Purpose of the Online Consultation Since the approval of the Environmental Project Report (EPR) for The Eglinton Crosstown Light

Rail Transit (LRT) Project by the Minister of the Environment in 2010, the Province of Ontario

divided the Project into two implementation phases in order to meet funding limitations. The two

phases are:

• Phase 1 covers the 19 kilometre section from Mt. Dennis neighbourhood to Kennedy

Station which will be implemented immediately; and

• Phase 2 covers the 14 kilometre section from Pearson International Airport to the Mt.

Dennis neighbourhood which will be deferred until further notice.

This phasing has resulted in changes to the project in the section from Jane Street to West

Launch Shaft. In addition, the Project now includes as part of Phase 1, the Black Creek

Maintenance and Storage Facility (MSF) that was not assessed in the original EPR. Finally,

refinements in the operating plan for the LRT and a desire to provide a connection to future GO

Train service at Mt. Dennis have resulted in changes to the Project.

The purpose of the online consultation is to receive your input regarding the changes to the

Project and the Black Creek Maintenance and Storage Facility.

project appear on the following panels.

Why an Addendum to the EPR is Required? The approved Project in the 2010 EPR included a street-level LRT alignment within the centre of

Eglinton Avenue between Jane Street to east of Black Creek Drive, with surface stops at Jane

Street, Weston Road and Black Creek Drive. As noted earlier, the MSF was not assessed at that

time.

The recent changes to the Project between Jane Street and West Launch Shaft include:

• An off-street (elevated) route north of Eglinton Avenue with a bridge over Black Creek Drive to

avoid traffic interference with LRT vehicles accessing the MSF;

• An underground Mt. Dennis Station under the railway corridor, along with direct passenger

connection to future GO rail station and Passenger Pick up and Drop off;

• A 15-bay bus terminal to provide passenger transfers between TTC bus, LRT and GO rail;

• An underground alignment from the Mt. Dennis Station to the Eglinton Flats area with a

transition to surface LRT just east of Jane Street and a surface stop on the west side of Jane

Street; and

• The previously proposed Black Creek Stop is now removed due to technical constraints.

An Addendum to the EPR is required to assess these changes and to assess the effects of the

Key Project Elements:

• Underground alignment between portal and Mt. Dennis Station using cut and cover construction, road widening is no longer required;

• Properties along north side of Eglinton Avenue, west of Weston Road are no longer required;

• Limit of Phase 1 implementation is Weston Road; and

• Weston Road stop has been shifted east.

Key Project Elements:

• Underground Mt. Dennis Station using cut and cover construction;

• Property required from Bank of Nova Scotia, Daycare and Keelsdale Drive;

• Pedestrian connections for future GO rail station;

• Passenger Pick Up and Drop Off (PPUDO);

• 15 bay bus terminal with new bus only signalized intersection on Eglinton Avenue;

• Kodak Building to be retained; and

• Elevated LRT structure over Black Creek Drive.

• Property is required along the north side of Eglinton Avenue, east of Black Creek Drive for elevated structure.

• Facilities for Maintenance of vehicles;

Effect on Adjacent Studies

The Eglinton Connects Study being undertaken by the City of

Toronto in partnership with Metrolinx is planning to develop an

urban design vision for the entire Eglinton Corridor.

The Mount Dennis Mobility Hub Study being undertaken by Metrolinx is planning for seamless mobility around the station, maximize connections to transit for the surrounding neighbourhoods, create an attractive public realm and leverage transit investment for future investment in the community .

There are two concurrent studies that are influenced by the proposed changes to

the Eglinton LRT within the study area.

Potential Impacts of the Changes

• Property: Acquisition of 4 properties is required, this is a

reduction from the 37 properties identified in the 2010 report.

• Parks: The south edge of Coronation Park encroached upon

by the elevated structure.

• Vegetation: Additional vegetation will be removed by the

project. Permits and approvals will be obtained through City of

Toronto and TRCA.

• Utilities: Overhead utilities along the north side of Eglinton

Avenue will require relocation.

• Noise and Vibration: Meets provincial criteria

Potential Impacts of the Changes

• Waterways: Widening of the Eglinton Avenue Road bridge at

Black Creek will be required. The new LRT elevated structure

over Black Creek will span the entire waterway. No impact to

fish habitat is anticipated.

• Contaminated Soils and Groundwater: Contaminated soils

and groundwater will be managed in accordance with

provincial legislation and regulations.

• Cultural Heritage: Kodak Building #9 and its heritage

features will be maintained. Bank of Nova Scotia Building to

be removed and documented.

• Archaeology: No impact to archaeological resources.

Mitigation of Potential Impacts During Construction

Measures will be implemented during construction to avoid, minimize or mitigate adverse

environmental impacts including:

• Erosion and sedimentation control;

• Minimize release of dust and other airborne pollutants and mud and litter;

• Reinstatement of temporary work sites following construction;

• Development and implementation of traffic management plans;

• Installation of decking at cut-and-cover excavations;

• Restriction of truck haul of construction materials and equipment to major arterial roads;

• Noise and vibration control;

• Construction staging and sequencing to mitigate the potential impacts on local businesses

to the extent possible; and

• Ongoing management and monitoring of construction activities.

Mitigation of Potential Impacts of LRT Operations and Maintenance

Measures will be implemented during LRT operations and

maintenance to avoid, minimize or mitigate adverse effects including:

• Stormwater run-off from will be treated in accordance with

applicable City of Toronto, Toronto and Region Conservation

Authority (TRCA) and Ministry of the Environment (MOE)

requirements;

• Noise generated by LRT vehicles and by bus terminal operations

will be attenuated, if required, to meet MOE standards;

• Vibration generated by LRT vehicles and by bus terminal

operations will be attenuated, if required, to meet MOE standards;

• Air emissions generated by bus terminal operations will be

attenuated, if required, to meet MOE standards; and

• The potential for traction power stray current will be controlled using

isolated and insulated power supplies.

Metrolinx is proceeding with the delivery of the Eglinton LRT through Public Private

Partnership and Alternative Financing + Procurement (AFP).

Through this process Metrolinx is committed to:

• Continuing Public Consultation: Consult with the public, property owners and stakeholder

agencies during the design of the LRT alignment, stops/ stations, bus terminals and

ancillary facilities.

• Incorporate City of Toronto urban design criteria into the design of the LRT facilities.

• Construction Issues: Conduct further research, analysis and develop plans including :

― Noise, vibration and air emissions monitoring and mitigation

― Traffic, transit and pedestrian management strategies

― Utility and municipal services relocation plans

― Emergency response plans (Fire, Police and Emergency Medical Services)

― Vegetation restoration, edge management and streetscape plans

― Soil and groundwater management strategy

― Erosion and sedimentation control plan
