Amalungiselelo omThetho wabaNtwana anxulumana nokurhwebo ngabantwana ngokungekho mthethweni noza kusebenza ngoTshazimpuzi ngonyaka ka-2010.

(b) Ukumangalela abantu abafunyenwe bengamaxhoba okurhweba ngabantu ngokungekho mthethweni bebanjelwa amatyala athile abawenzileyo ngenxa yesiphumo ngqo semeko njengokurhweba ngabantu ngokungekho mthethweni, kuyanqandwa ligatya le-16. Oku kuza kunceda amashishini omenzeli anyanzela umthetho ukuba baphandenzulu bamangalele ukurhweba ngabantu ngokungekho mthethweni ngokusebenzisa lamaxhoba njengamangqina. Ucweyo olwalubanjwe kweyoMqungu ngonyaka ka-2010 nalo luphuhliso lwamanqanaba afanayo nokuziqhelanisa okungcono okulungiselelwe iinkundla zemimmandla.

Ulawulo lomThetho woLungiso weeNkundla zoMmandla ulungiselelwe ukutshintsha indlela yobulungisa boluntu eMzantsi Africa, unikeza ngolawulo loluntu kwiinkundla zommandla, ekungokunje kunolawulo lolwaphulo-mthetho olulindeleke kumntwana omnye okanye ababini. kweyomQungu ngonyaka ka-2010. Inkundla iza kuba phakathi kwiSikhululo samaPolisa eVosman (Vosman Police Station) eWitbank (Emalahleni).

UMzantsi Afrika wenze icebo ngonyaka ka-2005 kwiAfrican Peer Review Mechanism (APRM) efikelele kwisigqibo sokuba ilizwe libonise umgangatho ongalungelelaniyo wokuqonda amalungelo eluntwini. UmLawuli-Jikelele woBulungisa noPhuhliso lomGaqo-siseko (DG) uNonkululeko Msomi uncome amagosa eNkundla kaMantyi waseVostile ngokuqinisekisa ukuba ubulungisa buyenziwa. U-DG utyelele inkundla nge-12 kweyomDumba. Injongo yotyelelo, ngokukaNksk Msomi, ibikukubona ubuchule obulungileyo obenza le nkundla isebenze ngempumelelo nokwabelana ngobuchule nezinye iinkundla.

“Ndinakana umsebenzi owenziweyo kule nkundla. Abantu bafumana ubulungisa ngenxa yokuba inkundla iyasebenza. Wongeza ixabiso

kwiinkonzo esizinikayo. Ngoko ke nathi masingabiyongxaki kodwa sibe yimpendulo,” utshilo uDG. Urhulumente kwinzame yokulawula ukwenziwa kwemiyolelo udale umThetho wemiYolelo, womnyaka ka-1953

(UmThetho 7 ka-1953). UmThetho unikeza izenzo ezifunwayo ekwenziweni komyolelo; ukutolikwa kwemiyolelo nokuba semthethweni kwemiyolelo ethile ngokungqinelana nomthetho wangaphakathi wabanye oorhulumente abathile. Inyathelo kuxolelaniso kukhutshwe izidumbu emangcwabeni –Langa 6NguNeliswa Demana

Ugqirha Seekoe uqinisekisa abantu baseMzantsi Afrika ukuba iyunithi yeTRC ukuba ayinakuyeka de zonke izidumbu zamagorha omzabalazo abe afumanekile.

Iintsapho ezintandathu zamagorha omzabalazo kungekudala aza kubanakho ukungcwaba izithandwa zazo ngesidima. Zibongile

Ukukhusela abasebenzisi ekuziqhelaniseni noshishino olungekho mthethweni nolungenanqobo zisesikweni umThetho woKhuselo lomSebenzisi 68 (CPA) womnyaka ka-2008 watyikitywa waba ngumthetho nge-24 kuTshazimpuzi 2009.

Lo mThetho uza kusebenza kweyeDwarha 2010 ngokuxhomekeka kumalungiselelo asagqithayo. Ukugqitha kuza kuvumela ithuba elaneleyo lokuzinzisa iKhomishoni yeSizwe yomSebenzisi (NCC), inkxaso okanye umbutho ophandanzulu kwimicimbi yokhuselo labasebenzisi. I-NCC ilindeleke ukuqala ngokufezekisa umThetho ngasekupheleni kweyeDwarha kulo nyaka.

NgokweCPA umsebenzisi uchazwa njengomsebenzisi wezinto, umamkeli okanye umxhamli weenkonzo kungajongangwa okokuba ebeyinxalenye yetransekshini.

Ilungelo lokulingana kurhwebo lomxhasiEli lungelo likhusela umxhasi ekuziqhelaniseni nocalucalulo lorhwebo. Phantsi kwecandelo 9 lomThetho, umxhobisi ngeempahla neenkonzo fanele angathinteli ngaphandle naluphina udidi lwabantu ngokungafanelekanga ekufikeleleni kwiimpahla ezinikezwa ngumxhobisi. Esi senzo siza kusebenza njengokulumkela okufanelekileyo ukukhusela ubutyebi, intlalo-ntle okanye ukhuseleko lomntwana.

Ilungelo lomxhasi kubomi obubobakheUmxhasi unelungelo lokunyina urhwebo ngqo olungafunekiyo. Ilungelo lomntu ngamnye kubomi obubobakhe libandakanya ilungelo lokwala ukuvuma okanye ukufuna omnye umntu ngokuyeka. Ubushushu beNdebe yeHlabathi busemagxeni ethu kwaye uvuseleleko, ukulindela kwanexhala zonke zisongele zaba yinto enye kubantu abaninzi baseMzantsi Afrika. Kubalulekile nangona ukucacisa izinto ezithile eziphathelelene no-2010 kumagosa nakubemmi abaqhelekileyo njengezinto ezenza iTyala leNkundla yeNdebe yeHlabathi ka-2010.

Inkqubo-sikhokelo yolawulo lobulungisa yaphuhliswa ukuphatha kakuhle ngokukhawulezayo nangokusebenzayo kunye nezehlo ezikwimpixano nomthetho ngexesha lesehlo seNdebe yeHlabathi yeFIFA ka-2010.
