KHADI GRAMODYOGA VAIBHAVA (MARKTING LINK UNIT).
The Khadi Gramodyog Vaibhav Marketing Link Unit was established during
the year 1992 for Marketing the Khadi and Village Industries Products both retail
& Wholesale and serves as a link between the rural manufacturer and the urban
customer, The showroom is centrally located at No.10,Jasma Bhavan Road,
Vasanth Nagar Bangalore-560 052 and has an area of 2400 Sq feet with ample
parking space for four wheelers and two wheelers . The working hours are 10.00
am to 6.30 pm except on Sundays and National Holidays.
This showroom is having separate sections for Khadi Polyester Silk fabrics
and Readymade Designer wear Garments, Food Products, Handicrafts, Leather
Goods Footwear and Jute Products.
All products marketed by us are Eco-friendly , The food products made of
fresh Fruits and vegetables are free from chemical preservatives and are
Hygenically packed. Agmark quality pure Honey and such other various products
are available without scope for any type of adulteration. Our Gift articles made of
Genuine Sandal Wood and Art wood are most economically priced . Pure Leather
light weight shoes, sandals chappals and also M.C.R. Chappals available for
diabetic patients.
Two mobile sales vans with all the K.V.I. Products are also simultaneously
operating at various residential areas in Bangalore city.

The main aim of this showroom is to market the Khadi and Village Industries Products supplied by the units recognized by the KVIC & KVIB the manufactures can supply their products to the showroom on consignment basis. After sale of the goods payments are made to the suppliers once every month.

PMEGP SECTION (MARGIN MONEY SCHEME)
Rule 4(1) B (3) The Procedure followed
in the decision making process
including channels of Supervision and
accountability:-
The District Offices receive applications through
online in this PMEGP Scheme after Paper
Notification from KVIC. This applications will be
scrutinised and selected in DLTFC. After selection
of applications In the DLTFC, same will be sent to
the banks with the recommendation of the DLTFC
for sanction of Loan. Bank will sanction and
release loan to the beneficiary after obtaining the
required documents and EDP training and send
the same to the Nodal Banks for release of
Margin Money. KVIC will transfer the Margin
Money to the Nodal Banks concerned after
getting indent from KVIB. The file and documents
will be maintained at District Offices. Margin
Money will be released to the beneficiary from
the Nodal Banks. After release of MM from Nodal
Banks. The claim forms will be sent to KVIB. The
Margin Money released by the Nodal Bank will be
kept in TDR for three years in the name of
beneficiary, The Bank will not pay any interest to
this money and beneficiary will not be charged
interest for correspondent MM released. After
three years the amount of Margin Money
released will be adjusted to Loan account of the
beneficiary on the basis of 3rd
party report
appointed by KVIC. The Adjustment letter will be
issued by CEO of the KVIB.
Rule 4(1) B (4). The Norms set by it for
the discharge of its functions.
The responsibility of successful implementation of
PMEGP Scheme lies with District Level Office. The
District Officer in co-ordination with his staff
and with the implementing banks approved by
the KVIC, will identify the entrepreneur through
DLTFC, gives Technical Advice, helps in sanction of
loan by the banks and necessary guidance to
implement the PMEGP Scheme. Bank will
sanction loan to the beneficiary after obtaining
the required documents and send the same to the
Nodal Banks for sanction of Margin Money. KVIC
will transfer the Margin Money to the Nodal
Banks concerned through KVIB. The file and
documents will be maintained in District Offices.
Margin Money will be released to the beneficiary
only after undergoing EDP training conducted by
the Training Centres recognised by the
Government. After release of MM from Nodal
Banks. The claim forms will be obtained from the
Bank The Margin Money released by the Nodal
Bank will be kept in TDR for three years in the
name of beneficiary, The Bank will not pay any
interest to this money and beneficiary will not be
charged interest for this amount for three years.
After three years the amount of Margin Money
released will be adjusted to Loan account of the
beneficiary. The Adjustment letter will be issued
by CEO of the KVIB.

The Khadi Institutions will submit the periodical MDA and
Incentive Claims/bills to the District officer concerned. The
District officer and his subordinate Staff verifies the claims with
reference to books of accounts maintained by the society. After
verification, if the bills are in order according to the guidelines of
Government policy, the same will be recommended to head office
along with inspection report of Dy. Director (KVI) of Industries
and Commerce Department for sanction and release of funds.
At head office, the concerned Development section will verify the
claims with reference to the norms of KVIC guidelines and Submit
to Finical Adviser and Chief Account Officer for concurrence.
After getting concurrence from Account Section the Chief
Executive Officer at Development Section will issue the sanction

The beneficiaries who availed loan facility from KVIB for various
schemes under pattern and Consortium Bank credit scheme,
who are fails to repay the loan and interest as per norms of
repayment schedule the District Officer of the concerned
District will issue Three notices and a final notice with ack. Due
demanding for repayment. Further if the Beneficiary, fails to
repay the amount, the matter will be recommended for
recovery of dues through 22-A act of the Board, for issue of
essentiality certificate to recover the amount through Revenue
recovery.
At Head office, the file will processed and the Chief Executive
officer of the Board sign on the essentiality certificate effecting
for Revenue recovery, authorizing the Deputy commissioner
for revenue of the concerned District.
The Dy. Commissioner issue the order for recovery of dues,
through the Special Tahasildar attached to KVIB. The spl.
Tahasildar takes, further steps according to section 22-A,and
land Revenue ACT. for recovery of dues.

