Out of 188 registered participants in the International, Anonymous, One-Stage Competition for Preliminary Architectural and Urban Planning Design of the “Waterfront Center”, 135 entries were received by the specified deadline (May 5, 2011). The entries were sent either via courier mail or delivered by hand in the premises of the Institute of Urbanism Belgrade.
Receipt of entries, opening of entries, work of rapporteurs, as well as other technical jobs have taken place in the premises of the Institute of Urbanism Belgrade, Belgrade, Palmotićeva 30, and under constant supervision of the Secretariat and building security service.
The Technical Secretariat has opened all entries received, replaced author’s codes with working codes, sorted 135 written explanations of the contestants and distributed them in boxes prepared for members and deputy members of the jury.
Rapporteurs team composed of Ana Djokić, March,, Maja Jokоvić Potkonjak, March, Ana Graovac, March, Ivan Lalić, March, Ana Lazović, March, and Dejan Jokić, March worked in the period May 6 - May 9, 2011, has analyzed each entry in detail and prepared the report for each submitted entry separately.

The Jury worked in the period May 10 - May 13, 2011.

The Jury, in full force, analyzed all received competition entries. After each round of voting, the Jury members explained their reasons for having elimi-nated the entry or for having decided to proceed the entry to the next round of voting. The Jury then decided by voting on whether the entry would remain in the competition or whether it would be eliminated.

In the next round of voting, at the afternoon session of the Jury held on May 11, 2011, the entries with the following working codes were eliminated: 6, 9, 12, 16, 20, 26, 27, 28, 42, 47, 59, 62, 81, 102, 103, 105, 107, 109, 120, 128, and 134.
In the next round of voting, at the Jury session held on May 12, 2011, the en-tries with the following working codes were eliminated: 7, 11, 18, 19, 29, 40, 46, 48, 67, 80, 104, 110, 115, 116, 117, and 132.
At the last Jury session held on May 13, 2011, the entries with the following working codes were eliminated: 4, 36, 54, 79, and 126.
The Belgrade Assembly, Agency for Investment and Housing, headed by Mayor Dragan Djilas, and in cooperation with Institute of Urbanism Belgrade, have announced an in-ternational, anonymous, one-stage competition for preliminary architectural and urban planning design of the “Waterfront Center” (Serbian: Beton hala), in the area between the Sava Port and Kalemegdan Park in Belgrade.
The future Center is conceived as a principal new access point that will connect the riverfront with principal pedestrian zone in the old core of the city. The chosen location, the Sava riverfront adjacent to the Port, is an important place on the city map both stra-tegically, historically, and economically, as well as an important tourist destination. The Belgrade waterfront has a unique communication and spatial potential which is today completely undeveloped.
The Competition has been conducted by the Institute for Urbanism Belgrade.

The press conference at which the results of the Competition were pronounced and the awarded competition designs presented, was held on May 13, 2011, at 3 p.m. at the Belgrade’s City Hall.
Скупштина града Београда, Агенција за инвестиције и становање, на челу са градоначелником Драганом Ђиласом, а у сарадњи са Урбанистичким заводом Београда, расписали су међународни, анонимни, једностепени конкурс за идејно архитектонско-урбанистичко решење објекта Центра на обали, ‘’Бетон Хала’’, на простору између Савског пристаништа и Калемегданског парка у Београду.
Будући Центар замишљен је као главно место приступа са простора приобаља ка главним пешачким комуникацијама старог градског језгра. Одабрана локација, део савског приобаља код пристаништа, представља значајно место на мапи града, како стратешки, историјски, тако и економски и туристички. Београдско приобаље има јединствен комуникацијски и просторни потенцијал, данас у потпуности неискоришћен.
ИЗВЕШТАЈ о раду Жирија међународног конкурсаНа отворени, међународни, анонимни, једностепени конкурс за идејно архитектонско-урбанистичко решење објекта Центра на обали, ‘’Бетон Хала’’, од 188 регистрованих учесника конкурса до датума предвиђеног рока (05.05.2011.) пристигло је 135 радова курирском поштом или је лично предато у просторијама Урбанистичког Завода Београда.
Пријем радова, отварање радова, рад известилаца и остали технички послови одвијали су се у просторијама Урбанистичког Завода Београда, Београд, Палмотићева 30, и под сталним надзором техничког секретаријата и службе обезбеђења зграде.
Технички секретаријат је отворио све примљене радове, прешифрирао радним шифрама, расподелио 135 писмених образложења учесника конкурса и одложио у припремљене кутије за чланове и заменике чланова Жирија.
Известиоци у саставу: Ана Ђокић, дипл.инж.арх., Маја Јоковић Поткоњак, дипл.инж.арх., Ана Граовац, дипл.инж.арх., Иван Лалић, дипл.инж.арх., Ана Лазовић, дипл.инж.арх. и Дејан Јокић, дипл.инж.арх. радили су у периоду од 06.05. до 09.05.2011.године, детаљно су анализирали сваки рад и саставили извештај за сваки предати рад појединачно.

