Significant co-operation between the University of Toledo andthe old Toledo Medical College preceded creation of the MedicalCollege of Ohio. When a new medical college was seriouslyproposed for Toledo and northwest Ohio in the 1960s, theUniversity of Toledo was often envisioned as the site of itslocation.
The first step toward the development of the Medical Collegeof Ohio occurred in October 1960, when Toledo mayor MichaelDamas appointed the twelve-member Medical School Study Committeeunder the leadership of Dr. Frank F. A. Rawling to study thepossibility of a local site. Having the strong support ofToledo City Council and the University of Toledo's Board ofTrustees, the committee authorized an outside study to beconducted by the dean of the University of Kentucky's MedicalCollege. That report, completed in 1961 showed significantcommunity interest and support for a medical school and thegrounds of the University of Toledo as a likely place for thenew facility.
On the state level, Ohio governor James Rhodes proved a stongproponent of the medical college project. The question ofmedical education was further taken up by the Interim Commissionon Education Beyond the High School, a forerunner of the OhioBoard of Regents. In April 1962 it was recommended that one oftwo medical schools slated for Ohio be built in Toledo. Thiswas seconded in September 1963 by the newly formed Ohio Board of

Regents.
The new school was Ohio's fourth medical school and the firstto operate without a parent university since early in thecentury. The reasons why the Medical College of Ohio chose acourse independent of the University of Toledo are complex.Eager to be the site of the proposed facility, UT had engaged inconsiderable long-range planning beginning in the 1950s. UT hadpurchased land for the college, significantly upgraded itsscience facilities, and played a large part in promoting Toledoas the proposed site--a campaign which took ten years. Thefirst administrative offices of MCO were housed in UT's ScottHall, and research on how to form a medical college wasconducted in UT's library. Until the final decision was made in1966, many UT administrators believed the MCO-UT merger to be aforgone conclusion.
However, the merger was not to happen. Dr. William S.Carlson, UT's president at the time, blamed a barrage ofcriticism of the plan from various fronts, but particularly fromToledo Blade editor Paul Block, Jr. (chairman of Medical Collegeof Ohio (MCO) Board of Trustees), for the decision. Block laterresigned his trustee post in 1970, due to the apparent conflictwith his editorial duties. Also significant was the MedicalCollege's desire to create and maintain a reputation as aregional, rather than municipal institution. At this time, UTwas a municipal university, not part of the state's highereducation system. MCO's first president, Dr. Glidden Brooks,believed that independence would enable the facility to drawequally from other educational, state and health institutions innorthwest Ohio, breaking the "ivory tower tradition."
The Medical College of Ohio was dedicated in September, 1969and admitted its first class in June of that year. Itexperienced a number of administrative and financial challengesduring its early years. Until 1973, the Medical College washoused in the old Maumee Hospital before moving to its 345-acreArlington Avenue location.
Despite their pursuit of separate courses, the MedicalCollege of Ohio and UT continued to work together on a number ofprograms and common objectives. Speculation that the twoinstitutions would someday be merged continued well into the1970s, and was mentioned again in the 1990s.
This series is of unknown origin, but appears to have beencreated by UT's archives staff members. It contains scrapbooksand miscellaneous publications and files pertaining to theestablishment and early years of the Medical College of Ohio atToledo.
It includes documents which chronicle The Medical College ofOhio from the idea stage, its relationship with the Universityof Toledo, and general development. Included are proposals from

1954 concerning the College's location and various studyreports. Also included is a scrapbook apparently kept by UTPresident William S. Carlson or his staff composed of relatedpress reports and editorials from local media collected duringhis administration.
Also included in the series are four scrapbooks of clippingson MCO compiled by University of Toledo Archives for the years1968-1977.

Chaired by Dr. William McMullen, executive assistant to then President Richard Ruppert, the Committee’s responsibility was to organize and document the history of MCO and find a way to present it to the public. The result of their work was the MCO History Wall, which was dedicated on December 18, 1984. The collection is arranged alphabetically by subject and chronologically in each folder. It includes documents collected by, created by and related to MCO’s History Committee. These documents includes photographs with dates ranging from 1876 to 1996, memos and letters dating from the founding of the university to the early 1990’s, newspaper articles, brochures and newsletters dating from the founding to the 1990’s, manuscripts on the history of MCO, documents relating to the operation of the College, as well as a variety of interesting paraphernalia.

Richard Ruppert was the President of the Medical College of Ohio from 1978-1993, becoming MCO’s first President Emeritus upon his retirement. During his tenure as President, Dr. Ruppert was active in a wide variety of activities, including the American Medical Association, being on the Board of Trustees for Coughlin Memorial Hospital, and seeing patients referred to him by other physicians. His influence at MCO was so strong that in 1993, the school’s physical health building was renamed the Richard D. Ruppert Physical Health Center. Roger C. Bone was the President of the Medical College of Ohio from 1993 to1996 The series is arranged alphabetically by subject and chronologically by folder. They detail Ruppert’s wide range of interests and interactions, and include such things as his personal correspondence, interdepartmental correspondence, special events, budgets, complaints and commendations, State of Ohio legislation, and a wide range of other papers involved in various aspects of running a college. Files pertaining to the Ruppert administration range from 1960, providing background for projects that were finished during Ruppert’s tenure, to 1995, when he continued a relationship to the College as President Emeritus.
