clark has argued that the new holiday will not only increase family time, it will also boost business for ski hills, ho-tels restaurants and other tourist businesses during a slow time of year.
Independent Cariboo North MLA Bob Simp-son noted the provincial government’s own pay-roll cost of the new holi-day will be $28 million, a sum that could be ap-plied to a range of press-ing government prob-lems. Simpson urged the government to wait and see if its budget is bal-anced as promised next year before imposing more costs and reducing B.C.’s productivity.
Abbotsford South MLA John van Dongen was the rst indepen-dent to speak out against Family Day, backed by John Cummins, leader of the B.C. Conservative Party that van Dongen has joined.
Clark and Labour Minister Margaret Mc-Diarmid said choosing a date that is not in step with other western prov-inces or the President’s Day holiday in the U.S. would mean less out-of-town traf c at B.C. at-tractions for people with a day off.

Next year is the 40th anniversary of the Cran-brook and District Arts Council, and it could be the leanest yet—or the last one—with only three directors slated to continue overseeing the brand-new arts space downtown.
Linda Holmes, acting president of the CDAC, said the new space has lots of potential to bring fresh arts opportunities to the community—all it lacks is directors.
“We can have up to 10,
we need a minimum of eight, and we’re going in with three,” Holmes said. “So we’re putting out the call for people to come in and help push the arts forward, using our facility as a home base.”
New directors will be elected during the an-nual general meeting, which is on Wednesday, June 6, 2012 at 7 pm. Memberships will be available at the door.
Holmes said the new public gallery space is just waiting to expand its exhibition reper-
toire and its workshops/classes. “We have clay, we’ll have acting on camera, we’ve even got prenatal art classes, and the workshops are just the beginning. I can see a real demand for this arts space in the coming year.”
Forced to move in Sep-tember 2011, the coun-cil spent four months renovating a number of separate of ces to the larger gallery and class-room spaces.
“We knocked out walls, rolled up carpets and re- nished oors,”
Holmes said. “It was a lot of volunteer work, but the new space is very warm and inspir-ing.”
A handful of directors are ending terms or step-ping down, leaving just three going forward.
“So we’re putting out the call, loud and clear,” said Holmes. “If you’ve ever wanted to pro-mote the arts in Cran-brook, now is a huge opportunity! We want your skills—especially if you’re an artist or if
you have board experi-ence.”
One of the major projects on the horizon is to secure Cranbrook Fire Hall #1 as a per-manent arts facility. In aid of this goal, the CDAC has recently submitted a number of grant applications to conduct a feasibility
study on the project.“If you’re interested
in moving the re hall project forward, this is the year to get in-volved,” Holmes said.
All members are welcome to attend the

Danika Peltzer’s Honey Comb cupcake was a unanimous deci-sion at the Judges Table! Using fresh honeycomb and dates to create a subtle and natural taste; the Judges devoured every last bite of each of their cupcakes (which is a fi rst!).Danielle said “The fl uffy light texture and delicate tastes of your cupcake won me over!”Sandy said “Smooth and creamy yogurt frosting. The dates were baked evenly throughout”.Becky & Robyn said “ It was baked perfectly, and the fl avors blended together fl awlessly.”Mike & Joey said “ You used the ingredients right. And real honeycomb? We likey!”
Casey Jenson’s Workout cupcake brought her through to the next round. While her creativity presented judges with perfect fondant fruit, and the use of va-nilla protein powder was creative and worked well. Unfortunately, her frosting left a little something to be desired.Danielle said “I appreciate the detail in the fondant decor, but the (slimy) texture of the frosting put me off a bit”.Sandy said “I enjoyed the cupcake and the fi lling, but the frosting wasn’t my favorite”.Becky & Robyn said “The fi ne detail work was impressive.”Mike & Joey said “The frosting wasn’t good, but everything else tasted great!”

Unfortunately, I think this was too simple”.Sandy said “It was a nice moist cupcake, but the raspberry seeds in the cupcake were a bit unpleas-ant”.Becky & Robyn said “We would have liked to have seen you do something more with the apricots.”Mike & Joey said “We are defi nitely impressed with your attempt at using quinoa fl our, but it just didn’t work with the overall fl avors”.

