SJFL and member clubs have again been very generous in raising funds through theleague's charity cup competition - played at age groups U11, U13 and U14 with the finalsheld at the Ludlow FC stadium. This year in excess of £2330 has been raised which is anexceptional sum when considering the continuing financial constraints and that over£2700 was raised last season!A cheque presentation was made to four charities at the SJFL Presentation Day andCharity Awards held at The Greenhous Meadow in June 2013. Each charity received£500 and those benefiting this year were; Asthma UK, Little Bears Day Care(Whitchurch), Cardiac Risk in the Young and The Brain Tumour Charity. Whilst all charities were pleased with their awards the league is humbled by theexcellent work they do and trust we have raised awarenessto this and also how the football familydoes help in thecommunity.

SJFL would alsolike to thank Up &Comers FC,Shrewsbury JnrsFC, Belle Vue FC,Shrewsbury SundayFootball League andM & G Sportswear formaking additionaldonations to theleague's charity fund.

Given the challenging financial climate I can report that Turner Peachey have indicated theirwillingness to continue as the main sponsors of the league for an eighth consecutiveseason. This partnership promotes 'fairplay and respect' in the games and as alreadybrought many awards/benefits to league and clubs with most recently the SJFL beingawarded The FA's Silver Accreditation for it's excellent work across Shropshire.

The FA’s Respect Manager Dermot Collins said: “Achieving the Silver Award has markedShropshire Junior Football League out as one of the very best leagues in the country. Theyhave done some truly great work which the FA will use to inspire others’. Collins added:“Through education, promotion, campaigning and dogged perseverance they havechanged the behaviour of teams and individuals and in doing so help ensure the continuinghealth of our national game.”

As part of the FA 150 years SJFL has introduced the award that recognises the hardwork, commitment and dedication that club secretaries do in running and managing ajunior football club. Under her secretarial leadership Debbie Winstone at WhitchurchAlport Juniors FC, who run 12 junior teams, has brought stability and excellence inpromoting grass roots football within the Whitchurch area. SJFL: Club of the Season - 2012-2013

Another award introduced through the FA150 years is for Club of The Season.Shrewsbury Up & Comers FC are founder members of the Shropshire Junior FootballLeague ( then Shrewsbury District Junior League) and continue to support and deliver allaspects of youth development that promotes excellence, fairplay, respect and opportunitiesfor young people to enjoy and play football. Up & Comers are always willing to help both league and county FA with coach educationprogrammes, raising standards, better players and are currently working towards CSDevelopment Club status. The club currently runs 19 teams that cover mini-soccer, 9v9and youth football and next season will be looking to support girls football and a team inthe Shropshire Youth League (U17).The Club of the Season is awarded to Shrewsbury Up & Comers FC

SJFL Outstanding Award and Vice PresidencySharon Murch has been involved with junior football for many seasons with bothShrewsbury Juniors FC, as parent, representative and club secretary, and as mini-soccer'age representative' on the SJFL before taking on the new office as Mini Soccer Secretaryfor The League. In all these positions Sharon has shown great enthusiasm anddedication in providing the best for all and is deserving of being bestowed a VicePresident of SJFL. Whilst the league is sad Sharon is leaving office we are pleased thatshe is starting a new chapter in her life and new family in Welshpool and we wish her allthe best happiness for the future and have pleasure inpresenting her a silver plate in recognition of herwork with SJFL.

SJFL Sponsorship of Primary Schools Final - U10 Boys County Shield

SJFL are very pleased to extend the partnership agreement with SSCFA to includesponsorship of the U10 Boys County Shield which will be played for at the Primary SchoolsFinals which are held yearly at The Greenhous Meadow. The partnership enhances part ofthe reciprocal work of the SSCFA and SJFL in relation to respect, conduct and fairplay ofboys and girls who play junior league and schools football. Prior to the U10 final a chequepresentation was made by SJFL to SSCFA .

This year the U10 final was contested by Meole Brace and Ladygrove schools with thematch ending in a draw and both schools sharing the shield. The shield presentations weremade to both schools by the Town Mayor, Lady Mayoress and Mike Hames (SJFL)

SHREWSBURY UP & COMERS FCShrewsbury Up & Comers is aprogressive club that is currently workingtowards becoming an FA CharterStandard Development Club. The club isone of the biggest within the County interms of number of teams and is lookingto expand further with the addition ofU17/U18 boys and girls teams of allages. The club is very active in itspromotion of the FA RESPECTprogramme as well as having a keyfocus on player and coachdevelopment.

WROCKWARDINE WOOD JUNIORSFC (TYJFL)Wrockwardine Wood Juniors FC is a

rapidly growing club, with the number of teams rising fromjust a couple to more than ten, in less than 3 years. The club has been successful in

retaining junior players into two Adult Male teams and an under 18s team. The formationof an under7s crèche has also proved very popular, resulting in the formation of a numberof new mini-soccer teams, and the adoption of an Adult Female team for the 2013/14season will see the club grow further still.

LUCY SUTTON – ONNY JUNIORSFOOTBALL CLUBLucy has been an active member of OnnyJuniors Football Club for 8 years now,starting as a player in the under 8’s to nowcoaching teams and refereeing matchesevery weekend. She has helped run theOnny Cubs section of the club for the last3 seasons and completed her FA Level 1Coaching Course as soon as she was 16.Lucy qualified as a referee to help officategames for the club’s teams, and hassince moved on to refereeing for anumber of different clubs and leagues.Lucy continues to be a member of theShropshire FA Football Futuresprogramme and will attend the FA’sNational Leadership Camp.photos courtesy of Yarrington Ltd

SHREWSBURY JUNIORS FCShrewsbury Juniors FC are an FACharter Standard Community Clubwith over 20 boys and girls JuniorTeams. The club have also extendedtheir provision this season to includeU18s football with the ambition ofone day having an Adult Male teamas part of the club. The club havealso formed closer partnerships withlocal schools through the ShropshireFA school-club links programmeproviding coaches for free afterschool sessions for age groups theschool can’t currently cater for.They have also been successful in their applicationfor Football Foundation ‘Grow the Game’ Funding, in order to increase the number ofschools they support and expand the number of teams at the club. Shrewsbury Juniorshave also been active in Futsal both as part of Shropshire Junior League and CountyFutsal Qualifiers, as well as supporting all FA iniatives such as RESPECT and Fair Play.

ONNY JUNIORS FCOnny is the largest junior footballclub this season in SouthShropshire, with young playersfrom age 4 through to 16. Theclub aims to provide excellenttraining and football to the youngplayers in the area, whilstteaching all the members of theirclub that winning isn’t everythingand playing football andenjoying it is the number onepriority. The club encourages itselder players to become youngleaders as part of the FA

Football Futures programme ascoaches or referee’s. The club Ethos is Teamwork,

Sportmanship, and Friendship with a focus on working together, to move the club forwardfor the benefit of all players. The club holds an annual under 7s festival to give their ownplayers and those of other clubs their first taste of match football, as well as hosting anannual tournament that attracts over 500 players each year.

SHROPSHIRE JUNIOR FOOTBALL LEAGUEThe Shropshire Junior Football League continues to deliver its commitment to footballdevelopment as the first FA Charter Standard League (February 2009) and continues toacknowledge and reward excellence carried out by the willing volunteer workforce ofleague and clubs. It is the vision of the SJFL to ensure that every young person whoplays football within the league should be able to participate in an enjoyable and safeenvironment. The League supports the FA Respect Code as part of its ‘Fairplay and Merit’scheme/match day reports and this enables the league to monitor behaviour, performanceof team managers, coaches, club officials and supporters in good sportsmanship.This season the league has introduced Referees Appointments for the under 16 agegroup which has led to 90% coverage of qualified and registered referees across allleague fixtures. Currently the league stands at 25 clubs and supports 179 teams. TheLeague continues to organise its Winter Futsal Programme for U8, U9 and U10 agegroups, now into its fifth year, with 42 participating teams. Last season the league raisedover £2700 for local charities.

MIKE HAMES – SHROPSHIRE JUNIORFOOTBALL LEAGUE - COMMENDEDNOMINATIONMike Hames came into junior football in1992, after being involved in seniorfootball since 1976. During his time withUp & Comers he served as teammanager (age groups U10 to U18), waselected chairman in 1996 and lead theclub in becoming the first FA CS Clubin Shrewsbury before election to clubpresident in 2004. Mike was electedchairman of the Shropshire JuniorFootball League in 2000, and waspivotal to the league becoming thefirst FA Charter Standard League inthe Country. He is a Council Memberand Director of Shropshire FA andwas inducted as a Life Member onthe Shropshire Schools & CollegesFA (SSCFA) in 2008.

SJFL FUTSAL 2012/13 Festival

The League sponsored a fifth Futsal Festival following the excellent games from previousyears and 44 teams (over 440 participants) at U8, U9, and U10 enjoyed a very successfulfootball festival at Shrewsbury Sports Village. SJFL was the first junior league in thecountry to provide a mid-winter break for a Futsal festival, which area county associationsand leagues have since followed, and this is now a calendar event that provides anessential part of player development and raising standards. This year Radio Shropshiremade a visit and carried out interviews with players, managers and officers and a link atthe radio station can be found on Futsal as Live.mp3 The League is already inconsultation with SFA, SFA Development Office, Shrewsbury Sports Village and sponsorsto promote a sixth Futsal Tournament next winter (2014). Turner Peachey Fairplay Team Award 2013

SJFL completes its season with a Presentation Day held at the Greenhous Meadow.Whilst teams are presented with the awards for their sporting achievements as leaguewinners and runner up the league also recognises fairplay and respect in the game. Eachage group/division has a winner but the coveted trophy is The Turner Peachey FairplayCup presented to the best overall winner across all age groups. To win this trophy theteam must compete against all 178 teams in the league and are marked by teams theyplay against for their sports behaviour in relation to The FA Respect Code for players,managers and supporters. This year's award is made to Shrewsbury Juniors U8 from theU8 Red division and the team will now go forward to the Shropshire FA Respect awardsfor the county.

A CODE OF CONDUCT FOR FOOTBALL:(Under the Jurisdiction of The Shropshire Football Association)

"Aim to play to a standard that should produce success without making winningthe only goal."

Playing football and being involved in a team game have a great deal to offer young people byhelping them to develop a liking for active participation in a sport which can create an interest inpersonal fitness and health for the rest of their lives. For everyone to benefit from the opportunitiesoffered it is essential that certain standards are met. Football is the national game. All those involvedwith the game at every level and whether as a player, match official, coach, manager oradministrator, have a responsibility, above and beyond compliance with the law, to act according tothe highest standards of integrity, and to ensure that the reputation of the game is, and remains,high. This Code applies to all those involved in football under the auspices of The Shropshire JuniorFootball League (The League) and The Shropshire Football Association.

