1. COMMUNICATIONS/ PUBLIC RELATIONS OFFICER - GRADE 12
ONE (1) POSITION KUC/PR/01/12
Applicants must be holders of Master Degree in Mass Communication or Public
Relations, marketing or equivalent qualification from a recognized university. In
addition, he/she must:
a) At least 3 years’ experience in Public Relations and marketing
b) Demonstrate administrative and professional competence in the area of
Communication/Public Relations
c) Experience in handling organizational functions like media, community,
consumer, industry, and governmental relations; interest-group; and employee and
investor relations
d) Be conversant with proven IT skills, in particular, Word, Excel, PowerPoint and

The duties and responsibilities of the position will include:
(a) Managing and directing the internal and external communications with the
University College.
(b) Develop and execute appropriate strategic communications and public relations
initiatives.
(c ) Manage issues touching on institutional image as may arise.
Formulating and implementing institutional crisis management strategies for the
University College.
a) Working with designers, writers, producers, and web staff to develop
creative communication materials for the University College.
b) Working with university College Management on key messages,
publications and their delivery. Mechanisms.
c) Tracking major developments in the higher education sector to ensure
continued relevance of the University’s messages and strategies.
d) Developing and implementing a publicity strategy as well as encouraging
greater media coverage of events, trends and ideas related to the mandate
of the University College.
e) Serving as the University College’s principal media liaison Officer.
f) Organizing protocol, media events, releases and briefings.
g) Initiating and managing linkages with various university stakeholders as
well as keeping a database of stakeholders.
h) Conduct public opinion and attitude surveys to identify the interests and
concerns of key groups served by their organization.

2. INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)
MANAGER GRADE 13 (1 POSITION) KUC/PR/02/12
Duties and Responsibilities
a) Formulation, implementation and coordination of ICT policies, strategies and
programmes in the organization.
b) Monitors and evaluates ICT programmes and policies
c) Ensures timely implementation of ICT standards in line with the needs of the
organization
d) Keeps abreast with emerging ICT issues
e) Ensures timely implementation and effective maintenance of ICT systems

g) Guides and develops staff working in the Department

Academic/Professional Requirements
Masters degree in ICT or its equivalent from recognized institution.
Bachelor’s degree in ICT or its equivalent from recognized institution

3. SOFTWARE PROGRAMMER GRADE E/F KUC/PR/03/12
Perform a variety of programming assignments requiring knowledge of established
programming procedures and data processing requirements. Maintain and modify
programs.
Qualifications
a) Applicants should have a bachelor's degree in computer science, software
engineering or mathematics.
b) Practical hands on experience of at least three years in systems development
c) Advance knowledge in fourth generation programming languages
Responsibilities
a) Code, test and troubleshoot programs utilizing the appropriate hardware, database,
and programming technology.
b) Refine data and format final product.
c) Maintain and modify programs; make approved changes by amending flow
charts, develop detailed programming logic, and coding changes .
d) Test and develop programming modifications.
e) Write new program code using prescribed specifications.
f) Evaluate simple interrelationships between programs such as whether a
contemplated change in one part of a program would cause unwanted results in a
related part.
g) Analyze performance of programs and take action to correct deficiencies based on
consultation with users and approval of supervisor.

4. SENIOR ICT TECHNICIAN GRADE E/F KUC/PR/04/12
This post sits within the Information and Communication Technology (ICT) team,
which comprises ICT Service Support, Network Infrastructure and
Telecommunication, and System Integration and Web Development.
The successful applicant will be working in the ICT Service Support team and have
operational responsibility for providing ICT support to the students, staff, delegates
and visitors to the University. She/he will work closely with the ICT Manager and
ICT Team Leaders to implement and deliver excellent and professional services.
Technical:
a) Degree in IT, Computer Science or a related field
b) A good understanding of IT service delivery best practices.
c) Proven experience of supporting Windows Operating Systems (XP, Vista,
7) and Microsoft Office.
d) Proven experience of PC hardware fault-finding, maintenance and repair.
e) Proven experience of Active Directory administration.
f) Good understanding of network architectures & protocols. e.g.: TCP/IP,

The applicants:
Applicants must be holders of KCE Div. III/KCSE Mean Grade C (Plain) and above.
They must have minimum professional qualification of Ordinary Diploma in ICT related
field from a recognized institution.

