During the last week of August the Okanagan Brigade So-ciety hosted voyageurs from across Western Canada the North West United States and possibly from as far away as Europe and Australia

Base camp for the fi rst two days of the brigade was the histor-ic OrsquoKeefe Ranch En-tertainment included story telling by local historical story tellers The fi rst dayrsquos activi-ties included warm up paddles on Wood lake and Kalamalka Lake

The offi cial launch of 15 to 20 24 foot long voyageur canoes occurred at the head of Lake Okanagan) on

August 27Over the next sev-

eral days the brigade travelled the entire length of lakes Oka-nagan and Skaha to Okanagan Falls

Each canoe was-paddled by six to 12 voyageurs During the brigade participants had the opportunity to learn about the rich history of the Oka-nagan First Nations people the Okanagan Fur Brigade Trail and the early ranching his-tory of the valley

The voyageu r s were impressed by the beauty of the Oka-nagan valley After paddling there was ample time to savour fresh produce from local fruit stands and sample award win-ning wines from local wineries

On hand to greet the paddlers upon their ar-rival at Christie Park was Area ldquoDrdquo Direc-tor Tom Siddon and Alternate Tom Styffe as well as a scatter-ing of Okanagan Falls residents

The north side of Sev-enth Avenue between Sixth and Seventh Streets will have a 50 per cent occupancy after the closure of Keremeos VarietyThe loss of the long time business on Main Street has business owners concerned that the village business policies in Keremeos are not in keeping with the times

Main street is starting to take on the appearance of a ghost town

The recent announcement of a quit-ting business sale at Keremeos Variety has resonated through the Keremeos downtown business section already feeling the effects of recessionary times a slow tourist summer and cross border shopping practices

The prospect of yet another vacant building in the villagersquos main com-mercial block provides locals with yet another reason to take their business elsewhere - as the selection of mer-chandise available in town declines consumers think outside the community more and more

Several business owners have in recent weeks begun talking about what changes they would like to see in order to make it easier for business to locate and operate in Keremeos

ldquoWe pay way too much taxes for our small tax basewe get very little if anything but grief if we try and im-prove or bring new business in Existing businesses are closingand those of us wanting to sell cannot because of way too many restrictive bylawswhich scare prospective buyers awayrdquo commented Karl Schorb of the recently relocated Branding Iron Bar and Grill

He cited infl exible parking bylaws as the main reason for a prospective business to back out of a deal to ac-quire Keremeos Variety recently and he wonders why the village canrsquot be more fl exible in times like these when parking isnrsquot an issue currently in the downtown core

Across the street at Canadian Chop-per Daryl Letkeman and Sandy Taylor were upset when they received a 25 per cent increase in their municipal tax bill this year

ldquoWersquore assessed on three lotsrdquo Sandy said ldquobut there is only one business

hererdquoTaylor was also displeased at last

yearrsquos council decision to allow $250 of taxpayers money to be spent on a farewell gift for parting CAO Joni Heinrich

ldquoLosing Keremeos Variety is a big blowrdquo Taylor said ldquoit has been such a stable buisness on Seventh Avenue for such a long time

The village needs something besides fruit stands to stop tourists Our restau-rants are good - thatrsquos not an issuerdquo

Taylor said she would be interested in discussing a theme for downtown

Next door at Napa Auto Parts owner Aaron Beauchamp indicated that local bylaws did not seem to be affecting his business negatively

ldquoLosing Keremeos Va-riety is a big loss for the downtownrdquo Beauchamp admitted He felt that in order to be successful in business in Keremeos one needed to have cash in hand and provide goods and services not already available

ldquoYou canrsquot survive du-plicating existing businessrdquo he stated ldquoand you canrsquot af-ford to carry big debtrdquo

Beauchamp felt that a business that provided family needs would be suc-cessful

ldquoThere needs to be cooperation amongst existing businesses to ensure that we donrsquot all carry the same thingrdquo he said adding his observation that the ldquodowntown hasnrsquot really changed that much in 30 yearsrdquo

