The 2016-2018 CILTHK Council

The Institute’s Annual General Meeting 2017 was convened on Thursday, 14 September 2017 at the “The Salisbury” – YMCA of Hong Kong, Tsimshatsui. To recap the first year of his presidency, Mr Tsang reported the works of the Council from Oct-2016 to Sep-2017.

The AGM was attended by 70 members and guests. All resolutions on the agenda were adopted.

CILTHK President Award 2017

CILTHK Scholarships 2016/2017 and the CILTHK Logistics & Transport Final Year Project Award 2017

Prof Becky Pui-ying LOO was honoured with this prestigious award. She was the President of the Institute in 2012-2014, International Vice President in 2012-2016 and has been chairing the International Membership Standards Committee till 2017. Other than representing the Institute sitting in the Harbourfront Commission and the Road Safety Council, Prof Loo is also a member of various advisory boards.

The Institute would like to express again our appreciation to the Airport Authority Hong Kong for their donation in supporting the two events. Awardees were as follows:

Sub-degree level student: Mr WONG Chik-ho (黃植豪) of HKU SPACE Community College (HD in Logistics and Transport)

Bachelor degree student: Miss LIANG Wenshan, Iris (梁文珊) of The Hong Kong Polytechnic University (BSc (Hons) in Logistics Engineering with Management)

Master degree student: Mr DANG Xinlong (黨新龍) of The Hong Kong Polytechnic University (MSc in International Shipping and Transport Logistics)

Miss HO Wing-hang, a graduate of BSc (Hons) in Logistics Engineering with Management from The Hong Kong Polytechnic University was selected for the CILTHK L&T Final Year Project Award 2016. Her winning project title was “Design of a follow up treatment scheduling system for optimising the routing of home care nursing staff in the healthcare industry”

Welcome New FCILTs and CMILTsOur warm welcome to all newly elected members and our sincere congratulations to those who have successfully elected to become Chartered Fellow (FCILT) and Chartered Member (CMILT). CILTHK Youth Project 2017A new competition was introduced by the Young Members Committee (YMC) to nurture students with exposures on transport and logistics under practical framework and to offer opportunities for students to engage with excellent companies. Participating students were required to investigate opportunities/problems the companies currently faced, and provide solutions as well as implementation plan thereafter.

CILTHK Kerry Logistics Scholarship 2016/2017Kerry Warehouse (HK) Limited sponsors this new titled scholarship for a term of 3 years 2016-2019. Participating students were required to attend a technical visit at Kerry Logistics PC3 warehouse in Tai Po and then to prepare a presentation on the topic - The importance of process flow in logistics industry. The following three winning students were presented with the awards by Mr Tsang Wing-hang, the President, and Mr Alan Cheung, Executive Director of Kerry Logistics, at the AGM.

A Project Sharing Session was arranged on 9 Sep 2017. Three teams shared their research findings learnt from industrial experts in the supporting companies including DHL Global Forwarding, Citybus and Hong Kong Ferry. The topics are comprehensive and interesting not limit to business process improvement but also smart city, e-commerce and human capital. Moreover, all candidates enjoyed the learning process when they were working on projects with different stakeholders. Sense of humour, attention to details and

Submission on Inclusion of CILTHK Members as Individual Electors in Transport Functional Constituency to the Secretary for Constitutional & Mainland Affairs, 7 September 2017

Submission on “Guangdong-Hong Kong-Macao Greater Bay Area” to the Secretary for Constitutional & Mainland Affairs, 11 September 2017

Currently, there are only 208 bodies which being eligible to be registered as a voter in the Transport Functional Constituency (FC). The members of CILTHK are denied of the registration and therefore not able to play a more active role in the election system. In this connection, the Institute would like to seek incorporating individual electors in the Transport FC. Under the current arrangement, some Functional Constituencies comprise electors both in the form of bodies and individuals. When compared with other professional institutions of which their members are eligible for registration as individual electors under the respective functional constituencies like Education, Legal, Accountancy, Health Services, Engineering and Architectural, Surveying, Planning and Landscape etc., the criteria of membership election by CILTHK are at least on par if not more stringent. Despite that there being no requirement for the CILTHK members to be registered

Since the announcement of the “Guangdong-Hong Kong-Macao Bay Area” by the Premier of the State Council in the Report on the Work of the Government in last March, there have been various visits, seminars and forums organised by different parties. The Institute sees its great impact and has tendered our views in particular the challenges and opportunities to Hong Kong in her transport and logistics development. The submission was sent to both the Secretary for Constitutional & Mainland Affairs and Secretary for Transport & Housing. The Chartered Institute of Logistics and Transport in Hong Kong (CILTHK) supports the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) development. The GBA, a logical proposal with co-operation for synergic growth its main goal, will help to boost the economic growth and encourage the social interaction in the area. Yet, the support will be appreciated in terms of recommending measures to safeguard the role of Hong Kong in transport and logistics while making suggestions for regional co-operation in air, sea and land transport as well as logistics developments.

under an ordinance in Hong Kong, the members are subject to the requirements of the Royal Charter, somewhat an assurance of professional quality and standard.

