Firstly both the officers were posted toAndhra and then both of them joined their hands to go for alegal battle against the appointment of DG’s of both thestates. In fact the same batch officers were mum on thisissue. And now see the coincident that the MHA approvedprovisional posting of them to Telangana State.Kya baathai...!Ladenge saat mey aur rahenge saat mey.

As per our ‘khabri lal’ after this posting both the officersseems to be more confident than earlier and planning tocontinue the legal battle without any compromise. to picking out two dynamic IAS officers from crucialposts.Water Board MD J.Shyamala Rao and RR Dist Col-lector B.Sreedhar simultaneously posted to Rajiv VidyaMission and eSeva. As per the records both the hard coreofficers were known for their sincerity in thebureaucracy.In fact their services were exceptional,butwith some reason the government have transferred them.Hopefully in coming days the Government will utilize theirservices and experience for a better results.In general , ifthe government desires better then it has to play a impar-tial role while posting the officers.

*Most of the officers are making all their efforts to make CM, KCRhappy.In fact some of the officers are maintaining good relations with theleaders,who are close to the CM.Some of them are burning their midnight oiland inspite of showing anger they are moving coolly with smiling faces.

*Earlier many of the officers were hesitating to work in Andhra,but nowthey feel to be lucky to work for TDP government.Did the governmentchanged the system of working or the government is taking some time tointerfere in the administration and policing.

19 CBEC officers missing from duty for 5 years As many as 19 senior officers including a Commissioner of Central Excise, are missing and

have not reported for duty in five years.The Revenue department is not aware of the “whereabouts” of its 19 senior Central Board of

Excise and Customs (CBEC) officers and has decided to takedisciplinary action against them.According a list issued by the CBEC, 19 Group A Cadre officers have not reported for duty

for the past five years. “A decision has been taken at the level of Competent Authority to takeaction either of ‘deemed resignation’ or disciplinary proceedings against such officers.

“To enable us to proceed with this action, we require the original personal file/service book ofthe officer with complete record of sanctioned leave, unauthorised absence along with the ac-tion taken so far at your level,” CBEC said in a communication to Chief Commissioners andDirector Generals.

The communication asked the Chief Commissioners to submit a report giving chronologicaldetails so that the Board could “take an administrative decision in respect of such officers whosewhereabouts are not known”.

The list include names of a Commissioner, several Additional Deputy Commissioners, JointCommissioners and Deputy Commissioners.

As per the details noted in the communication, some of the officers did not join at their freshpostings, some went on study leave and no further information is available, while some went onleave and never rejoined.

Public Sector Chairman SAIL visits ISP to review Projects work

SAIL Chairman Mr C S Verma in Contr ol Room of upcoming BOF shop during his visit to ISP ,Burnpur Chairman, SAIL, Mr. C.S. Verma visited IISCO Steel Plant (ISP), Burnpur today. His visit was aimed at galvaniz-

ing the projects team to expedite the modernization and expansion work. During this visit, he reviewed the Modern-ization and Expansion work of ISP, where the 1st BOF converter is expected to start by end of this month and the4060 cu.m. Blast Furnace by the end of the next month.. Interacting with the projects team on the occasion Mr. Vermaunderscored the need for faster operationalization of the various projects. Advising the collective he said, “I wouldwant to see commissioning of units at ISP happen at a much faster pace. ISP collective must redouble its efforts toachieve its post modernization target of producing 2.9 Million tonnes of Hot Metal.”

Chairman, SAIL, accompanied by Director Technical, Mr. S.S. Mohanty, Director Projects and Business Plan-ning, Mr. T.S. Suresh and Executive Director In charge, ISP, Mr. I.C. Sahu, visited the Basic Oxygen Furnace (BOF),Continuous Casting Plant (CCP), Oxygen Plant and Blast Furnace - 5 and reviewed the progress of work at the site.

It is noteworthy that ISP is undergoing a massive modernization and expansion program at a cost of around Rs.17,000 crores which is being set up within a compact area of 953 acres. Being the single largest investment in thestate, it is poised to change the face of industrial economy of Bengal. Other major facilities already completed includeRaw Material Handling Systems, a seven meter tall Coke Oven Battery along with environment friendly dry quench-ing system, Sinter Plant and Wire Rod mill.