Off the main street Jake MacDonald of Keremeos Building Supplies sees a move to disincorporate as a step back-wards

ldquoIrsquod sell and move onrdquo he said should the village deliberately drop its status

ldquoDo they think that local politics is the reason the Variety Store shut downrdquo he asked

ldquoPeople spend their working lives building a business that nowadays no one can afford to buy out - no one has the money to come in and continue so shutting down is the only option when you are ready to retirerdquo

MacDonald agrees that village busi-

ness taxes are higher than they should be and while he feels local government doesnrsquot necessarily work to discourage businessthey donrsquot actively encourage it either

ldquoOur taxes are high compared to the services we getrdquo MacDonald continued ldquoI see main street as having a different situation than me - tax incentives to make main street viable even if I donrsquot get anything - to me the downtown area has to be viable - keep the plywood off the windows and put something in the storesrdquo

Shannon Forner of Valu Plus Foods also worries about the imminent closure of the Variety Store and its implications on business activity in Keremeos

ldquoDo I have concerns Yes big onesrdquo she said ldquoDo I have answers Nordquo

Forner notes that most of Main Street business is made up of renters so tax incentives may not help She sees an issue with older businesses that close because any new business starting up may be subject to a number of new bylaws that didnrsquot apply to the previous busi-

ness - an example being the number of parking spaces now required by down-town businesses who pay a fee in lieu of not being able to provide enough

ldquoBusiness taxes are high - ridicu-lously highrdquo she said echoing a theme amongst downtown business owners

ldquoMy residential assessment went down this year but business taxes went way up How does that figurerdquo she added

ldquoI think council needs to address by-laws if business is being stifl ed because of themrdquo Forner said

ldquoWhen we lose a business like the Va-riety Store and residents canrsquot even get clothing in town it just provides another reason to go somewhere else - and do all of their shopping thererdquo she said

Forner also recognizes the diffi culty prospective business people have in acquiring bank loans

ldquoItrsquos very diffi cult to set up a business these daysrdquo she said ldquoBanks are very close minded about lending money to start a business in Keremeosrdquo

Effective at noon on Wednes-day Aug 29 the current campfire ban in the Vernon and Penticton fire zones were rescinded due to a decreased risk of wildfires Campfires will now be permitted throughout the Kamloops Fire Centre

The public is reminded that campfires cannot be larger than a half-metre high by a half-metre wide Anyone who lights a camp-fire must have a hand tool (such as a shovel) or at least eight litres of water available nearby to fully extinguish it Never leave a campfire unattended and make sure the ashes are completely cold to the touch before leaving the area

All other types of open burn-ing remain prohibited within the Kamloops Fire Centre This includes

middot The burning of any material larger than a half-metre high by a half-metre wide

middot The burning of stubble or grass

middot Using fireworks or burning barrels of any size or descrip-tion

Anyone found in violation of an open fire prohibition may be issued a ticket for up to $345 Anyone who causes a wildfire through arson or recklessness may be fined up to $1 million spend up to three years in prison and be held accountable for as-sociated firefighting costs

The open fire prohibition covers all BC Parks Crown and private lands but does not apply within the boundaries of local governments that have forest fire prevention bylaws and are serviced by a fire department Please check with local govern-ments for any other restrictions before lighting a fire

The open fire prohibition will remain in place until the public is notified that it has been re-scinded

The BC government is investing $2 mil-lion to help BC farmers and food processors promote local foods Agriculture Minister Don McRae announced August 30

The funding will allow local businesses and organizations to launch or expand their own marketing campaigns so different sectors of BCrsquos diverse food industry can use customized promotions specific to their market and needs It is anticipated the funding will be particularly helpful to small-scale producers and businesses look-ing to promote their products