MANAGEMENT OF THE CODE OF CONDUCT: All clubs registered with The League will be issued with a copy of this Code. The Chairman andSecretary of each club will sign an agreement on behalf of their club to abide by the conditions andstandards of this Code in accordance with league rules. All club officials, members, coaches,managers, players and parents/guardians must abide by this Code.The League will consider reports of misconduct at their monthly meetings and these cases will beheard by The Disciplinary Commission as required. The Disciplinary Commission, with the subject ofthe complaint, and/or with the relevant written information, and/or with the complainant(s) asrequired, will judge each case accordingly. The decision of The Disciplinary Commission will benotified in writing to the Club Secretary of the player(s), officials, manager, member, parent, guardian,spectator, associate (as required) and the complainant(s). The decision of the League ManagementCommittee shall be binding on all parties (subject to rule.16). Serious breaches of this code will bereported to The Shropshire Football Association for disciplinary proceedings under their jurisdiction.1. If a fine is levied against the team official/manager then they will take no active role in this

competition’s football until such fines are paid. 2. Fines will not be imposed on players below the age of 18 years of age as per rule 5L and

charges arising will be levied on the players club. No player shall take part in this competition’sfootball until such fines are paid.

3. If a fine is incurred by the Club due to the behaviour of a Parent / Guardian and/or supporter(s)then that Parent / Guardian / supporter must reimburse the Club the full costs. In the event ofthis happening their child (if registered with the league) will also be excluded from thiscompetition’s football until such fines have been paid by the club.Breaches of this code by coaches, players, team officials, managers, parents/guardians andspectators must be reported to the league in writing and should be sent in the first instance toThe League's General Secretary (through your own club secretary).

All correspondence will be acknowledged accordingly. Misconduct reports can be made by anyleague/club official, match officials including club appointed referee and assistants (linesmen), byany parent/guardian of a club player (through their own club secretary), by any manager or parentof another team (through their own club secretary), by any supporter or spectator (through their ownclub secretary). The decision of the Disciplinary Commission shall be binding on all parties (subjectto rule 16).

CODE OF CONDUCT FOR PLAYERS:

"Never protest at referees’ decisions and treat other players as you would like to be treated.Fair play and respect for all others in the game is fundamentally important."

Players are one of the most important people in the sport. Playing for the team, and for the team to win,is a fundamental part of the game but not-win-at-all-cost. Fair play and respect for all others in thegame is also fundamentally important. No player shall be registered with The League if they have beenexcluded by another league or club for misconduct. Respect towards Opponents: 1. Treat opponents with due respect at all times. 2. Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured

opponents.

CODE OF CONDUCT FOR TEAM OFFICIALS, MANAGERS, and COACHES:"Young people are great copiers, to ensure that your example is worth following set a positiveexample for others, particularly young players and supporters"

No manager/coach shall be appointed by the club or registered with The League if they have beenexcluded by another club, league, or Football Association for misconduct. All managers/coaches willsign a declaration when registering the team with The League agreeing to abide by this Code. Noclub team shall be registered unless such declaration has been signed. Any club official/ coach/manager/ member/associate proved guilty of misconduct or of inducing or attempting to induceplayer(s) from another club shall be liable to expulsion from the league. Teamofficials/coaches/managers will adhere to the F.A Child Protection Policy, Safeguarding Children inFootball and The League’s Child Protection Policy Statement and endeavour to meet the aimscontained within those policies. In doing so you will be expected to behave at all times in a sportingand disciplined manner. Aim to play to a standard that should produce success without makingwinning the only goal.

"Applaud and encourage good play from both teams and never openly criticise referees’decisions. Remember your child is playing for their enjoyment not yours".

Football is run purely for the players and if the Laws and the spirit of the Laws of the game are adheredto the end result will be enjoyable and controlled games of football. All parents / guardians shall sign adeclaration when registering their child with The League agreeing to abide by this Code. No player shallbe registered unless such declaration has been signed. SAFE GUARDING CHILDREN POLICY STATEMENT:

It is the aim of the Shropshire Junior Football League (league) to ensure that every child or youngperson who plays football within this ‘league’ should be able to participate in an enjoyable and safeenvironment and be protected from abuse. A child or young person is anyone under the age of 18engaged in any footballing activity ( including match officials ).All adults associated with this ‘league’ are to safeguard the welfare of all players and where possibleprotect them from physical, sexual and emotional harm and from neglect and bullying.In striving to attain this ‘The League’s’ aims are as follows :l To ensure that the child’s welfare is always considered as paramount.l All young people involved in football have a right to be protected from abuse and harm

regardless of their sporting ability, age, gender, disability, culture, language, racial origin, religiousbeliefs or sexual identity.

l The League will treat all suspicions and allegations of abuse and poor practice seriously and willrespond swiftly and appropriately.

l To ensure that all member clubs appoint a Club Welfare Officer ( previously known as ‘Designated Person for Child Protection’ ). The requirements of this post will be in line with FA recommendations which include as a minimum:a) obtaining an up to date FA accredited CRB Enhanced Disclosure and b) attendance at an FA ‘Safeguarding Children’ Workshop

( previously called ‘Child Protection & Best Practice’ Workshop ) and subsequent resultantcertification which must be kept up to date and renewed every 3 years.

c) Attendance at an FA ‘Welfare Officers Workshop’l To ensure all member clubs attain FA Charter Standard status.l To actively encourage people to take advantage of educational opportunities provided by the FA

in the area of Child Protection and best practice.l To provide a structured network of support to its membership if and when required in areas

relating to Child Protection issues.l To develop pro-active and positive ethics to support the above aims

THE FOOTBALL ASSOCIATION LAWS FOR MINI SOCCER(MAIN POINTS TAKEN FROM THE F.A HANDBOOK)

Officials , Managers and Parents are reminded that Mini Soccer is designed to introduce young children into football within a team environment.The League Management Committee requires that all players should be encouraged and not criticisedso that they can learn and enjoy the game in a friendly and indiscriminate atmosphere . All players areto be given equal playing times.This guide provides the Laws for Under 9 and Under 10 versions of the game, with children playing amaximum of 7v7.No league tables to be published and the option of three trophy events over a maximum of four weeks,spread during the season.Except where other provision, in these Laws are made, the Laws ofAssociation Football apply. Each Law is numbered to correspond with the appropriate Law of theGame.These Laws are mandatory unless special permission is granted by The FA.U9 / U10 THEIR GAMEFrom season 2013/14 Under 9’s are not permitted to play in leagues where results are collected orpublished or winner trophies are presented. This is deemed to be detrimental to the development ofthe player and the game and will not be sanctioned.Under 9’s can play in a maximum of three trophyevents during the season, lasting a maximum of four weeks each. These are short-term experienceshelping children learn about winning and losing in an appropriate environment. feet) high with a non-pointed top.Playing EquipmentPlayers must wear shinguards at all times which must be covered entirely by

the stockings and goalkeepers must wear a distinguishing playing stripAge Group qualification of player ( see Rule 8 B )Duration of play ( see Rule 10 B )Ball Size ( see Rule 10 B )Start of Play Opponents must be 4.5 metres (5 yards) away from the ballOffside There are no offside.Freekicks In Mini Soccer all freekicks are direct . from the ball.Penalty kicks All players except the defending goalkeeper and the kicker must be outside the

penaly area and at least 4.5 metres (5 yards) from the penalty mark .Goal kicks A player of the defending team kicks the ball from any point within the penalty

area. Opponents must retreat to their own half until the ball is in play. Thedefending team does not have to wait for the opposition to retreat and has theoption to restart the game before should they choose to. The ball is in play whenit is kicked directly out of the penalty area.

Throw In A goal cannot be scored direct from a throw-in. The throw-in is the normaloverhead throw.

Substitutions Roll on, roll off substitution is allowed when the ball is out of play and with theagreement of the referee.

(A) This Competition shall be designated the Shropshire Junior Football League and shall consist ofnot more than 100 Clubs approved by the sanctioning authority.The Competition will provide football in accordance with the agreed youth formatspublished under FA Rule C4(A). This Competition will reproduce the relevant FA Rule in itshandbook and on its website to ensure clarity and compliance with Rule 8(B).

The competition will provide 11-a-side football for players who have attained the age of 12 as atmidnight 31st August in a playing season and Mini-Soccer for players who have attained the ageof 6 years but not the age of 10 years as at midnight on 31st August in a playing season.This Competition will provide 9 a-side football for players who have attained the age of 10 as atmidnight on 31st August for U11 and U12 age groups.Other formats of youth football as authorised from time to time by the FA are also permitted.

(B) All such Member Clubs must be affiliated to an affiliated County Football Association and theirnames and particulars shall be returned annually by the appointed date on the Form “D” to theShropshire Football Association. The area covered by the Competition Membership shall bewithin 32 miles of League Headquarters.This Competition shall apply annually for sanction to the Shropshire Football Association and theconstituent teams of Member Clubs may be grouped in divisions, each not exceeding 10 innumber.

(C) Inclusivity and Non-discrimination

(i) This Competition and each Member Club must be committed to promoting Inclusivityand to eliminating all forms of discrimination.

(ii) This Competition and each Member Club does not and must not [by its rules orRegulations or ] in any manner whatsoever unlawfully discriminate against any personwithin the meaning and scope of the Equality Act 2010 or any law, enactment, order orregulation relating to discrimination (whether by age, gender, gender reassignment,sexual orientation, marital status, race, nationality, ethnic origin, colour, religion orbelief, ability or disability or otherwise).

(iii) This Competition and each Member Club must make every effort to promote equalityby treating people fairly and with respect, by recognising that inequalities may exist,by taking steps to address them and by providing access and opportunities for allmembers of the community, irrespective of age, gender, gender reassignment, sexualorientation, marital status, race, nationality, ethnic origin, colour, religion or belief,ability or disability or otherwise.

(iv) Any alleged breach of the Equality Act 2010 legislation must be referred to theappropriate sanctioning Association for investigation.

(D) As an FA Charter Standard League this Competition requires all its Clubs to have achievedFA Charter Standard League status by 2013. The League management committee mayexpel any club that has failed to achieve Charter Standard status by this date. NewMember Clubs have one year to achieve Charter Standard club award. The League hasthe right to refuse membership to a Club if it fails to demonstrate commitment toachieving the award.

(E) This Competition and its Clubs shall support the FA’s Respect programme. As such it recognisesthat everyone in football has a collective responsibility to create a fair, safe and enjoyableenvironment in which the game can take place. A Respect League values the courtesy andfairness by opposing players, club officials and spectators. The League and its Clubs will seek to

play fixtures in a fair, competitive but not antagonistic environment. (F) Member Clubs shall not enter any of their teams playing in the Competition in any other

Competitions (with the exception of F.A. and County F.A. Competitions) except with the writtenconsent of the Management Committee of the Competition.

(G) At the Annual General Meeting or Special General Meeting called for the purpose, a majority ofthe delegates present shall have power to decide or adjust the compilation of the divisions attheir discretion. When necessary this Rule shall take precedence over Rule 12.