Unfortu-nately, this cupcake left a bad taste in the judges’ mouths.Danielle said “Beyond the appear-ance, the frosting was gelatinous and the cake’s texture is not work-ing for me”.Sandy said “Beautiful presentation, but not working for me texturally”.Becky & Robyn said “We love that your cupcakes always have a clean presentation. A pond-less waterfall is a great way to add a water feature to your yard, with virtually no maintenance. The beautiful thing about the pond-less waterfall is that – as the name suggests - there is no pond. Don’t get me wrong, a pond is a beautiful feature in any yard. However, they need attention to develop, stay clean and attractive for many years. A pond-less waterfall is a re-circulating waterfall and/or stream where the water almost has a disappearing effect when it seeps through the gravel and back down to the pump.
So why would you want a waterfall without a pond? The truth is that a pond-less waterfall can be a great alternative for someone who isn’t quite sure if a pond is right for their family. If space is an issue, do not worry - the pond-less waterfall is designed to fi t in small areas and it can be as big as you want.
If safety is an issue, because of children and pets, then pond-less is for you. Since there is no pond or any deep reservoir of water we can feel comfortable with children and pets splashing away in any pond-less waterfall.
Taking care of the pond-less waterfall is easy. All you have to do is fi ll the water feature every couple of weeks, because of loss from evaporation and splashing water. Or you can simply add a fl oat valve that will top it off regularly and maintain the correct water level.
The best part about a pond-less waterfall is that it is fl exible and by this I mean, if two or three years down the road you change your mind and would like to try a pond, that is no problem. Turning a pond-less into a pond is very simple and if you have a pond and want to turn it into pond-less you can do that too.
It might be diffi cult to imagine a waterfall and stream without a pond. Where does the water go? A pond-less water feature works much like a pond. The hole is dug, lined with a liner, and then rock and gravel are added. The water is then re-circulated from underneath the rocks and gravel by a pump that sits on the bottom, inside a Snorkel. A pipe then runs from there up to a biofalls fi lter and into an overfl owing waterfall, where the water falls back into the reservoir.
A pond-less water fall is very simple to install and can be done by any home owner with a few simple, guided steps. It’s a way to get the beautiful sound and effect of water into your backyard. I encourage you to try a pond-less waterfall you will not be disappointed, with the effect it has on your yard. Now is the time, so come to Top Crop and discover the world of building a waterfall.

Two local organiza-tions in the East Koote-nays will receive fund-ing from the Ministry of Forests, Lands and Natural Resource Oper-ations (FLNRO) to help combat invasive plants.
The East Kootenay Invasive Plant Council will receive $193,500 and the Regional Dis-trict of East Kootenay will receive $23,300.
“There’s no argu-ing the great beauty of the East Kootenays. A lesser known threat to our stunning landscapes is species of plants not native to these lands. I know a lot of people will be relieved to know this funding is coming from the Province,” said East Kootenay MLA Bill Bennett.
Invasive plants are ones that are not native to a particular ecosystem and have the potential to displace long-estab-lished species, causing considerable economic or environmental dam-age.
They may disrupt nat-ural ecosystems, reduce biodiversity, increase soil erosion, alter soil chemistry or adverse-ly affect commercial crops.
Methods used to mini-mize the spread of in-vasive plants include mechanical treatments (physical removal or destruction), chemical treatments (targeted use of herbicides), and bio-logical controls (using an invasive plant’s natu-ral predators to control
its growth).The Invasive Species
Grants will be used to:• Protect habitats and
native species from im-pacts caused by expand-ing invasive plant popu-lations;
• Develop collaborative invasive plant manage-ment strategies with all land management agen-cies at the local level;
• Identify and treat in-vasive plant species that are new to a region;
• Support First Nations IP Partnership Programs (12 established and sev-eral more in progress);
• and support local government weed pro-grams and awareness activities.
Across British Co-lumbia, 28 recipients will share $1,727,000 in funding from the Min-istry of Forests, Lands, and Natural Resource Operations (FLNRO) to support the objectives of the provincial Invasive Plant Program.
The Invasive Plant Pro-gram identi es the loca-tions of invasive plant species and responds rapidly to contain and eradicate them before they spread.
This funding is in ad-dition to the $2.5 million already earmarked by the Province for invasive plant control and man-agement in 2012/13.

Despite years of pub-lic education, almost 70 per cent of the houses that caught re in B.C. in recent years still did not have a working smoking alarm.
Many of those were low-income homes, rental units, many on
aboriginal reserves and other rural locations, according to a study of residential re reports done by the University of the Fraser Valley. Seniors, disabled peo-ple and young children were at greater risk of dying in a house re.