This brave proposal held highest emblematic potential among all of the Waterfront Center entries. It offers a brave, iconic structure which skillfully blurs the difference between urban and architectural scales and spaces. Proposed spaces enter a complex dialogue with historic assemblage of Kalemegdan Hill, respectfully juxta-poses its cutting-edge 21st century space against the layered past of its context. Static spaces of the platform, which houses bulk of architectural volume of the scheme, are contrasted against the suspended flux of ramps, which offer public spaces of a novel type, rich spatial configurations of encounter and surprise.
Овај смели предлог поседује највећи симболички потенцијал у поређењу са осталим конкурсним решењима за Бетон халу. Он нуди смелу иконичку структуру која вешто брише разлике између урбаног и архитектонског простора и размере. Предложени простори улазе у сложени дијалог са историјским склопом Калемегданског брда, постављајући у јукстапозицију простор XXI века, на прелому миленијума, насупрот простора који одражава контекст слојевите прошлости. Статични простор платформе Бетон хале на којој се налази обиман архитектонски волумен супростављен је лебдећем току рампи које нуде јавне просторе новог типа, чија богата просторна конфигурација омогућава сусрете и изненађења.

This scheme stood out form the rest of competitors by offering a simple, but refined complexity. Viewed from Novi Belgrade and from the bridge, new spaces gracefully underline the skyline of historic Kalemegdan, without com-peting with its elegant silhouette. Colorful, flowery treatment of the roof, the veritable fifth façade of the project, enriches the view from the hill and offers its immense space to variety of urban uses. Skillfully combined, two functional volumes constitute architectural body of the project and hint at the variety of expressions of everyday life of Belgrade, high level of flexibility which invites and accepts evolution and healthy change.

Ово решење се издвојило од осталих конкурсних радова тиме што је понудило једноставну, али префињену комплексност. Када се посматрају са Новог Београда и са моста, нови простори на фини начин истичу историјски склоп Калемегдана не нарушавајући његову елегантну силуету. Кров у разним бојама и пун цвећа, заправо пета фасада објекта, обогаћује поглед са брда и отвара његово пространство за разне урбане намене. Вешто комбиновани, двофункционални волумени образују архитектонско тело пројекта и асоцирају на разноликост експресије свакодневног живота Београда, високи ниво флексибилности која прихвата и позива на даљи развој и квалитетне промене.

Here, a building becomes the landscape, a landscape transforms itself into the building. That complex and generous structure “hides” all programs, spaces for which are defined with an utmost flexibility, an excellent access and good infrastructural support.

Једноставни, велики просторни захват који се може тумачити на два начина - као архитектура великих размера због крова који се протеже од Бетон хале нагоре ка врху брда, и као пејзаж, падина која се спушта од Калемегдана и додирује кров хале. Овде, објекат постаје пејзаж, а пејзаж се трансформише у објекат. Сложени и повећи објекат “крије” све програме за које су предвиђени изузетно флексибилни простори са изванредним приступом и добром пратећом инфраструктуром.

A realistic, buildable scheme which captures and reinterprets the fine urban grain of historic Belgrade and spatiality of its lose grid. That provides for emergence of the complexity unique among the competing schemes.

Реалистично, изводљиво решење које сажима и реинтепретира фино урбано језгро историјског Београда и просторност његове изгубљене неправилне просторне матрице. Отвара могућности сталног развоја, разних интерпретација и импровизација у оквиру свеукупне логике решења. То омогућава постизање сложености, јединствене у односу на остала решења.
In addition to meeting all the requirements of the Competition Brief, this scheme offers to Belgrade a dramatic programmatic addition – a Tropical Garden. It adds quality and promises a novel urban experience. As such, the project has established itself as a category and as quality on its own.
Поред тога што задовољава све услове конкурса, ово решење нуди Београду један импресивни програмски додатак - тропски врт, што представља допунски квалитет и обећава ново урбано искуство. Као такав, овај пројекат се сам наметнуо и као нова категорија и као својствени квалитет.
