Key Job Responsibilities

i.) Plan and conduct audits to assess controls, operational efficiencies and compliance with rules, policies, procedures, regulations and SOPs.

ii.) Co-ordinate with internal auditors hired by the authority for the smooth conduct of internal audit.

iii.) Follow-up of audit observations raised by internal & external auditors. iv.) Propose recommendations to Management and Finance & Audit Committee for better

internal controls. v.) Ensure a system of pre-audit of all transaction at TEVTA Head Office and eventually spread

Key Job Responsibilities

i. Plan and perform training package in TVET system at all levels.

ii. Work and coordinate with other Head of Departments to support organization change and ensuring proper implementation of required systems of performance and development, communication, equality measures and monitoring

iii. Lead and develop the team of IT and Software Development Specialists and to provide proactive advice, clear directions, priorities and feedback for execution of day-to-day functions

iv. Liaise with Provincial / National organizations and relevant stakeholders for receiving all information to be uploaded into the TVET System.

v. Develop the ICT budget as per policy, maintenance and operation of the network, infrastructure, application software, all existing or future IT systems IT hardware and equipment acquisition

vi. Advise the management on hiring of any consultant for IT projects/systems and to oversee and supervise them till completion. Also to train and develop appropriate and required HR for all such projects either through in-house or trainings through outsourcing

vii. Liaise with Consultant and advise the management for developing, implementing and activation of systems for automation of the offices and institutions, ERP, Data-base system,

KEY JOB RESPONSIBILITY

I. Coordination with GM (ops) in all operational, administrative and financial matters relating

to Zonal and District Offices and all technical and vocational institutes. II. Coordination with all Zonal, District offices and institutes and to pass on instructions relating

to policy and management of intuitions as advised by the GM (ops). III. As advised by the COO or GM (ops), to participate on behalf of PTEVTA in all meetings with

Governmental Departments and other key stakeholders i.e. World Bank, Asian Development Bank, GIZ , NAVTC etc. in respect of reforms and formulation of policy in TVET sector in Punjab.

IV. To keep pace with and awareness of new trends in demand of industry relating to technical and vocational education/trainings and accordingly advise the GM(ops) and other concerned sections to consider and take proactive measures for updating curricula and proper training of teaching staff.

V. Interact and keep liaison with other Head of Sections and Punjab Board of Technical Education on behalf of GM (ops) for smooth functioning for all institutes for imparting quality technical and vocational education throughout Punjab.

VI. The principal reporting officer to GM (ops) on all operational aspects of PTEVTA Institutes. VII. Assist and coordinate with GM (ops) in preparing reports for PTEVTA Board on as required

basis. VIII. Advise GM (ops) in matter relating to District BOM /Chambers of Commerce for creating a

meaningful linkage with industry and private sector for enlisting their supporting for growth of TVET sector in Punjab. .

IX. On advice of GM (ops), to periodically inspect Institutes with a view to ascertain the efficacy, effectiveness and quality of education & training being imparted to the students. .

X. To periodically inspect District Offices to gauge their operational fitness to achieve their stated goals and objectives.

XI. To assist GM (ops) in order to meet all targets relating to short-courses, diplomas , diplomas, apprenticeship and Research & development and placement of pass-out of PTEVTA in industry in collaboration with other sections as instructed by the Chairperson/COO.

XII. To closely assess and monitor the market needs in consultation with BOM/Chamber of Commerce and other stakeholders in order to provide timely training to PTEVTA students for enhancement of knowledge and skills.

XIII. Close coordination with Training Section and Academics Department for improving the knowledge, skills and abilities the teachers for imparting quality education and training on the basis on market-driven demand.

XIV. To carry out and implement all transfers/posting orders of teaching staff and non-teaching

staff under the direct supervision of Operation Section as issued by the Competent Authority. XV. To assist GM (ops) in disposing of all complaints, petitions and enquiries referred by C.M.

Minimum Qualification/ Experience

Master degree from HEC recognized institution/university in Business Administration or HR or any other related discipline with industrial placement focus

6 years of experience in relevant field.

Profile Desirable that candidate must have strong linkage and networking with local Chambers of Commerce and industry and overseas marketplace for absorption/placement of technical and vocational skilled workforce. It is the prime focus and desirability of PTEVTA to enter into strategic partnerships with local and international industry for growth of TEVT sector in Punjab. Some working knowledge of demand of market-driven short/long duration courses/diplomas relating to technical and vocation skilled workforce is also desirable. Requires some working experience with large public/government organizations

Key Job Responsibilities

I. Focus primarily to create a strong linkage with industry, either directly or through Chamber of Commerce, for the placement of pass-outs of PTEVTA and to enlist the support of industry for identifying the need to run the demand driven short-duration courses.

II. Conduct and arrange seminars, workshops, symposiums, meetings in collaboration with chamber, trade association and others stake holders for creating and maintaining meaningful networking and continued relationship.

III. Collaborate with industry to arrange training of teachers and students to provide them firsthand experience of industry demand and working environment.

IV. Develop a mechanism for the traceability of the PTEVTA pass-outs and maintain a pool of pass-outs trade or skill-wise for meeting any future demand for placement in the industry.

V. To enter into agreements with industry to train pass-outs with some particular and demand driven skills.

VI. Identify the opportunities of placement in the overseas marketplace or industry through placement consultants, Federal and Provincial labour Departments, foreign recruitment agency etc.

VII. Collaborate with operation and academic section for identifying training needs for placement of pass-outs in overseas and local market and industry.

VIII. Develop a motivated and focused team for routine visits to the local industry for identifying and assessing the need of demand driven course and placement.

IX. Provide frequently the feedback to the operation, academic and training section for developing demand driven courses and need of trainings for enhancement of skills of the students for future placement.

4 years of experience in relevant field.

Profile The candidate with extended knowledge and demonstrated ability to collaborate and work with a team of academicians and researchers in order to provide a platform for identifying the recent advancements in technical and vocation fields. A candidate having strong mind-set for research and well-conversant with latest trends in analytics and research reporting, especially in new technology is desirable. Awareness of contemporary successful models of research in education and training in TVET sector is also desirable.

1. Support GM (Academic) in developing & maintaining liaison with Industry for collaboration

for academic matter focusing on training needs assessment

3. Plan, coordinate & supervise TVET research studies related to identification of trades /

I. To act as principal resource person to Chief Operating Officer (COO) / Chairman TEVTA on all Academic matters.

II. To supervise and coordinate the Research and Development activities for the establishment of new institutions, up-gradation of existing institutions and verification of courses, identified by Board of Management.

III. To supervise and coordinate the development and revision of Curriculum and Manuals of all TEVTA courses.

IV. To facilitate NAVTTC in the curriculum development, standards and the assessment methodology / procedures.

V. To act as convener of Provincial Academic Committee for the approval of newly developed courses.

VI. To supervise and coordinate Academic Performance Audit of TEVTA institutes and highlighting the areas of weakness for efficient institutional management.

VII. To implement the accreditation / registration process as per the guidelines of the NAVTTC and supervise the process at the provincial level.

VIII. To devise policy guideline and monitor the development activities of the academic section.

VI. Coordination with Provincial Academic Committee for final approval of curricula.

VII. Responsible for publication of Manuals/Books on the basis of latest approved curricula and

manuals for all technical and vocational trades.

VIII. Liaise with the publisher for prequalification, contract agreement, work order for publication

of Manuals/Books.

IX. Distribution of Manuals/Books to all the quarters concerned i.e. GM (Operations), ZMs, DMs

and Institutions.