(H) Local Rule: Cup Competitions – Children`s Charity Cup,The entire control and management of the Competition shall be vested in the Management of theTelford Junior Youth League and the Shropshire Sunday Junior Football League. The Competitionshall be open to Clubs affiliated to the Shropshire Football Association and shall be competed forannually and cannot be won outright. All member teams shall be automatically entered into theCompetition. Teams not wishing to enter should notify the League Secretary no later than the 1stSeptember.

(I) Local Rule Clubs or teams seeking membership and residing or playing in the Wrekin Division andSouth Shropshire Division (Defined as the Shropshire FA Constituency Boundaries) will not beaccepted to this competition unless sanctioned by the Telford Junior & Youth Football League, SouthShropshire Junior Football league and the Shropshire FA Football Development Committee..

(J) Local Rule The Football Association Child Protection Procedures and Practices Handbookestablishes the Football Association’s position, role and responsibilities and together with theProcedures Handbook clarifies what is expected of other organisations (Shropshire Junior FootballLeague) and individuals (all registered clubs and their members) involved in football. The policyclearly highlights the importance placed by the Football Association on the protection of childrenand young people who participate in football at all levels.

(K) Local Rule All Member Clubs must appoint a Club Welfare Officer to ensure compliance with Rule 1(A) and to encourage compliance with recommendations as detailed in Rule 1 (I). Appointed ClubWelfare Officers must hold a current Football Association CRB Unit Enhanced Disclosure beforehe/she can be nominated/elected as Club Welfare Officer. In addition within three months of theappointment he/she must have attended/applied to attend the FA Safeguarding Children Workshopand the FA Welfare Officer Workshop.

(L) Local Rule The information provided under Rule 2 E will be given on the prescribed forms and mustalso include details of each age group team’s manager & assistant manager. No named persons canbe named and/or assistant manager of more than one age group team within any member Club.

(M)Local Rule Each Club in the League must provide a suitable weekend telephone number. Failure to do this will result in the matter being dealt with by the Management Committee.

2 ENTRY FEE, SUBSCRIPTION, DEPOSIT

(A) Applications by Clubs for admission to this Competition or the entry of an additional team(s) mustbe made in writing to the Secretary and must be accompanied by an Entry Fee of £20 per teamwhich shall be returned in the event of non-election.At the discretion of a majority of the accredited voting members present applications, of whichdue notice has been given, may be received at the Annual General Meeting or a Special GeneralMeeting. The Entry Fee shall apply.When Rule 12(B) is applied and a team seeks a transfer or is compulsorily transferred to anotherdivision no Entry Fee shall be payable.

(B) The Annual Subscription shall be £30 per Team playing 11 a-side football, £30 per Team playing9 v 9 football and £20 per Team playing Mini-Soccer payable on or before 31st July in each year.

(C) Each Club shall, within 7 days/on the day of election, pay a Deposit of £25 which shall bereturnable to Clubs on leaving the Competition provided they have fulfilled their fixtures andcomplied with all orders of the Management Committee.

(D) A Club shall not participate in this Competition until the Entry Fee, Annual Subscription andDeposit have been paid.

(E) Clubs must advise annually to the Secretary in writing by commencement of the season of itsShropshire Football Association affiliation number for the forthcoming Season, failing which theyshall be fined £10. Clubs must advise the Secretary in writing, or on the prescribed form, ofdetails of its Headquarters, Officers and any other information required by the Competition.

(F) Local Rule For the purpose of the Children’s Charity Cup the fees of £10 per team will apply.3. OFFICERS

The Officers of the Competition shall be determined by the Annual General Meeting or SpecialGeneral Meeting and elected thereat. (N.B. Auditors/Verifiers are not Officers).

4. MANAGEMENT, NOMINATION, ELECTION

(A) The Competition shall be governed in accordance with the Rules and Regulations of The FootballAssociation by a Management Committee comprised of the Officers and three members whoshall be elected at the Annual General Meeting. All Participants shall abide by The FootballAssociation Regulations for Safeguarding Children as determined by The Association from timeto time.

B) Retiring Officers shall be eligible to become candidates for re-election without nomination. Allother candidates for election as Officers or Members of the Management Committee shall benominated to the Secretary in writing, signed by the Secretaries of two Member Clubs, not laterthan 1st May in each year. Names of the candidates for election shall be circulated with thenotice of the Annual General Meeting. In the event of there being no nomination in accordancewith the foregoing for any office, nominations may be received at the Annual General Meeting

(C) The Management Committee shall meet at least quarterly. On receiving a requisition signed by two-thirds of the Members of the Management Committeethe Secretary shall convene a meeting of the Committee.

(D) Except where otherwise mentioned all communications shall be addressed to the Secretary whoshall conduct the correspondence of the Competition and keep a record of its proceedings.

(E) All communications received from Clubs must be conducted through their nominated Officers.(F) Local Rule The nominated officer shall be the Club’s Secretary with the exception that relevant

sensitive matters may be dealt with by the Club Welfare Officer. All other correspondence will befiled without acknowledgement.

(G) Local Rule The League shall hold monthly meetings which shall consist of the Officers of theLeague, Management Committee Members and one representative from each Club in the League,who will be entitled to vote (eight to form a quorum). The monthly meetings will normally be held onthe second Monday of the month at League Headquarters and a Club failing to be represented by amember of that Club at the meetings of the League shall be fined £5 for the first offence, £10 for thesecond offence and thereafter £25 for each offence and dealt with at the discretion of theManagement Committee. Not less than seven days notice shall be given of any meeting.

(H) Local Rule The Management Committee shall not include more than four members from one Club.5. POWERS OF MANAGEMENT

(A) The Management Committee may appoint sub-committees and delegate such of their powers asthey deem necessary. The decisions of all sub- committees shall be reported to theManagement Committee for ratification. The Management Committee shall have power to dealonly with matters within the Competition and not for any matters of misconduct that are under thejurisdiction of the Football Association or affiliated Association

(B) Subject to the permission of the Shropshire Football Association having been obtained theManagement Committee may order a match or matches to be played each season, the proceedsto be devoted to the funds of the Competition and, if necessary, may call upon each Club(including any Club which may have withdrawn during the season) to contribute equally suchsums as may be necessary to meet any deficiency at the end of the season. (See Rule 6(e).

(C) Each Member of the Management Committee shall have the right to attend and vote at allManagement Committee Meetings and have one vote thereat, but no Member shall be allowedto vote on any matters directly appertaining to such Member or to the Club so represented or

where there may be a conflict of interest. (This shall apply to the procedure of any sub-committee).In the event of the voting being equal on any matter, the Chairman shall have a second orcasting vote.

(D) The Management Committee shall have powers to apply, act upon and enforce the Rules of theCompetition and shall also have jurisdiction over all matters affecting the Competition, includingany not provided for in the Rules. With the exception of Rules 5(i), 6(h),10(A) 11 and 19 for any breaches of Rule a formal writtencharge must be issued. The respondent shall be given seven days from the date of notice toreply to the charge and given the opportunity to:-(i) Accept or deny the charge(ii) Submit in writing a case of mitigation, or(iii) Put their case before the Management Committee.

All breaches of the Laws Of The Game, Rules And Regulations of the Football Association shallbe dealt with in accordance with F.A Rules by the appropriate Association. With the exception of Clubs playing at Step 7 of the Football Pyramid and the FA Women’sPremier League, the maximum fine permitted for any breach of a Competition rule is £250 and,when setting any fine, the Competition must ensure that the penalty is proportional to theoffence, taking into account any mitigating circumstances.

(E) All decisions of the Management Committee shall be binding subject to the right of appeal inaccordance with Rule 16.Decisions of the Management Committee must be notified in writing to those concerned withinseven days.

(F) Four Members of the Management Committee shall constitute a quorum for the transaction ofbusiness of the Management Committee and Four Members shall constitute a quorum for thetransaction of business by any sub-committee of the Competition.

(G) The Management Committee, as it may deem necessary, shall have the power to fill in an actingcapacity, any vacancies that may occur amongst their number.

(H) A Club having failed to comply with an order or instruction of the Management Committee, orfailing to satisfactorily attend to the business and/or the correspondence of the Competition, shallbe liable to be fined or otherwise penalised at the discretion of the Management Committee.

(I) All fines and charges shall be paid within 14 days of the date of posting of the written notification.Any Club failing to do so will be fined a maximum of £50. Further failure to pay the fine includingthe additional sum within 14 days will result in fixtures being withdrawn until such time as theoutstanding payments are settled.

(J) A member of the Management Committee appointed by the Competition to attend a meeting ormatch may have any expenses incurred refunded by the Competition.

(K) The Management Committee shall have the power to fill any vacancy that may occur in themembership of the Competition between the Annual General or Special General Meeting calledto decide the constitution and the commencement of the Competition season.

(L) No participant under the age of 18 can be fined.(M) Leagues who organise Mini Soccer for teams playing U7, U8 and U9 football may not, with the

exception of Rules 6, 10A, 11d, 14 and 19 fine clubs for breaches of League Rules.(N) For those leagues defined under Rule 5 (M) when a team fails to fulfil either a festival or

development fixture and pitch hire costs have been incurred, the Organising Competitionwill be empowered to order the defaulting club to pay these costs and charge anadministration fee of up to £10.

(O) The business of the Competition as determined by the Management Committee may/shall betransacted by electronic mail or facsimile.

(P) Local Rule The Management Committee have the power to charge expenses with the necessary finesas laid down in the Rules of the Shropshire Junior Football League.

(Q) (i)Local Rule For the purpose of all Cup Competitions, All questions of eligibility, qualificationof competition etc, shall be referred to the Management Committee, whose decision shall befinal, subject to Rule 15 and any protest must be accompanied by a deposit of £5 which shall beforfeited. Any protest must be lodged in duplicate with the League Secretary postmarked, within72 hours of the completion of the fixture to which the protest refers.Any Club not satisfied with the decision of the Management Committee has the right to appeal tothe Shropshire Football Association as per Rule 15(f).(ii) It is recommended by the Management Committee that Clubs entering the Charity CupCompetition raise money for the charity nominated (by draws etc.) and the proceeds of these tobe submitted to the League Secretary for distribution to the nominated charity.(iii) The team winning the competition trophy will ensure its value and sign to cover any lossordamage. To be returned engraved and in a good clean condition.