As a professional body specialised in transport and logistics, we pledge our support and have been actively collaborating with the Hong Kong Government. Apart from appointing members in response to the Government’s invitations to serve in different public committees, CILTHK has been active in offering professional inputs to the Government, either by invitation or on our own initiative. Our approaches are professional and logical with a view to contributing towards the well-being of the community of Hong Kong in a rational manner. In closing, we sincerely invite the Government’s kind consideration of our request which might make the election system of Hong Kong more convincing and complete.

By establishing the GBA, there would result in synergy through better co-ordination and collaboration among the cities concerned. Currently, the systems within the GBA are not “identical” with two different types of economies and different customs regimes co-existing. To remove the parochialism, the authorities should adopt a mentality of innovation, mutual opening and sharing within the cities in the area when planning economic future. In conclusion, Hong Kong should strive to enhance co-operation and co-ordination with other cities in the Pearl River Delta region, leveraging each other’s differentiation and respective strengths under the principle of complementarity and achieving a multi-win situation. However, it is hoped that in the course of formulating the strategies and preparing the development programme for the GBA, the parties concerned should give due consideration to the impacts among various cities with a view to optimising the synergy.

There is a need to make full use of the limited resources available and avoid wasteful competition such as in the transport and logistics field. In this connection, the implementation of strategies should be well phased and timely so as to suit the progressive development of the GBA. As far as Hong Kong is concerned, it is of paramount importance to ensuring that its competitive advantages could be maintained while taking the opportunities to prosper further through the synergy and development arising from the establishment of the GBA.

CILTHK Seminar: Hong Kong 2030+: Sustainable Mobility in Hong Kong,11 July 2017

With the promulgation of the last review (‘Hong Kong 2030’) in 2007, the Hong Kong 2030+ is the latest strategic study updating the territorial development strategy, planning strategy and spatial development directions beyond 2030. One of the strategies is to promote the vision of strengthening Hong Kong as a liveable, competitive and sustainable “Asia’s World City”. Sustainable urban mobility is integral to realising this vision. In this seminar, the speaker, Mr KW Ng, Senior Town Planner of Planning Department, led the participants exploring how inclusive, green and smart mobility could be pursued in Hong Kong transcending 2030.

Hong Kong’s MTR Light Rail network has been an integral part of daily life in the Northwestern New Territories since 1988. In view of more new towns have been established and the growing population in the New Territories, the Light Rail network and feeder services have been expanded. Follow-through the last visit to MTR Tai Po Bus Maintenance Centre in December 2016, the speaker, Mr Alan Kwan, Senior Train Crew Manager of MTR, elaborated more thoroughly on the operations and management of MTR Bus and Light Rail in this seminar. Mr Kwan also shared with participants his experiences in dealing with different stakeholders in the provision of quality rail services to the community. Participants found the seminar very informative and interesting.

Zuellig Pharma has been successfully serving the Asian healthcare market since 1922. The distribution network now covers almost 350,000 clinics, hospitals, pharmacies and modern trade outlets in 12 countries. Through the visit, audience learnt Zuellig’ operation process how it complied with the strict regulatory requirements on those temperature-sensitive pharmaceutical products as well as how they fulfilled different expectations and requirements of their clients. The visit was hosted by Mr Mathew Cheng, Zuellig’s Operations Manager that a general overview on the concept of clinical trial supply and logistics, distribution center operations performance, key performance indicator (KPI) and cold-chain facilities were introduced.

CILTHK Seminar:MTR Bus and Light Rail Operations and Management,29 July 2017

It was our honor to have the presence of Mr Raymond Lee, JP, Director of Planning, at the seminar. Mr Lee explained that Hong Kong 2030+ was a platform to address complex urban issues. CILTHK members were encouraged to express their views which gave rise to a fruitful discussion that evening.