Businesses and or-ganizations will be able to apply for matching funding from the pro-vincial government for projects that promote local foods Projects could include in-store

promotions social media or web campaigns smartphone apps traditional advertising on - product labelling and food-tourism maps Producers stores farmers markets restaurants processors and industry associations all will be eligible to participate

With harvest underway itrsquos salsa season in the Similkameen

For me a fresh to-mato off the vine is one of the best parts of summer This time of year tomatoes are in abundance and one of my favourite ways to use them is in salsa

Salsa made with fresh locally grown ingredients is so much tastier than the store bought variety and it can be a nutritious snack Tomatoes are low in sugar and calo-ries and are a good source of vitamin C potassium and fibre They are also a great source of the antioxi-dant called lycopene

which is thought to help prevent prostate cancer Lycopene is more readily absorbed from cooked to-matoes so cooking and canning salsa

is a good way to pre-serve tomatoes for the winter months The one nutrition downfall to salsa is that it can be high in sodium but if yoursquore making your own you can control the amount of salt you use Fresh herbs and spicy peppers provide so much fl avour that excess salt is unnec-essary

Here is a fresh salsa recipe that makes a great appetizer or can be served on fish or chicken

2 cups fresh roma tomatoes diced

1 red pepper roast-ed and diced

1 cup black beans (optional)

12 cup red onion diced

13 cup cilantro chopped

2 limes juicedfrac12-1 jalapentildeo seeds

removed (use jalap-enos as per your heat preference)

1 tsp cuminSalt to taste

Roast the red pep-per by placing under the broiler Allow the skin to blacken and crack using tongs to turn frequently You want to blacken the skin but not burn the fl esh When the pep-per is black on all sides remove from the oven and place in a paper bag or a bowl and cover with plastic wrap Allow the pep-per to sit for at least five minutes before peeling off the black-

ened skin and remov-ing the core and seeds Chop the cooled pep-per and the rest of the ingredients and com-bine with cumin and salt to your taste

Donrsquot feel like mak-ing salsa but need a quick way to use up extra tomatoes You can try roasting them with garlic onions and a little salt and pepper Small toma-toes such as cherry or grape can be roasted whole Larger toma-toes can be halved or quartered Place washed tomatoes on a baking sheet covered with tin foil drizzle with olive oil and roast at 450˚ F for twenty to forty minutes until the tomato skins have popped and are brown-ing Serve as is with fresh herbs on pasta or put in the blender and puree into a sauce

The male suffered undis-closed injuries in the incident and was transported to hospital in Penticton

Two Calgary men on a jour-ney to Vancouver had their trip cut short near Cawston after being given an Immediate Roadside Prohibition (IRP) for impaired driving

Their car was impounded for thirty days and both men were forced to return to Cal-gary on the bus

Downtown issues need councilrsquos attention

The downtown business community in Kere-meos is reeling after the announcement by Sharon Finch of Keremeos Variety that the business was selling out and closing its doors

The north side of Keremeosrsquo single block of retail storefront between Sixth and Seventh Streets will have a 50 per cent occupancy rate after Kere-meos Variety shuts its doors

Summer activity in the main business core is active with many tourists stopping to access the bank liquor store or insurance offi ce

A downtown core containing complementary businesses would give visitors an incentive to linger for more than fi ve or ten minutes and with the right commercial mix result in them dropping a few more dollars in the community

Instead we have a decreasingly viable down-town core where residents are less and less inclined to think locally about a purchase before climbing into the car for a shopping trip to Pen-ticton or another larger centre

Perhaps this is an area where the present council could step up to the plate and distinguish themselves Village council canrsquot do much about the downtown situation if there is not a resolve amongst local business to develop a strategy But they can let local business know they are listen-ing be ready to modify legislation that currently isnrsquot working and research for any tax breaks and grant opportunities that might be available to help move main street forward

Providing a product mix that people will shop in the village for is a job for local entrepreneurs to fi gure out and provide

But it appears to us that the downtown core needs some leadership to move forward Village council - who have had a relatively unproductive fi rst year - are in an ideal position to take the ini-tiative and provide it

