We are looking for an exceptional Head of People and Culture who will inspire our wonderful workforce to achieve even greater things. Playing a key role in shaping how we deliver People Services across the organisation, we need someone with the ability to transform traditional HR practices, helping create new ways of working and drive cultural change. You will report directly to our new Chief Executive and have demonstrable experience and knowledge across the whole HR portfolio, and in within transformation and cultural change. You’ll need to be creative, imaginative and bold as you’ll be part of building a resilient culture where kindness, innovation and a belief that anything is possible is the norm. We need someone who can:

Develop an exciting and contemporary People Strategy

Be a confident communicator, unafraid to challenge and great at finding solutions

Be a dynamic member of our Leadership Team, passionate about understanding the challenges faced by every part of the business and committed to working with the Executive Team and other Heads of Service to overcome them

The Job - Head of People Services & Culture Responsible to: Chief Executive Responsibilities & duties:

The delivery of the full range of HR support functions, working closely with colleagues across the organisation, providing professional expert advice, support and appropriate advice to staff on HR related matters.

Champion best practice and provide thought leadership on all people related matters

Leadership of a team of 3, delivering HR services to over 170 colleagues

Shaping and supporting the implementation of an ambitious People Strategy.

Supporting and driving culture change

Cultural diagnostics, staff surveys and the Health and Wellbeing agenda

Dealing with a range of staffing matters, including those of a sensitive, complex nature such as absence, capability, discipline and grievance.

Providing advice, guidance and practical support on job design, job evaluation, employee relations and consultation ensuring legislative requirements.

To draft and implement a contemporary Pay and Reward Strategy.

The drafting, updating and oversight of all HR policies and processes across the organisation and support other decision makers to ensure they act consistently with our values, policies and practices and are in accordance with new legislation and best practice guidelines.

To be an active member of the organisation’s Leadership Team and advise the Board of Management.

Actively drive forward the promotion of the Association’s Equality & Diversity Strategy.

Implementation of performance review process and ensure leaders are equipped to deliver coherently and consistently across the business.

Ensure that the Association complies with Health & Safety legislation and good practice

To actively engage with and maximise the employee consultative arrangements through the development of the Association’s staff forum.

To produce HR performance reports for the Executive Team and Management Board which demonstrate the impact of HR on achievement of business objectives.

Overseeing transactional HR functions, including issuing of contracts, letters of appointment, salary adjustments, changes to terms and conditions, record keeping etc.

To undertake ad hoc projects on an organisation-wide basis, including reviews of policies, terms and conditions.

To contribute to the successful achievement of quality standards and other Partner, Employer and Provider of Choice Initiatives.

To contribute flexibly to the wider work of the Association through cross functional working groups. *This job description is indicative of the range of current duties and responsibilities for the post. It is not comprehensive. This post is expected to develop overtime with the skills and knowledge of the post holder and it is essential therefore, that it is regarded with a degree of flexibility, so that changing needs and circumstances can be met. All changes will be discussed with the post holder.

The Person Education Essential:

Graduate (or above) level of membership of CIPD and/or other relevant professional HR Qualification

Desirable: Leadership qualification (e.g. ILM/CIM Level 5) IOSH qualified

Experience & Knowledge Essential:

advising on legislation and HR related matters at strategic level In-depth knowledge and considerable experience of Human Resources and Organisational

Development advising on change management and organisation development projects developing and delivering learning & development programmes to meet business needs drafting, developing and implementing HR strategies, policies and procedures managing effective recruitment and assessment projects for a wide range of posts supporting and advising line managers to develop performance management frameworks which

deliver continuous improvement and key results of dealing with complex HR casework working with individuals and employee representatives to manage sensitive negotiations and reach

successful outcomes building successful networks and working relationships with staff, managers and other key

stakeholders Thorough, up to date, practical knowledge and understanding of employment legislation and statutory

obligations which affect the provision of HR services HR best practice and benchmarking tools and techniques advising on and promoting Equality & Diversity in employment and service delivery excellent interpersonal skills to persuade, influence and negotiate effectively with others TUPE Transfer Benchmarking Experience of managing a budget Well-developed IT skills Great written and oral communication skills

Desirable: Experience of working in Housing related field. Knowledge of current trends and challenges facing social housing.

Conditions of Service Salary: £45,351 - £48,156 per annum

Contract Type Permanent

Working Week 35 hours a week, Monday – Friday. Our office hours are Monday- Thursday 9am to 5pm and Friday 9am to 4pm. You may be expected to work outside these hours and/or attend occasional meetings in the evening. Flexible working in accordance with our Work life Balance Policy.

Annual Leave 25 days annual leave (extra 1 day leave after 5 and 10 years’ service – total of 27 days) plus 8 bank holidays plus 4 extra concessionary days

Location Head Office, Canton, Cardiff. CF5 1JD

Probationary Period: 6 months
