James R. Moore, charged with buyingeggs at the First Market to sell again,was lined fifty dollars and ordered tosurrender his purchase for confiscation.

Edward Hudson, a free negro, wascharged with having five hundred feet ofplank in his possession, knowing it tohave been stolen. The accused esta-blished his innocence and wn dis-charged.

Twenty dollars tine was imposed uponr.lisha Jackson, charged with violating acity ordinance by offering goods, waresand merchandise for Sale on the side-'walk on Main street.

Jennie Howard was summoned to showcause why she should not be fined forpermitting her servant to ko at large :but, for satisfactoryreasons, hercase wascontinued.

Complaint was made against EllenMitchell for an alleged attempt to breakinto the house of Elizabeth Jeter withthe intention of stealing her furnitureand clothing. The case was continuedtill the 3i instant.

Hustings Court? Judge Lyons pre-sidih'j.?The time of this court, yester-day, was taken up in disposing of thefollowing habeas corpus cases:

Michael Mart/,, claiming exemptionfrom service on the ground of being anative of Ohio, undomiciled, was dis-charged.

In the case of T. IE. Ilngaman, whoseapplication for a discharge from servicewas based upon the plea of being anative of California, and never havingdomiciled in the Confederacy, an adversedecision was rendered and the petitionerwas thereupon remanded to the custodyof his commanding officer.

William T. Caiielt, a member of theSpotsylvania reserves, was dischargedfrom service, he being over fifty yearsof age.

The court adjourned to meet againthis morning at 10o'clock.

Drowned.?At an early hour yester-day morning, the body of a white manwas found in the mill-race of. Shockoe(Smythe's) Mill, south side of the dock,between Sixteenth and Seventeenthstreets. Coroner Little, If. I)., viewedthe corpse, but deemed an inquest un-necessary, as no marks of violence werevisible on his person. No papers werefound leading to the identiiieatior? of thedeceased other than a letter in hispocket signed **T. Gilbert," addressedto his cousin, " Gilbert." In theopinion of tho Coroner, the drowningmust have occurred on Wednesdaynight. Parties living in the neighborhoodstate that late on that afternoon theyobserved a man, who appeared to be in-toxicated, staggering around there, and,in all probability, it.was the same indi-vidual who subsequently fell in the dockand was drowned.

Ths Lioitor Tax.?The Legislature ofVirginia having repealed the law prohi-biting liquor licenses, it is now compe-tent for those wis) dng to do so to sellintoxicating fluids by the drink as open-ly as ever. In the Senate of Virginia,yesterday, the tax bill being under con-sideration, it was agreed, by a vote oftwenty-threeto four, that five dollars taxshall be paid by all distillers and vendorsfor every gallon sold exceeding live.?Thosevoting in the minority objected tothe sum imposed as too heavy, and fa-voreda taxof one dollar per gallon. Twohundred dollars specific tax was fixedupon as the amount to be paid by retail-ers.

Deserved Punishment.?By order ofChief-of-Police Reuben T. Seal, thirtylashes were applied yesterday afternoonto the bare back of a negrowagon driver,named James, slave of William 11.Brooks, arrested on thecharge ofdrivinghis team at a killing pace, in violationof a city ordinance. During the progress of the team down the street, thefellow dashed across the sidewalk, run-ning against a lady who happened to becrossing, whereby she was knockeddown aud seriously injured.

CARBINES, REVOLVERS, PISTOLS, SADDLESandetheraccoutrements ofmounted men. Annsand equipments of the kind desired are believed tobe held by citizens in sufficient numbers to supplycurwants. Many keep them as trophies,and somewith the expectation of ur-ing them in their owndefence. But it should be remembered that armsare now required for use, and that they cannot bemade so effectual for the defence of the country inany way as in the handsof organized troops. Theyare needed to enable cur cavalry to cope with.thewell-armed and equipped cavalryof the enemy,not only in the generalservice,but in resisting thosepredatory expeditions which have indicted so muchloss upon the people of the interior.

To the patriotic 1 need make no otherappealthanthe wants of the service, but I beg to remind thosewho arc reluctant to part with the arms and equip-mentshi-their possession, that by keeping themthey diminish the ability of the army to defendtheir property, without themselves deriving anybenefit from them. 1 thereforeurge all personsnotin the service to deliver promptly, to some of theofficers designated below, such armsandequipments[especially those, suitable for cavalry) as they mayhave, and to report to those officers the names otsuch persons as negicct to surrender those in theirpossession.

Every citizen who prevents a carbine or pistolfrom remaining unused will render a service to hiscountry. .Those who think to retain arms tor theirown defence should remember that if the army can-notprotect them the arms will be of little use ?

While no valid title can be acquired to public armsr.i;d equipments,exoept from the Government, it isreported that many,persons have ignorantly pin-ch seed them from private parties. A fair compen-sationwill, therefore,be made to all who delivei mi harms and equipments to any ordnance officer, officercommand n,i,r atapost,officersandagents ofthe Quar-termaster and Commissary Departments at anystation, orofficers in the enrolling service, or con-nected with the Nitre and Mining Bureau. Allthese offioers are requested, and those connectedtrith this army are directed, to receive and receiptfoe all arms and equipments, whatever their condi-tion, and forward the same,withaduplicatereceipt,to the Ordnance Department at Richmond, and re-port their proceedings to thes'j headquarters. Theperson holding the receipt will be compensateduponpresenting it to iho Ordnanceßureai-.

While it is hopedthatno onex*u. ./..regard thisappeal,all officersconnected with this irmy arc re-quired, and all others are requested, to take posses-sion of any public arms andequipments they mayfind in the hands of persons unwilling to surrenderthem to theservice of the country, and to give re-ceipt therefor. A reasonable allowance for theirexpenses and troublewill be made to such patrioticcitizens as will collect and deliver to any of the offi-cers above designated such anus and equipments asthey may find in the handsof persons not m service,orwho will report the same to those officer*. Aprompt compliance with the call will greatly pro-mote The efficiency andstrength of the army, parti-cularly of the cavalry, and render it better able toprotect theLoiueii and property of the people fromoutrage.
