Trip Trading Options Framework 32 is considering access area allocations

Allow pound-for-pound exchanges of all areas in increments of the lowest allocation Can exchange any and all access area allocation in 9,000 lb increments Rationale: The Council allocated every vessel in this amount so this is
essentially a "trip"
Allow for exchanges in possession limit increments only between areas with the same allocation
9,000-lb allocations can only be exchanged with other areas that have 9,000-lb allocations
Status quo for areas ≥18,000 lb
Only allow exchanges in 18,000-lb increments Cannot trade allocations <18,000 lb
