Executive Summary

The Khulna water supply project will expand the access to water supply service by extending the distribution network to cover the whole city. The outcome of the project will be expanded access to water supply with improved service standard in Khulna. The outputs of the project will be (i) expanded capacity of water supply system with sustainable water sources, (ii) strengthened corporate management system, and (iii) improved project management capacity. Physical infrastructure includes: Distribution Pipe Network, Distribution Reservoirs, Overhead Tanks, Clear Water Transmission Pipes and KWASA Office Buildings.

The major findings are: All project locations have adequate rainwater drainage line and outlets

are present but at Sonadanga Moha Sarak Reservoir site inadequate drainage outlet is observed;

fire extinguisher is present in office building. Need to place fire extinguisher in all reservoir site;

plantation is present in all reservoir sites; open electric cables is observed at Sonadanga Moha

Sarak reservoir, office building sites has proper and functioning septic tank without having any

damage.

The following mitigation measures is suggested for smooth operation of subprojects as per

environmental management plan and expert opinion.

Need to provide adequate fire extinguisher;

PPE and First aid box should be provide;

Adequate draiage outlet should be construct at Sonadanga Moha Sarak Reservoir site;

Need to cover the electric cable proper insulation should be maintained for protection.

No significant adverse impacts or unanticipated impacts were recorded during site visit. But it is

recorded that no monitoring is observed after completion of civil works.

I. INTRODUCTION

A. Project Background

1. The Project commenced in June 2011 and has been completed in March 2019. The total

project cost is estimated at $75 million. Khulna Water Supply and Sewerage Authority is the

Executing Agency (EA). The project will expand the access to water supply service by

extending the distribution network to cover the whole city. The impact of the project will be

sustainable improvement of urban environment in Khulna. The outcome of the project will be

expanded access to water supply with improved service standard in Khulna. The outputs of

the project will be (i) expanded capacity of water supply system with sustainable water

sources, (ii) strengthened corporate management system, and (iii) improved project

management capacity.

2. The Project proposes a surface water system sourced from the Mollarhat intake point on the

bank of Modhumati River in Bagherhat District. The raw water from the Modhumati River will

be stored into an impounding reservoir and then transmitted to a water treatment plant at

Samonto Sena with the purified water to be distributed through a system of smaller storage

reservoirs and overhead tanks and delivered to consumers in Khulna City Corporation.

Physical infrastructure includes: Distribution Pipe Network, Distribution Reservoirs,

Overhead Tanks, Clear Water Transmission Pipes and KWASA Office Buildings.

3. The Khulna Water Supply Project is classified as environmental category B and the conduct

of semiannual environmental monitoring is required as per loan covenant. Initial

Environmental Examination (IEE) and Environmental Assessment and Review Framework

(EARF) is sufficient to meet the environmental requirements as per ADB SPS (2009).1 The

compliance to environmental safeguards of the Khulna Water Supply is assessed based on

the following: (i) environmental provisions of the loan covenant; (ii) Initial environmental

examination (IEE); and (iii) environmental management and monitoring plan (EMP) and

integration in the civil works bidding documents.

4. This EMR covers the entire project of ADB components. Compliance information were

gathered through the review of secondary data available in the ADB website, key staff

interviews, and site-visits.

5. Khulna Water Supply project are visited during field survey.

6. Local people are very happy due to implementation of water supply project. Khulna is saline

prone area and ground water is salty. This project provide fresh water and improve the water

supply capacity of Khulna City Corporation. No negative impact is address by local people

due to implementation of the subprojects.

B. Observations and lesson learn

7. Some observations and lesson learn have been noted during field visit are illustrated below:

A. Khulna water supply project in Khulna City Corporation:

Intervention:

I. Water Reservoir and Overhead Tanks & KWASA office areas

Adequate rainwater drainage line and outlet is present.. However at Sonadanga Moha Sarak reservoir site drainage outlet is not adequate. Inadequate drainage line will create water stagenant problem during rainy season. Adequate draiage outlet should be

construct at Sonadanga Moha Sarak Reservoir site.

Fire extinguisher is not present in reservoir site, which increase the fire hazard risk. Need to provide adequate fire extinguisher. In addition regular inspection is required for

minimize the fire hazard risk.

Personal Protective Equipment (PPE) and first aid box are inadequate. Adequate PPE, First aid facility; arrangement of safe drinking water and sanitation facilities will decrease the occupational health risks of employees. Need to provide PPE and first aid box.

At Sonadanga Moha Sarak Reservoir open electric cables is observed; which may increase fire risk and fatal incidents. This electric wires need to cover and proper insulation should be maintained for protection.

During site visit it is observed that (Mango; Mangifera indica, Lemon; Citrus limon, Coconut; Cocos nucifera) local trees on the boundary line of the intake, OHT & KWASA office areas has been planted. It will enrich the local biodiversity.

II. KWASA office areas

C. Compliance with the Environmental Provisions of the Loan Covenant

9. Overall, this project has complied with the environmental provisions of the loan covenant. It

has complied the integration of the construction-phase environmental management plan

(EMP) into the bidding documents. Status of compliance with the environmental provisions

of the Loan Covenant to the Khulna water supply project are shown in Tables II-1.2

Project that were not considered in the IEE, the EMP …

D. Compliance with the Environmental Management Plan

10. The environmental management plan (EMP) attached in the Initial Environmental

Assessment (IEE) is prepared for all the identified environmental impacts during construction

and operation stages due to implementation of various project activities and associated

development. The aim of the EMP is to ensure implementation of the recommended

mitigation measures effectively. The mitigation measures are designed either to prevent

impacts or by mitigating those to reduce the effect to an acceptable level that complies with

the environmental guidelines of DOE and with the guidelines of the ADB’s SPS (2009) by

adopting the most suitable cost-effective options. The EMP also ensures that the positive

environmental impacts are conserved and enhanced. Compliance to the EMP is shown in

Table II-2.

III. CONCLUSIONS AND RECOMMENDATIONS

11. Khulna Water Supply Project has substantial compliance to the environmental safeguards

requirement set by the ADB and the GoB. On-site monitoring was conducted and no

significant adverse impacts or unanticipated impacts were recorded. Semi-annual monitoring

is being implemented by the KWASA on the implementation of the project with complete

documentation.

12. Non-compliance has been identified to date regarding drainage outlet and occupational

health and safety in the project sites. Corrective actions will require for mitigate the

environmental issues.

13. The important lesson learning from the site visit is that after completion of civil works, no

monitoring is observed. During operation period monitoring program should be execute as

per EMP.