Development Minis-ter Stephanie Cadieux revealed new support Monday for the B.C. government’s campaign to get a working smoke alarm in every home in the province.
Smoke alarm maker Kidde Canada is donat-ing 5,000 units with a retail value of $75,000
that will be distributed to B.C.’s most vulnera-ble populations this fall. And Black Press, whose publications reach 1.2 million B.C. homes, has pledged a public aware-ness advertising cam-paign worth $350,000 to remind people to install or upgrade their smoke alarms.
Surrey Fire Chief Len Garis, president of the Fire Chiefs Association of B.C., said the study used data from B.C.’s Of ce of the Fire Com-missioner from 2006 to 2011. The study sug-gests that 69 lives could be saved each year if homes across Canada had working smoke de-tectors, he said.
“Smoke alarms give you time to escape from the re – it seems pretty simple, doesn’t it?” Garis told a news conference at the B.C. legislature. “High-risk members of society are most likely to have a re and least likely to
have a working smoke alarm.”
Garis emphasized that all smoke alarms should be replaced after 10 years, and batteries changed annually.

BC Hydro will be making system improvements and a power line relocation in the Gold Creek Road and Mt. Baker area, beginning in the middle of June 2012 with work expected to continue until November 2012. The project includes vegetation work, followed by construction activities involving the use of heavy equipment, resulting in higher than normal traffic activity.
The line relocation and system upgrade will improve reliability and support telecommunication customers with equipment located on Mt. Baker.

The Wildhorse Cy-cling Club’s rst race is nearly upon us.
The Wildhorse Fun Races happen on Sam Steele Sunday June 17 and Sunday July 22.
There will be a 10 a.m. Start at the Eager Hills Fraggle Rock Parking area (turn off Hwy 3/95 just past the SPCA)
The races are good-natured and are a great community celebration for all ages. Volunteers and spectators wel-come.
Free, fun kids circuit and race geared toward 4-12 year olds and fundraising BBQ fol-lowing the race.
Membership fees and pro ts from events will go toward trail maps and signage, group rides, event organiza-tion, insurance, legal trails, trail building and maintenance.

2012 PROPERTY TAX NOTICES
Property Tax Notices for the City of Cranbrook have now been mailed to all property owners on record.
If you do not receive your notice within the next few days, please contact City Hall at 426-4211 so that a copy may be forwarded to you.
Taxes are due on July 3, 2012, after which time a 10% penalty will be added to any unpaid current taxes. Home Owner Grants may be claimed even if current taxes are not paid in full. Penalties apply to Home Owner Grants not claimed by July 3, 2012.
If you are participating in the pre-authorized payment program, please note that the prepayment amount on your tax notice includes the May 15th and June 15th payments. As your prepayment amounts were based on an estimate there may still be a balance owing. To avoid a penalty, please review your Tax Notice carefully and make sure you pay any outstanding balance prior to July 3, 2012.
To help you avoid the last minute rush, we accept post-dated cheques. We also accept Interact Debit Card payments.
Payment may also be made by telephone/pc banking and through most financial institutions. You must still claim the Home Owner Grant at City Hall or on-line via the link on the www.cranbrook.ca website.
PREPAYMENT OF2013 PROPERTY TAXES
The City of Cranbrook is continuing to offer a property tax prepayment plan. Now you can budget your property taxes and avoid the July property tax “blues”. Monthly tax payments are made through your bank by preauthorized debits on the 15th of each month, starting in July 2012 for the 2013 taxation year.
Application forms are available from the City Hall Tax Department. If you would like one mailed, please contact us at 426-4211.
Any overpayment on the 2012 property taxes will be applied to the first payment(s) for 2013.
2012 TAX DEFERMENT PROGRAMS
You may defer payment of property taxes if you meet the following basic qualifications:- Canadian citizen or landed immigrant having lived in British Columbia for at least one year; and- registered owner of the property, and the property is your principal residence
Specific Program eligibility requirements:
Regular Deferment Program• 55 years or older, or widow/widower, or a person with a disability as defined by Regulation; and• 25% equity position in your home (based on the 2012 BC Assessment property value)
Families with Children Deferment Program• Sign a declaration that you are financially supporting a child under the age of 18 at any time during the
calendar year; and• 15% equity position in your home (based on the 2012 BC Assessment property value)
NOTE: Before applying for any of these tax deferment programs, you must pay all penalties, interest, previous years’ property taxes, and utility charges, as these charges cannot be deferred.

