TELEPHONE PRACTICES
EMERGENCY CALLS Emergency numbers are listed on the front cover of this directory. If you need assistance, dial the base operator "0" from base extensions, or dial 963-1110 from private telephones.
BOMB THREAT If you receive a bomb threat, DO NOT HANG UP. Use the Bomb Threat procedure form (AF Form 440), located by your telephone. After asking the questions on the form, and while the caller is still on the line, depress the hook-switch or flash button momentarily then dial 11#. This action allows the telephone switch to identify the calling number. Then from a different telephone, call 911 and report the bomb threat. Be sure to give the 911 dispatcher your name, unit, and telephone number. If danger to life or property is possible, alert personnel and evacuate the building.
MALICIOUS / NUISANCE CALLS If you receive a nuisance call and would like to pursue the source, DO NOT HANG UP. While the caller is still on the line, depress the hook-switch or flash button momentarily then dial 11#. Call 628 CS at 963-2666 and report the nuisance call. Be sure to give the 628 CS representative your name, unit, and telephone number. They will contact the SF who in turn will contact you to take a report. If the caller states there is a threat, notify the SF at extension 963-3600.
CLASSIFIED INFORMATION 1. Personnel who disclose classified or unauthorized sensitiveofficial information during use of the telephone are subject todisciplinary actions.
2. Military communications facilities are subject to monitoring bythe activities associated with the preservation of national security.
3. Do not paraphrase, or otherwise attempt to talk aroundclassified information.
4. Classified information will not be discussed over an admin-istrative telephone unless it is encrypted with a device approved forthis purpose.
The telephones on Joint Base Charleston Air Base and Weapons Stations operate differently. Below are instructions for each.
AIR BASE DIALING INSTRUCTIONS
1. From Air Base Extensions:On Air Base Calls Dial 963+4 digit number Long Distance Calls- Dial 98-1+area code+7
digit number. Input PIN when prompted.
Overseas Commercial- Dial 98+011+ international number. Input PIN when prompted.
2. From Offbase Extensions:To access an on-base extension, dial 963 plus the four-digitextension desired.
3. From Base Lodging:(a) To dial from room to room, dial the room
number.(b) To reach the base operator dial “70” or "73"(c) For off-base numbers, dial “9” and the seven
digit number.(d) For billeting operator assistance dial "0"(e) To charge a call to your room number dial “9”

NOTE: Facilities are maintained within the Department of Defense for the most economical and efficient placing of long-distance calls. To keep cost at a minimum, military departments must ensure that only official calls of short duration be made over Department of Defense facilities.
Personal Calls. Government telephones will be used for official calls only. Public telephones have been installed throughout the base for personnel convenience. Unauthorized, fraudulent and/or misuse of the telephones will result in disciplinary action.
DIALING INSTRUCTIONS
GENERAL INFORMATION
1. Call Forwarding. To temporarily redirect all calls, first dial thecall forward code “*2” then you'll hear a dial tone. Dial the 5 digitextension where calls are to be sent. You'll get a confirmation tone,then hang up. To cancel call forwarding, dial the call forwardcancel code “#2” and listen for the confirmation code.2. Transfer. To send the present call to another number, press“Transfer” button or flash the switchhook. You'll get the recall dialtone (three short tones followed by a dial tone). Dial the number towhich the call is to be transferred. If you stay on the line, the callwill be transferred when you hang up your phone.3. Conference Calling. To add another party to a call, press“Conference” or flash the switchhook. You'll get the recall dialtone. Dial the number of your third party. You can discuss the callprivately with the third party at this time. If the line is busy or thereis no answer, press “Conference” or flash the switchhook twice toreturn to the original party. To put everyone on the call, press“Conference” or flash the switchhook and announce the call.Conferences up to 6 participants can be made through the use of aSwitch Feature called MeetMe (trademark) Conference Bridge.4. Call Pickup. To answer a call placed to your pickup group whenyour phone is idle, dial the pickup code “*7” if assigned to pickupgroup.5. Send All Calls. To send all calls (except priority calls) tocoverage, dial the send all calls code “*3” and wait for theconfirmation tone. Then hang up. To cancel “send all calls”, dialcode “#3” and listen for confirmation tone.
USING A STE (Secure Telephone Equipment) 1. To place a secure call:(a) Insert the KSV-21 Cryptographic Card, face up.(b) Pick up hand set, get dial tone and dial number desired.(c) Inform other party that you wish to go secure. The called partymust have a valid KSV-21 inserted and locked in their STE toproceed.(d) Press the Secvoice button. Only one party needs to press Secureto initiate. STE will display “GOING SECURE.” When the securelink is established, the highest common classification for the twoterminals is displayed.2. If you receive an error message stating that your KSV-21 has“expired” when trying to initiate secure calls, you must call theKey Management Center (KMC) at DSN 963-1810 or99-1-800-635-5689 to update the KSV-21. Simply follow on-screen prompts and hang up when instructed.
USING A STU-III SECURE TELEPHONE 1. To place a secure call:(a) Insert the Crypto Ignition Key (CIK) and rotate clockwise.(b) Pick up hand set, get dial tone and dial number desired.(c) Inform other party that you wish to go secure. The called partymust have a valid CIK/KSV-21 inserted and locked in their STEto proceed.(d) Press the Secure button (Secure Voice on AT&T terminals).Only one party needs to press Secure to initiate. STE will display“GOING SECURE.” When the secure link is established, thehighest common classification for the two terminals is displayed.
2. If you receive an error message stating that your KSV-21 has“expired” when trying to initiate secure calls, you must call theKey Management Center (KMC) at DSN 963-1810 or99-1-800-635-5689 to update the KSV-21. LONG DISTANCE CALLS 1. Official Calls:
(a) For official long distance calls, dial 98, area code, andtelephone number.
(b) Duration of calls will be held to a minimum.
(c) The base operator does not accept collect calls
All calls outside the local calling area are considered long distance. To ensure effective use of all voice communication services, it is necessary to limit access to users who have official need for the use of long distance service. Such users are personnel of essential elements of command and administration whose authorized usage of long distance telephone communications is required in support of command operations, intelligence, logistics, and administration. Personal and unofficial calls are prohibited. Unofficial calls to and from government telephones are not permitted. Use of government telephones for such calls to avoid payment of tolls is a UCMJ offense. All such calls are traced back to the calling party and appropriate action taken against the offender.
MINIMIZE 1. Minimize is a condition imposed by commanders to controland reduce electronic communications, both data and voice traffic,during exercises or periods of emergency. During such periods,vital and relevant message traffic must be drastically reduced.
2. Minimize may be imposed Department of Defense wide, AirForce-wide, MAJCOM wide, or for given countries, states, orareas as conditions warrant.
3. Minimize may be imposed on DSN, local telephone, or datasystems. Telephone systems include such services as long distancecalls, administrative tie-line calls, etc. One or all systems orservices may be minimized as required.
MONITORING Communications systems are for transmission of official information only and are subject to communications management and security monitoring at all times. The Air Force also reserves the right to enter a premise where it provides such telephone service to inspect, repair, or remove equipment.