CILTHK Seminar: To Automate or Not to Automate, that is the question for Hong Kong e-Commerce Logistics, 25 September 2017

The Hong Kong R&D Centre for Logistics and Supply Chain Management Enabling Technologies (LSCM R&D Centre) was founded in 2006 with funding from the Innovation and Technology Fund of the HKSAR Government. Its mission is to foster the development of core competencies in logistics and supply chain related technologies and to facilitate the adoption of these technologies by industries in Hong Kong and Mainland China. CILTHK members were received by Mr Simon Wong, the Chief Executive Officer of LSCM. During the visit, the latest development, deployment and application of the LSCM’s technologies in the industry were introduced. Participants were impressed by the technologies demonstration and found it very interesting.

Irrespective ecommerce has been developed dramatically over the years and becomes a great opportunity for Hong Kong logistics industry; however, its development shown a bottleneck no matter it is online or offline or O2O. The large quantity and variety require high operational efficiency. That is not easy to achieve with manual handling and automation is considered. Taking the example of typical warehouse tenancy in Hong Kong which is always in the range of 2 to 5 years, it does not make sense to a logistics operator to invest on automation in such a short period of time. To combat the challenge, Prof George Huang, Professor and Head of Department of Industrial & Manufacturing Systems Engineering of HKU, builds up a game theoretic business model for ecommerce warehouse automation:

Prof Huang shared with the participants various approaches and options of smart automation for ecommerce logistics. The seminar led to a fruitful discussion.

The first session of “Chat with Distinguished Leader Program 2017” was held on 22 July (Saturday) afternoon at CILTHK Office. It is our honor to invite Mrs LAU KUN Lai-kuen, Stella, SBS, JP, Headmistress, Diocesan Girls’ School to share her view of “Leadership in Education” to our young managers. Participants were all inspired by Mrs Lau’s speech and encouraged to excel in their career development.

As a distinguished leader and bearing few roles in the community, Mrs Stella Lau believes the keys of successful leadership are:to trust your colleaguesto offer opportunities to your subordinatesto award and recognise the effort of your subordinates Leader should give a clear direction with goal and allocate works for suitable colleagues to help achieving it. Young force is our future leader. WiLAT may explore further opportunities with secondary school, for example organising career talks at school to promote the transport and logistics industry.

Self-confidence is an essential part of humanity. A person with self-confidence generally likes themselves, is willing to take risks to achieve their personal and professional goals, and thinks positively about the future. How to build up Self-Confidence? Mentally, we can cultivate a good attitude and positive thoughts and maintain a positive support network. Or physically, we can make ourselves a more pleasant appearance. No matter if we get any compliments, “Be a better me” and “Take pride in yourself.”

On 21 Sep 2017 evening, WiLAT beauty session with the theme of Confidence through Beauty - Find your true color was held at CILT Hong Kong office. The invited speaker Ms Veron Wong, Founder and Chief Make-Up Styling & Training Director of HK Hair & Beauty Merchants Associa-tion, has shared her professional views on the dressing and color matching tips in different occasions. Participants have learnt how to make good use of the accessories to highlight the outlook and how to build up personal confident through fashions, dresses, color matching etc.

CILTHK Young Achiever Award 2017The CILTHK Young Achiever Award was firstly introduced in 2008 and the Institute is grateful in identifying remarkable young professionals throughout the competition. The Young Achiever 2017 goes to Ir ZHANG Xin-yu, Gary who is the Group Station Manager at MTR Corporation Ltd overseeing the operations of the Kwun Tong Line and Tsuen Wan Line Stations. Gary started his career as a Graduate Trainee in MTR in 2011. During various job assignments in MTR, he has involved in various railway projects in Hong Kong and Hangzhou and has successfully transformed himself from a construction engineer to a young operations manager. With his strong engineering background, he has contributed to promote a new mindset of ‘engineering for final product excellence and customer experience’ which is critical to the railway industry as well as the society. Gary dedicates himself to people development to mentor young Graduate Engineers and Railway Operations Trainees to get in-depth understanding the philosophy of the railway projects and operations during his day-to-day duties. up a platform to cohesive the young railway professionals and to promote the transportation profession and engagement with the general public. Gary will be nominated by the Council to represent CILTHK to compete for the CILT International Young Achiever Award 2018.

Ms Anna Lin, JP, FCILT

Mr Alan Chan, FCILT

Anna Lin, JP, has been the Chief Executive of GS1 Hong Kong, founded by the Hong Kong General Chamber of Commerce, since 1989. In this capacity, Ms Lin leads the organisation in driving the industry’s adoption of global supply chain standards, technologies and practices for better business efficiency and competency. In recent years, GS1 Hong Kong focuses on supply chain management, eCommerce, food traceability and Internet of Things (IoT).

