INTRODUCTION

Sistema Scotland was founded in 2006 by Richard Holloway with the mission of transforming the lives of children living in disadvantaged communities through its Big Noise programmes.

The Big Noise orchestra programmes immerse children in music, helping them foster teamwork, confidence and aspiration. Sistema Scotland now works with over 2,500 children and young people across four Big Noise programmes in Scotland. The initial Big Noise centre in the community of Raploch, Stirling, has been joined by Big Noise Govanhill in Glasgow, Big Noise Torry in Aberdeen, and most recently Big Noise Douglas in Dundee. These programmes are first and foremost social programmes, using the orchestra as a tool to counter exclusion, foster teamwork, and unite communities. Big Noise is based on the belief that being part of an orchestra provides structure and guidance on basic life skills, self and communal discipline and confidence as well as encouraging celebration of what can be achieved by working in a team.

Big Noise works with infants through to young adults aged 18 and beyond, maintaining the charity’s core ambition to empower the community as a whole. The programmes aim to immerse the children in musical education by seeing them up to four times each week (up to 10 hours of engagement weekly).

There is a significant weight of independent evaluation evidence demonstrating the positive outcomes arising from long-term engagement in Big Noise. These include engagement with education, developing life skills, securing emotional wellbeing, building social skills, encouraging healthy behaviours and offering respite and protection.

Sistema Scotland successfully leverages funding from public sector partners (including the Scottish Government and local authorities which host the Big Noise centres) as well as a number of national and local trusts and foundations, companies and individual donors.

Sistema Scotland currently employs 116 staff (73.8 full-time equivalent) and the Big Noise programmes are also supported by around 80 volunteers. Sistema Scotland’s turnover in 2017/18 will be c.£3.2m.

THE ROLE

Context

Dr Richard Holloway, visionary and inspiring founder and Chairman of Sistema Scotland, is retiring after leading this very successful charity for 12 years. He leaves in place a stable and committed Board and an excellent, hardworking Executive Team. His replacement will continue to underpin the significant impact of the charity to date and will provide creative, inspiring and strategic leadership to the Board and senior team in sustaining and developing Sistema Scotland’s core purpose of transforming lives through music.

The Opportunity

The Chair will be accountable for ensuring the highest standards of governance and will oversee a close partnership between the Board and the senior team. He or she, along with the Chief Executive, will be the key ambassadors, influencers and the public face of Sistema Scotland.

Strategic Leadership • Provide leadership and challenge to Sistema Scotland to ensure maximum impact for the young people and

communities served by Sistema Scotland and its Big Noise programmes; • Ensure that Board members fulfil their duties and responsibilities for the effective governance of Sistema

• Ensure that the Board operates within its charitable objectives and OSCR guidelines, and provides a clear strategic direction for the Sistema Scotland senior team;

• Ensure that the Board discharges its responsibility to safeguard the welfare of participants and staff; • Ensure that the Board regularly reviews major risks and associated opportunities, and satisfies itself that

systems are in place to take advantage of opportunities, and manage and mitigate risks; • Ensure that the Board fulfils its duties to ensure the sound financial health of the charity, with systems in

place to ensure financial accountability.

Governance • Ensure that rigorous governance arrangements are working in the most effective way for Sistema Scotland

and the Big Noise centres; • Develop the knowledge and capability of the Board; • Encourage positive change where appropriate, address and resolve any conflicts within the Board; • Ensure that the Board is regularly refreshed and incorporates the right balance of skills, knowledge and

experience needed to lead Sistema Scotland effectively.

External Relations

• Be a passionate advocate for Sistema Scotland and the transformational power of music on young people; • Sustain professional relationships and ambitious new ways of collaborative partnership working with key

members of the Scottish Government, local authorities and other funders, supporters and stakeholders; • Act as a spokesperson for the organisation when appropriate, including with stakeholders, press and

media; • Represent Sistema Scotland at external functions, meetings and events; • Facilitate change and address any potential conflict with external stakeholders.

Efficiency and effectiveness

• Chair meetings of the Board effectively and efficiently, bringing impartiality and objectivity to the decision making process;

• Ensure that Board members are fully engaged and that decisions are taken in the best, long-term interests of Sistema Scotland and the young people and communities it serves;

• Work closely with the Chief Executive to give direction to Board policy-making and to ensure that meetings are well planned, meaningful and reflect the responsibilities of members.

Relationship with the Chief Executive and the wider management team

• Establish an effective and constructive working relationship with the Chief Executive and wider management team;

• Ensure regular contact with the Chief Executive and develop and maintain an open and supportive relationship within which each can communicate openly about concerns and challenges;

• Liaise regularly with the Chief Executive to maintain an overview of Sistema Scotland affairs, providing support as necessary;

• Ensure that the Chief Executive and wider management team have the opportunity for professional development and have appropriate external professional support.

Time commitment

It is expected that the time commitment will equate broadly to 2-3 days per month, to be worked flexibly as required by the role and including attendance at Board and Committee meetings, Big Noise concerts and events, meetings with key stakeholders and media commitments as appropriate.

