SVYAZ is using leap second = 16, whereas GPS/GLONASS uses value = 17.
IVS may need up to 12 Minutes to sync. the Leap Second (subframe #4, page #18.)
Falling back in Leap Seconds results in one missing NMEA data set or vice versa in one duplicate data set.
The test data evaluation have to consider such duplicate data sets to be precise in evaluation ( around 60
meter difference in line simulation for up to 12 minutes)
Init / Setup time of 12 Minutes to be considered

R&S: the codec rates 4.75, 5.15 and HR V1 compress the
audio signal at such strong level that an MSD transmission
within 2 .. 2.8 seconds could not be guaranteed.
Intermediate Solution as validated for 5 Codecs (21.09.2015)
Standard adaptation should follow upcoming ETSI TS 103 412