The Co-ordination Section deals with the work of collecting information from various Section
scrutinizing, preparing reports, profiles etc., and forward the same to the Commerce and Industries
Department/ Industries and Commerce Department, Government of Karnataka, Commission rate of
Khadi and village Industries, Mumbai as well as State Director, KVIC, Bangalore, Department, of Public
Enterprises,
The Co-ordination Section also deals with deputation of officers and officials for training /
refresher courses undertaken by Multi Disciplinary Training Centre, Doorvaninagar, Bangalore,
National Institute of Rural Development, Hyderabad, and department of Public enterprises,
Bangalore wherever necessary.

The Development Officer, Co-ordination is the Head of the section. The tappals received from
the Inward section, CEOPS of Head Office will be recorded in a register of the section and will be put
up by placing the papers in the concerned file The Development officer will collect the information
available in the different sections and the same will be updated and reports will be prepared and
placed before the Chief Executive Officer for his orders.

Marketing Section
Karnataka State Khadi and Village Industries Board, came in to existence under
Karnataka State Khadi and Village Industries Act 1956, ( Karnataka Act of 1957) the
Karnataka State Khadi and Village Industries Board was established by the Govt. Of
Karnataka with an object is Organize Develop and regulate Khadi and Village Industries
activities providing Marketing Of the product. The main object of Marketing section is to
provide marketing of provide KVI through conducting the Exhibitions like .
1.District level Exhibition
2. State level Exhibition
3.National level Exhibition
4.Buyers – Sellers meet
5.Fashion show
The world is moving towards Natural and eco Friendly Products and more People
are becoming Conscious of responsibilities towards the environment and Ecology and
products like a plastic and highly looked down upon and greater demand is being generated
for Bio- degradable and Eco-friendly products. The KVI sector produces a vide
characteristics.
Some of the chief KVI products are Khadi ,Silk Khadi, woolen Khadi, Polyester. Fiber
, Leather. Cane and Bamboo. Agarabathi , PCPI, Hand made paper, honey, non–edible Oils
and Soap industries like Neem, Karanja, Mohwa etc. Pottery and Stone wear items ,Herbal
products and Handicraft etc.,
The Karnataka State Khadi and Village Industries Board has Sanctioned loan to the
Institutions/Co-Operative society/Individual Under the various Industries including Khadi. The
Beneficiary Institutions are Producing the Quality of Products and Marketing locally and also
finding good marketing facilities. The National Level and District level Exhibition will be
conducted under the guidelines issued by the Khadi and Village Industries commission and State
Government respectively. While Conducting National level Exhibitions, all the Beneficiaries
financed by KVIB/KVIC will be Offered for participation. Necessary stall rent will be collect through
D.D which will be entered into register maintained.
The Marketing section is followed by circulars, Instructions, Office Orders and
other Instructions issued by the Board from time to time.
The section has maintained separate files for Correspondence with the State
Government, KVIC and Institutions finally the Files, Books and regulators in respect of
District level and National level Exhibitions concerned will be placed for Audit. Initially
Tappal received from the inwards section pertaining to Marketing and Publicity section
will be attend by the concerned case Worker, Superintendent, Development Officer and
finally submitted to the Chief Executive Officer for approval and disposal.

Furnishing of information as called in the-The Right to Information Act-2005
4(1) B (3) The procedure followed in the decisions making channels of supervision and

Basically as Soon as a tappal or a letter reaches in this Office. it will be recorded
in the Centralised Register “(From)” and further it will be sent to the concerned section
dealing with that Particular subject.
In the concerned Section the Tappal will be received by the Concerned case
worker after daily getting the Instruction on the tappal from the concerned
Development Officer or Superintendent who heads the Section.
Further the particular tappal will be in warded into “From” Register maintained in
the Section. The concerned case worker after daily Studying individual case he will put
up in the concerned file available with him with is due Remarks to the Superintendent.
The concerned Superintendent after daily studying particular case observing the
remarks of the case worker he/she enlighten the gist of the Points and concerned rules
and Regulations pertaining to the subjects and suggest the further course of action to be
taken by the Board and put up Files to the concerned Development officers.
The Development officer after duly studying facts and figures of the files, suggest
specific course of action by the Board and put up the files to Chief Executive Officer for
final orders.
The entire process will be repeated after due approval of the Chief Executive
Officer.
4(1)(B) 4 the Norms set by it for the discharge of it’s Functions
The Karnataka state khadi and Village Industries Board is Working under the
guidelines of Both State Government and KVIC.
All Administrative matter on policies are being enforced according to KCSR.
Regarding financial loan disbursement recovery, sanction imposing of interest, penal
interest and other matter pertaining to issue of No Due Certificate etc.... The Board will
Follow the instruction/circulars and other rules and regulations formed by the khadi
and Village Industries Commission from time to time. however now for the Present Due
to closer of CBC/pattern schemes. there is no cases of Sanctions/Releases from the
Development Branches.

Employee’s for discharging of functions.
The Development Branches of Karnataka state khadi and Village Industries Board
is following the circular Instructions/Office orders and other Instruction Communicated
by the Board from time to time.
The Original records given as security against to loan availed from the
Beneficiaries are being sent to the Record Room which has been separately maintained
by the Board for safe Custody. The records will be Called back as soon as NO DUE
CERTIFICATE is issued by Accounts Branch and same will be sent to the District Officer
with Instruction to send the Original records to the Beneficiaries who as cleared the
loan availed by the Board.
