the Minister of Communications, Information Technology and Human Resource Development, Mr. Kapil Sibal, conducted a two day visit to Israel in April. The Minister called on the President of Israel, Mr. Shimon Peres, to review the bilateral relationship on the occasion of the 20th anniversary of diplomatic relations between India and Israel. President Peres emphasised the importance of developments in knowledge to serve the needs of mankind and highlighted India's democratic as well as technological achievements. Minister Sibal also met with the Minister of Finance, Dr. Yuval Steinitz, with the Minister of Education, Mr. Gideon Sa'ar, and with Israel's Chairman of the Planning and Budgeting Committee, Prof. Manuel Trajtenberg. In these meetings, both sides agreed in principle to establish a three-year joint program worth $10 million ($5 million from each side), that will bring together Indian and Israeli researchers to carry forward research in areas of mutual interests. Both sides also discussed possibilities of cooperation in R&D by setting up of a Joint Research Fund, with contributions from both Governments. The two Governments further explored ways of enhancing cooperation in higher education, through linkages between academic institutions of both countries. The program will be coordinated by the University Grants Commission (UGC) in India, and by the Israel Science Foundation (ISF). In this context, Minister Sibal welcomed the recent initiative of the Government of Israel to grant scholarships for students from India to pursue post-doctoral programs in universities and research institutions across Israel. Other areas of cooperation that were discussed included renewable and sustainable energies, biomedical sciences, cyber-security and social sciences.

Working together to save water

T he first Indo-Israel Water Seminar, held in New Delhi in May, was jointly organised by the Ministry of Urban Development

and the Embassy of Israel. A delegation of experts from Israel's national water company, Mekorot, presented in the seminar attended by almost 100 representatives of relevant authorities from across India. Urban Development Minister, Mr. Kamal Nath, appreciated Israel’s water management

technologies and called for further cooperation between the two countries in this crucial field. Minister Nath expressed concern over the growing need for water in the future in view of the rapid pace of urbanisation in India. The Ambassador of Israel, Mr. Alon Ushpiz, emphasised that “In the 64 years of its existence, Israel, located in one of the most arid places on earth, has managed to become virtually independent from rainfall for fresh water supply”. These achievements, he added “have come through technologies that were developed in Israel out of necessity. Experience shows that these technologies are easily adaptable and can highly improve the efficiency of water management across India”.