6. ANNUAL GENERAL MEETING

(A) The Annual General Meeting shall be held not later than May 31stin each year. At this meetingthe following business shall be transacted provided that at least one third Members are presentand entitled to vote:-(i) To receive and confirm the Minutes of the preceding Annual General Meeting.(ii) To consider any business arising there from.(iii) To receive and adopt the Annual Report, Balance Sheet and Statement of Accounts.(iv) Election of Clubs to fill vacancies (as recommended by the Management Committee).(v) Constitution of the Competition for ensuing season.(vi) Election of Officers and Management Committee.(vii) Appointment of Auditors.(viii) Alteration of Rules, if any (of which notice has been given).(ix) Fix the date for the commencement of the season and kick off times applicable to the

Competitions.(ix)(i) Fix date to conclude the season.(x) Other business of which due notice shall have been given and accepted as being relevant

to an Annual General Meeting.(B) A copy of the duly verified Balance Sheet, Statement of Accounts and Agenda shall be forwarded

to each Club at least fourteen days prior to the meeting, and to the Shropshire County FootballAssociation(s).

(C) A signed copy of the duly audited Balance Sheet and Statement of Accounts shall be sent to theShropshire County Football Association(s) within fourteen days of its adoption by the AnnualGeneral Meeting.

(D) Each Member Club shall be empowered to send two delegates to an Annual General Meeting.Each Club shall be entitled to one vote only. Fourteen days’ notice shall be given of any Meeting.

(E) Clubs who have withdrawn their Membership of the Competition during the season beingconcluded or who are not continuing Membership shall be entitled to attend but shall vote onlyon matters relating to the season being concluded. This provision will not apply to Clubsexpelled in accordance with Rule 17.

(F) All voting shall be conducted by a show of voting cards unless a ballot be demanded by at leastone third of the delegates qualified to vote or the Chairman so decides.

(G) No individual shall be entitled to vote on behalf of more than one Member Club.(H) Any continuing Member Club failing to be represented at the Annual General Meeting without

satisfactory reason being given shall be fined £10(I) Officers and Management Committee members shall be entitled to attend and vote at an Annual

General Meeting.(J) All Leagues, Competitions and Clubs registered with the Shropshire F.A shall, on or before 15th

June each year, hold their AGM for election of officers and committee for the ensuing season.Clubs must inform the League Secretary of date of their AGM.

7. AGREEMENT TO BE SIGNED

The Chairman and the Secretary of each Club shall complete and sign the following agreementwhich shall be deposited with the Competition together with the Application for Membership forthe coming season, or upon indicating that the Club intends to compete.

_________________________________Football Club have been provided with a copy of theRules and Regulations of the Shropshire Junior Football League Competition and do herebyagree for and on behalf of the said Club, if elected or accepted into Membership, to conform tothose Rules and Regulations and to accept, abide by and implement the decisions of theManagement Committee of the Competition, subject to the right of appeal in accordance withRule 16."Any alteration of the Chairman and /or Secretary on the above Agreement must be notified to theShropshire County Football Association(s) to which the Club is affiliated and to the Secretary ofthe Competition.

8. QUALIFICATION OF PLAYERS

(A) (i) Contract players, as defined in Football Association Rules, are not permitted in this Competition with the exception of those Players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System.

It is the responsibility of each Club to ensure that any player signing a registration form for that Club has, where necessary, the required International Transfer Certificate. Clearance is required for any player aged 12 and over crossing borders including Wales, Scotland and Ireland.

(ii) No player registered with a F.A. Premier League or Football League Academy undertheElite Player Performance Plan contained within Youth Development Rules will bepermitted to play in this competition. Details of the Youth Development Rules arepublished on the FA website.

(ii) (a) Local Rule A player may not play more than one game in any one day including gamesoutside the control of the Shropshire Junior Football League.

(iii) While serving in any branch of Her Majesty’s Regular Forces, a player must first obtain theconsent of his commanding officer before signing a registration form to play for a Club.

(B) A registered youth playing member of a Club is one who, being in all other respects eligible,has:-(i) Signed a fully and correctly completed Competition registration form in ink, countersigned

by his /her parent or guardian and by an Officer of the Club, and who has beenregistered with the Registrations Secretary 7 days prior to playing . The registrationdocument must incorporate any known serious medical conditions of the player andemergency contact details of the player’s parents or guardians. These details must beavailable at matches and training events the player attends within the management ofthe Club or Competition.The registration document must incorporate a current passport-size photograph of theplayer seeking registration together with proof of the player’s date of birth.If a player’s age is required for Registration purposes a Competition must accept anoriginal birth certificate or a photocopy, in cases where a birth certificate is not availablea Competition is required to accept a photo copy of the players passport or other officialdocument issued by a Government Agency attesting to the players date of birth.

The qualification dates for the competition shall be as follows:Children who have attained the age of six but are under the age of

(b) eight as at midnight on the 31st August in season 2014/15 may be permitted toplay in a match between sides with a maximum of five players and shall playaccording to the correct Laws of The Game for that format.

Children who have attained the age of

(a) seven as at midnight on the 31st August in season 2013/14

(b) eight as at midnight on the 31st August in season 2014/15 may be permitted toplay in a match between sides with a maximum of seven players and shall playaccording to the correct Laws of The Game for that format.

Children who attained the age of nine but are under the age of ten as at midnight on the31st August in the playing season may be permitted to play in a match between sides witha maximum of seven players and shall play according to the correct Laws of The Gamefor that format.

Children who have attained the age of ten but who are under the age of

(a) eleven as at midnight on the 31st August in the season 2013/14

(b) twelve as at midnight on the 31st August in season 2014/15 may be permitted toplay in a match between sides with a maximum of nine players and shall playaccording to the correct Laws of The Game for that format.

Children who have attained the age of six as at midnight on the 31st August in a playingseason may play Futsal according to the Law of The Game Futsal. The particular ageranges for such activity are subject to amendment by The Football Association from timeto time.

In season 2013/14, children shall not play, and shall not be permitted or encouraged toplay, in a match between sides of more than the following number of players, according totheir age group:

Under 7 – 5v5 (including Futsal)Under 8 – 7v7Under 9 – 7v7Under 10 – 7v7Under 11 – 9v9Under 12 – Under18 – 11V11

(For the season 2013/14 it has been sanctioned by the Shropshire Football Associationthat Under 12`s shall play 9v9).

In season 2014/15, children shall not play, and shall not be permitted or encouraged toplay, in a match between sides of more than the following number of players, according totheir age group:

Under 7 – 5v5 (including Futsal)Under 8 – 5v5Under 9 – 7v7Under 10 – 7v7Under 11 – 9v9Under 12 – 9v9Under 13 – Under 18 – 11v11

Children permitted to play 11 v 11 but are under the age of fifteen as at the 31st August ina playing season shall not be permitted to play in a match where any other player is olderor younger by two years or more than that person.

(The above qualification dates are subject to the provisions contained in FA Rule C4(a) in itsentirety.)

C) Rule 1 (C) of the Standard Code Of Youth Rules does not apply to this League. (D) A player having taken part in matches for any Club affiliated to any County Football Association

shall not be allowed to join, be transferred to, or sign for a Club in the Competition without firstproving to the officials of the intended Club that the player has discharged all reasonablefinancial liabilities to the previous Club or Clubs, and a Club official may not accept such player'ssignature without first ascertaining whether such claims have been discharged to the satisfactionof the Club, or Clubs, for which the player last played.

(E) A fee of £1 shall be paid for each player registered.Registration forms shall be obtained from the Registrations Secretary.

(E)(i) Local Rule Each Club shall be given eighteen registration forms per team for U13 to U16 AgeGroups. Fourteen registration forms for U10 (mini-soccer), U11 and U12 (9v9) Age Groups. Twelveregistration forms for U9 Age Group and ten registration forms for U8 Age Group.

(F) The Management Committee shall decide all registration disputes.In the event of a player signing a registration form or having a registration submitted for morethan one Club priority of registration shall decide for which Club the player shall be registered.The Registrations Secretary shall notify the Club last applying to register the player of the fact ofthe previous registration.

(G) It shall be deemed misconduct for a player to:-(i) Play for more than one Club in the Competition in the same season without first being

transferred.(ii) Having signed for one Club in the Competition, sign for another Club in the Competition in

that season except for the purpose of a transfer.(iii) Submit a signed registration form for registration that the player had wilfully neglected to

accurately or fully complete.(H) (i) The Management Committee shall have power to accept the registration of any player

subject to the provisions of clauses (ii) and (iii) below.(ii) The Management Committee shall have power to refuse, cancel or suspend the registration

of any player who has been charged and found guilty of registration irregularities. (Subject to Rule 16).

(iii) The Management Committee shall have power to make application to refuse or cancel theregistration of any player charged and found guilty of undesirable conduct (subject to Rule16)subject to the right of appeal to the FA or the relevant County Football Association.Undesirable conduct shall mean an incident of repeated conduct, which may deter aparticipant from being involved in this Competition. Application should be made to the parentCounty of the Club the player is registered with.

(iv) For a player who has previously had a registration removed in accordance with clause (iii) but has a registration accepted at the expiry of exclusion will be considered to be under a

probationary period of 12 months. Whilst under a probationary period, should the playercommit a further act of proven misconduct under the jurisdiction of the Competition,(excluding standard dismissals), the Competition would be empowered to consider a furtherCharge of bringing the Competition into disrepute.

(Note: Action under Clause (iii) shall not be taken against a player for misconduct until thematter has been dealt with by the appropriate Association, and then only in cases of the playerbringing the Competition into disrepute and will in any case be subject to an Appeal to theFootball Association.) For the purpose of this Rule, bringing the competition into disrepute canonly be considered where the player has received in excess of 112 days’ suspension, or 10matches in match based discipline, in a period of two years or less from the date of the firstoffence.

(I) Subject to The FA Rule C2(a) dealing with players without a written contract when a playerdesires a transfer, the Club the player wishes to transfer to shall submit a transfer form to theRegistration Secretary accompanied by a fee of £5. Such transfer shall be referred by theRegistrations Secretary to the Club for which the player is registered. Should this Club object to

the transfer it should state its objections in writing to the Registrations Secretary and to theplayer concerned within seven days of receipt of the transfer form. Upon receipt of the Club'sconsent, or upon its failure to give written objection within seven days, the RegistrationsSecretary may, on behalf of the Management Committee, transfer the player who shall bedeemed eligible to play for the new Club from such date or seven days after receipt of suchtransfer.In the event of an objection to a transfer the matter shall be referred to the ManagementCommittee for a decision

(Ii) Local Rule A Club or team wishing a transfer of a player from another Club or between teamswithin a Club, shall observe the following procedures:Given 7 days notice of intent approach to the Club/team which holds the players existingregistration such notice between Clubs to be registered post or recorded delivery. At the end ofseven days notice, obtain the players signature on a transfer form.The transfer form is then to be sent to the Club which holds the players registration for signature bythe secretary and returned to the Club desiring the transfer within 7 daysThe transfer is then sent, along with an administration fee of £5, to the appropriate RegistrationSecretaries in accordance with league rules.

(J) A player may not be registered for a Club nor transferred to another Club in the Competition after31st January except by special permission of the Management Committee.(i) A Player may not play for more than one team in any Cup Competition in any one season.

