Bakgrunn for en ny standard
n Plattformene på norsk sokkel blir eldre.
n Stadig flere plattformer må få sin konstruksjon gjennomgått på nytt av en eller flere av følgende grunner:
- opprinnelig planlagt levetid er oppbrukt- oppfyller ikke lenger de opprinnelige dimensjoneringskriteriene (eks. redusert fribord
pga. reservoar innsynkning)- større ombygginger eller endret bruk- ny kunnskap (for eksempel oppdaterte miljødata)- skader.
n Vurderinger av eksisterende plattformer krever behandling av andre problemstillinger enn hva som tradisjonelle dimensjoneringsstandarder dekker.
n Det vil være tilfeller hvor verken opprinnelig eller dagens regelverk er oppfylt uten at plattformen er uegnet for videre drift.
n Petroleumstilsynet tok i brev til industrien (OLF) i juli 2006 initiativ til å få laget en standard.
Organisering av arbeidet
n Oljeindustriens landsforening (OLF) har påtatt seg å få utarbeidet standarder for levetidsforlengelse.
n Det er nedsatt en arbeidsgruppe når det gjelder konstruksjoner med følgende medlemmer:
- Lars Bjørheim, StatoilHydro (formann)- Gerhard Ersdal, Petroleumstilsynet, - Vidar-André, Gjerstad ConocoPhillips- Erik Hörnlund, Petroleumstilsynet- Terje Malvik, Talisman- Philip Smedley, BP- Lars Tømmervåg, A.S Norske Shell.
n OLF har engasjert DNV til å utarbeide forslag til standard.
n Arbeidet startet April 2007.
n Det er foreslått at standarden utgis som en Norsok standard.
Krav til eksisterende konstruksjoner
n API RP-2A har formulert mildere krav til eksisterende konstruksjoner enn til nybygg.
n Sammenligning av sannsynlighet for brudd mellom API RP-2A og Norsok:
nDet er i forslaget til N-006 ikke lagt opp til å redusere sikkerhetskravene til eksisterende plattformer sammenlignet med minimumskravene til nye plattformer.
Drift med forutsatt evakuering
n Plattformer som ikke lenger oppfyller opprinnelige krav for eksempel til fribord kan fortsette å operere hvis:
- de evakueres under dårlig vær- tilfredsstiller Norsok krav til ubemannede plattformer.
n I forslaget til N-006 er det derfor gitt veiledning i hvordan evakueringskriterier kan etableres.
n I kommentardelen er det vist eksempler på hva disse kriteriene vil innebære.
Evakueringskriterier, søndre del av Nordsjøen
Ved å beregne den maksimale bølgen som plattformen kan tåle (her uttrykt med bølgekamhøyde (CLAT)) kan man finne den sjøtilstanden hvor man måevakuere plattformen.

Levetidsforlengelse utmatting
n For å kunne vise at plattformene skal ha sikker drift må vi ha trygghet for at vi ikke har for stor fare for utmattingsbrudd.
n Hvis plattformen skal brukes lengre enn hva som kan dokumenteres påvanlig måte, må det tas i bruk alternative fremgangsmåter.
n Fremgangsmåten vil være ulik om man står over for detaljer som kan inspiseres eller ikke.
n I begge tilfeller vil man søke å utnytte erfaringene fra plattformens oppførsel.
n Disse prosedyrene er presentert som flytskjemaer.

Beregningsutfordringer eksempler
n Det er ofte god økonomi i å regne mer nøyaktig for en eksisterende plattform enn for et nybygg.
n Det er derfor naturlig at man benytter beregningsmetoder som tar i bruk alle kapasitetsreserver hvor det er mulig.
n Dette innebærer bruk av ikke-lineære beregninger.
n Bruk av ikke-lineære beregningsmetoder er ikke en standard dimensjoneringsmetode og noe veiledning om dette er gitt i standarden.
n Blant annet må faren for gjentatt flytning kontrolleres for konstruksjoner som utnytter kapasitet utover hva som kan oppnås med lineære analyser og som forutsettes å bære dynamiske laster.
Krav til kapasitet mot gjentatt flyting
Sprekker kan vokse raskt hvis konstruksjonen utsettes for store vekslende belastninger (lavsyklusutmatting).
Denne har utviklet seg løpet av dager.
Kontroll mot syklisk last
Standarden gir en metode for å bestemme en lasthistorie for en bruddgrenselast.
Her er vist høydene av de nest høyeste bølgene i en storm.
Det er forutsatt at plattformen må kunne motstå hele den dimensjonerende stormen.

n OLF komiteen har godkjent utkastet til standard for oversendelse til Norsok sekretariatet.
n Forslaget til standard er under kvalitetskontroll hos Norsok sekretariatet hos Standard Norge.
n Det forventes at forslaget vil bli sendt ut på industrihøring i månedsskiftet august-september.
n Etter en høringstid på 1 måned vil det være hvor lang tid som kreves for åavklare og innarbeide kommentarene som avgjør utgivelsen. November?
