1. INTRODUCTION

ECOH Management Inc. (ECOH) was retained by the Toronto District School Board to

conduct an assessment at John Fisher Public School for the purposes of particularizing and prioritizing of window replacement and installation of air-conditioning systems at the school as recommended by ECOH in the Phase II Risk Assessment Report, dated April 21, 2017.

Mr. Rob Fernandes and Ms. Seema Sharma of ECOH completed the assessment of the subject

on May 9, 2017. This report summarizes the findings of the assessment and associated

recommendations. Site photographs are provided in Appendix I. Drawings indicating the

prioritization of the window replacement are provided in Appendix II.

2. METHODOLOGY

The prioritization of the window replacement took into consideration the design, condition and

location (i.e. proximity to construction, room usage, etc.) of the windows and how these factors

would influence the potential for noise and dust infiltration associated with the construction

project that is to be completed to the west of the school property. For the installation of air-

conditioning systems, the prioritization took into consideration the likelihood of utilizing

windows for ventilation with respect to the potential for noise and dust infiltration associated

with the construction project. Based on the aforementioned factors, ECOH has proposed three

categories for prioritization of the window replacement and installation of air-conditioning

systems as follows:

Category 1: The windows in these locations are at greatest risk for noise and dust

infiltration and should be replaced prior to commencement of the adjacent construction

project. As these locations are also in closest proximity to the construction area, the windows will not likely be used for ventilation purposes. These locations should, therefore, be

given highest priority for the installation of air-conditioning systems.

Category 2: The windows in these locations are at a lesser risk for noise and dust infiltration

than Category 1 and includes newer and/or fixed units. These locations should be monitored

for noise and dust infiltration during the period when construction activities are occurring

below grade and the windows replaced, as required. If windows cannot be used for

ventilation, consider the installation of air-conditioning systems.

Category 3: The windows in these locations are at a lesser risk for noise and dust infiltration

than Category 2 and should be replaced once the construction activities are occurring above

grade. If windows cannot be used for ventilation, consider the installation of air-conditioning

systems.

3. OBSERVATIONS

For the purposes of the assessment, the subject building is considered to be facing south. The

following was noted during the assessment:

Basement

South side - Room B1 and B2

On the south wall - There are 5 single hung windows in the classroom. These are newer plastic

and wood composite frame, double glass pane windows with gaskets all around them. These

are vertically opening windows. In room B2 the central window needs adjustment, it does not

slide all the way down.

East side - Room B3

This room had mix of fixed and operable windows

On the northeast wall - A row of 5 fixed single pane wooden frame windows is present and on

the east, corner a single fixed glass pane wooden frame window is present

On the east wall - There are present 2 operable single hung wooden frame windows with no

gasket around them and the windows do not seal fully. These are vertically opening windows

Boys washroom

West wall - There is a row of 4 newer vinyl windows along wall (2 fixed and 2 operable). The

operable sections are equipped with appropriate gaskets.

Northwest side-Lunch room

This is located at the northwest corner of the school building. On the north wall - There are 2

sets of windows along the wall. On the west end of the room the windows are present as a row

of 4 windows and toward the east end of the room they are present in a set of 5. They are single

hung, vertically opening, single pane wooden frame windows with brush gaskets on the

bottom. The second window from the west end has damaged brush gasket and fifth window is

also damaged, all windows sashes are loose.

First Floor

North west side- Classroom 2 and South side- Classroom 3

Row of 5 double hung sash windows is present on the north wall of the room. The upper and

lower sashes overlap in the center and slide up and down in wooden frame. The windows are

single glass pane and open vertically. There are present brush gaskets on the sides and rubber

gaskets at the bottom. The gaskets are not providing adequate air sealing as there are air drafts

from the bottom of the window pane when fully closed. The upper windows are operable with

a pulley system and rope. Windows in the upper row do not have any weather stripping or

gaskets around them. All the windows have play in and out of the frame. The glass is thinner

than windows in the basement.