I was as surprised as any-one to hear about the plan by this newspaperrsquos owner David Black to begin regula-tory work on an oil refi nery for Kitimat

Irsquoll leave it to others to comment on the practicality of that plan and whether it would make the proposed Northern Gateway pipeline project more acceptable to BCrsquos government and population Black Press news coverage columns letters to the editor and other reader comments are not affected by this project and there has been a range of views expressed already

Whatever the merits of the refi nery idea it has advanced the debate over pipelines and the place of oil in our society And thatrsquos a good thing be-cause as someone with a basic knowledge of chemistry and some experience in oil refi n-ing I have noticed a lot of ignorance about the subject

Today Irsquod like to address some of the main miscon-

ceptions which have been exploited by some opponents The fi rst one is oil pollution in general and how it gets into the environment

A global study by the Smithsonian Institution in 1995 calculated the amount of oil making its way into oceans this way Big tanker spills ac-counted for 37 million gallons a year about fi ve per cent of the total marine oil pollution identifi ed

By far the largest source was oil runoff from land into drains from oil changes mu-nicipal and industrial wastes and other sources 363 mil-lion gallons Bilge cleaning and other routine ship main-tenance added 137 million gallons four times the tanker spill average

Air pollution from vehicles and industry deposited hy-drocarbon particles equal to another 97 million gallons natural seeps added 62 mil-lion gallons offshore drilling discharges accounted for 15 million gallons

So thatrsquos the fi rst thing to understand Itrsquos not tankers

and pipelines doing most of the polluting Itrsquos you and me

Then there is the propa-ganda about greenhouse gas emissions from the oil sands crude Actor Robert Redford is one of the highest-profi le pitchmen for the false notion that ldquotar sandsrdquo oil generates three times the greenhouse gases as conventional oil

The facts are clear The most widely cited source is a graph prepared by Cambridge Energy Research Associates which shows that 75 per cent of greenhouse gases from all types of crude occur when the gasoline jet fuel and diesel are burned by the end user

Yes there are variations in emissions on the remain-ing quarter Emissions from mined oil sands crude are slightly higher than steam extraction which is slightly higher than conventionally drilled and pumped crude The most greenhouse gas-intensive crude used in North America is California heavy crude which is convention-ally drilled

Burning coal produces far more greenhouse gases than oil as University of Victo-ria climate scientist Andrew Weaver has calculated

Two US environmental groups including the one fronted by Redford have lately been promoting a study that suggests oil sands crude is more corrosive to pipelines False says the industry show-ing analysis of pipes that have carried diluted bitumen for decades

The Trans-Mountain pipe-line has been carrying crude from Alberta to Burnaby and Washington state for more than 60 years It has periodi-cally carried heavy crude for 40 years and diluted bitumen for 25 years

Some of that crude is re-fi ned in Washington and the gasoline and diesel barged up to supply BC gas stations And of course Vancouver Island Haida Gwaii and all other BC islands depend on marine fuel shipments

And letrsquos not forget the most common heavy oil used in BC Itrsquos called asphalt

To the EditorldquoNot So seamlessrdquoApparently the lsquoseamless transitionrsquo an-

nounced in the paper in January of this year between Penticton dispatch and Kelowna dis-patch has not been quite so seamless as some people would have the public believe

Given the letters to the editors and the ar-ticles in local newspapers it seems that the cur-rent system is inadequate One of the articles also states that the ldquoRDOS is moving towards a major upgraderdquo Last summer when the pro-posals were put forth by the various interested parties wouldnrsquot it have been prudent of the RDOS members to have thoroughly researched what each of these proposals included

Did any of the regional directors (who are elected offi cials representing their communi-ties) educate themselves about the dispatch systems available before voting It was rec-ognized at that time that the aging radio equip-ment would need to be replaced It doesnrsquot appear to have been in the Kelowna bid or why would the RDOS need to spend $49000 on a study to lsquoensure the current system is up to snuffrdquo