The CEO of Thales, Mr. Jean-Bernard Lavy called on HAL team at the ongoing Farnborough International AirShow expressed his keen desire to take forward the on-going business activities in India in cooperation with HAL.He told HAL Chairman and Directors that Thales would have a strategic look at India given the businesspotential indefence sector and he would be in India with his team sometime in November this year. Thales, a major globalaerospace company with over 100 years of experience is involved with HAL in Mirage 2000 up-gradation programmeand extends technical support to several major HAL platforms. Dr.Tyagi briefed the delegation on various activitiesand potential business expansion on various fronts. Mr. Lavy emphasised on structuring all the activities overcertain period rather than handling each project on case by case basis. The Airbus Helicopter CEO and President,Mr. Guillaume Faury and his team also met the HAL top executives. The Airbus Helicopter is involved with HALCheetah and Chetak projects but expressed the desire to play a greater role in Indian helicopter market which hashuge potential. They seemed keen on Indian Multirole Helicopters (IMRH) and Navy Multirole Helicopters (NMRH).HAL Chairman stressed on association that creates value and jobs for the country.

NBCC sets up centre of innovation and R&DNational Buildings Construction Corporation Ltd. (NBCC), a CPSE under the Ministry of

Urban Development, Govt. of India, has recently set up a Centre for Innovation and R&D inits Corporate Office, New Delhi. The initiative is a well thought out plan of the management ofthe company at the back of its getting NAVRATNA status in June 2014. When asked aboutthe new Centre and its activities, Dr Anoop Kumar Mittal, CMD, said ‘being a ConstructionMajor and now a Navratna CPSE under the Ministry of Urban Development, the companyhad been seriously considering setting up of such a Centre in order to effectively addresssome demanding issues related to construction such as adoption of new technology, eco-friendly green building materials for sustainable, safe, faster, cost effective and qualityconstruction’. Referring to the recent collapse of buildings in Delhi and Chennai, Dr Mittaladded that the new Centre consisting of a dedicated R&D Team of the company wouldexclusively work in mitigation of these problems emphasizing upon innovation, sustainable

development, safety and productivity. He also informed that to begin with, the company had made an initial allocationof Rs.2.00 crore for the purpose and had also tied up with some reputed institutions in order to meaningfully carryforward this R&D initiative of the company. BHEL Extends Working Life of ThermalUnit by 15-20 years

Bharat Heavy Electricals Limited (BHEL) hasachieved yet another landmark in its After-Market-Ser-vice business by successfully renovating, moderniz-ing and uprating 110 MW Unit-4 at Guru Nanak DevThermal Plant of Punjab State Power Corporation Lim-ited (PSPCL) at Bathinda. After successfully runningfor over 33 years, this unit, originally supplied and com-

missioned by BHEL, was undertaken for Renovation & Modernization (R&M).Following the R&M, not only was the working life of the machine ex-

tended by another 15-20 years, the capacity was also uprated to 120 MWfrom its original capacity of 110 MW. The unit has achieved the upratedcapacity of 120 MW.

Unit-3 at the power plant is already in successful operation since 2012after R&M and is generating 120 MW against its original rated capacity of110 MW. The unit has also been installed with modified Electrostatic Precipi-tators (ESP) and is now meeting the latest emission norms. Following theR&M of the unit, the residents of the city of Bathinda, especially those livingin the vicinity of the power station have much cleaner air to breathe in.

BHEL has once again showcased its inherent strength of being fullygeared for execution of R&M and Uprating of old thermal power plantsthrough in-house state-of-the-art technology, engineering capabilities andby offering the latest products.

Improving BSNL’s functioning a priority: CentreThe central government Monday said the condition of telecom PSU BSNL “was not very

healthy” and it was giving priority to improve its functioning. Replying to supplementaries in theLok Sabha, Communications and Information Technology Minister Ravi Shankar Prasad saidthe government was giving priority to improve functioning of Bharat Sanchar Nigam Limited(BSNL). “The condition of BSNL is not very healthy at all. It is priority area of government toimprove the functioning of BSNL. There is need for a lot of improvement,” he said. Besides, theminister said the government was concerned about the coverage and quality of telecommunica-tion services in left wing extremism affected states. A proposal to install mobile towers at 1,836

locations in those states with funding support from universal service obligation fund (USOF) was approved, headded. Answering a query about health hazards from radiation linked to mobile towers and phones, Ravi ShankarPrasad said various studies were conducted but they did not show any reason to worry.

