RATIONALE

The Enhance K+12 Basic Education Program

1.Enhancing the quality of basic education in the Philippines is urgent and critical.

We have to come up with a proposal to enhance our basic education program in a

manner that is least disruptive to the current curriculum, most affordable to

government and families and aligned with international practice.

2. The poor quality of basic education is reflected in the low achievement scores of Filipino students..

Many students who finish basic education do not possess sufficient mastery of basic competencies. One reason is that students do not get adequate instructional time or time on task.

4. The congested curriculum partly explain the present state of education. The current basic education is designated to teach a 12 –year curriculum, yet it is delivered in just 10 years.

5. The quality of education is reflected in the inadequate preparation of high school graduates for the world of work.

High school graduates do not possess the basic competencies or emotional maturity essential for the world of work. It is also a mismatch in the labor and education market.

6. Most graduates are too young to enter the labor force.

This implies that those who do not pursue higher education would be unproductive or vulnerable to exploitative labor practices.

While those who may be interested to set up business cannot legally enter into contracts.

7. The current system also reinforces the misperception that basic education is just for higher education

8. The short duration of our basic education also puts the millions of OFWs, especially professionals and those who intend to study abroad is at disadvantage.

Our graduates are not automatically recognized as professional abroad because other countries view our 10-year education program is insufficient.

The Washington Accord prescribe 12-year basic education. The bologna Accord requires 12 years of education for university admission and practice of profession in European countries.

9. The short basic education program affects the human development of the Filipino children.

A Filipino is legally a child before he or she turns 18 years old.

Psychologists and educators say that children under 18 are generally not emotionally

prepared for entrepreneurship or employment or higher education

disciplines.

The model that is currently being proposed by DepED is the

K-6-4-2 ModelThis model involves

the two years of senior high school intend to provide time for students to consolidate acquired academic

skills and competencies.

IMPLEMENTATION PLAN OF K-6-4-2• The implementation of the K+12 program will be

phased.

• Universal kindergarten will be offered starting SY 2011-2012.

• SY 2012-2013, The new curriculum will be offered to incoming Grade 1 as well as to

incoming Junior High School.

• The target of DepED is to put in place the necessary infrastructure and other necessary arrangements needed to provide Senior High School Education by SY 2016-2017.

The Senior High School Curriculum will offer areas of specialization or electives such as science and technology, music and arts, agriculture and fisheries, sports, business and entrepreneurship and subject for advance placement.

A. TO INDIVIDUALS AND FAMILIES

An enhanced curriculum will decongest academic workload, giving students more time to master competencies and time for extra curricular activities, thus allowing for a more holistic development.

Graduates will possess competencies and skills relevant to the job market.

Graduates will be better prepared for higher education.

Graduates will be able to earn higher wages and /or better prepared to start their own business.

Graduates could now be recognized abroad.

B. FOR THE SOCIETY AND ECONOMY

K +12 will contribute to economic growth. Improvement in the quality of education growth as much as 2%.

K+12 will facilitate mutual recognition of Filipino graduates and professionals in other countries.

A better educated society provides a sound foundation for long-term socio-economic development.

Since the enhanced curriculum will develop the essential competencies and

skills of graduates for productive work or

entrepreneurship, K +12 is not a plus 2 before

graduation but a minus 2 before work.

1. Creation of Task Force

to jumpstart the program, a Task Force will be formed to refine and detail the K+12 implementation

Model. Task Force will be chaired by DepED.

2. Stakeholder Consultations

Regional Consultation leading to National Summit will be conducted to solicit inputs and feedback on the proposed model.Consultations will cover all stakeholders (PTA, public and private Elem and HS, legislators, government & business sectors and others.)

3. Financial Study

A study will be undertaken to determine the financial implications

and the options for financing the enhanced K+12.

4. Curriculum Review and Enhancement.

This will start with the development, validation and nationwide implementation of the Enhanced Basic Education Curriculum for Grade 1 and Hs 1 by SY 2011-2012. Senior HS curriculum shall be develop and validated along with the development of appropriate learning resources.

5. Teacher Training

The training of Grade 1 and HS 1 teachers will start in SY 2011-2012. the training of grade 2 to 12 will be implemented in subsequent years.

6. Legislation

DepED will work for the passage of all necessary and related legislations on the K+12 Basic Education program.

7. K+12 Information, Education and Communication Campaign.

A massive public information campaign based on the 12-year design model and implementation scheme will be implemented.
