April k, The Board of Trustees, Arkansas State Teachers College, met following legal call of the Chairman, in the President's office, Monday, April h, 19^9. Vice-chairman Guthridge called the meeting to order and directed a roll call. Trustees Guthridge, Johnston, Snow, Colvert and Flanagin answered "present" Chairman R. A. Cox and Trustee 0. I Parham were noted as absent and not voting. Chairman Guthridge declared a quorum present and directed that the minutes of the last meeting of the Board he read. The minutes were approved. The Chairman recognized and welcomed to the meeting L. B. Beasley, State Comptroller; 1. S. Emerson, representing Emerson,Roche and Company; Bruce Anderson, representing Burks and Anderson; President Irby and Bursar Eidson; and Invited them to participate in the discussions. The Chairman directed that matters of old "business be brought before the Board for such action as the Board might take. Mr. Anderson upon request presented an Itemized list of the repairs needed in Doyne Hall with a cost of each item of repair. After general discussion, the motion was made by Trustee Flanagin and seconded by Trustee Johnston that repairs and improve- ments to the amount of $105,733-20 be undertaken during the summer and that a committee be appointed by the Chairman to complete all details of the repairs and Improvements, and that Mr. Anderson be authorized to advertise for bids to be presented to the Board at a later meeting. The motion carried unanimously. Chairman Guthridge appointed President Irby, Bursar Eidson, and Trustee Flanagin to serve as members of the committee to plan with the architect In various items of repair and improvement within the total amount authorized.

President Irby reported the completion of the purchase from Henry Erbach of landadjoining the campus and described as

The South three-fourths of the Northeast Quarter of the NortheastQuarter of Section Fourteen (l4), Township Five (5), North, RangeFourteen (14), West, except the following portion thereof: Beginningat the Southeast Corner of Said Northeast Quarter of the NortheastQuarter of said Section Fourteen (lU) and running thence North 200 feet;thence West to the West line of said Northeast Quarter of the NortheastQuarter; thence South 200 feet, thence East to the point of beginning;and the lands hereby conveyed containing 25 acres, more or less.

No other items of business were pending and the Chairman called for new items ofbusiness.

President Irby recommended the election of personnel listed following - together withrank, title, dctes of reporting for duty, the expiration dates of service, and thesalary and other perquisites: "Unless otherwise indicated all services begin July 1,19̂ 9 and end June 30, 1950.

President Irby reported that Hoy Mahar, instructor in Chemistry, did not ask forreelection arid that Paul Holan, on leave of absence, had written that he would notreturn. He also reported that Dr. Ada Jane Harvey was on leave without pay April 1to July 11, 19̂ 9 tor educational txtavel in South America.

Trustee Snow made the motion that the recommendations of President Irby be acceptedand that members of the faculty be notified of their election by letter which wouldstate that "salary for the month of July and for as many calendar months thereafteras funds are available would be " Trustee Colvert seconded the motion whichcarried unanimously.

Trustee Johnston made the motion that repairs and improvements be made in MeaderaHall by the regular campus employees. Trustee Snow seconded the motion whichcarried unanimously.

The resignation of Dr. Anna Carol Fults to accept a new position in Florida, and ofMrs. B. W Torreyson to acaept the benefits of Teacher Hetirement were read to theBoard. Trustee Johnston made the motion that President Irby write letters to eachstating the Board's regret at their leaving and expressing appreciation for theirservices to the college. Trustee Flanagin seconded the motion which carriedunanimously.

Trustee Snow made the motion that the request of the Board of Alcohol Control for anamendment to an authorization to purchase tax free alcohol for the college made at atint previous meeting of the Board be made to include W.C. Ferguson's name to theauthorized purchases and that the authorization be written as follows: "Upon hisrequest, Head of the Department of Biology, Trustee Snow made the motion thatC. V. Robinette, Professor of Biology at Arkansas State Teachers College, and DeanW. C. Ferguson be authorized to sign applications for permits to procure and use taxfree alcohol, renewals and amendments thereof, monthly reports, and all otherdocuments to be submitted In connection with permits to withdraw and use tax freealcohol." Trustee Colvert seconded the motion which carried unanimousAy.Chairman Guthridge directed that all members of the Board of Trustees signthe authorization.

President Irby presented a recommendation made by Bursar Eidson that a fe» of$1.00 be charged pupils who request and receive credit for fees, room and/orboard to cover the administrative costs of recording and transactions and that acharge of 50̂ be made for replacing lost student meal tickets. Trustee Flanaginmade the motion that the charges be made and published in succeeding catalogues.Trustee Johnston seconded the motion which carried unanimously.

Trustee Guthridge made the motion that a fund not to exceed $5000.00 be made availableto assist athletes through the college, the amount to be used to cover actual costsof college fees, room fees, and board. Trustee Johnston seconded the motion whichcarried unanimously.

There was a general discussion of a proposed new athletic conference to includeArkansas State College, Henderson Teachers College, Arkansas Polytechnic Collge,Ouachlta College, State Teachers College, Memphis State College and SouthwestMissouri State College. Without formal action the Board expressed approval of theproposed Conference.

Comptroller Beasley discussed the state funds which the college may anticipateduring the next biennlum stating that the total appropriation will probably beavailable for the next year.

Mr. E. G. Emerson of Emerson, Boche and Company, explained an agreement he hadsecured with Connectioutt Mutual Life Insurance Company to refinance Arkansas StateTeachers College bonds now held by that Company and to purchase 3̂ % additionalbonds to a total amount of $900,000.00 a part of which fund would be used to add100 rooms to Bernard Hall.

Trustee Colvert made the motion that (l) the need for dormitory rooms be established,that the actual cost of the building be determined, this information to be preparedby college authorities, the college architect, and Emerson, Boche and Company.Trustee Snow seconded the motion which carried unanimously.

A letter addressed to Bruce Anderson, of Burks and Anderson, signed by Seth E. Giemof Seth E. Giem and Associates, requesting that any dispute arising between ArkansasState Teachers College and Seth E. Giem and Associates over the payment of liquidateddamage because of delay in construction of the new Training School Building besubmitted to arbitration was read to the Board. Mr. Anderson recommended that thecollege not grant the request. Trustee Flanagin made the motion that the college notsubmit the claims to arbitration and that Mr. Anderson notify Seth E. Giem to thateffect. Trustee Colvert seconded the action which carried unanimously.

Chairman Guthridge thanked the visitors for their presence and contributionto the meeting of the Board.

There being no further business, the Board adjourned until legally calledinto session again.
