Kalihi-Palama Neighborhood Board No. 15 Monthly Report July 15, 2015 Bill 36, CD1 (2015) RELATING TO REAL PROPERTY TAX EXEMPTION FOR HOMES On July 8, 2015 Full Council Meeting, the Council passed Bill 36 (2015), CD1 relating to real property tax exemptions for homes. This Bill expanded the use of State of Hawaii income tax filings as documentary evidence of a home exemption and allows such exemption to continue should the taxpayer relocate into a long-term care facility. The newly proposed CD1 version of the Bill also retained the existing indicia to qualify for the exemption, but added 30-day demand for and use of other State of Hawaii tax documentation, as means of establishing the residency requirement in the exemption qualification process. In addi- tion, the proposed CD1 included a provision that allowed real property continued entitle- ment to such exemption in the event the owner moves into a long-term care facility. The Department of Budget and Fiscal Services (BFS) is also in support of the proposed CD1 to Bill 36 (2015). Bill 39, FD1 (2015) RELATING TO REAL PROPERTY TAX DEADLINES On July 8, 2015, the City Council passed out Bill 39 (2015) relating to real property tax dead- lines for documents and remittances required by Chapter 8 of the Revised Ordinances of Honolulu (ROH). The Bill will align the City and County of Honolulu real property tax dead- lines with other notable tax deadline dates including the State of Hawaii’s GE and TA taxes. Specifically, the Bill amends language to clarify and address technical document title for- malities, and adds language to the bill to include document titles such as “notice, applica- tion, documents, and remittance.” Legislative Updates