As stated by the deputy chief in Kelowna

the current system has experienced numerous glitches including downed computer systems due to overload confusing directions incorrect press dispatch reports and erroneous GPS loca-tions to name but a few The public is being reassured that Kelowna dispatch is continuing to correct and improve these lsquoglitchesrsquo as they arise Now the RDOS is talking about a major radio upgrade which could cost around a mil-lion dollars

I believe the public was duped into believing that by transferring dispatch to Kelowna they would be getting a superior system It certainly is saving money on salaries in Penticton and perhaps that was the goal all along I think the focus has been on the wrong issues and in the long term the RDOS and Penticton will suffer because of their short sighted decision

Compared the whole situation to shopping for clothes I doubt there are many people who would not try on an outfi t before they purchase to ensure they get a proper fi t so why didnrsquot the RDOS examine the proposals a little closer to ensure that they(and us the public) were get-ting the lsquoright fi trsquo

beginning to feel like wersquore living in a third world country

Here in Olalla we have now entered the fourth week of a water contamination alert We still need to boil our municipal water to keep from getting sick

Doesnrsquot that seem like a long time Wouldnrsquot you think that the problem could have been solved by now

Irsquove placed phone calls to the RDOS staff and have appreciated their very prompt response to my calls and the information theyrsquove pro-vided to me That is commendable But even so four weeks

In the 21st century in Canada how long should it take to identify the critters in the water and their source and an antidote to bump them off and clear the system This is not rocket science is it

Interior Health is also apparently involved Shouldnrsquot they know how to get on top of this And for goodness sake how big can Olallarsquos water system be Or could it be that we 300 rural residents are just not considered important enough to get a timely response

RDOS posters thank us for our patience But I have a hunch that if the problem was

in Penticton or even in Keremeos their water would be running safe and clear by now

larceny update here in Kere-meos

On Saturday morning (Au-gust 25) I was the fi rst cus-tomer welcomed in the Bargain Centre

I put down my shopping bag in an inconspicuous place and once Irsquod found a towel to buy placed it on top of the bag and resumed browsing the shop Minutes later when I went to fetch my bag and towel - the towel was gone and my bag had been noticeably rifled through

Quickly I searched for my money holder in the bag and was relieved to find it so I made my purchase (minus the

stolen towel) and proceeded to Valu Plus to purchase a bag of groceries Next I was the fi rst patron welcomed in the Okanagan Regional Library I instantly reached for my spectacles case in my shopping bag- only to fi nd that my read-ing specs were sitting at the bottom of the bag and the case still containing my distance specs had been removed at the Bargain Centre

So I rushed back to the scene of the crime to report this to staff then proceeded homeward feeling naseuous knowing I canrsquot afford the ap-proximately $175 to replace my specs

At home I reminded my-self to put the groceries in

the fridge - when I suddenly realized Irsquod left the bag at the library downtown in my haste and shock to rush back to the crime scene I walked the two kilometres back to the library only to discover my bag of groceries had itself also diap-peared from there with staff not having had my grocery bag handed in

I have always seen Kere-meos as a hellhole only now I recognize it as a larcenous hellhole All that remains for me is to walk to the villagersquos edge shake the Keremeos dust and dirt from my soles and sail into the sunset - hopefully never to return

Members of the Union of BC Municipalities re-cently received a member release from the Agricul-tural Land Commission in late August to update municipalities with re-spect to changes being implemented by the ALC in order to better achieve its mandate

The Agricultural Land Commission is imple-menting changes to its operations in response to two reviews that were undertaken Both of these reviews indicated that the ALC needed to implement measures to better protect farmland and to generate more rev-enue The purpose of the new measures is to give the ALC the ability to review Agricultural Land Reserve (ALR) boundaries to ensure the land is suitable for farming to implement a proactive planning model with local government and to ensure enforcementcompliance measures