(K) A Club shall keep a list of the players it registers and a record of the games in which they haveplayed, and shall produce such records upon demand by the Management Committee.In the event a Club has more than one team in an age group, each team must be clearlyidentifiable but not designated “A” and “B” or 1st 2nd. In such cases, players will be registeredfor one team only. A player so registered will be allowed to play for his Club in a younger orolder age group within the provisions of Rule 8 (B).subject to rule (Ni)

(L) A register containing the names of all players registered for each Club, with the date ofregistration, shall be kept by the Registrations Secretary and shall be open to the inspection ofany duly appointed Member Club representative at all Management Committee meetings or atother times mutually arranged. Registrations are valid for one Season only.

(M) A player shall not be eligible to play for a team in any special championship, promotion orrelegation deciding match (as specified in Rule 12(A)) unless the player has played three gamesfor that team in this Competition in the current season.

(N) Rule 8(N) of the Standard Code Of Youth Rules is not applicable to this league.(N) (i) Local Rule A player shall not be eligible to play and it will be misconduct for a player:

(a) to be registered to play in this League whilst being registered with another League.(b) to play for more than one age group for the Club for which the player is registered.(c) to register for any team whist there are financial liabilities owing to a previous Club in the

Competition. (O) (i) Any team playing an unregistered or otherwise ineligible player or players shall have the

points gained in the match deducted from its total and may be fined and/or otherwise dealt with at the discretion of the Management Committee.

(ii) In addition the team shall have three points deducted from its total at the discretion of theManagement Committee and may be dealt with in any further manner which is thought to befit.

(iii) The Management Committee may, at its discretion, award the points available in the match inquestion to the opponents, subject to the match not being ordered to be replayed.(The following Clause applies to Competitions involving players in full-time secondaryeducation):-

(P) (i) Priority must be given at all times to school and school organisations’ activities. This is not applicable for under 17/18 football.

(ii) The availability of children must be cleared with the Head Teachers (except for SundayCompetitions).

(iii) Children under 15 shall not play in a team involving players who are more than 2 years older.(Q) Local Rule Sufficient completed Registration Forms (five for Mini Soccer and seven for U11 to U16

Age Groups)must be returned to the Registration Secretary with a stamped address envelope by 1stAugust to complete team registration for the ensuing season. Clubs failing to comply will be fined£10 for each incomplete team registered by the closing date.

(R) Local Rule Players must be registered by the 1st September to be eligible to play the first game ofthe season. Clubs failing to fulfil their first league fixture due to insufficient registered players willautomatically be fined £20 and the points awarded to the opposition.A player is deemed registered when a completed form is received by the Club’s Secretary from theLeague Registration Secretary. Note – rules 8B (i) and 8U must be complied with.

(S) Local Rule Following the 1st September registration applications must be received seven days priorto the Sunday of which the applicant wishes to play and will be returned in the first class stampedaddressed envelope supplied by the Club requiring the registration.

(T) Local Rule All players will be considered to be registered with their respective Clubs until the 31st May.(U) Local Rule All Registrations will be checked against match report forms(V) Local Rule For the purpose of the Charity Cup Competition the Under 10, 12, 15, and 16 competitions

shall be administered by the TJYFL, and the U11,U13,U14 shall be administered by the Shropshire JuniorFootball League, whose rules shall apply unless specifically stated otherwise in these Rules.(a) Clubs who are not members of the TJYFL or the Shropshire Junior Football League or the South

Shropshire League and whose headquarters are outside the County shall not be invited to participate.(W) Local Rule Club officials must ensure that all registration forms are available at all matches for team

inspection by the opposition prior to the match commencing. Should teams fail to produce any forms thematch report form shall be annotated accordingly and the league Secretary informed in writing after thematch has taken place. Teams failing to produce registration forms on match days will be fined £10 andany further breaches by the club/team will be dealt with at the discretion of the Management Committee.The Management Committee reserve the right to inspect on request the aforementioned forms at any time. Each team to be given signing on forms prior to the start of the season. A player registered must residewithin 15 miles radius ( As the crow flies ) of the headquarters of the club holding its registration. It is theresponsibility of the club secretary or notified deputy (Whoever signs the form of registration) to ensurethat the player resides within the allowed distance, prior to forwarding the form to the registrationsecretary. The headquarters of the club can only be changed at the end of one season, and prior tocommencement of the next season. Signing on forms to number eighteen for Youth Football (U13-U16),fourteen forms for U11 and U12 (9v9) and for Mini Soccer teams, U8 ten, U9 twelve and U10 fourteen.

(V) Local Rule The Management Committee has the power to withhold a souvenir from a player (X) Local Rule Girls are only eligible to play representative soccer with boys up to the age of

fifteen (inclusive) in this Competition.(Note: For players under the age of 18 the provisions contained in Football Association Rules willapply.)

9. CLUB COLOURS. CLUB NAME

(A)Every Club must register the colour of its shirts and shorts with the Secretary by 1st July whoshall decide as to their suitability.Goalkeepers must wear colours which distinguish them from other players and the referee.No player, including the goalkeeper, shall be permitted to wear black or very dark shirts.Any team not being able to play in its normal colours as registered with the Competition shallnotify the colours in which they will play to its opponents at least four days before the match.If, in the opinion of the referee, two Clubs have the same or similar colours, the home team shallmake the change. Any team not having a change of colours or delaying the kick-off by not havinga change shall be fined £10.

The Secretary of the Competition may request shirts to be submitted if complaints are receivedas to lack of distinguishing colours, and the Management Committee may refuse to permit anyshirts or shorts as they think fit. Shirts must be numbered.

(B) Any Club wishing to change its name and/or colours must obtain permission from its affiliatedCounty Football Association and from the Management Committee.

(C) Local Rule Players names must not be shown on the playing strips.(D) Local Rule kit sponsorship displaying the name of a licensed business or related products of : public

houses, hotels, bars, night clubs, adult shops and betting shops is not permitted. If a Club has any doubtabout the appropriateness of sponsorship they should consult the League Secretary. The ManagementCommittee may refuse to permit any kit to be worn in the Competition that they deem inappropriate.

10. PLAYING SEASON. CONDITIONS OF PLAY, TIMES OF KICK-OFF. POSTPONEMENTS.SUBSTITUTES

(A) The Annual General Meeting shall determine the date for the commencement of the season inaccordance with Football Association Rules. Original fixtures arranged by the (Fixtures)Secretary, or at a meeting specially convened for that purpose, to be held no later than 14 daysprior to the start of the season, must not be arranged for a date later than seven days precedingthe concluding date determined by the Annual General Meeting.If mutually arranged at a meeting a list of fixtures must be forwarded to the (Fixtures) Secretarywithin seven days of the meeting. Fixtures are deemed to be accepted unless objections arereceived by the (Fixtures) Secretary within fourteen days of their issue.

(B) All matches shall be played in accordance with the Laws of the Game as determined by theInternational Football Association Board or, for Mini-Soccer, the Laws of Mini-Soccer as set downby The Football Association.Clubs must take all reasonable precautions to keep their grounds in a playable condition. Allmatches shall be played on pitches deemed suitable by the Management Committee. If throughany fault of the home team a match has to be replayed, the Management Committee shall havepower to order the venue to be changed.The Management Committee shall have power to decide whether a pitch and/or facilities aresuitable for matches in the Competition and to order the Club concerned to play its fixtures onanother ground.(Bi) Local Rule Development Leagues. The league will provide development football for U8, U9 and

U10 in mini soccer formats and 9v9 football at U11 and U12. All age groups (except U12) will notplay for points and NO results or league tables/rankings will be published. Age groups U10, U11and U12 will be eligible to enter cup competitions.

(Bii) Where the home team’s pitch is considered unfit and the away team’s pitch is available andfit for use by 7pm on the Thursday prior to the commencement of the scheduled fixture, thefixture will be reversed. The original home team will take responsibility for the organisationof the Referee . Football Turf Pitches (3G Artificial Pitches) are allowed in this Competition providing theymeet the required performance standards and are listed on the FA`s Register of FootballTurf Pitches. For clubs playing at Step 7 and below from season 2014/15, all Football TurfPitches used must be on the FA`s register and must be tested (by an accredited testinstitute) every three years and the results passed to The FA. The FA will give a decision onthe suitability for use and add the pitch to the Register.The home Club is also responsile for advising participants of footwear requirements whenconfirming match arrangements in accordance with Rule 10(D). All matches shall have a duration as set out below unless a shorter time (not less than 80%of the original minutes) is mutually arranged by the two Clubs in consultation with thereferee prior to the commencement of the match, and in any event shall be of equal halves.For Development League (Mini-Soccer) – The maximum duration of play shall be twohalves of 20 minutes each way. The maximum playing time in any one day for under 7 andunder 8 age groups is 40 minutes and for under 9 and under 10 age groups is 60 minutes.

For Youth football – The duration of play shall be as follows unless it is mutually agreed byall parties to reduce the time. For under 11 and under 12, 30 minutes each half; for under13, 14, 35 minutes each half and under15 and under 16, 40 minutes each half; under 17and under 18, 45 minutes each half.The minimum time for any game will not be less than 20 minutes each half for players inthe under 14 age group and below and 25 minutes each half for all other age groups.No player participating in an under 17 division or lower age group shall be permitted to playmore than one game or, in the event the competition allows the playing of a double-header,ie: two separate matches, 100 minutes per day in this Competition.The times of kick-off shall be fixed at the AGM. (Games must not start before 10.am and nolater than 3.pm). Any Club failing to commence at the appointed time shall be fined a sumnot exceeding £5 or be otherwise dealt with as the Management Committee maydetermine.Referees must order matches to commence at the appointed time and must report all latestarts to the Competition.The home team must provide at least two footballs fit for play and the referee shall make areport to the Competition if the footballs are unsuitable. The size of football to be used: ForMini-Soccer, size 3 for players in the under 7, 8 and 9 age categories; size 4 for under 10s.For youth football – size 4 for those playing under 11, 12, 13 and 14 age groups; size 5 forall other age groups. Goal nets must be used.

(C) Except by permission of the Management Committee all matches must be played on the datesoriginally fixed but priority shall be given to The Football Association and all relevant parentAssociation Cup Competitions. All other matches must be considered secondary. Clubs maymutually agree to bring forward a match with the consent of the (Fixtures) Secretary.In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear daysnotice of the match (unless otherwise mutually agreed).(i) Local Rule Conference dates for all Cup Competitions must be strictly adhered to(This rule

Supersedes Rule 10(C.). Any teams failing to play on dates specified will automatically forfeit thegame with the exception of call offs due to weather conditions or school activities . This League willnot set down dates over Christmas, New Year or Easter.

(D) The Secretary of the home Club must give notice in writing of full particulars of the location of,and access to, the ground and time of kick-off to the match officials and the Secretary of theopposing Club at least four clear days prior to the playing of the match. The away Club shallseek and acknowledge receipt of such particulars.Any Club failing to comply with this Rule shall be liable to a fine of £10.

