Among the findings is the suggestion of an ocean sewage outfall. The reticulation was originally undertaken to prevent septic tank pollution of the town’s seafront. The panel was appointed late last year as ‘a set of independent community eyes to review the scheme’. Commission chair, John Robertson now says “the report is comprehensive. Council now needs to commission further work to test the disposal options, and do further analysis on extending the reticulation system to enable more properties to hook up. Once we develop our proposals, we will engage and consult with the community.” In three key findings, the panel found firstly, ‘the capture of 100% of the properties within the scheme’s drainage district through mandatory connection and expansion of the reticulation network is essential for the long term health of the marine environment and provides the best financial outcome for the community’. Secondly, ‘the treatment plant is in general performing well but will however need more capacity added to specific components over the next five years’. In the matter of capacity, the report says that ‘land based disposal of the treated effluent through a combination of the existing Lincoln Downs Farm, the Mangawhai Community Park, and the Mangawhai Golf Course is the preferred option, but is dependent on further geotechnical investigations of the soakage capacity of the park and golf course’. ‘Failing this, an ocean based outfall should be investigated, whilst acknowledging Iwi objection to this option’.     Ocean outfall sewage suggestion by Paul Campbell

    The Kaipara District Council will need to authorise further work on the ill-starred Mangawhai sewerage scheme, with commissioners now considering the final report of the Mangawhai Community Wastewater Scheme Advisory Panel.

    Among the findings is the suggestion of an ocean sewage outfall. The reticulation was originally undertaken to prevent septic tank pollution of the towns seafront.

    The panel was appointed late last year as a set of independent community eyes to review the scheme.

    Commission chair, John Robertson now says the report is comprehensive. Council now needs to commission further work to test the disposal options, and do further analysis on extending the reticulation system to enable more properties to hook up. Once we develop our proposals, we will engage and consult with the community.

    In three key findings, the panel found firstly, the capture of 100% of the properties within the schemes drainage district through mandatory connection and expansion of the reticulation network is essential for the long term health of the marine environment and provides the best financial outcome for the community.

    Baylys Beach Society Inc members Leesa Andrewes, Ditch Wade, Stephanie Calder, Jenny Huriwai and Suzy Liddell show off their new defibrillator. The potentially life saving device was gifted to residents by an anonymous donor and will be kept at the Baylys Beach Holiday Park for easy access.

    The Life Education Trust van visited the students of Pouto School and they enjoyed a day of learning about healthy relationships and how to deal with bullies. The programme was delivered by tutor Bridget Harvey and her assistant Harold the giraffe. The trust teaches a whole range of programmes which supports and guides children while they are growing. This is an amazing resource which all schools should take advantage of, said principal Margie Ormsby. Its another approach to teaching and learning that children of all ages can enjoy.

    The Dargaville High School Ball committee transformed the town hall into a mystical forest of Pandora for their recent annual ball themed from the movie Avatar. 500 meters of fabric hung from the ceiling around a waterfall of fairy-lights creating a central chandelier with spot lights and dancing star patterns adding to the atmosphere. This years Duke and Duchess were Dylan Kani and Delstancia Katoa, Beau and Belle were Jaz Hazeldine and Melanie McLaren, and the Prince and Princess were Artem Maltsev and Angie Hodgson.     Baylys access way developments by Ayla Miller

    Regular Baylys Beach visitors will have noticed some major changes to the Seaview Road entranceway.

    After being approached by the community, the Kaipara District Council and the Northland Regional Council are trialling some soft engineering to keep the access way clear.

    The community have done some research into this and suggested we try it, said Kaipara District Council roading manager Henri van Zyl.

    These techniques have been used internationally and aim to stabilise the dunes in order to keep the access way open for vehicles.

    The developments are a trial and Mr van Zyl says only time will tell whether they are successful under local conditions or not. The stream has

    been temporarily redirected to allow a dry platform for the machinery during the work. After the work is completed the stream will be diverted back to its original path.

    The community wanted route security so that the access wasnt determined by the weather.

    There are quite a few tourists and locals going onto the beach using this access way so we are focussing our efforts here. It is a good example of the district council working with the regional council and the community. In addition to this, the toilet block, platform and stairs are being upgraded in preparation for the high season.

    Ex All Black and Pub Charity Ltd area manager Stu Wilson and CEO Martin Cheer will be speaking to the Dargaville Business Forum breakfast meeting at the Northern Wairoa Hotel, on August 11 about how to apply for funding.

    Newly elected chair Peter Boyd says everyone is encouraged to come along to the meeting and learn how Pub Charity can assist their business or community group.