In the member release ALC Chair Richard Bullock noted that serious challenges existed with respect to preserving BCrsquos limited agricultural base even though public support for farmland preservation remains as high as it was when the ALR was fi rst implemented 40 years ago

Nine recommendations were presented following the Auditor Generalrsquos 2010 report that examined the ALC

After consideration of the nine recommendations the ALR recently made public their plans to better achieve their mandate in the future

1 An ALR that has defensible boundaries The boundaries of the ALR and any decisions to change the boundaries should be based upon a consistent method of evaluating scientifi c and technical informa-tion The boundaries should be defensible in order to discourage speculation and the proliferation of non-farm uses and subdivisions that erode the agricultural land base and drive up agricultural land prices Com-munities should be encouraged to adopt compact and effi cient development patterns that minimize pressure on the ALR boundary

2 An ALR that places agriculture fi rst The use of lands for agriculture should take priority over all other uses within the ALR Although the ALR permits many non-farm uses and may protect other public values that occur within it it is fi rst and foremost a working agricultural landscape The ALC must have adequate resources to advocate for farmers ranchers and the agricultural industry to encourage farming

3 An ALC that places priority considerations on bona fi de farmers and ranchers and issues that may impact positively or negatively bona fi de farmers and ranchers (This requires) fl exible risk-based ap-proach to reviewing and deciding upon proposals that are intended to support and enhance bona fi de farms and ranches

4 An ALC that builds strong alliances with farm and ranch groups and other organizations to identify and cooperatively address emerging issues that may impact positively or negatively bona fi de farmers or ranchers Through regular communication and consul-tation the ALC will be better positioned to participate at an early stage in dialogue on issues of importance

to farm and ranch communities5 An ALC that is able to respond to and enforce

against improper use of ALR landEnsuring that ALR lands are being used properly

will maintain a high quality land base for farming and reduce the potential for lands to be degraded to the extent that they can no longer be used for agricultural production The ALC must continue to strive to build partnerships with other government agencies and local governments to assist in compliance and enforcement related matters

6 An ALC that moves away from being reac-tive and focused on applications towards becoming a proactive planning organization This shift would allow the ALC to proactively seek opportunities to improve agricultural land preservation and utiliza-tion encourage farming and focus on emerging and strategic issues

7 An ALC that has up-to-date technology To use technology to integrate mapping (spatial) information with the ALCrsquos database for research planning ALR boundary assessments and business reporting To seek partnerships with other provincial ministries and agencies to share data to further enhance the ALCrsquos technical capacity for research planning ALR bound-ary assessments and business reporting

It was also noted in the release that ALCrsquos resources were increasingly being consumed by applications - between 500 and 700 annually - also making the observation that ldquoa signifi cant number of applications are nothing more than an attempt to gain a fi nancial benefi t from non-agricultural uses or from removing land from the ALR

Land speculation remains high after 40 yearsrdquo the release stated

The ALC also confi rmed a desire to communicate early and often with local governments to educate and brief local offi cials on ALC functions

Further development of ALC policy was also seen as a priority

In streamlining the application process the ALC would like to see 30 per cent of budget resources go towards application processing as opposed to the pres-ent 80 per cent Since 1975 the ALC has considered 40000 applications

One of the ways the ALC plans to streamline the application process will be to have the onus for com-plete application information rest with the applicant ALC staff will no longer assist in completing a ALR application Other initiatives will include education of local governments with respect to improperly prepared applications and improving the decision making process of commissioners The ALC also plans to refuse repeat applications for non farm use subdivision or exclusion made within fi ve years of a previous application

A Keremeos fi refi ghter prepares to approach this motorhome which was fully involved on the departmentrsquos ar-rival The owner was only able to save a few possessions including his two dogs The fi re started in the dashboard motor compartment area and does not appear to be suspicious There were 12 fi re de-partment members on scene Total time the depart-ment was on scene was two hours including cleanup