(D) (i) The away club shall seek and acknowledge receipt of such particulars provided by the home Club except for U16 age groups where the away team will be notified of the appointed match referee only by the league.

(D) (ii) Registered referees shall be appointed by the league for all U16 age group matches in a Manner approved by the Management Committee and by the sanctioning Association.All U16 matches shall kick off at 2.pm unless the league is notified in writing giving 28 days notice to the Referees Appointment Secretary where it will be a 11am kick off. (See rules 13(A)(i) & (ii) )

(E) In the event of a Club playing in any match with less than10 (6 small sided) players they shall befined £0 for each missing player. A minimum of 7 players will constitute a team for a Competitionmatch. This FA rule does not apply to Mini Soccer.

(F) League Fixtures.

(i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to inflict a fine, deduct points from the defaulting Club, award the points from the match in question to the opponents, order the defaulting Club to pay any expenses incurred by the opponents or otherwise deal with them except the award of goals. Not withstanding the foregoing home and away provision, the Management Committee shall have power to order a match to be played on a

neutral ground or on the opponent's ground if they are satisfied that such action is warranted by the circumstances.

(ii) of the Standard Code Of Youth Rules is not applicable to this league.(iii) Any club unable to fulfil a fixture or where a fixture has been postponed for any reason must,

without delay, give notice to the (Fixtures) Secretary, the Competition Referees AppointmentsSecretary, the Secretary of the opposing Club and the match officials. Any Club failing to comply shall be dealt with by the Management Committee who may inflict a fine.

(iv) In the event of a match not being played or abandoned owing to causes over which neither Club has control, it shall be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Management Committee. Failing such agreement and notification to the (Fixtures) Secretary within 3 days the Management Committee shall have power to order the match to be played on a named date or on or before a given date.

(v) The Management Committee shall review all matches abandoned in cases where it is consequent upon the conduct of either or both teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall be empowered to order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one team or its Club member(s) they shall be empowered to award the points for thematch to the opponent. In cases where a match has been abandoned owing to the conductof both teams or their Club member(s), the Management Committee shall rule all points forthe match as void. No fine(s) can be applied by the Management Committee for anabandoned match.

(vi) The Management Committee shall review any match that has taken place where either orboth teams were under a suspension imposed upon them by the Association or AffiliatedAssociation. In each case the team that was under suspension would be dealt with in thesame manner as if they had participated with ineligible players in accordance with Rule 8(O)above. Where both teams were under suspension the game must be declared null and void.

(Vii) Local Rule Cup Competitions.For the purpose of all Cup Competitions, The names of the Clubs entered for the competition shall beplaced in one lot and shall be drawn from such a lot in couples at a time. The couples shall competewith each other and the name of the winning Clubs shall be placed in a lot, drawn in couples andcompete as in the first tie and so on until the semi-finals are reached. In each round the tie to beplayed on the grounds of the Club first drawn or as otherwise directed by the Management Committee.Semi-final ties to be played in the ground of the team drawn first or at the discretion of theManagement Committee. Finals shall be played on neutral grounds as decided by the ManagementCommittee. Ties will be played on the dates specified. With the exception of call offs due to weather orschool activities ties will be played on the dates specified. Failure to comply will result in theoffending team forfeiting the tie in favour of their opponents.The duration of games shall be:Under 10 : 40 minutes (20 minutes each way)Under 11/12 : 60 minutes (30 minutes each way)Under 13/14: 70 minutes (35 minutes each way)Under 15/16 80 minutes (40 minutes each way) should the scores be equal after 10 minutes of extra time penalties will take place under F.I.F.A. rules to decide the tie.No player can play for more than one Club in any particular Cup competition during that season. (accepting that the League Cup and Consolation Cup are separate competitions. A player in order toplay in a Cup-tie must have signed for his Club according to League Rules, and to play in a semi-finalor final must have been signed on for his Club and registered with this League as per League Rules 21days prior to the Cup Conference date. Semi-finals to be played on the grounds of the team drawn firstin each pairing.The Consolation Cup shall be contested between teams defeated in the preliminary round and firstround proper of the League Cup. For those sections where seven (7)or six (6) teams are competing,teams defeated in the semi-final stages of the League Cup shall also be included. Where there is aclash of fixtures the precedence for determining which match is played is as follows school matche

(although these normally do not take place on a Sunday), Charity Cup matches, League Cup matches,Consolation Cup matches and, lastly League matches.Once four days notification has been given of the forthcoming fixture as per Rule 10(D), where thehome team’s pitch is considered unfit and the away team’s pitch is available and fit for use by 7.pm onthe Thursday prior to the commencement of the scheduled fixture, the fixture will be reversed. Theoriginal home team will take responsibility for the organisation of the referee. The use of artificialpitches are allowed for Cup Competitions, but not sand based pitches.

(G) A Club may at its discretion and in accordance with the Laws of the Game use 5 substituteplayers in any match in this Competition who may be selected from seven players.(i) A Club may at its discretion and in accordance with the Laws Of The Game use 5substitute

players in any match at U11 and U12 (9v9) in this Competition who may be selectedfrom five players. All other age groups Rule 10(G) applies.For Mini-Soccer – any number of substitutions may be used at any time with the permissionof the Referee. Entry onto the field of play will only be allowed during a stoppage in play. Aplayer who has been replaced may return to the play as a substitute for another player. ATeam must not have a squad greater than double the size of its team in an age group.For Youth Football – for teams in the under 16 age group and below, a player who has beensubstituted himself becomes a substitute and may replace another player at any time subjectto the substitution being carried out in accordance with Law 3 of the Laws of AssociationFootball.The referee shall be informed of the names of the substitutes not later than five minutesbefore the start of the match.A player who has been selected, appointed or named as a substitute before the start of thematch but does not actually play in the game shall not be considered to have been a playerin that game within the meaning of Rule 8 of this Competition.

(H) The half time interval shall be of variable minutes duration, but it shall not exceed fifteen minutes.The half time interval may only be altered with the consent of the referee.

(I) The Competition shall require all players and club officials to have signed the FA’s RespectCodes of Conduct and produce these if so requested by the League management committee.Prior to each match the participating teams and officials shall conduct the ‘Respect’ handshakeand/or participating teams to offer ‘three cheers’ and handshakes to the opposing team after thematch.The participating clubs taking part in the fixture shall identify a team captain designatedwith a captain’s armband who has a responsibility to offer support in the management of the on-field discipline of his/her team mates. If the participating players are considered to be too youngto take on this role a member of the team coaching staff should provide this support.Each home club shall make arrangements for the provision of designated areas for spectators.This area can be marked by an additional painted line, the use of cones, a roped off area or useof a temporary spectator barrier. The area for spectators should start two metres from thetouchline on both sides of the pitch. Each area should run the full length of the pitch. It isrecognised, however, that the alignment of some public pitches does not allow for thisarrangement in which case other appropriate arrangements should be made.

(J) For Under 11 and U12 football in this competition the Standard Code Of Youth Rules regardingteam participates, squad size, pitch size and goalpost size are suspended and not withstandingother rules are replaced as follows:Pitch size 80yds x 50yds, Goalpost size 7ft(h) x 16ft(w), Penalty area 10yds x 18yds, Penaltymark at 8yds. All in accordance with the FA Goalpost And Pitch Sizes For Youth Football. (k) All matches will be played on a Sunday unless otherwise stated or having received prior

agreement by the League Management Committee. The Fixture Secretary will have thepower to allocate midweek fixtures as it deemed appropriate.

(L) The League Management Committee will decide the Divisional structure for each age groupirrespective of number of entries with the exception that no division will exceed 10 teams inaccordance with the requirements/guidelines under the CS for leagues.

(M) Notice of postponement of any match due to exceptional circumstances, that is anything otherthan weather related, must be given in writing (giving full explanation, naming players available,unavailable and their reason) by the Club Secretary or endorsed by the Club Secretary of thepostponing team to the League Secretary. The notification must be received or postmarked nolater than five days after the date of fixture. Failure to notify will incur a £10 fine.The postponing Club will be liable to an automatic £10 fine for the postponement of the fixture,which must accompany the letter of explanation. This £10 will be refunded if the ManagementCommittee, having considered the circumstances of the postponement, decide that it isappropriate to do so. Failure to include payment of the postponement fine will incur an additional£3 fine.A team within a Club that postpones more than two matches not due to exceptionalcircumstances may be fined an additional amount not exceeding £10 for the third andsubsequent postponements and may also be called before management.Clubs may assume that a postponed match can be re-arranged unless notified otherwise by theManagement Committee. Clubs may re-arrange postponed games and notify their AgeRepresentatives when they have done so.The home club must phone the Age Representative with the postponement no later than 6.pm onthe date of the fixture.The home club must submit a Match Result Form to the Results Secretary stating the reason forthe postponement. This must be received or postmarked no later than two days after the date ofthe fixture. No game postponed for exceptional circumstances shall be replayed without the ManagementCommittees approval.

(N)All teams must be supervised by two responsible adults who are members of the Club and bothof whom holds a valid Football Association CRB check and has completed the FA SafeguardingChildren Workshop within the previous three year period. At least one of these adults shall havecompleted the FA Level one coaching badge and a FA Emergency Aid course within the previousthree year period or holds another recognised first aid qualification. All teams must carryadequate First Aid kits at all fixtures & training. Clubs failing to provide responsible supervisionand comply with the Competition shall be liable to be fined or otherwise penalised at thediscretion of the Management Committee.

(O) Local Rule No manager or assistant shall be allowed to manage or coach a second team within thisLeague.

11. REPORTING RESULTS

(A) The Results Secretary must receive within two (2) days of the date played, the result of eachCompetition match in the prescribed manner. This must include the forename(s) and surname ofthe team players (in block letters) and also the Referee markings required by Rule 13, or anyother information required by the Competition. Failure to do so will incur a fine of £3 and/or theClub being dealt with as the Management Committee decide.

(B) The Home Club /both clubs shall telephone/ SMS/email/notify the result of each match to theAge Representative FA Full Time between 5.30pm and 6.30pm.on the day the fixture took place.Clubs in default will be fined £3 Local rule Postponement of fixtures should be reported in thesame manner .Failure by either team to complete the result sheet or failure to submit the resultsheet by the home team within the stipulated time shall result in an automatic fine of £3 for eachinfringement of this rule.

(C) The match result notification, correctly completed, shall be signed by a responsible member ofthe Club. Failure to do so will result in a fine of £3.

(D) Leagues are permitted to collect but not to publish results for fixtures they organise for U7, U8and U9 Mini Soccer. They may require a Club to confirm that a set fixture has been played. Amaximum fine of £5 may be imposed for a breach of this Rule.

(Di) Local Rule This League will collect but not publish results for fixtures they organise for U10 Mini Soccerand U11 9 v9 Football. A maximum fine of £5 may be imposed for a breach of tis Rule.

