DAY 1 SEMINARS: THURSDAY, MARCH 21, 2019Keynote: The Unteachables - Civil Rights, Disability Rights, and the Origins of Black Special EducationThe history of African-Americans and special education is entangled with the history of intellectual disability categories. Once segregated in all-black schools, many African-Americans integrated predominantly white schools tagged as educable mentally retarded (EMR) or mildly mentally retarded (MMR). In the 1970s, black students were frequently diagnosed as learning disabled (LD), then later in the 1980s and 1990s as emotional behavior disordered (EBD). While the phenomenon of disproportional placement in special education appears as a late 20th century and early 21st century grand challenge, arguably the birth of disproportionality has its origins in the 1950s, 1960s, and 1970s with the creation of labels and the sorting of students under those designations. This presentation will demonstrate how special education labels and laws exacerbated the problem of black overrepresentation over the last four decades, creating the problem of disproportionality.Presenter: Dr. Keith A. Equity and the Commitment to ChangeDuring the 2017-18 school year the Minnesota Department of Human Rights (MDHR) sought agreements with school districts and charter schools across the state on the topic of student discipline. The MDHR sought to reduce the use of suspension and expulsion and eliminate disciplinary disparities for students of color and students receiving special education services. Nearly all districts notified by the MDHR entered into agreements.