The Wind-up party for the Summer Reading Club was held at the Keremeos library on Aug 31 All members who completed their reading re-cords received a certifi cate and a medal sponsored by the BC Library Association in conjunction with the Royal Bank of Canada Sum-mer Reading Club encour-ages students to keep up their reading skills over the summer The club had over 80 members this year and programs were very well attended

On August 25 N e i l A r m -s t r o n g t h e

fi rst man to set foot on the Moon died This sad event has triggered those of us lucky to live through the heady years of the ldquoSpace Racerdquo to re-live it all over again

The culmination of that period came on July 20 1969 That is when two men Edwin (Buzz) Aldrin and Neil Armstrong landed on the Moonrsquos surface The hatch of the lander was too small for both men to exit together so Neil Armstrong came out fi rst and became

the fi rst man to set foot on the surface of another world People all over the world watched those rather poor video images of the space-suited astronaut climbing down the ladder and stepping onto the Moon Under the circumstances it was not surpris-

ing that he slightly muffed his epic lines when he said ldquoOne small step for (a) man One giant leap for Mankindrdquo

W h a t b e c a m e known as the ldquoSpace Racerdquo was driven by politics military one-up-manship and last but by no means least our curiosity about the universe beyond the Earth and our desire to explore i t This ldquoOutward Urgerdquo is a key part of us

None of this could have happened with-out the path being prepared by the pio-

neers in rocket de-velopment However the space race really got moving on Oc-tober 4 1957 when the Soviet Union put Sputnik the fi rst arti-fi cial satellite into or-bit around the Earth Thereafter it seemed that every month saw another satellite be-ing launched They are intended to study the Earth and its space environment to pro-vide better worldwide communications and many other things Canada got into the game with Alouette a satellite designed to study the ionosphere These days satellites are essential parts of our lives

When President Kennedy announced i n 1961 t ha t t he USA intended to put a man on the Moon the technol-ogy to do so did not exist and it was not clear what would be the best way to do it The result was a long

period of experimen-tation which includ-ed the Mercury and Gemini manned space p rogrammes and then Project Apollo During trials on the ground three astro-nauts Virgil (Gus) Grissom Ed White and Roger Chaffee died in a fi re There were then trials in Earth orbit and dur-ing Christmas 1968 Apo l lo 8 ca r r i ed Frank Borman Jim Lovell and William Anders safely round the Moon In addi-tion to the dramatic pictures they sent back of the craters and mountains of the lunar surface rolling past the astronauts sent back a Christ-mas message which included verses from Genesis This was a very exciting couple of decades to live through

No matter what memorial we set up for Neil Armstrong here on Earth his

real memorial is on the Moon where on a world without weather and running water his footprints may last for millions of years They are a more permanent memorial than most of us can ever hope to have That is un-less another astronaut decides to step in his footprints However we will need to go back to the Moon for that to happen and no doubt Neil would be entirely in favour of that We need to go back

Mars and Saturn are low in the South-west after dark Sat-urn is close to the star Spica Jupiter rises after midnight at Ve-nus around 3am The Moon will reach last quarter on the 8th

There are a few Keremeos busi-ness people who feel the villagersquos present parking bylaw needs to be reviewed They claim that it is an unnecessary expense at this time for village businesses as parking in the village is currently not an issue

Following is an excerpt from Keremeosrsquo Off Street Parking and Loading bylaw outlining parking requirements by business in the village as well as fees payable in lieu of being able to provide the necessary parking space

51 OFF-STREET PARKINGSubject to the provisions of Sec-

tion 52 when any development takes place on any lot off-street parking shall be provided and maintained in accordance with the regulations contained in Section 5 The minimum number of off-street parking spaces for motor vehicles required for any use shall be calculated according to Table 51 Ministry of Transpor-tation and Infrastructure (MOTI) regulations may apply for all sites that have direct access to a provincial highway It is the responsibility of the developer to ensure that all MOTI requirements are met