PERSON SPECIFICATION

The successful candidate will ideally demonstrate all or most of the following:

• A strong passion and commitment to Sistema Scotland and its core purpose of transforming lives through music;

• The personal gravitas to lead a significant national organisation; • Strong inter-personal and relationship-building abilities and be comfortable in an ambassadorial role; • Tact and diplomacy, with the ability to listen, communicate and engage effectively; • Strong networking capabilities; • The ability to foster and promote a collaborative team environment.

Experience • Experience of operating at a senior strategic leadership level within an organisation; • Successful track record of achievement through their career; • Experience of governance and working with or as part of a Board; • Experience of external representation, public speaking, delivering presentations and managing stakeholder

relationships; • Significant experience of chairing meetings and events.

Knowledge and skills • A strong understanding of the challenges facing civic society in Scotland and across the UK; • Strong leadership skills and the ability to motivate Board members, staff and volunteers.

TERMS OF APPOINTMENT

The post of Chair is a part-time, unpaid, non-executive appointment. The Chair will be appointed for an initial three-year term with an option to renew for subsequent terms. In addition to the four Board Meetings per year and annual away-day, the Chair will be expected to attend some performances, development and education events, as well as making himself/herself available for consultation with the Chief Executive and meeting with diverse stakeholders as required. Total commitment to be around 2-3 days per month, although a greater time commitment may be required initially as the new Chair gets to know the organisation.

APPENDIX Current Trustees: Richard Holloway, Outgoing Chairman

Writer and Broadcaster Richard Holloway was Bishop of Edinburgh and Primus (Archbishop) of the Scottish Episcopal Church until he stood down in 2000.

He was Gresham Professor of Divinity in the City of London from 1997 to 2001. He was a member of the Human Fertilisation and Embryology Authority from its inception in 1990 until 1997, and chaired its ethics committee. He was a member of the Broadcasting Standards Commission from 2000 to 2003. He was Chairman of the Scottish Arts Council from 2005 until 2010. A frequent broadcaster, he has presented a number of television series, including Holloway’s Road and The Sword and the Cross and also BBC Radio Scotland’s flagship book programme, Cover Stories.

Maggie Cunningham, Deputy Chair

Maggie Cunningham is an experienced senior executive and leadership coach. Most of her working life was at the BBC where she was Head of Radio, Scotland as well as being part of the most senior job-share in Scotland, Joint Head of Programmes and Services. A founder member of Sistema Scotland’s Board, she chairs MG Alba which is responsible for BBC Alba in partnership with the BBC and is a Trustee of Columba 1400, a charity and social enterprise based on the Isle of Skye.

Angiolina Foster CBE

Angiolina Foster CBE joined the Sistema Scotland Board in June 2018. Angiolina was appointed as NHS 24's Chief Executive in December 2016, having been interim Chief Executive since March of that year. She began her career in local government, where she gained extensive operational management experience in Scotland’s two largest local authorities – Glasgow and Edinburgh. In her work with these unitary authorities, she gained a strong reputation for driving up service quality and maximising value for citizens. Over this period, she developed a keen personal interest in customer-led performance improvement. From 2001 to 2014, Angiolina held a number of senior positions within the Scottish Government, leaving there to become Chief Executive of Healthcare Improvement Scotland. Angiolina is proud to work in public service and takes inspiration from the many dedicated people with whom she works. She was made a Commander of the British Empire in 2011.

Kathryn Jourdan

Kathryn Jourdan is a viola player, teacher and researcher. She freelances mainly with the Scottish Chamber Orchestra, having played in the 1990s with the City of Birmingham Symphony Orchestra and Sir Simon Rattle, taking an active role in the orchestra's education and community outreach work. On leaving CBSO she trained and then worked part-time as a secondary school music teacher, whilst continuing to play for three years in a London-based string quartet.

She now teaches academic music, viola and chamber music at St Mary's Music School in Edinburgh. In 2015 she completed a PhD from Cambridge University on the Philosophy of Music Education, using the work of French Jewish philosopher Emmanuel Levinas to explore a fresh ethical underpinning for music education. Kathryn continues to publish academic research and is an editorial board member of the British Journal of Music Education.

She was educated at Clare College, Cambridge and the Royal Northern College of Music

Paul Jourdan

Paul Jourdan studied music at Clare College, Cambridge, and then violin with Roger Raphael at RNCM in Manchester, teaching as Roger’s assistant at Chetham's School of Music, where he also coached chamber music and conducted the school’s string ensemble. Having worked with Manchester Camerata, Liverpool Philharmonic and BBC Philharmonic, he went on to join the first violin section of the City of Birmingham Symphony Orchestra from 1990-94, where he was also involved in the orchestra’s community and educational outreach work in the inner city area. From 1995-98 he completed a PhD at Clare College, Cambridge on Mendelssohn’s Visits to England 1829-37, looking at the early development of the modern music profession, whilst also performing regularly with the Jourdan String Quartet including a South Bank debut concert and a residency series at Highmore Hall.