TELEPHONE - REQUEST FOR TELEPHONE SERVICE Requests for telephone installation, relocation, disconnects, etc., should be submitted using the automated CIPS 5.0 by the squadron’s Work Order Submitter. Appointed Work Order Submitters have access to CIPS 5.0 for tracking all communication requests. If submitters don't have access, please contact 628 CS/SCXP, 963-2933.
DSN - Defense Switched Network (DSN) is a common user dial network interconnecting major Department of Defense agencies and installations. DSN use is limited to official business.
DSN TROUBLE REPORTING When trouble is encountered using DSN the following procedures should be taken:
1. Report the trouble to the Comm Focal Pointat 963-2666, Option 3.
2. Give the details of the trouble. Your telephone extension,and location and number of party called.
DSN - CALLING INSTRUCTIONS 1. Users with dial-access to DSN should:
(a) Verify the DSN number.(b) Listen for the dial tone.(c) Dial the DSN access code "94".(d) Dial the seven-digit DSN number.
2. User Assistance:Call assistance, conferencing and directory assistance for DSNare provided by your local operator and can be accessed bydialing "0".

If a certain feature is desired, submit your requirement to your telephone control officer (TCO).
CONSULTATION HOLD Description: This feature allows a station to place an in-progress call on hold for up to three minutes at a time.
To Activate: Flash/Switch-hook...your party is now on hold.
CALL TRANSFER Description: This feature permits subscribers to transfer an in-progress call to another number without operator assistance.
To Activate: Flash/Switch-hook...hear special dial tone. Dial destination desired.... Announce caller and hang up.
3 - WAY CONFERENCE Description: This feature provides subscribers a means of placing a party on hold and then adding another party to an in-progress call without operator assistance. The total number of parties in the conference cannot exceed three.
To Activate: Flash/Switch-hook…..hear special tone.…dial third party number.....flash/ switch-hook again.…all three parties will be connected.
CALL FORWARDING Description: This feature allows a call directed to a number to be automatically routed to any other number. To Activate: Lift handset....dial *70 plus the number where calls are to be forwarded.
To Verify: When calls are forwarded, your phone will give a short ring as a reminder that Call forwarding is activated.
To Cancel: Lift handset....dial #70.
CALL PICKUP Description: Within a call pickup group, a station can answer a call incoming to another member station.
To Activate: Lift handset....dial *74.
GENERAL INFORMATION
AUTOMATIC CALL BACK Description: This feature permits a station to request automatic callback upon encountering a busy number within the base system. The call back has a distinctive ring.
To Activate: Flash/Switch-hook.....hear special dial tone....dial *73
To Cancel: Lift handset.…hear regular dial tone.....hang up.
SPEED CALL Description: This feature is used to decrease the number of digits dialed for repetitively dialed numbers.
To Store: Lift receiver..... dial # 17 plus one digit (0-9)...dial directory number....wait for tone indicating positive acknowledgment.
To Activate: Lift receiver.....Dial # 17 plus one digit from your individual speed dialing list.
