On January 15, 2014, nearly one month after Melissa Balin, lodged her 1983 Federal Complaint against the City of Los Angeles, et. al.; and four days after Balin's REquest for Process Service; Magistrate Judge Sheri Pym has issued an Initial Civil Rights Case Order in Case #CV-13-9395-PSG (SP) continuing mandamus on Balin's ability to serve defendants until the case is ascertained "not frivolous". How long does Judge Pym have to ascertain such things and why does she have jurisdiction WITHOUT the litigants' consent?