Chairman and Managing Director TM Bhasin said the bank already operates eight mobile branches providingbanking services in 70 villages. He said two more similar mobile branches with ATM facility would be launched soonin Mumbai and New Delhi.

IOB Q1 Net zooms over 2-fold to Rs 271.72 crOverseas Bank has reported over two-fold jump in net profit

for the first quarter ended June 30, 2014 at Rs 271.72 crore. Thecity-based bank had reported net profits of Rs 125.79 crore in thecorresponding period of the previous year. Total income for thefirst quarter ended June 30, 2014, grew to Rs 6,284.69 crore fromRs 6,187.15 crore registered during the same period of the previ-ous year. Gross NPA of the bank as on June 30, 2014 stood at

5.84 per cent, as against 4.45 per cent registered during the same period of the previous year. Net NPA stood at 3.85per cent in the reported quarter as against 2.81 per cent registered during the same period of the previous year.

Total business for the April-June 2014 quarter grew to Rs 3,99,188 crore, up by 9.94 per cent, from Rs 3,63,087crore registered during the same period of the previous year. The bank said total deposits for the quarter grew to Rs2,21,879 crore from Rs 1,96,213 crore in the year-ago period. Gross advances increased to Rs 1,77,309 crore, ason June 30, 2014 from Rs 1,66,874 crore, registered during the same period of the previous year. CASA Ratio stoodat 24.50 per cent as on June 30, 2014 as against 25.61 per cent as on June 30, 2013, the bank said.

NABARD cuts interest rate by 0.20%to boost agri investment

The National Bank for Agriculture and RuralDevelopment (NABARD) has reduced interest rateby 0.20 per cent on long-term refinance facility pro-vided to banks, with a view to promoting investmentin agriculture. “The revised interest rates on refi-nance now stands at 9.50 per cent for 5 years andabove and 9.70 per cent for 3-5 years period,”NABARD chairman Harsh Kumar Bhanwala said ina statement. He said the banks availing more than

Rs 500 crore in a single drawl will further be incentivised by a reduction of0.10 per cent in interest rates. “To combat food inflation, efficient agriculturaltechnologies get a further incentive of 50 basis points,” he said. Bhanwalasaid the reduction in rates would incentivise the cooperative banks, regionalrural banks and commercial banks in reversing the decelerating trend ofinvestment credit and will aid in enhancing capital formation in agriculture.

United Bank to ‘name and shame’wilful defaulters

State-owned United Bank of India (UBI) will soonembark upon a process to ‘name and shame’ its wilfuldefaulters as part of its effort to recover dues. “Sincethe Supreme court has recently permitted banks toname and shame wilful defaulters. Now the bank wouldinitiate process,” UBI Executive Director DeepakNarang. As part of this effort, the bank will publish pho-tographs of defaulters and other details in newspapersand at notice boards of bank branches. If declared a

wilful defaulter, the person would not be able to borrow in future and loseDirector-level positions in companies. The Kolkata-based lender was thefirst PSU lender to initiate the process by declaring Vijay Mallya and threeother directors of the grounded Kingfisher Airlines as wilful defaulters.

United Bank to Raise Rs. 300 Cr by Selling Shares to LICUnited Bank of India plans to raise Rs. 300 crore by selling shares on

preferential basis to Life Insurance Corporation (LIC) soon. ”We are waitingfor the government approval. We expect this to come shortly and thereafterwe will issue shares to LIC on preferential basis,” United Bank of Indiaexecutive director Deepak Narang. The bank proposes to issue 8.45 croreshares to LIC at a price of Rs.35.50 per share.

FMCG major Hindustan Unilever Ltd reported 3.68per cent increase in standalone net profit at Rs 1,056.85crore for the first quarter ended June 30, 2014-15. ter of State (Independent Charge) forCulture & Tourism, Govt of India launchedthe Strategy for Integrated Tourism De-velopment of the Buddhist Circuit in UttarPradesh and Bihar ‘Investing in the Bud-dhist Circuit’ in New Delhi. Speaking onthe occasion the minister said this iconicroute includes places where the Buddhaactually spent time and these sites - all ofwhich are over 2000 years old- are amongthe most significant and revered by theBuddhists. The Buddhist Circuit is an im-portant pilgrimage destination for the 450million practicing Buddhists as well astravelers interested in history, culture orreligion.