    The Dargaville Business Forum aims to promote the town as a thriving business area and Peter says the group has been gaining momentum.

    In general there has been a change in direction in the past year and we will be pushing this over the next year.

    We will be increasing how the subcommittees interact and encouraging more people to get behind them. It is a great opportunity to get things done in Dargaville.

    As chair Peter hopes to increase collaboration between businesses and offer support through the subcommittees.

    Funds from Pub Charity have previously been used to help schools, community groups and projects such as town beautification.

    Capturing the Kaipara by Ayla Miller

    Matakohe based photographer James Hancox is showcasing Kaiparas natural beauty through music videos for up and coming singer songwriter Huz.

    Hailing from Auckland, James began taking photos for charity organisations in 2009 after being inspired to make a difference by a comment on twitter by a herald photographer.

    I thought, what if you were providing a service and a skill which you not only enjoyed providing, but also helped people.

    When he moved to Matakohe to care for his stepfather he began photographing the landscape which eventually led to his involvement in shooting a music video using Kaipara as the backdrop.

    Scenes from the black and white video Cold were shot on James property in Matakohe, near an old church and along Baylys beach.

    Huz is a good friend of mine. He wanted the video to be natural and a little bit different. The video was filmed over two days

    and display a number of time lapse videos. Huz has recently put out a new album called Back Home and James is working on a number of scenes for the new music video.

    Originally a people photographer, James says since moving to Matakohe he is taking more landscape photographs, and cant decide which he prefers.

    With people you get conversation and a story and you can capture candid moments, whereas landscapes are peaceful and you discover places you wouldnt normally see.

    He also uploads a different photo each day on his website for his morningdaily venture, a series of photos taken during his morning walks, available for private use such as desktop backgrounds. Visit jameshancox.com to see more of his work.

    Fishing flag flying

    Theres a new flag flying over the waters of the Kaipara harbour at Pahi, advertising the presence of the Pahi Boating and Fishing Club. The addition to the clubrooms by the wharf has been erected to let people know where we are, said club captain, Robin Cookie Cooksey. As club stalwarts gathered to wet the flag as it unfurled against the sky, a number of them vowed that when the club flag was not being run up the current, and it had better be the future New Zealand flag, will be the only one going up there.

    It is extremely important that our consumers are aware of their obligations around the upkeep of service lines those are the lines taking the power into your house, woolshed, cowshed or farm shed.

    4. Use an RCD (residual current device) when using electrical appliances outdoors and around damp areas (water)

    5. Before trimming trees near powerlines call Northpower first to check for safety distances

    6. Look out for powerlines when using anything tall like a ladder or farm equipment like post rammers

    7. Plant the right tree in the right place - well away from powerlines

    Pahi Boating & Fishing Club

    End of an era for Matarua by Ann Morgan

    Matarua Golf Club members are looking for a new home after 65 years on land at Ararua provided by the Sterling family.

    That land has now changed hands with the new owners discontinuing the leased area.

    Club secretary Derek Hope says members and local community salute the huge contribution of the use of land for the course spanning two generations of the Sterling family,

    As the property has been sold, the land is no longer available to the club and the course will close on November 30, being the final date for a game.

    The Matarua club was originally developed and established in 1950 by a group of returned servicemen and farmers in the community, from

    Matakohe and Ararua, which combined to form the club name and it has grown from there.

    As the land has just sold, the club has no set plans at this stage. There are about 50 local members who play regularly, and approximately 300 members in total. Mr Hope said.

    It has always been a very strong community facility and will be a big loss to the area and sadly missed. Schools, hospice, churches and sports clubs have used the premises for meetings or fundraising. There have been many successes over the years and the course has served us well as a whole.

    After a better than expected winter season, the White Rock Gallery in Paparoa is celebrating six months of displaying local talent on August 2, with completely new art installments.

    Every six weeks the gallery gets a refresh. This gives the artists an incentive to produce new pieces, says committee member Hanna Stevens.

    It has been going better than expected over winter so hopefully that will continue into the summer.

    We get a lot of international tourists and people from all around New Zealand who are travelling along the Kauri Coast dropping in. We have had all kinds of fantastic comments from visitors about how it is adding to the Paparoa community. There have been a couple of new artists join and we are always on the look out for more. As they are local artists displaying their work, they must live in the Kaipara or have a strong connection to it, she says.

    New cyberbullying laws Maintenance made easy Action is underway at a national level to expand the fight against bullying, in the wake of the Education Review Offices steps to ensure emotional safety of students, including the prevention of bullying and sexual harassment in Kaipara and throughout New Zealand schools.

