Intervenor Teamsters Local 700 (the "Union") thereafter,on July 22, 2010, filed a notice of appeal 595 and, on September 8, 2010, filed amotion to stay 616 seeking to enjoin the TA from implementing his proposed staffingplan. This court denied the Union's motion to stay on November 3, 2010, agreeingwith Plaintiffs that "the TA almost certainly will be at the JTDC to grant relief' if the

























Seventh Circuit were to reverse this court's June 23, 2010 order. (See 625 at 3.) It hasbeen almost thirty months since oral argument, and the Seventh Circuit has yet todecide the Union's appeal. (See generally App. Case No. 10−2746 (docket) (oralargument held February 17, 2011).) In the meantime, the TA has continued his effortsto bring the JTDC into compliance with the underlying consent decrees previouslyentered in this case. In his April 2013 report to this court 686 , the TA has focused onthe final steps necessary to facilitate the transition of the JTDC to the Office of theChief Judge of the Circuit Court of Cook County. This court is concerned, based onarguments presented by the Union nearly three years ago, that "[i]f the Court ofAppeals disapproves the requalification plan after the TA carries out theseterminations and hands over control of the JTDC to the Chief Judge of the CircuitCourt of Cook County... the affected employees will have no remedy against the ChiefJudge." ( 617 at 2.) JudgeHolderman also briefly attended Chief Judge Evans's stakeholders' meeting in hischambers' conference room where counsel of record were also present. Chief JudgeEvans announced an agreed−to general transition timeline, which would allow ChiefJudge Evans and his designated search committee to conduct a national search andselect an Executive Administrator of the Cook County Juvenile Temporary DetentionCenter by approximately September 2014. TA Dunlap agreed to be available tocontinue to assist in the transition upon Chief Judge Evans's request through the endCook County's budget year, November 30, 2014, and, if necessary, into December2014. This court concurs with, encourages, and orders the agreed−upon continuingcooperation in the transition process. The court thanks Chief Judge Evans, TA Dunlap,and counsel for the parties for their professionalism regarding this case and thetransition process.