(E) Local Rule Results of Sunday matches are to be telephoned between 5.30pm and 6.30pm the same day andmid-week (i.e Monday to Saturday inclusive) games to be telephoned between 5.30pm and 6.30pm on theSunday following the match. Failure to report to the Age Representative in the prescribed manner willincur a fine of £3 and the club being dealt with as the Management Committee decide.

(F) Local Rule The referee shall sign the Result Form and shall indicate the score and any cautions and/ordismissals in the appropriate section of the form, together with any relevant comments concerning thefixture. All cautions and dismissals will be forwarded to the Shropshire Football Association and theShropshire Schools and Colleges Football Association. The home club shall be responsible for ensuringthe referee completes their section correctly. Team managers are to indicate their satisfaction with theiropponents registration details on the match form.

(G) Local Rule Each manager shall complete a separate RESPECT & Fair Play Award Form for all Leagueand Cup matches. The Result Secretary must receive the correctly completed Fair Play Award Form, thismust be received or postmarked within two days of the date of the fixture. Failure to do so will incur a fineof £3. The marks awarded for League matches only will be used to decide who the recipient winner will beAnnual Sporting Award at the end of the season.

(H) Local Rule The tick boxes, 1 to 100 on the RESPECT & Fair Play Award Form, are for clubs to mark theiropponents Team, Managers, Supporters and the performance of the Referee, marks of 30 and under mustbe accompanied by a brief written statement on the back of the form. Failure to do so will incur a fine of£3.

12. DETERMINING CHAMPIONSHIP

(A) Team rankings within the Competition will be decided by points with three points to be awardedfor a win and one points for a drawn match. The teams gaining the highest number of points intheir respective Divisions at the conclusion shall be adjudged the winners. Matches must not beplayed for double points. In Mini Soccer points can only be awarded for Under 10 Competitionsonwards.In the event of two or more teams being equal on points team rankings may be decided bydeciding match(es) played under conditions determined by the Management Committee.

(B) Rule 12 (B) of the Standard Code Of Youth Rules is not applicable to this league.(C) In the event of a team not completing 75% of its fixtures for the season all points obtained by or

recorded against such defaulting team shall be expunged from the Competition table.

13. REFEREES

(A) Registered Referees (and Assistant Referees where approved by the FA or County FA) for allmatches shall be appointed in a manner approved by the Management Committee and by thesanctioning Association(s).

(A) (i) Local Rule Registered referees shall be appointed by the league for all U16 age group matches in a manner approved by the Management Committee and by the sanctioning Association.

(A) (ii) Local Rule All U16 matches shall kick off at 2.pm unless the league is notified in writing by the home club/team giving 28 days’ notice of the change to the Leagues Referees Appointment Secretary where the kick off time will be 11am.

(B) In the event of the non-appearance of the appointed Referee the appointed senior AssistantReferee shall take charge and a substitute Assistant Referee appointed by the competing Teams.In cases where there are no officially appointed Assistant Referees, or where the competition hasbeen unable to appoint a Referee, the Clubs shall agree upon a Referee. A Referee thusagreed upon shall, for that game, have the full powers, status and authority of a registeredReferee.

(C) Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee.Failure to do so will result in a fine of £5 being imposed on the defaulting Club.

(D) The appointed Referee shall have power to decide as to the fitness of the ground in all matchesand the decision shall be final subject to either in the case of a ground of a Local Authority or theowners of a ground, the Representative of that body is the sole arbiter and whose decision mustbe accepted unless the ground is declared fit for play.

(E) Match Officials appointed under this Rule shall be entitled to the following match fees:- Referee£15 Assistant Referees £10 except for U16 matches where the fees will be Referee £20 ,Assistant Referee £15 (inclusive of travel expenses and any other permitted expenses actuallyincurred), subject to any limits laid down by the sanctioning Association(s). The Home Club shallpay the Officials their fees and expenses before/immediately after the match.

(F) In the event of a match not being played because of circumstances over which the Clubs have nocontrol, the Match Officials, if present, shall be entitled to full fee plus expenses only. Where amatch is not played owing to one Club being in default, that Club shall be ordered to pay theOfficials, if they attend the ground, their full fee and expenses.

(G) A Referee not keeping his or her engagement, and failing to give a satisfactory explanation as totheir non-appearance, may be reported to the Association with which he or she is registered.

(H) Each Club shall, in a manner prescribed from time to time by The Football Association, awardmarks to the Referee for each match and the name of the Referee and the marks awarded shallbe submitted to the Competition on the prescribed Form provided. Clubs failing to comply withthis Rule shall be liable to be fined or dealt with as the Management Committee shall determine.

(I) The Competition shall keep a record of the markings and, on the Form provided by theprescribed date each season, shall submit a summary to The Football Association/CountyFootball Association.

(J) and (K) of the Standard Code Of Youth Rules is not applicable to this league.(L) Referees and Assistant Referees shall have undertaken a Respect briefing offered by the

FA/County FA or the League.(M) Local Rule The referee shall report when an Assistant Referee is not provided. Club Assistant Referees will

not coach players on the field of play while fulfilling their assistant duties. Club Assistant Referees inbreach of this Rule will be dealt with by the Management Committee.

(N) Local Rule For the purpose of all Cup Competitions For Cup semi-finals the Management Committee willappoint a referee for all U16 age groups and wherever possible for U11 – U15 age groups. The home teamin all age groups must forward in writing giving 28 days’ notice to the Referees Appointment Secretaryconfirmation of the fixture, kick off time and location of the ground. Both Clubs shall share the referee fee.In the Charity Cup U16 teams in all rounds will share the referees fee.

(N)(i) In all Age Groups the home team will be responsible for the referee and associate fees except in the semi-final when a fee of £15 for U11 –U15 matches and £20 for U16 matches shall be shared by both Clubs, and the final when the Shropshire Junior Football League shall be responsible for all fees. All gate receipts in the semi-finals and finals (after payment of expenses) shall be retained by the League to forward to the designated charity or charities

(ii) In all age groups , except U16, the Home Club shall appoint the referee unless organised bythe Management Committee. Team managers and Assistant Managers must not beappointed to referee their own team’s fixtures.

(iii) Local Rule Under the circumstances described in Rule 13B a Team Manager and Assistant TeamManager may be appointed as the match referee.

14. CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB

(A) After 31st December in the current Season a Club intending, or having a provisional intention, to withdraw a team from the Competition on completion of its fixtures and fulfilmentof all other obligations to the Competition must notify the Secretary in writing by 31st Marcheach Season or be liable to a fine not exceeding £20

(B) A Club shall not be allowed to withdraw any or all of its teams from the Competition after the 30thJune for the following Season. Any Club infringing this Rule shall be liable to a fine not exceeding£40 per team and shall also be liable for its share of any call which may be made under Rule5(D)

(C) The Membership for the coming season having been decided at a Special General Meeting heldfor that purpose or at the Annual General Meeting held not later than 31stJuly the Competitionshall have the right, irrespective of other provisions in this Rule, to refuse to permit a Club towithdraw its team(s) in order to join another Competition and may hold the Club to itsengagements.

(D) In the event of a Member Club which is an un-incorporated association withdrawing and/ordisbanding it shall be immediately liable to discharge all its financial and other obligations to theCompetition.In the event that any such obligation remains undischarged after a period of twenty-one (21)days then such obligation shall be met by the then current Club Members, excluding those underthe statutory school leaving age. Until a Member’s pro rata obligation is discharged in full theMember shall not be allowed to participate in the Competition, which may apply to the Club’sParent County Association for a suspension order.

15. PROTESTS AND COMPLAINTS

(A) (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the Management Committee.

(ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities ofthe venue will not be entertained by the Management Committee unless a protest islodged with the Referee before the commencement of the match. Any Club lodging suchprotest and not proceeding with it shall be deemed guilty of a breach of this Rule andshall be dealt with by the Management Committee.

(B) Except in cases where the Management Committee decide that there are special circumstances,protests and complaints (which must contain full particulars of the grounds upon which they arefounded) must be lodged in duplicate with the Secretary within seven days (excluding Sundays)of the match or occurrence to which they refer. A protest or complaint shall not be withdrawnexcept by permission of the Management Committee. A Member of the Management Committeewho is a member of any Club involved shall not be present (except as a witness orrepresentative of his Club) when such protest or complaint is being determined.

(C) Any dispute occurring between Clubs in the Competition shall be referred for determination by theManagement Committee whose decision shall be binding upon all parties subject to Rule 16.

(D) No protest of whatever kind shall be considered by the Management Committee unless thecomplaining Club shall have deposited with the Secretary a sum of £25. This may be forfeited inwhole or in part in the event of the complaining or protesting Club losing its case. TheCompetition shall have power to order the defaulting Club or the Club making a losing orfrivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to beshared by the parties.

(E) All parties to a protest or complaint must receive a copy of the submission and must be affordedan opportunity to make a statement at least 7 days prior to the protest or complaint being heard.(i) All parties must have received seven days’ notice of the Hearing should they be instructed to

attend.(ii) Should a Club elect to state its case in person then they should forward a deposit of £25 and

indicate such when forwarding the written response.(F) When dealing with a protest or complaint the Management Committee shall take into

consideration the possession by the protesting or complaining Club of any information which, ifproperly used, might have avoided the protest or complaint.

16. BOARD OF APPEAL

Within 14 days of the posting of written notification of any decision of the ManagementCommittee or the Competition, a Club, Official or Player against whom action is taken mayappeal against such decision by lodging particulars in duplicate with the Secretary of theShropshire Football Association, including a fee of £50, for adjudication of a Board of Appeal.The grounds of appeal shall be in accordance with FA Rules. The Board of Appeal may orderthe appeal fee to be forfeited and shall decide by whom the costs of the appeal shall be borne.The decision of the Board of Appeal is final and binding on all parties concerned.No appeal can be lodged against a decision taken at an Annual or Special General Meetingunless this is on the ground of unconstitutional conduct.

17. EXCLUSION OF CLUBS OR TEAMS MISCONDUCT, CLUBS, OFFICIALS, PLAYERS

(A) At the Annual General Meeting, or Special General Meeting called for the purpose in accordancewith the provisions of Rule 19, Notice of Motion having been duly circulated on the Agenda, theaccredited delegates present shall have the power to exclude any Club or Team from furthermembership which must be supported by (more than) two-thirds (⅔) of those present and voting.Voting on this point shall be conducted by ballot.

(B) At the Annual General Meeting, or at a Special General Meeting called for the purpose, inaccordance with the provisions of Rule 19, the accredited delegates present shall have thepower to exclude from further participation in the Competition any Club or team of a Club whoseconduct has, in their opinion, been undesirable, which must be supported by (more than) two-thirds (2/3rds) of those present and voting. Voting on this point shall be conducted by ballot. AClub whose conduct is the subject of the vote being taken shall be excluded from voting.