1. There’s no arguing the great beauty of the East Kootenays. A lesser known threat to our stunning landscapes is Invasive Plants. I know a lot of people will be relieved to know that, in addition to the $2.5 million already earmarked by the Province for invasive plant control and management in 2012/13, an additional $193,500 is going to the East Kootenay Invasive Plant Council and $23,300 to the RDEK.
2. Invasive plants are ones that are not native to a particular ecosystem and have the potential to displace long-established species, causing considerable economic or environmental damage. They may disrupt natural ecosystems, reduce biodiversity, increase soil erosion, alter soil chemistry or adversely affect commercial crops.
3. Methods used to minimize the spread of invasive plants include mechanical treatments (physical removal or destruction), chemical treatments (targeted use of herbicides), and biological controls (using an invasive plant’s natural predators to control its growth).

The Invest Kootenay Partnership recently re-ceived a boost thanks to $100,000 in support from Columbia Basin Trust (CBT).
Invest Kootenay is a joint initiative of local governments, economic development organiza-tions and chambers of commerce with the aim of attracting and retain-ing investment to and in the Kootenay region. The partnership plans to use the funds to in-crease awareness of In-vest Kootenay on the re-gional and international stage, attract and engage investors, strengthen the partnership as a regional asset and be a leader in regional investment strategies.

Rarely, if ever, does the phrase “one size ts all” accurately depict the real-ity of the product or service it advertises. This is true in the educational eld, espe-cially in reading and writ-ing.
This was one of the main reasons behind the creation of ABC Interactive Learn-ing Centre. Sally Struthers and her staff understand the frustrations that parents have in supporting their children who are struggling to read and learn. Scienti c Learning’s Fast ForWord and Reading Assistant products, being offered by ABC Interactive Learning Centre, are designed to ac-celerate learning by devel-oping the student’s brain to process information more ef ciently. Fast ForWord and Reading Assistant achieve this goal by pro-viding computer-delivered intensive exercises that build the cognitive skills required to read and learn effectively.
“I did not anticipate the astonishing success these kids would have in their reading and writing,” said Sally Struthers, educa-tor and ABC Interactive Learning Centre owner. “These products are tailor-made for students who re-quire more individualized teaching.”
The idea behind the Fast ForWord language, literacy and reading series is that engaging with a child is the best way to teach. Through interactive, animated tech-nologies, the course adapts to each student’s particular skill level. Each week par-
ents receive an in-depth report on their child’s progress. The teaching professionals at the centre use these reports to guide student progress.
Scienti c Learning Read-ing Assistant is a tool that strengthens uency, vocab-ulary and comprehension using advanced speech recognition technology and scienti cally-based inter-ventions that helps students become eager, life-long readers. Elementary school students using Reading As-sistant twice a week for four months experienced an average 43 per cent increase in uency gains over the norms. “A student
came to me in November, reading at a mid-grade one level. He has made gains of a year and a half since then. When he told me, he could read, I knew the pro-gram had made a difference for him,” said Struthers.

A local parent of a child in the program summed up why she is a supporter of these two learning so-lutions. “A year ago our son Curtis was nishing the 8th grade. Throughout his academic career, Curt struggled with his studies. Despite endless hours of helping him with home-work, hiring tutors and his best efforts he could barely achieve passable grades. Often, this left Curt demor-alized, angry and lacking of any self worth. As par-ents, we asked ourselves what more we could do and felt that we had let our son down.
Last September, as he began the 9th grade, we set out once again to nd a tutor. Regrettably, nding the right tutor is extremely dif cult and by early Oc-tober we still hadn’t found the help our son needed. It was then that we stum-bled across Sally Struthers and her ABC Interactive
Learning Centre. Upon analysis and consultation with Sally, it was revealed that Curtis’ learning and comprehension was that of
a Grade 3 student, not of a student in the 9th Grade.
Under Sally’s careful tu-telage and the aid of this remarkable program, Cur-tis’ transformation began. By November, the changes were beginning to show. In January, the differences were more substantial and by April the results were remarkable. No longer did he need our “help” with his homework, his report card
zoomed to As and Bs, his con dence sky rocketed, and recently he has began discussing his options for post secondary school edu-

