Chris Kórleski, Director Re: Richland County Oak Park Tavern Sewerage August 31, 2007 Torn Crone Oak Park Tavern 2919 S.R.430 Mansfield, Ohio 44902 Dear Mr. Crone, On August 22, 2007, an inspectiOn was conducted of the wastewater treatment facilities serving the Oak Park Tavern located at 2919 S.R. 430, Mifflin Township, Richland County. At the time of the inspection all major treatment units were in operation and appeared to be functioning normally. A clear discharge was observed at the creek. A few notes were taken as follows. The western sand filter bed had a layer of sludge present on top. All current flow was being diverted to the easternfilter to allow this one to dry. Once the sludge is dried, it should be raked clean; The sludge scraped off the top should beweighed, placed in a bag, and disposed of in a dumpster. I observed several small piles of dried sludge near the eastern filter bed. This sludge should also be weighed and disposed of as noted above. The overall plant operatiOns were satisfactory. A review of the monthly operating reports submitted to our office for the time period from March through July 2007 revealed that the plant violated the limits contained in your NPDES permit six times over this period. All of the violations were for exceedirig the residual chlorine limit. It may be necessary to install dechlorination facilities in order to prevent future violations. We are pleased to see that the plant has been meeting the majority of the permit limits. This is an improvement. If you have any questions please call me at 419-373-3070. On March 6, 2007, an inspection was made of the wastewater treatment facilities serving theOak Park Tavern located at 2919 S.R. 430, Mifflin Township, Richland County. At the time ofthe inspection all major treatment units were in operation and appeared to be functioningnormally. A clear discharge was observed at the creek.
Our office has been receiving monthly reports as required by your NIPDES permit. A review ofthe reports submitted from June 2006 through February 2007 revealed that the plant violatedthe permit in the months of August and September 2006 and January 2007. You areencouraged to continue working with your certified plant operator, McGhee's Water Service, tokeep the plant working in good condition.
The chlorinator unit still needs to be installed in the chlorine contact tank. This was mentionedin our inspection letter dated October 25, 2006. This unit needs to be installed in time for thechlorination season beginning May 1.