    The Harmful Digital Communications Bill introduces a range of measures to address damaging electronic communications spread through methods such as emails, texts and social media posts.

    The law changes will prevent and reduce the potentially devastating harm caused by cyberbullying and other modern forms of harassment and intimidation, said Justice Minister Amy Adams.

    In recent years, weve seen a number of alarming incidents that have highlighted the need for legislation to deal with perpetrators who use the internet in ways that traumatise victims.

    This Bill tackles cyberbullying head on. Under existing laws, trying to remove abusive, intimidating and distressing material from the internet can be difficult, drawn out and costly, and there are few sanctions available to aid such efforts and to hold offenders to account.

    Festival all about the bassBass lovers will welcome the New Year in style with Northern Bass 15/16 announcing their first installment of artists to appear at the popular Mangawhai festival from December 29-31.

    The line up includes kiwi band Shapeshifter as the headlining act alongside Skepta, Foreign Beggars, Chali 2NA, DJ Marky, Ladi 6, Machine Drum and many more.

    With a second announcement still to come, Northern Bass 15/16 is looking to becoming a fixed feature on New Zealands music festival calendar.

    Getting to see Shapeshifter perform on the Northern Bass main stage has been a long term goal of mine, says festival director Gareth Popham.

    We cant wait to see how all of these artists make their mark on Northern Bass. For the first time festival goers will have three days to

    soak up the tunes with an additional night of camping and entertainment on December 29.

    The idea of adding the 29th came after we received requests from a large portion of our audience to extend their Northern Bass experience.

    The Jungle Stage will open from 2pm 10pm, with a special selection of artists to create the perfect vibe before kicking off movie night in The Jungle.

    A strong focus on sustainability and environmental awareness will also be present at this years festival in a move to minimise waste and encourage recycling and reusable products.

    Maungaturoto couple Andr and Elizabeth van den Berg are back home from a mammoth expedition travelling from Auckland to Christchurch in their 2011 Nissan Leaf electric car.

    The trip took them five days there and seven days to return. The couple had to charge their vehicle 36 times, 12 of those being whilst they slept.

    Ive always been interested in technology and so has Elizabeth. When electric cars came into play, we always wanted one but couldnt afford it and we didnt want a hybrid, so when used ones from Japan became available we bought one, said Andr.

    As far as we know we made the record time to travel that distance in a vehicle like this one.

    The cars are designed for everyday use, rather than cross country expeditions. Californias Zero Emission Vehicle program requires vehicle companies to produce a percentage of zero emission cars.

    To do this, the companies create electric cars with the minimum specs allowed, resulting in cars with short ranges. It is this short range that made the trip such a challenge. They could

    only drive for one and a half hours at a time, before having to stop and recharge for an average of four and a half hours which they did the majority of at holiday parks.

    They used this time to prepare food, update their logs and to explore some unexpected stopovers.

    The vehicle costs around $3.50 to run for 100 kilometres and Andre says it is their dream car. The electric motor gives you such a fluent drive and it is very quiet.

    KDC rate increasesLet me tell you about the road I live

    on Matakohe Wharf Road.Around 150 years old, it is a single

    lane metal track 1.3 km long. There are now nine houses, soon to be 10. Two of the houses are over 100 years old. There is a cricket ground at the head of the road (put in and maintained by locals). At the end is a Kaipara District Council reserve, a disgrace, overgrown, never maintained in the 32 years I have lived in Matakohe. The road gets metal and a grader maybe once a year. In

    the summer it is a route for numerous tourists from the local camp ground. There are no footpaths, lights, water or sewerage. In 1881 we did get a new wharf. Maybe we are still paying for that, although the wharf has long gone.

    So, how can KDC justify a 271% rates increase in 10 years and a 27 % increase this year. These rate increases do not increase land value they decrease it.

    Its been a huge issue in the news recently and the focus of a new act of law requiring landlords to thoroughly insulate their investment properties.

    When it comes to the health of our homes, it would seem that we Kiwis lag behind other developed nations. In our maritime climate, with its damp, cold winters this is a recipe for disaster, filling hospital waiting rooms with the complications of respiratory distress. Immune systems taxed by fighting mold, draughts and chills are less able to tackle bouts of cold and flu. Of course, damp and mould are quick

    to eat away at the very structure of unprotected homes.