Since 2001, College of the Rockies has pro-vided over 100 young Canadians with over-seas work experience in countries such as Ecuador, Peru, Tanza-nia, Kenya and China. COTR international internships are six and a half months in length and include a one-week orientation in Cran-brook, a six-month overseas work experi-ence and a one-week
debrie ng session in Cranbrook.
This year’s interns will be working in Ec-uador, the Dominican Republic, Jamaica, and Kenya with various COTR partner orga-nizations that include universities, private businesses, and non-governmental organi-zations. Interns will work in elds such as microenterprise devel-opment, tourism, com-munity development, nursing, health educa-tion and business.
International Project Coordinator Tracey Brenton said, “These internships are funded by the Canadian Inter-national Development
Agency (CIDA) to pro-vide post-secondary graduates the opportu-nity to gain internation-al work experience that provides them with the tools and experience they need to launch successful careers in Canada or abroad.”

August 13, 1926 – May 29, 2012It is with profound sorrow and deep regret that we announce the pass-ing of Urban (Luke) into the waiting arms of our Lord Jesus. Urban was predeceased by his wife Dorothy, par-ents Albert and Elsie, brothers Merlin, Keith and Albert (Bunny) and sisters Yvonne, Eileen and Shirley. He is sur-vived by his twin sister Muriel (Mighty) O’Neil, brothers Carmen (Valerie) and Donny; daughters Juanita Lucas-Malley (John) of Cranbrook, BC, Linda
Findlay (Jim) of Kelowna, BC; grandchildren Aaron, Joe, Corey and Darcy; great grandchildren; Lucas, Dezaray, Aaliyah, Teagan, Mica, Lillian, Skyla and Piper; as well as his loving companion Antonetta (Nettie) Dewit. Born in Downyville, ON, he settled in Kimberley, BC, where he worked for Cominco. He was a volunteer fire-fighter and member of the Fraternal Order of Eagles. Moving his fam-ily to Cranbrook in 1970 he was employed by the City of Cranbrook as a Fire-Fighter, then became an Emergency Paramedic where he maintained the position of Unit Chief at the Cranbrook station until his retirement in 1990. He spent his last years in Kelowna “for warmer weather and better golf.” Urban will be best remembered for his love of fiddling (he was a member of the BC Old Time Fiddlers), clogging, infectious grin and laughter. Urban was also a devoted member of the Catholic Church. He will be sadly missed and fondly remembered by all those whose lives he touched. Father, Friend, Lover, Companion. Good-Bye Dad; missed but not forgotten. Love always. Memorial Service will be held at Springfield Funeral Home, 2020 Springfield Road, Kelowna, on Friday, June 1, 2012 at 1:00 pm. Interment at later date. In lieu of flowers, memorial donations may be made to the Central Okanagan Hospice Association – Hospice House, 2035 Ethel Street, Kelowna, BC, V1Y 2Z6. Alvin Rodney "Rod" Joyce, 75, of Cranbrook B.C. passed away peacefully on May 25th with his loving wife Marie and family by his side.Rod was was born in Michel Natal. He and Marie were married in 1961 and moved to Cranbook where they raised their growing family of six girls. Rod began teaching in 1959 and later became an elementary school Principal, a career he loved and enjoyed until his retirement in 1994.
After retirement Rod served on the Board of School Trustees. He was a strong advocate for education and was a great teacher. He spent much of his time outside of the school in sports related actives such as umpiring baseball, refereeing hockey, working years with the Cranbrook Tritons Swim Club, and attending local hockey events.Rod was a devoted husband to Marie and father to his six girls and later his extended family and grandchildren. His wisdom, leadership, and integrity were just a few of his many strengths. Rod inspired people; not only his family members but anyone who had the pleasure of meeting him. He always made everyone he came into contact with feel special and always gave them his undivided attention. If you wanted some great advice; well, all you had to do was ask. Many of us did and were guided by his caring wisdom; he just wanted to help and see you happy and do well.Rod had a passion for baseball and hockey (Montreal Canadians) and could be seen enjoying the Kootenay Ice at the RecPlex.Rod is survived by his loving wife of 50 years, Marie (Halko), along with his six loving daughters: Jackie (Stephen); Janine; Debby (Dan); Kathie (Steve); Kristi (Richard); and Danielle. Grandfather of Matthew, Nicholas, Owen, Sean, Jaina, Jarod, and Gunnar. Brother of Darryl (Bonnie) Guza of Penticton.A private family memorial service will be held. In lieu of flowers, donations can be made to the Heart and Stroke Foundation. Condolences for the family can be offered at: www.hffs.ca
