How JIEDDO Funds Initiatives
• Commitments– Administrative reservation of funds– Commitments must occur while appropriation is available for new
obligations (JIEDDF is a 3 year appropriation)
• Obligations– Legal reservation of funds (Contract)– For multi-year appropriations like Joint IED Defeat Fund (JIEDDF)
obligations occur over several years. OSD goals are:Year 1 Year 2 Year 3 Total
89% 8% 3% 100%
• Disbursement– Contractor submits invoice for approval– Government certifies invoice as valid; US Treasury makes payment or
disburses funds– For all appropriations, disbursements occur over several years. OSD
goals are:Year 1 Year 2 Year 3 Year 4 Year 5 Year 6 Year 7 Total22.5% 47.01% 22.39% 4.40% 1.50% 0.8% 0.41% 100%