B. OFFICE OF THE DEPUTY PRINCIPAL
(ADMINISTRATION, PLANNING & FINANCE)
1. REGISTRAR (ADMINISTRATION) – GRADE 15 – (1 POSITION)
KUC/ADM/01/12
Duties and Responsibilities
The successful candidate will be responsible to the Deputy Principal Administration,
Planning & Finance and will provide administrative support to the University
Administrative Division.
a) Coordination of Human Resources, administrative, maintenance, structural and
development matters in addition to strategic planning, performance contract
management, report writing , business planning and ISO processes.
b) Formulation and provision of policy guidelines on planning, human resources,
administrative, maintenance, structural and development matters in addition to
strategic planning, performance contract management, report writing , business
planning and ISO processes.
c) Guiding Directors, Head of sections and administrators in Main Campus and
Satellite Campuses.
d) Ensuring that administration, planning, procurement and finance departments
operate effectively and efficiently in line with the Vision and Mission of the
University College.
e) Overseeing that the administration and planning of transport, central services,
security, hostels, catering, estates, maintenance and development
f) Provision of secretariat to Building, Planning & Development and Administrative
Division Committees.
Qualifications.
a) Applicant should have a Ph.D from a recognized University in a relevant
field.
b) Applicant should have fifteen years of experience in administration
preferably in a University with at least 3 years at Senior lecturer level or
served as a Deputy Registrar for at least 5 years with exemplary work
performance.

c) The candidate should have demonstrated abilities in drafting policies in the
relevant areas and in having knowledge of donor communities and
Resource Fund raising skills mobilization.

Duties and Responsibilities
The successful candidate will be responsible to the Registrar, Administration,
Planning & Finance and will provide administrative support to the University
Administrative Division.
a) Coordinate preparation of Physical Master Plan, Strategic Planning,
Manpower Planning, Performance Contract Management, Report
Writing, planning and ISO processes.
b) Ensure administrative units, transport, security, central services,
catering hostels and farm run effectively and efficiently.
Qualifications.
Applicants must;
a) Be holders of at least Master degree in relevant field.
b) Have at least 12 years working experience in University Administrative
duties, including management duties with at least 3 years at a level of Senior
Assistant Registrar in a University setting or its equivalent with exemplary
work performance.
c) Competence in Quality Management and assurance, IT, Strategic Planning,
man power planning, performance management report writing and business
planning and ISO Processes will be added advantages.
d) Those with additional and professional qualifications such as CPS (K) and
IT will be added advantages.

3. SENIOR ASSISTANT REGISTRAR (ADMINISTRATION) Scale 13

Applicants should be holders of a master’s degree in Public Administration, or
management from a recognized institution with not less than eight (8) years
working experience preferably in a University. However, candidates with a first
degree with relevant administrative experience in a University with not less than
ten (10) years continuous service will also be considered. In addition the
applicants must have served for at least 2 years at the level of Assistant registrar
or equivalent. Successful candidates will be expected to have an all round
experience on Human Resource Administration as well as Catering and Hostels,
Central Services, Estates and Development, Farm and Health Services and
Council Secretariat.
4. ASSISTANT REGISTRAR (ADMINISTRATION) Scale 12
(3 POSITIONS) KUC/ADM/04/12
Applicants should be holders of a master’s degree in Public Administration or
Management from a recognized institution with not less than six (6) years
working experience preferably in a University. However, candidates with a first
degree with relevant administrative experience in a University with not less than
eight (8) years continuous services will also be considered. Those who have
served for at least 2 years as Senior Administrative Assistant will have an added
advantage. Successful candidates will be expected to have an all round experience
Human Resource Development as well as catering and Hostels, Central Services,
Estates and Development, Farm and Health Services, Performance Contracting
and quality System.
5. LEGAL OFFICER – GRADE 12 (1 POSITION) KUC/ADM/05/12
Applicant must;
a) Be a holder of a Bachelor of Laws (LL.B) degree from a recognized
University.
b) Advocate of the High Court of Kenya.
c) Current law practicing certificate.
d) Be computer literate.
e) Be of the highest ethical standards, integrity and professionalism.
f) Post qualification experience in Company Secretarial functions, new
Labour Laws practices & Collective Bargaining Agreements (CBA’s)
negotiations, alternative dispute settlement arrangements etc.
g) Have a minimum of five years experience in a busy legal firm, company
or corporation
h) Be a strong team player, creative and innovative. Postgraduate Diploma
in legal studies from the Council of Legal Education will be an added
advantage.