52 EXISTING BUILDINGS STRUCTURES AND USES

The regulations contained in this section shall not apply to buildings structures or uses existing on the ef-fective date of this Bylaw except that off-street parking shall be provided and maintained in accordance with this section for any addition to such existing building or structure or any change or additions to such existing use

54 UNITS OF MEASURE-MENT

1 Where gross fl oor area is used as a unit of measurement for the cal-culation of required parking spaces it shall include the gross fl oor area of accessory buildings and basements except where they are used for park-ing utility or storage

2 Where the number of employ-ees is used as a unit of measurement it shall mean the greatest number of persons at work at any time of the day or night in a particular building or for a particular use during any season of the year

3 Where seating accommodation is used as a unit of measurement and such accommodation consists of benches pews booths and the like each 075 m of width of such seating accommodation shall be counted as one seat

4 When the calculation of parking requirements results in a fractional parking space one parking space shall be provided to meet this frac-tional requirement

57 PAYMENT IN LIEU OF PARKING

1 Any person who applies for a Building Permit to construct or ex-tend a building or structure for a use on a lot within the C1 zone which requires parking to be provided may at his option instead of providing such required parking spaces pay to the Village the sum of $5000 (Five Thousand Dollars) for each parking space required but not provided

2 Any person who changes a use within the Cl zone such that this bylaw requires additional parking spaces to those already provided may at his option instead of provid-ing said additional parking on site pay to the Village the sum of $5000 (Five Thousand Dollars) for each additional parking space required but not provided

3 Payment in lieu of parking is payable at the time when

middot1 the Building Permit is issued for the building or structure that is being put to the use that requires the park-ing space specifi ed in this Bylaw or where no Building Permit is required the use that requires the parking space specifi ed in this Bylaw is granted a business licence

2 parking spaces provided in this section are not available on a reserved or dedicated basis within a municipal parking lot

The Huglebeet was successful last week with seven folks contributing to the build and one young audience member and the dog she was babysitting

Special guest included Michael Day son of Bill Day who works for Whistler and whose job includes the ldquogreeningrdquo of the resort We are very lucky in Hedley to have had the additional help thanks for that

Mike Hayes was in charge and did a great job Mike pointed out at our last ldquobuildrdquo that we needed to focus on the back of the hugelbeet so his suggestion was heeded and he was the one to make it happen

When hugelbuilders arrived two weeks ago they found the sprinkler which Lynn Wells has lent us was wetting down the pile a strategy suggested by Russ at the last build He had observed that the large-scale wetting down by the fi re department disrupts the pile

and he felt we could accomplish the same thing with a sprinkler left on for longer periods Voila Bill Day donated a length of hose which can be added to the two which Angelique had already donated

Bill Day Michael Day Andy English Cherie Rup-precht Russ Stoney Lynn Wells and their granddaughter Mikaela Day and Toby stopped by to visit

Last weekrsquos work marked the day on which all mate-rial in the ldquosort areardquo was placed on the Hugelbeet and we have a clean area Thank you all who worked so hard

Unfortunately Russ pulled his back out which is going to mean that his house painting project is going to suffer This is too bad

Cherie took lots of photos of the grouprsquos prog-ress (the one on the right included)

bull Expand your RRSP eligible investments You already know that a balanced retirement-funding investment strategy should include Registered Retirement Savings Plan (RRSP) eligible investments the best tax-deferred retirement-savings builder for most Canadians Consider expanding your RRSP investment strat-egy to provide a money source for the extra costs of your return to education

bull Borrow from your RRSP Through the governmentrsquos Lifelong Learning Plan (LLP) you can withdraw up to $20000 from your RRSP eligible investments for qualifying forms of training and education But this is an option you donrsquot want to rush into because you are required to repay your LLP withdrawals within a 10-year period or they become taxable and yoursquoll also lose the significant tax-deferred growth those savings could have provided if left inside your RRSP for those 10 years Repayments cannot be made after the end of the year in which you turn 71 so if you still have a balance at that time yoursquoll have to pay tax on it
