In 2018 the parade is heading in a new direction! Work by artist in different media will be curated to tell ‘The Water Story’.

Groups participating will be given a character or a plot point in the story to explore (see page 8 for a story synopsis). With an epic sound track, stunning visual effectss and professional performers, this year’s parade will be a spectacle not to be missed.

1. OVERVIEW

1.1 What is the Parade?In 2018 the Joondalup Festival will be celebrating the City’s 20th birthday, encouraging patrons to reflect on our journey since becoming a City.

One of the highlights of the Festival is the Twilight Lantern Parade, a participative community arts project that showcases the talent, energy and creativity of the local community. With over 1,500 people parading last year to an audience of over 8,000 people, the Twilight Lantern Parade is the biggest community arts event in the northern corridor.

1.2 Twilight Lantern Parade theme – ‘The Water Story’

Complementing the Joondalup Festival 2018 theme of ‘Perform, Create, Reflect’, ‘The Water Story’ is a story inspired by water, a vital resource and feature of the environment. Each participating school will have an important part of the story to tell. Once selected for the parade you will be allocated your plot point or character. It will be very important that you tell the part you are allocated, so the story will make sense to the audience. For a short synopsis of ‘The Water Story’ see page eight.

1.3 How can we participate?Schools may choose either:

Gold Entry: Artist-in-Residence

• An artist-facilitated school workshop program: Schools within the City may apply to be matched with a professional artist to design and perform their parade entry. The number of workshops on offer is limited and will be offered to the first schools to register. (See page 6 for more detail)

Silver Entry: Financial Support

• A financial assistance package. Schools within the City may apply for financial assistance up to $500.00 for funding to purchase materials to create their own parade entries. (See page 6 for more detail)

Expressions of Interest close on Friday 8 December 2017. Participating schools will be contacted by Friday 15 December 2017.

1.5 Who can be involved?All schools and community groups across Western Australia are encouraged to participate in the Joondalup Festival, Twilight Lantern parade in 2018.


1.6 What is the School commitment?Participating schools need to provide:

Gold Package

• Parent and teacher support: To assist with parade entry workshops.

• Workshop venue: To locate an appropriate space in which to conduct lantern-making workshops. This may include a large area to house large-scale lanterns whilst construction is in progress throughout Term One 2018.

• Collection of recycled materials: To assist in the collection of recycled materials that may be used for the project.

• Basic art room equipment and materials: The City’s support package will cover the cost of bulk materials required for the parade entry and schools will be responsible for basic art supplies, e.g. glue, scissors, etc.

All Entrants

• Parental permission: For students to take part in the parade.

• Student supervision: For participating students on the day of the parade.

• Designated contact person: It is encouraged that schools participating in the event elect a designated teacher to be the liaison for the duration of this program.

2. WHY BE INVOLVED?The Joondalup Festival Twilight Lantern Parade is one of the most exciting and rewarding community art projects in Perth. It provides students, teachers, parents, professional artists and art groups the opportunity to:

• Be creative and imaginative

• Develop their arts understanding and technique

• Use innovative arts practices to express ideas

• Gain insights into and understanding of local cultures, histories and arts traditions

• Develop pride in school and individual efforts

• Explore ideas in the arts by using observation, curiosity, research and imagination

• Work in a team environment where collaboration is valued

• Use basic elements of auditory, visual, tactile and/or kinaesthetic experiences to experiment and develop basic techniques in and across art forms.

3. DISPOSAL OF LANTERNSThe City cannot store the lanterns that schools make as part of the artist-in-residence program or your own in-school workshops. When leaving the parade site all lanterns you wish to keep must be taken with you. Lanterns left on site will be disposed of.

4. DUTY OF CAREThe City will make every effort to ensure the safety of participants in the parade. All artists and art groups involved in the project are covered by public liability insurance and have completed a Working with Children Check.

The City has public liability insurance that indemnifies the City against any act or omission of negligence by the City’s elected members, employees or volunteers.

If the Department of Education authorises the excursion, the Department of Education has general liability cover (includes public liability cover) where schools are protected through the Department when a school or an employee has proven to be negligent. There is no personal accident cover for students attending this excursion.

Schools must obtain parents’ permission for students to participate in the Festival parade.

Schools are required to supervise all students in the parade and parents will need to deliver and collect their children from teachers at the designated assembly area.


SCHOOL PARADE PACKAGESThe City will be offering support to schools in the City of Joondalup to participate in the 2017 Parade. This support is available through two categories:

GOLD PACKAGE: ARTIST-IN-RESIDENCE This package is available to schools within the City of Joondalup only. The program offers a professional artist to facilitate school-based workshops to create your parade entry. This will be provided to a limited number of schools in the City of Joondalup at no cost.

Schools will have between two and five workshops in: design, puppet or lantern making, performance and puppetry.

The quantity, size and scope of these workshops are to be negotiated between the school and their allocated artist/s or arts group, with the assistance of the Arts Officer. Workshop scheduling and content will largely be determined by the number of students participating, the amount of school support provided (number of teachers and parents) and the nature of the parade entry.

Workshops will take place in schools throughout Term One, 2018.