a) The legal officer shall represent KUC in litigation, administrative
proceedings and alternative disputes resolution proceedings; provide legal,
tactical and strategic advice to Kabianga University College’s
administration and its many Faculties, Schools, Centres and Departments;
and assume a leadership role in developing appropriate legal, risk
management and compliance policies, and practices. The legal officer
shall help in the preparation of legal briefs to the University’s external
lawyers for all Court Cases, liaise with the University college external
lawyers in relation to pending legal matters, and prepare briefs to the
University’s Staff Disciplinary Committees as well as the Student
Disciplinary Committee.
6. QUANTITY SURVEYOR – GRADE 12 (1 POSITION)
KUC/ADM/06/12
Applicants;
a) Must have a Bachelors degree in Quantity Survey or equivalent from a
recognized University
b) Must be registered Quantity Surveyors by BORAQS-Kenya
c) Must have at least 5 years professional experience in the relevant field
d) Competence in IT will be an added advantage.
7. CLERK OF WORKS – GRADE E/F (1 POSITION) KUC/ADM/07/12
Applicants;
a) Must have Higher National Diploma in Civil Engineering or Building
Construction, or equivalent from a recognized institution
b) Must be registered by the relevant professional bodies
c) Must have at least 10 years experience in the building and construction
industry
d) Competence in IT is a must.
8. CHIEF ACCOUNTANT GRADE 14 (1 POSITION) KUC/ADM/08/12
Applicants should be holders of a relevant Bachelors degree e.g in Accounting,
Finance or Business Administration from a recognized University and CPA (K).
They should have in addition eight (8) years relevant working experience in
Senior position gained from a large reputable organization (preferably in an
institution of higher learning) with at least 3 years at the level of Senior
Accountant. Applicants must be registered members of the institute of Certified
Public accountants of Kenya (ICPAK) or an equivalent Accountants body.
Holders of Masters Degree such as MBA (Accounting & Finance) will have an
added advantage.

c) Advice the University College in all matters of financial management
d) Be responsible for efficient organization, control and supervision of all
accounting units in the University College Campuses.
e) Be responsible for designing, developing, planning and implementing
accounting systems and services.
f) Setting and maintaining high accounting and reporting standards in the
University College.
The successful candidate(s) will be expected to have a thorough knowledge of the
various aspects of accounting functions and be capable of processing transactions
up to balance sheet. They will be expected to be self-motivated individuals
capable of proceeding leadership to a Finance Department. Possession of
computer knowledge is mandatory.
9. FINANCIAL ACCOUNTANT SCALE 12 (1 POSITION)
KUC/ADM/09/12
Applications should have a Bachelors degree from a recognized University in
relevant field such as Accounting. Finance or Business Administration and CPA
II plus six (6) years relevant working experience gained from a reputable
organization (preferably in an institution of higher learning). Those with CPA III
plus 5 years relevant working experience will also be considered.
Applicants must be computer literate.
Duties and Responsibilities
a) Supervision of staff under him/her in the department.
b) In charge of preparation of Quarterly and final financial statements.
c) In charge of coordination and preparation of annual budget estimates.
d) In charge of all payments and preparation of relevant reports as per the set
timelines.
10. SYSTEMS ACCOUNTANT GRADE 12 (1 POSITION)
KUC/ADM/10/12
Applications should have a Bachelors degree from a recognized University in
relevant field such as Business and Information Systems) plus four (5) years
hands-on experience in installation and implementation of Financial Systems and
reporting, extensive knowledge and skills in Computer applications and
computerized accounting solutions and be able to demonstrate a vast experience
in business analysis and process modeling in accounting systems in a large
organization.
Reporting to the Head of Finance Department, successful candidate will be
expected to perform the following key functions;

Undertake business analysis of the accounting systems and give recommendations
to the head of Finance Department for implementation.
Prioritize requirements and create conceptual prototypes and mock-ups in finance.
Coordinate and participate in Accounting Systems Projects, process reviews,
Communicate system/process changes to head of Finance Department.
Monitor data integrity, ensure accuracy and timely reconciliations.
Problem identification and solution formulation in finance department
Maintenance of the electronic fixed asset registers.
Development of specific spreadsheets for financial reporting processes
Complete all monthly IFMIS reporting, including but not limited to;
Customized Report generations that meet the modern financial reporting criteria.
Financial Analysis and establishing the financial trends.
Financial Systems Risk analysis and management
Financial Strategy development and implementation
Beefing up systems security to protect from fraud
Utilizing reports to recommend improvements and efficiencies in finance.
Preferred Skills:
11. HOSTELS OFFICER GRADE 12 (1 POSITION) KUC/ADM/11/12
Applicants must be Holders of at least a Bachelors degree in Hospitality
Management or Home Science Management. Applicants with Hotel Management
Diploma from Kenya Utalii College or any other recognized institution with at
least five (5) years working experience after graduation at least two (2) years must
be in an Institution of higher learning.
Successful candidates will be responsible to the Registrar Administration;