Ms Lin holds a number of civic appointments

Alan has been an Executive Director, Hopewell Highway Infrastructure Limited since January 2003 and was appointed as the Deputy Managing Director in July 2003. He is also a director of various subsidiaries of the Company. He is responsible for project coordination, project finance, management and administration of the expressway infrastructures, Guangzhou-Shenzhen Superhighway and Western Delta Route as well as other projects of the Company in the PRC.

in various committees including Logistics Development Council, Hong Kong-Taiwan Business Cooperation Committee and various industry and professional committees. She is also an advisor of Hong Kong-ASEAN Economic Cooperation Foundation.

Ms Lin is a native of Hong Kong. She holds a MBA degree in Strategic Management from the University of Birmingham, UK. She is also a member of the Advisory Board of the Business School at the University of Birmingham.

Alan was awarded a Bachelor of Science degree from The Chinese University of Hong Kong in 1983 and a Postgraduate Diploma in Management Studies from The City University of Hong Kong in 1989. Recently, Alan was elected Chartered Fellow of CILTHK. He was a member of the 7th Guangzhou Tianhe District Committee of The Chinese People’s Political Consultative Conference.

Ms Jenny Lok, FCILTJenny Lok is the director of Vinpac Group (Holdings) Inc., an international freight forwarding and logistics company based in Hong Kong with branches in China, Canada, USA and Argentina. She has 20 years’ experience in the industry and has been leading the group's international agency team. In the past 10 years, she has been overseeing the development of the company throughout China, such as opening and expansion of China offices and setting up the company as a recognised local/international logistics company in the market.

Jenny contributes to the society and the industry. She is the Industry Training Advisory Committee (ITAC) under Qualification

Framework (HKQF) in the logistics field and was the ex-committee of Chinese Executive Club (CEC). She is the Fellow member of The Hong Kong Sea Transport & Logistics Association (HKSTLA) and is now the Fellow Member of CILTHK. She was also one of the winners in the EFG Bank/CAPITAL Entrepreneur "Entrepreneurs of Tomorrow" in 2010.

Nowadays, Jenny focuses more on strategic management in the company. With the rapid development of e-commerce and the Belt and Road Initiative, the group's business has been more diversified and she is focusing more on the cross-border transportation, supply chain related and B2C business, etc.

Due to the Personal Data (Privacy) Ordinance that information of members will ONLY be published in the directory subject to members’ consent. In view of some members have missed in replying their consent, the Institute will offer an “opt-in” arrangement for the sake of convenience so members’ information will be published continuously from the next Membership Directory in 2019 when will also be a special edition to celebrate the centennial anniversary of CILT.

Members are also reminded to properly dispose of the old directories to maintain and ensure members’ privacy.

Retired Membership

Individual members can apply for retired rate subscription, i.e. 50% discount on annual member-ship fee, if they have reached the age of 60 or above and have been members for more than 10 years. Application can be submitted anytime during the year, but the retired rate of annual subscription will take effect from the next renewal of membership.

Obituary

It is with deep regret in receiving the sad news about the passing away of Mr WONG Man-kit, M.H., FCILT, on 11 October 2017 at the age of 76. Mr Wong was the Founder and Honorary Chairman of AMS Public Transport Holdings Limited. He began his transport business in 1975 and the company is the only listed franchised public light bus operator in Hong Kong’s Stock Exchange. Mr Wong

was always a high energy person and devoted to the development of transport industry in Hong Kong. He was conferred with numerous awards and honours in recognising his contributions to the community.

Mr Wong joined the Chartered Institute of Transport (CIT) in Hog Kong in 1991 and became a Chartered Fellow in

2000. Mr Wong had been very supportive to Institute affairs during all these years. We thanked for his generosity for the donation of HK$700,000 in the purchase of our existing permanent premise in 2000, without which the acquisition would have been far beyond the then financial capacity of the Institute.

We are deeply saddened by the loss of Mr Wong and would like to extend our deepest sympathies to his family.

Remembering Dr Ibrahim Vandu-Chikolo, FCILT. Dr Chikolo was the first International Vice President for Africa and Chairman of Africa Forum in CILT. During the tenure as the Director-General and Chief Executive of the Nigeria Institute of Transport Technology (NITT), he upheld the belief that the greater awareness and need for transport education in Africa was of paramount importance.Dr Chikolo visited Hong Kong a few times in attending the International Management Committee Meetings during 2004-2008. Our heartfelt condolences to his family and CILT Nigeria.

INCE & Co. - CILTHK Logistics Newsletter