Since 1998 Paul has worked in Edinburgh's financial sector, and since January 2010 he has been CEO of Amati Global Investors, an investment management firm focused on investing in small and medium sized companies in the UK. Paul has been a board member of the Dunedin Consort and of the Hebrides Ensemble, and has also served as a Governor of the Royal Conservatoire of Scotland.

Donald Lamont

Donald Lamont’s experience as former Ambassador to Venezuela has been invaluable. He has also worked as the Chief of Staff to the High Representative in Bosnia and Herzegovina from 1997-99. He was Governor of the Falkland Islands and Commissioner for South Georgia and Sandwich Islands from 1999–2002, and was Ambassador to Uruguay from 1991-94. He has also served in Berlin, Moscow, and Vienna.

During his postings at the FCO in London, Mr Lamont’s jobs have included: Head of the Republic of Ireland Department from 1994–97; Assistant Head of United Nations Department from 1985–88; Head of Section, later Deputy Head of Department, of the Falkland Islands Department, from 1982–85; and Desk Officer, in the Marine & Transport Department from 1974–77. Before joining the FCO, he worked in the motor industry.

Sally Magnusson

Sally Magnusson is an award-winning journalist and broadcaster who has presented a wide range of programmes for the BBC from current affairs and politics to news and religion. She has anchored Reporting Scotland for BBC Scotland for many years. She is the founder and chair of Playlist for Life, a charity which encourages access to personalised music on iPods for people with dementia to help them reconnect with their memories and their loved ones.

Fergus McWilliam

Hornist Fergus McWilliam was born in Scotland and has been a member of the Berlin Philharmonic since 1985. In addition to the orchestra’s Principal Conductors Herbert von Karajan, Claudio Abbado and Sir Simon Rattle, Fergus has performed with Leonard Bernstein, Carlos Kleiber, Günter Wand, Carlo Maria Giulini, Raphael Kubelik, Bernard Haitink, Eugen Jochum, Klaus Tennstedt, Sergiu Celibidache, Seiji Ozawa, Riccardo Muti, Pierre Boulez, Nikolaus Harnoncourt, James Levine and Daniel Barenboim. Other historical figures with whom he performed, collaborated, or by whom he was personally influenced include Aaron Copland, György Ligeti, Leopold Stokowski, Mstislav Rostropovich and Glenn Gould.

He was active in orchestra politics for over 23 years, chairing and serving on committees responsible for the Berlin Philharmonic’s famous self-administration, and as a member of its Board of Trustees.

Fergus is an active teacher with students from around the world; he gives master classes at leading music schools in many different countries, and is the author of a popular book on horn pedagogy. He has also enjoyed a decade-long involvement with the Venezuelan El Sistema’s wind and brass programme.

Irene Tweedie

Irene Tweedie left BBC Scotland in 2006 after 12 years as Head of Finance, Property and Business Affairs.

Educated at Stirling University, she is a mathematics graduate who taught in secondary schools before moving to industry and training as a Chartered Management Accountant.

She gained broad experience working in London in the contracting and oil exploration industries then returned to Scotland to work in silicon glen before spending 6 years with Price Waterhouse as a management consultant.

As part of BBC Scotland’s Board, Irene has a proven track record in strategic planning and building and leading teams. Irene lives in Bothwell and is on the boards of three charities which support people with learning disabilities: ProjectAbility, Indepen-dance and Glasgow Disabled Scouts. She is also a board member of the Citizens Theatre

Nicola Benedetti

Nicola Benedetti began violin lessons at the age of five. In 1997 she entered the Yehudi Menuhin School where she studied with Natasha Boyarskaya. After leaving the Yehudi Menuhin School she continued her studies with Maciej Rakowski in London. She is currently taking lessons from Pavel Vernikov in Vienna.

In recent seasons Nicola has performed with almost all of the UK and Ireland’s major symphony orchestras including the London Philharmonic, Philharmonia and City of Birmingham Symphony Orchestras, the Royal Scottish National Orchestra, the BBC Scottish Symphony orchestra and the RTE Orchestra. She has received invitations to work with a list of international orchestras including the Deutsche Symphony Orchestra in Berlin, the Tonhalle Orchestra in Zurich, NDR Orchester in Llubjiana, Het Brabants Orkest, the Orchestre de Picardie, KBS Symphony and the Japan Philharmonic. Nicola’s busy schedule has also seen her perform in North America with the National Arts Centre Orchestra and with the Vancouver, Colorado, Phoenix, Toronto and Indianapolis Symphony Orchestras.

In addition to her performance and recording activities, Nicola has devoted herself to humanitarian and educational causes. Nicola is musical “Big Sister” to the Big Noise children and is committed to working with and inspiring them through regular visits and masterclasses. Since 2005, she has visited schools throughout the United Kingdom in conjunction with the CLIC Sargent Practice-a-thon, in which she encourages pupils of all ages to pick up their instruments and enjoy classical music. Nicola is also a UNICEF Celebrity Supporter.