12. INTERNAL AUDITOR GRADE 12 (1 POSITION) KUC/ADM/12/12
(a) Must have Bachelor’s degree in Business (accounting or finance option)
(b) CPA (K) plus 5 years experience.
(c) Should be a member of ICPAK or any other recognized accounting professional
body.
(d) Proficiency in MS office and accounting packages plus good communication

Applicants must have Bachelors degree preferably in Public Administration
Management or Education from a recognized University or CPS II with four
years relevant working experience in administrative position in a large
organization.
Those with post graduate qualifications in the relevant field or Degree with
CPS III will have an added advantage.
Proven Computer literacy is a must.

Applicants must have a KCSE mean grade of C plain or KCE Division III with credit or

Service from a recognized institution.

17. MEDICAL OFFICER GRADE 12 (1 POSITION)

Applicants must be holders of MBCHB or equivalent. Should have at least two years post
qualification experience in a health facility. Must be registered by KMPDB, should have
also competency in major areas of medical practice and be ready to work beyond normal
working hours, including night and weekends. Those with BLS/ACLS/ATLS will have
added advantage.
18.REGISTERED LABORATORY TECHNICIAN GRADE A/B

Applicant must have be a holder of KCE division II/KCSE grade C+ and above. They
must have a Diploma in Medical Laboratory Technology from recognized institution and
registered with the Kenya Medical Technicians and Technologist Board of Kenya.
They must have worked in a busy National/Provincial/Mission or Private Hospital or in a
busy Government Health Centre for at least five (5) years. Certificate in PMTCT, DTC
and computer literate.
19. REGISTERED PHARMACEUTICAL TECHNOLOGIST
GRADE A/B (1 POSITION) KUC/ADM/19/12
Applicant must have be a holder of KCE division II/KCSE grade C+ and above. They
must have a Diploma in Pharmaceutical Technologist or equivalent qualification from a
recognized institution .They must be registered by Poison and Pharmacy Board of Kenya.
They must have worked in a busy National/Provincial/Mission or Private Hospital or in a
busy Government Health Centre for at least five (5) years. Certificate in PMTCT, DTC
and computer literate is an added advantage.

Applicants must be holders of a degree in Purchasing and Supplies Management, those
with BBM, B.COM, B.A (Economics) will also be considered.
a) Must have at least eight (8) years working experience in procurement and at least
2 years at the level of Procurement Officer or equivalent in a busy reputable

c) The ideal candidate should be conversant with the running of Academic
Affairs in a University or an institution of higher learning.
d) In addition the candidate should be conversant with strategic management
techniques.
e) Performance management report writing and business planning and ISO

Duties & Responsibilities
a) Coordination of all teaching activities which include preparation of curricula,
regulations, University almanac, timetables, examinations, result slips, transcripts,
certificates and graduation.
b) Formulation and provision of policy guidelines on planning, development and
management of academic programmes.
c) Guiding Deans of Faculties, Heads of Departments, Directors of Schools or
Institutes and Coordinators of Satellite Campuses.
d) Overseeing the administration of the students’ affairs which include admission,

b) Must have Masters degree in addition to a first degree from a recognized academic
institution plus at least 2 years of continuing teaching experience at University level
after obtaining a masters degree and at least two publications in referred journal(s).
c) Those with a Masters degree must show evidence of having successfully defended
their PhD proposal and are at data collection stage.

b) The applicant should have practiced in a related teaching environment/institution
recognized by the Clinical Officers’ Council and Kabianga University for a
minimum of two (2) years as a Clinical Officer.
c) The applicant should be a member of a relevant Professional body recognized by
the Clinical Officers’ Council or should be registered with the Clinical Officers’
Council.
The successful candidate shall participate in tutorials; procedure demonstrations; ensure
efficient conduct of practicals and supervision of student research project