North side – Classroom 1 and South side - Classroom 4

Row of 5 double hung sash windows is present on the north wall of the room 1 and south wall

of room 4. The upper and lower sashes overlap in the center and slide up and down in wooden

frame. The windows are single glass pane and open vertically. There are present brush gaskets

on the sides and rubber gaskets at the bottom. The gaskets are not providing adequate air

sealing as there are air drafts from the bottom of the window pane when fully closed. The upper

windows are operable with a pulley system and rope. Windows in the upper row do not have

any weather stripping or gaskets around them. In Room 1, bug screens are present on lower

windows, on the first window on the west side there is a squirrel nest and the wooden frame is

eaten. In room 4, the fourth window from west side has no bottom gasket.

South side - Classroom 5, Classroom 6, Classroom 7

Row of 4 double hung sash windows is present on the south wall of the room in classroom 5

and 6 whereas row of 5 windows is present in classroom 7. The upper and lower sashes overlap

in the center and slide up and down in wooden frame. The windows are single glass pane and

open vertically. There are present brush gaskets on the sides and rubber gaskets at the bottom.

The gaskets are not providing adequate air sealing as there are air drafts from the bottom of

the window pane when fully closed. The upper windows are operable with a pulley system and

rope. Windows in the upper row do not have any weather stripping or gaskets around them. In

classroom 6 the windows have foam gasket on the bottom surface. There is presently a fixed

window in the washroom attached to classroom 5 whereas an outward opening hinged window

is present in washroom attached to classroom 6.

East side - Classroom 9

Row of 5 single pane fixed windows is present in the classroom. The inside of the classroom

was quieter as compared to the other classrooms, less outside noise was heard.

Far west wall - Classroom 11

Same as classroom 5,6 and 7. An additional window is present on the north end of the wall

Second Floor

North side- Room 13 and room 12

Windows same as classroom 2 on the first floor. Windows in Room 13 do not close fully

(teacher has installed tape along bottom edge to block drafts).

Far west side- classroom 21, 22 and 23

Windows same as classroom 2 on the first floor

South side- Classroom 14, 15, 16, 17, and 18

Windows - the windows are in row of 5 windows and are relatively newer window frames. The

top window is fixed though provision for it to slide in the frame is present. The frame has a

plastic insert/lip around it should should reduce dust/noise infiltration relative to wood-only

frames.

East wall – Classroom 19

The windows are double pane fixed windows, no outside noise was perceived within the

classroom.

East side- Classroom 20

There are 5 windows which are double sash hung windows. There are brush gasket on the

bottom surface of the windows

General

Gaps and missing gaskets were noted around the entrance doors of the building, including the

doors along the west elevations of the building which face the construction area.

Vents (exhaust and/or supply) were noted throughout the school. The majority of the

ventilation systems in the school did not appear to be operating at the time of assessment.

4. RECOMMENDATIONS

Based on the findings of the assessment, ECOH offers the following recommendations for

consideration:

1. Replace the windows in the following locations as Category 1 priority: Basement Lunch Room, Classrooms 1-4, 11-13, 21, and 22

2. Monitor and replace as required the windows in the following locations as Category 2

priority: Basement Boys Washroom, Classrooms B1-B3, 5, 6, 9, 14-17 and 19, library,

offices, stairwells, Room 26 and hallways

3. Replace the windows in the following locations as Category 3 priority: Classrooms 7, 8, 18, 20 and 23, Room 20A, and office beside Classroom 17

4. The replacement windows should be double pane glass and the frame should have as much sound attenuation as the double pane glass components. Any operable sections of the windows must be equipped with adequate seals/gaskets to prevent dust and noise infiltration when the window is in the closed position.

5. Air-conditioning systems should not generate excessive noise and must be installed in such a manner that does not compromise the sound attenuation provided by new windows, if window-mounted air-conditioning systems are used.

6. Ensure proper seals are present around the perimeter of entrance doors, particularly along the west elevations.

7. Ensure existing ventilation systems are inspected and fully operational

5. STATEMENT OF LIMITATIONS

The observations, results and conclusions drawn by ECOH are limited to the specific scope of

work for which ECOH was retained, and are based solely on information generated as a result

of the specific scope of work authorized by Toronto District School Board. Only those items that

are capable of being observed, and are reasonably obvious to ECOH personnel or have been

identified to ECOH by other parties, can be reported. ECOH has exercised a degree of

thoroughness and competence that is consistent with the profession during the execution of this

assessment. ECOH considers the opinions and information as they are presented in this report

to be factual at the time of the assessment. The conclusions are limited to the specific locations

of where testing and/or observations were completed during the course of the assessment.
