1. The Particulars of Organisation, functions and duties.
The Government of Karnataka vide order No.RDP 135 RRC 2005 B’lore, Dt:30-
09-05 has approved the formation of Karnataka Rural Road Agency and is registered vide

1. The Chief Executive Officer shall see that the affairs of the Agency are run efficiently and in accordance with the provisions of the Memorandum of Association, Rules
and Regulations and Bye laws of the Agency.
2. The Chief Executive Officer shall preside over the Meetings of the Executive
Committee.
3. The Chief Executive Officer may call a Meeting of the Executive committee at any
time.
4. The Chief Executive Officer shall exercise such financial powers as delegated by the
Executive Committee.
5. The Chief Executive Officer shall be the Appointing Authority for all the posts
sanctioned by the General Body, on deputation, contract or part-time basis.
6. The Chief Executive Officer shall be entitled to invite any other persons to attend the
Meeting of the Executive Committee.
7. The Chief Executive Officer shall exercise the powers of the Executive Committee of
the Agency in the interregnum between two Meetings of the Executive committee. All
decisions taken by the Chairman, acting in such capacity shall be placed in the next
Meetings of the Executive Committee for ratification.
8. The Chief Executive Officer may, in writing, delegate such of the powers, as he may
consider necessary to any officer of the Agency.
Chief Operating Officer: Chief Operating Officer of the Agency is responsible for the
overall functioning of the agency. He is delegated with such powers and functions which
is equivalent to that of Chief Engineer P.R.E D.
Finance Controller: Financial Controller over sees the operationalization of the Rural
Road Accounting system. He will enforce the maintenance of accounts and auditing. He
will manage the finance of the Agency.
State Quality Co-ordinator: The State Quality Co-coordinator will over sees the
satisfactory functioning of quality management mechanization within the state. He will
also oversee the follow-up action on the reports of the quality monitors.
IT Nodal Officer : The IT Nodal Officer over sees the regularity and accuracy of the data
being furnished by the PIUs and he will be responsible to up keep the hardware & software
of the agency.
The Executive Engineers are heading PIUs and they are responsible for surveying,
preparation of DPRs & sending them for approval. They are responsible for
implementation of construction & maintenance of Rural Roads under their jurisdiction.
III The procedure followed in the decision making process including channels of
supervision and accountability.
KRRDA has two tier system of working consisting of central office and project
Implementation divisions.
KRRDA is responsible for overall management and accounting. The PIU, headed
by Executive Engineer, is operationally responsible to KRRDA. The PIU prepares core-
net works, which is basis for the preparation of DPRs.
Annual project proposals will be prepared by the PIUs. KRRDA vets the proposals in
accordance with the guidelines and places them before the State Level Standing Committee
(SLSC). After clearance from the S.L.S.C , The DPRs will be scrutinized by the State
Technical Agencies nominated by the Ministry of Rural Development. NRRDA along with the
Ministry of Rural Development examines the proposals and place it before the empowered
committee chaired by the Secretary M.O.R.D. After clearance from M.O.R.D, KRRDA invites
tenders from qualified Contractors. After the award of contract, the concerned Executive
Engineer will supervise the implementation of the works.
Similary, under Namma Grama Namma Raste Yojane DPRs are prepared by the
consultants under the supervision of engineers at PIU level, duly are scrutinized at central
office and tenders called. Tenders are scrutinized, and approved by the Govt/ COO through the
concerned committees constituted for the purpose, as per the delegation of powers.
IV. The norms set by KRRDA for the discharge of its functions
The implementation of PMGSY and NGNRY works within reasonable time is the main
function of KRRDA. To implement the programmes effectively, it has set the following
norms.
1) To ensure transparency the tendering is done compulsorily by e-proc.
2) Payment to the contractor is done online by e-transfer.
3) The continual agreement is regulated as per the SBD approved by NRRDA.
V & VI The Rules, Regulations, Instructions, Manuals and records held by it or
under its controls are used by its employees for discharging its functions and
Statement of Categories of documents that are held by it or under its control.
The Circulars, Instructions, Notifications issued by the Government of
India/Government of Karnataka & NRRDA from time to time are provided to all the
officers of the agency, project implementing units. The manual of Rural Roads is available
in the office.
VII. The particulars of any arrangements that exists for consultation with or
representation, by the members of the public in relation to the formulation of its
Policy or administration there of
The General Body of KRRDA consists of 21 members which includes 4 presidents
of Zilla Panchayats. As such representation by the members of the public in relation to the
formulation of all its policies or administration is ensured. Also the preparation of core net
work, DRRP & DPRs involves participation of Zilla Panchayats
VIII. A Statement of the Boards, Councils, Committees and other bodies consisting of
two or more persons constituted as the part or for the purpose of its advise, And as to
whether meetings of those Boards, Councils ,Committees and other bodies are open to
the public, or the minutes of such meetings are accessible for public

1. State Level Standing Committee (SLSC)
The State Level Standing Committee consists of the following members.

7) The Secretary to Government, PWD., - Member
8) The Chief Operating Officer, Karnataka Rural Road Development

9) The Director, Rural Infrastructure & E/O Joint Secretary to Govt., - Member

The State level Standing committee approves annual proposals and it also monitors
PMGSY programmes.
2. Executive Committee
Executive committee consists of the following members.

Executive Committee exercises all executive & financial powers of the Agency. It
meets at least once in two months.
3. Tender Scrutiny Committee
Tender Scrutiny committee consists of the following members.