(C) Any official or member of a Club proved guilty of either a breach of Rule, other than fieldoffences, or of inducing or attempting to induce a player or players of another Club in theCompetition to join them shall be liable to expulsion or such penalty as a General Meeting orManagement Committee may decide, and their Club shall also be liable to expulsion inaccordance with the provisions of Clauses (A) and (B) of this Rule.

(D) Any Club or Team failing to complete 75% of its fixtures in any season shall (unless theconditions are beyond their control, or the accredited delegates present at the Annual GeneralMeeting or a Special General Meeting decide otherwise by a majority of two-thirds of the votescast) be debarred from membership the following season.

E (i) Local Rule Reports of players in all age groups being either cautioned or dismissed from the field ofplay will be dealt with by the Shropshire Football Association in accordance with the Schedule Of GeneralStandards Of Punishment For Players Of Associate Member Clubs in force at the time. The ManagementCommittee shall have the power to withhold a souvenir from any player guilty of misconduct.

E (ii) Local Rule Players suspended by the Shropshire Schools And Colleges Football Association will alsoautomatically be suspended for the same period by the League.

18. TROPHY:- LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BESIGNED. AWARDS.

(A) The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-“We A_________________and B______________________, the Chairman and Secretary of ________________________FC, members of and representing the Club, having been declared winners of _____________________Cup or Trophy, and it having been delivered to us by theCompetition, do hereby on behalf of the Club jointly and severally agree to return the Cup orTrophy to the Competition Secretary on or before FEBRUARY LEAGUE MEETING. If the Cup orTrophy is lost or damaged whilst under our care we agree to refund to the Competition theamount of its current value or the cost of its thorough repair.”Failure to comply will result in a fine as determined by the Management Committee.

(B) At the close of each Competition awards shall be made to the winners and runners-up if thefunds of the Competition permit.

19. SPECIAL GENERAL MEETINGS

Upon receiving a requisition signed by two-thirds of the Clubs in membership the Secretary shallcall a Special General Meeting. The Management Committee may call a Special GeneralMeeting at any time.At least seven days notice shall be given of either meeting under this Rule, together with anagenda of the business to be transacted at such meeting. Each Member Club shall beempowered to send two delegates to all Special General Meetings. Each Club shall be entitledto one vote only, as will members of the Management Committee. Not less than seven days’notice shall be given of any Meeting. Any continuing Member Club failing to be represented at aSpecial General Meeting without satisfactory reason being given shall be fined £10. Officers andManagement Committee members shall be entitled to attend and vote at all Special GeneralMeetings.

20. ALTERATION TO RULES

Alterations, for which consent has been given by the sanctioning Association, shall be madeto these Rules only at the Annual General Meeting or at a Special General Meeting speciallyconvened for the purpose called in accordance with Rule 19. Any alteration made during theplaying season to the Rule relating to the qualification of players shall not take effect until thefollowing season.Notice of proposed alterations to be considered at the Annual General Meeting shall besubmitted to the Secretary by 28th February in each year. The proposals, together with anyproposals by the Management Committee, shall be circulated to the Clubs by 31st March andany amendments thereto shall be submitted to the Secretary by 30th April. The proposals andproposed amendments thereto shall be circulated to Clubs with the notice of the Annual GeneralMeeting. A proposal to change a Rule shall be carried if a majority of those present and entitledto vote are in favour.A copy of the proposed alterations to Rules to be considered at the Annual General Meeting orSpecial General Meeting shall be submitted to the sanctioning Football Association fourteen daysprior to the date of the meeting.(i) Local Rule Any alterations or additions decided upon at any meeting shall not become operative until

the approval of the Association issuing sanction shall have been obtained.

21. FINANCE

(A) The Management Committee shall determine with which bank or other financial institution thefunds of the Competition will be lodged.

(B) All expenditure in excess of £100 shall be approved by the Management Committee. Chequesshall be signed by at least two Officers nominated by the Management Committee.

(C) The financial year of the Competition will end on 31st March.(D) The books, or a certified balance sheet, of a Competition shall be prepared and shall be audited

annually by some suitable person(s) who shall be appointed at the Annual General Meeting.(E) All books and vouchers for at least two seasons preceding the current season must be retained

by the club and be ready for production when ever required by the Association or the League.The Association or the League may call for the books of at least two (2) clubs of each division forexamination each season.

22.INSURANCE

All Clubs must have public liability insurance cover of at least ten million pounds(£10,000,000).

23. DISSOLUTION

(A) Dissolution of the Competition shall be by resolution approved at a Special GeneralMeeting by a majority of three quarters of the members presented shall take effect fromthe date of the

(B) In the event of the dissolution of the Competition, the members of the ManagementCommittee are responsible for the winding up of the assets and liabilities of theCompetition.

(C) The Management Committee shall deal with any surplus assets as follows:

(i) Any surplus assets, save for a Trophy or any other presentation, remaining after thedischarge of the debts and liabilities of the Competition shall be transferred only toanother Competition or Affiliated Association or The Football Association BenevolentFund or to such other charitable or benevolent object in the locality of the Competitionas determined by resolution at or before the time of winding up, and approved inwriting by the sanctioning Association.

(ii) If a Competition is discontinued for any reason a Trophy or any presentation shall bereturned to the Donor if the conditions attached to it so provide or, if not, dealt with asthe sanctioning Association may decide.

24. RULES BINDING ON CLUBS

(A) Each Member Club shall be deemed to have given its assent to the foregoing Rules and agreedto abide by the decisions of the Management Committee subject to Rule 16. Each MemberClub must abide by any issued Football Association Code of Conduct.

(B) Each Club in the Competition must provide a suitable telephone number, failure to do so willresult in the matter being dealt with by the Management Committee.

(C) An administration charge of £5 for each matter of misconduct dealt with by the ManagementCommittee. This will be payable in the same way and at the same time as any fine imposed.

(D) Clubs failing to deal with payments of Shropshire Football Association fines, cautions, chargesetc: will be dealt with by the Management Committee as they deem necessary, and at the sametime be liable to any fines etc: that may be imposed by the Shropshire Football Association.

(E) Shropshire F.A: The laws of the Football Association shall apply to all matters not provided for inthese Rules.

(F) Local Rule The League Handbook must be carried to all matches, failure to do so will result in the matterbeing dealt with by the Management Committee.

25. CHILD PROTECTION

1. Any act, statement, conduct or other matter which harms a child or children, or poses or maypose a risk of harm to a child or children, shall constitute behaviour which is improper and bringsthe game into disrepute.

2. In these Regulations the expression "Offence" shall mean any one or more of the offencescontained in Schedule 1 to the Children and Young Persons Act 1933 and any other criminaloffence which reasonably causes The Association to believe that the person accused of theoffence poses or may pose a risk of harm to a child or children.

3. Upon receipt by The Association of:3.1 notification that an individual has been charged with an Offence; or3.2 notification that an individual is the subject of an investigation by the Police, Social

Services or any other authority relating to an Offence; or3.3 any other information which causes The Association reasonably to believe that a person

poses or may pose a risk of harm to a child or children then The Association shall have thepower to order that the individual be suspended from all or any specific football activity for such period and on such terms and conditions as it thinks fit.

4. In reaching its determination as to whether an order under Regulation 3 should be made TheAssociation shall give consideration, inter alia, to the following factors:4.1 whether a child is or children are or may be at risk of harm;4.2 whether the matters are of a serious nature;4.3 whether an order is necessary or desirable to allow the conduct of any investigation by The

Association or any other authority or body to proceed unimpeded.5. The period of an order referred to in 3 above shall not be capable of lasting beyond the date

upon which any charge under the Rules of The Association or any Offence is decided or broughtto an end.

6. Where an order is imposed on an individual under regulation 3 above, The Association shallbring and conclude any proceedings under the Rules of The Association against the personrelating to the matters as soon as reasonably practicable.

7. Where a person is convicted, or is made the subject of a caution in respect of an Offence, thatshall constitute a breach of the Rules of The Association and The Association shall have thepower to order the suspension of the person from all or any specific football activity for such aperiod (including indefinitely) and on such terms and conditions as it thinks fit.

8. For the purposes of these Regulations, The Association shall act through its Council or anycommittee or sub-committee thereof, including the Board.

9. Notification in writing of an order referred to above shall be given to the person concerned and/or

any club with which he is associated as soon as reasonably practicable.10. Local Rule All teams must be supervised by two responsible adults who are members of the Club and

both of whom holds a valid Football Association CRB check and has completed the FA SafeguardingChildren Workshop within the previous three year period. At least one of these adults shall have completedthe FA Emergency Aid course within the previous three year period or holds another recognised first aidqualification. It is also recommended that one of the adults also holds the FA Level 1 Coaching badge. Allteams must also carry adequate First Aid kits at all fixtures. (The use of freezer or pain killing sprays isforbidden). Clubs failing to provide responsible supervision and comply with the Competition shall beliable to be fined otherwise penalised at the discretion of the Management Committee

Shrewsbury Towns Community Sports Trustis a member of the 72 football leagueclubs currently under the FootballLeague Trust Community banner.

The trust offer a large range of sportingactivities for all ages and gendersthroughout Shropshire from grass roots tosenior levels.

Inclusion for all is something the trust isare constantly striving for and are veryproud of the many links they have forgedwith local schools and the community.

The trust became a UK registered charityon 9th June 2008 and they are striving inthe community and growing in status.The scheme is delivering in aspects ofHealth & Lifestyle with sport and footballat the heart of it all.

The team deliver football and multi-sportscoaching to a large number of schoolsacross the county. This is often throughPPA time, breakfast clubs, lunchtimeclubs or After School Clubs.

The community trust run holiday coursesat a host of venues across Shropshireduring school half terms.

Available to Boys and Girls aged 4 to 14.

The MAIN AIM of the courses are toimprove and develop individual skills andthe understanding of positional andteam play, in a FUN and SAFEenvironment with Children getting thechance to win MEDALS and TROPHIES

Every Monday evening and Saturdaymorning there are football courses at thePower Leagues by the GreenhousMeadow for boys and girls.

Other community run projects include

Extra time which is open to any oneaged 60+ to attend. Each weekparticipants take part in a programme ofactivities with a social and sportingtheme,

Short breaks every Thursday and Fridayfrom 4pm to 5.30pm during term time thetrust offers two ability counts sessions forchildren aged 5 to 14. The children takepart in a variety Sports including;Basketball, Netball, Football, Tag Rugby,Athletics, Cricket, Hockey. The MAIN AIMof the course is to build confidence,independence, improve and developsocial skills and an understanding ofteam work, in a FUN and SAFEenvironment.

Girls development centre running on aThursday evening girls aged 8 to 12 yearsold (school years 3 to 7) take part in anumber of football activities aimed toimprove overall football development toprovide coaching for inexperienced/improving players without a grassrootclub and to provide additionaladvanced coaching for players withgrassroots clubs

To girls also get a chance to representShrewsbury Town FC in arrangedfriendlies throughout the season