SILVER PACKAGE: FINANCIAL SUPPORT This package is designed to be an option for schools within the City of Joondalup who want to work without the assistance of an artist.

You will be provided with a part of the story to tell that may include either making smaller lanterns or choreographing movement.

This package is solely a financial contribution to assist with the creation of the lanterns. The City will endeavour to include all interested schools in the Silver Package. However, if the number of applications exceeds the funding available, priority will be given on a first come basis.

What is included in this package?

Financial support of $500.00 to assist the making of lanterns

CONFIRMED ARTISTS

Rebecca Bradley Rebecca is a theatre maker with a passion for creating impactful and inspirational theatrical experiences. As a skilled puppeteer, musician, clown, physical performer, and facilitator, she has spent much of her career traveling extensively throughout Australia, Europe, Indonesia and Latin America, working, training and teaching in her field. Rebecca has worked with Spare Parts Puppet Theatre since 2005 on numerous shows including Tim Winton’s Blue Back, (2010) Shaun Tan’s Tales from Outer Suburbia (2013), Moominpapa at Sea (2014) and Farm (2014) for which she received a nomination for best supporting actress from Performing Arts WA. She has worked independently with international companies and the Perth International Arts Festival. In 2010 she became a core artist and musician for Sensorium Theatre, and has toured extensively with the company since.

Nel Simpson Nel has worked in spectacle theatre for many years, as a performer, rigger, director and facilitator with companies such as SWERVE arts, Circus Oz, Royal de Luxe (France), La Fura Del Baus (Spain), Compagnie OFF (France), Lunar Circus, Spare Parts Puppet Theatre, Bizircus, Australian Theatre for Young People, CircusWA, Theatre Kimberley and Southern Edge Arts. She has studied the art of stilt dancing with Friche Theatre Du Urbaine (France) and travelled to events and festivals across Europe and Asia. In 2008 she developed a new work for the Perth International Puppetry Festival entitled Transfaunas, a spectacle aerial puppetry performance. In 2009 she worked with SWERVE Arts to create a new work for the opening ceremony of Perth International Arts Festival. Nel has also worked extensively as a circus trainer across the country, predominantly at CircusWA. She has taught aerial circus at WAAPA for the past 10 years.


Leon HendroffLeon is a designer and illustrator with a speciality in puppets. In 2001 Leon graduated from Curtin University with a degree in design winning several awards for his work. From 2005-2009 he also undertook numerous masterclasses with internationally renowned puppeteers including Jiri Zmitko, Quanzhou Marionette troupe and a scholarship to study with Noriko Nishimoto. Since 2015 Leon has been designing and making puppets for performance, retail, display and festivals, including numerous Spare Part’s Puppet Theatre productions, the Joondalup Festival, Camp Quality and Christmas window displays. Leon has also conducted workshops on puppet making and puppet theatre for children and adults. Leon’s creations are in collections locally, nationally and internationally, and wherever they travel he hopes they will always inspire something positive in their beholders.

Bryan WoltjenA graduate of the Western Australia Academy of Performing Arts, Bryan has designed set, costume and puppets for a diverse range of theatre makers across Australia, India and the U.K. In 2008 he undertook a series of three residencies across India researching puppetry and devising new works. He is the recipient of two WA Equity Guild Awards for Best Set Design: 2005 for ‘The Visit’ (Black Swan State Theatre Company) and 2009 for ‘Far Away’ (Black Swan State Theatre Company). Bryan also lectures, facilitates and speaks on design, puppetry and theatre-making. Currently he lives between London and Perth.


‘THE WATER STORY’ (including designs for some of this year’s lanterns.)Below are the major plot points in ‘The Water Story’, which will unfold through music, movement, lanterns and action during the parade. Each participating school will have an important part of the story to tell. Once selected for the parade you will be given your part in the story to tell. It will be very important that you tell the part you are allocated so the story will make sense to the audience.

1. Lake of BeautyThe scene is set – a full lake at sunset, stunning colours and flocks of birds. The moon appears, drawing animals to the lake to drink and celebrate. We see the moon’s reflection in the lake. It is idyllic, serene and beautiful.

2. UrbanizationNew dawn and a new day – urbanization begins. We see houses, cars and roads, lawns with sprinklers, a city growing bigger and bigger.

3. The Lake DriesAll the water has transformed into parched earth and green algae; the animals have disappeared. Everything is red and dusty. We see some dead trees/tumbleweeds; the wind blows hollow and empty.

4. Blue MoonA half-moon appears, saddened that she can no longer see her reflection in the lake. She begins to cry.

5. Storm Clouds gather, we see lightning flashes and pouring rain.

6. FloodThe rain continues and we see houses and buildings and trees and cars swept away.

7. RegrowthNew moon-new beginning. People begin replanting, at first tiny seedlings. The regrowth grows. Rebuilding the new city. A green city. We see tree planting, regeneration, conservation, protecting reserves, the city integrating with nature, not simply replacing it.

9. Full Moon, Happy LakeThe waters have returned to the lake; the locals seek to protect its beauty. The animals return, as does the moon and her reflection, along with the stars and the Milky Way.

10. CelebrationCelebratory percussive bands and dancers/diverse community groups.