Mr. Naik said, as the Governmentshave defined resources, the strategy

being launched today will enable to mobilise additional resources for development of the BuddhistCircuit from the private sector in a sustainable manner. The strategy aims at infrastructuredevelopment, skill development, increased market access, involvement of communities andenhancing the visitors’ experience.

Tourism Ministry to Set up Multilingual HelplineNew Delhi: India will soon have well-equipped, multilingual telephonic contact centre to

provide information services to foreign tourists, parliament was informed. The tourism ministryhas initiated the action to set up a telephonic contact centre with competent, qualified andexperienced partners, Culture and Tourism Minister Shripad Yesso Naik told the Lok Sabha in awritten reply. ”This service will primarily serve those who are calling from abroad and know verylittle about travel within India,” he said. ”Those who have reached India but don’t understandIndian systems or Indian languages, often not even English, will be helped by the helpline,” headded. The government has identified ten international languages - Arabic, French, German,Italian, Japanese, Korean, Chinese, Portuguese, Russian and Spanish - for the helpline. ”Theministry will outsource back offices for guidance services,” said Mr Naik. This helpline is ex-pected to start by March 31, 2015

Puducherry shoring up tourism sectorThe city is reloading its tourism arsenal as it seeks to amplify the allure of existing locations

in addition to carving out new hotspots. Three ongoing projects at varying stages of completions,which are crucial to the plans to generate more footfalls, are the revamp of the Botanical Garden,extension of the pleasure boating circuit in Chunnambar and the establishment of an Arts andCrafts Village at Murungapakkam. At Chunnambar, a short boat ride separates the riverside frombeachfront, offering some breathtaking views along the way. Arguably, the town’s favourite dayouting destination, Paradise Beach, is only accessible by boat from Chunnambar Resort, alongthe Cuddalore Main Road. The beach is flanked on the Bay of Bengal on one side and theChunnambar River on the other. The over Rs. 5 crore ‘Beautification of riverside and beach’project at Chunnambar involves ramping up accommodation facilities, renovation of the restau-rant, opening three boat jetties and ticket counters, erecting an entrance arch, introducing pavedpathways, landscaping and electrification. At Paradise Beach, it is proposed to open two woodenjetties, have a wood-built restaurant and bamboo huts and shower rooms and toilets. Accordingto tourism managers, 30 per cent of the proposed works is completed. Now, the tourism depart-ment is also looking at extending the popular boating circuit at Chunambar by adding a waterroute parallel to the current one. At present, boats run from Chunnambar Resort downstream tillParadise Beach and return.

Backed by the judiciary to the hilt, the 2005-batch officer Kuldeep Narayan, who is currentlyposted as the PMC commissioner, has institutedvigilance cases against 447 builders and landown-ers, including the controversial JD(U) legislatorAnant Singh on the charge of constructing high-rises in violation of building laws.

Many illegal properties are facing imminentdemolition now. The PMC on Monday began thedemolition of two flats on the fourth floor of LeelavatiJanki Villa Apar tment in the posh BoringCanal Road area, after it was found that the devel-oper had built the fourth floor without the PMC sanc-tion. The demolition took place on the day the PatnaHigh Court declined to remove Narayan fromhis post while hearing a plea of seven corporatorswho had accused him of not discharging his dutiesproperly. But a division bench rejected their plea,making it clear the commissioner would continuehis duty “to dispose of the vigilance cases againstthe deviant high-rises”.

This was not the first time when a court wasmoved to seek the transfer of the 34- year-old of-ficer. Late last year, the state had filed a specialleave petition in the SC seeking to overturn the or-der of the Patna High Court which had stayedNarayan’s transfer until the disposal of the vigilancecases. But the Supreme Court refused to intervene.

While hearing a PIL filed by a Patna residentNarendra Mishra in May last year, the court haddirected the PMC to take action against the viola-tors of building laws. The PMC conducted a surveyand served notices on the owners and builders of447 high-rises that were found to haveflouted norms.