    There is an easy solution to this malady all a home needs to be healthy is a combination of good ventilation, good insulation and efficient heating. Insulation is the best understood of the three, and the focus of incoming legislation, as its aim is to keep heat in and cold out. insulation in the roof cavity, under the floor (where possible)

    and even in the wall cavities is a great way to preserve the environment within a home.

    Which is pointless if its cold inside! New and more efficient heating methods have superseded the old electric two-bar heater, with modern fireplaces, gas fires and heat pumps a great choice. Heat pump adopters are cautioned to book an in-home visit to check the correct placement and size of machine needed for good coverage, maximising their investment.

    The final requirement, ventilation, is perhaps the least understood. Just

    opening a window is far from enough to ensure a dry and healthy environment. Ducting out steam and moisture from kitchens and bathrooms is the first step toward a ventilation plan, with the possibility of a full, ducted in-roof system open to those who have space amid the rafters.

    These positive pressure systems do not generate heat on their own, but they do use the dry air of the roof space to gently force out damp, low-lying air, creating an environment where mould cannot take hold, and those precious BTUs of heat go further.

    In all forms of motorsport, the kind of blue sky design and development used to dominate the racetrack fulfills a practical purpose for more prosaic application as well.

    Those advances in weight saving, safety, power and handling engineered to provide podium finishes filter through to the workaday vehicles which make up the bulk of any marques stable, in turn spurring sales and generating enough company revenue to tackle another grueling year of high-speed autosport.

    Its very much the same for todays modern off road machines as it is for those road cars which have brand-name brothers in WRC and Formula One competition. Big races can make or

    break products, and occasionally whole companies. And nothing tests drivers and machines likes the insane Baja 1000, a race which traverses some of the most rugged desert in Mexico.

    This race made the names of both Mickey Thompson and Ivan Stewart, and in 2014 it was the proving ground for a field of 19 class 19 UTVs. Only eight would finish, with a one-two through the gate going to Polaris RZRs. Lessons learned on the anvil of desert sand would be taken back to the lab to create

    even more powerful, durable machines. So we can now welcome the Polaris RZR 1000 XP White Lightning, a formidable four wheel drive, 110 horsepower, double overhead cam missile which takes on the turbocharged Maverick at the top of the UTV table.

    Its an exercise in superlatives, with more power, 110 horsepower used to be road sports car territory not long ago. Longer suspension travel, better cooling systems, and more grip to provide what Polaris are calling their smoothest ride ever. Truly, this is a machine which demands your full attention for a test

    Its a trend in modern utes when the core product reaches a certain stage in its shelf life, manufacturers take out the pad and paper to give it a facelift.

    Sometimes a rummage through the parts bin adds bigger wheels, beefier suspension, roll bars and nudge bars and acres of lamps.

    There are already two utes on the market which have followed this formula, tagging themselves with a permutation of AMG-Mercedes marketing speak. The Toyota Hilux Black Edition and the Holden Colorado Black Edition shamelessly borrow the chic of the howlingly mad AMG Black Edition sports cars, famously spine-pulverising Nrburgring attack dogs designed to make already loopy AMG-tuned Mercs into weapons of speed-limit destruction.

    Now another German brand has picked up the Black Edition fever though their proximity to Mercedes HQ has seen them change the terminology slightly. The Volkswagen Amarok Dark Label edition tweaks the popular ute with the addition of a little bit of everything a dab of style with huge alloy rims and alcantara trim, a touch of sports-car DNA from the companys Golf GTi heritage with a fat steering wheel and carbon fibre accents, and a whole lot of serious off-road truck bling in the form of matt black steel bars, steps and blindingly powerful bi-xenon headlights. Theres even an under-ride guard to protect the underbody and drivetrain. So far so good, and the Amarok is a competent

    ute on which to build this Dark Label monument. Euro priced, but definitely Euro specced, the Amarok can safely have its name uttered in the rarefied company of the Hilux and Ranger.

    VW have also added heated seats to the Dark Label, which plays into a pervasive way of thinking about what is, at its core, as much of a rough and tumble working mans ute as any Japanese or American offering.

    If a traditional ute is like the workman it serves, then the Amarok has the

    cachet of being a bit like that other guy on the worksite the one who wears boots and a hard hat, but who also wears a shirt and tie. Sure, he might have a bigger pay cheque and drive home on heated alcantara, but those hands never get dirty.

    A shame in this analogy, because many Dark Label Amaroks will share the same fate.

    Supremely confident and well set up utes which may never see an hour off the tarmac.

    Kiwi MadeCrafted the kiwi wayMost evocatively reflecting New Zealand artistry is probably the carving of greenstone pounamu.
