5. Tender documents (including drawings) can also be downloaded by the shortlisted

contractors from RITES Website (www.rites.com). Tender documents downloaded from RITES website shall be considered valid for participating in the tender process. In case, during the scrutiny of downloaded tender document, if any modification/correction etc is noticed as compared to the original documents posted on the website, the bid submitted by such a bidder is liable to be rejected. In case the bid of a tenderer who has downloaded tenders from RITES website is accepted, the contract shall be executed in the original / manual tender document issued by concerned RITES office.

6. Tenders must be accompanied by Earnest Money Deposit of the amount specified for the

work in the TABLE-I of Para 2 above. It shall be submitted in the form of Bankers Cheque / Pay order / Demand Draft payable at Gurgaon or Delhi only, drawn in favour of RITES Ltd.

7. Tenders duly completed in all respects, shall be received by the Additional General

Manager (Tender Cell), RITES LTD.,CP Division, 3rd floor, RITES BHAWAN-II, RITES LTD, Plot No. 144, Sector-44, Gurgaon-122003, Haryana Telephone No.0124-2728305/ 326, up to 14.00 hrs. on the date as given in TABLE - I and will be opened at 14.30 hrs on the date as given in TABLE - I in the presence of the bidders or their authorized representatives, who choose to be present.

8. If the date of opening happens to be public holiday, the Tenders shall be received and

opened on the next working day at the same time & venue.

9. RITES Ltd. reserves the right to reject lowest or any other tender or all the tenders and accept any tender either in whole or in part without assigning any reason whatsoever.

NOTICE INVITING TENDER AND INSTRUCTIONS TO TENDERERS

1.0 GENERAL 1.1 Tender Notice Item Rate Tenders are invited in single packet system by RITES Ltd., a Public Sector Enterprise under the Ministry of Railways, acting for and on behalf of Jawahar Lal Nehru University, New Delhi, from shortlisted contractors for the work of Renovation of Main Library, CHS Library, Seminar Hall & Computer Centre, Toilets in Admn Block & schools, CRS Auditorium & Construction of Guard room & waiting room for Koyna & Shipra hostel, ESS room at Jawahar Lal Nehru University, New Delhi. (Note : Throughout these bidding documents, the terms ‘bid’ and ‘tenders’ and their derivatives are synonymous) 1.2 Estimated Cost of Work The work is estimated to cost Rs 346 Lacs (Based on CPWD DSR 2012 for civil works, duly enhanced by prevailing cost index published by CPWD and NS items on Market rate). This Estimate, however, is given merely as a rough guide. 1.3 Time for Completion

The time allowed for completion of the work will be Nine Months from the date of Start which is defined in Schedule F under Clause 5.1a of Clauses of Contract. 1.4 Brief Scope of Work Renovation of Main Library, CHS Library, Seminar Hall & Computer Centre, Toilets in Admn Block & schools, CRS Auditorium & Construction of Guard room & waiting room for Koyna & Shipra hostel, ESS room at JNU, New Delhi. 1.5 Availability of Site- The site for the work is available. 1.6 Basic conditions for issue of Tender Document :- 1.6.1 The Tender Document is being sent to you free of cost. 1.6.2 (a) The intending tenderers are advised that tenders in a Single Packet System will be

5.5 Clarifications on Tender Document

6 PRE-BID MEETING. DELETED

7 AMENDMENT OF TENDER DOCUMENT 7.1 Before the deadline for submission of tenders, the Tender Document may be modified by

RITES Ltd. by issue of addenda / corrigendum. Issue of addenda / corrigenda will however be stopped 7 days prior to the deadline for submission of tenders as finally stipulated.

7.2 Addendum / corrigendum, if any, will be hosted on website only and shall become a part of

the tender document. All Tenderers are advised to see the website for addendum / corrigendum to the tender document which may be uploaded up to 7 days prior to the deadline for submission of Tender as finally stipulated.

7.3 To give prospective Tenderers reasonable time in which to take the addenda / corrigenda into

account in preparing their tenders, extension of the deadline for submission of tenders may be given as considered necessary by RITES.

8 TENDER VALIDITY 8.1 The Tender shall be valid for a period of 90 days from the due date for submission of Tender

or any extended date as indicated in sub Para below. 8.2 In exceptional circumstances, during the process of evaluation of tenders and prior to the

expiry of the original time limit for Tender Validity, the Employer may request that the Tenderers may extend the period of validity for a specified additional period. The request and the tenderer’s response shall be made in writing. A Tenderer may refuse the request without forfeiting his Earnest Money. A Tenderer agreeing to the request will not be permitted to modify his Financial Bid to a higher amount but will be required to extend the validity of the Earnest Money for the period of the extension.

9 EARNEST MONEY 9.1 The Tender should be accompanied by Earnest Money of Rs 3.46 Lacs (Rupees Three Lacs

Forty Six Thousand only) in any of the forms given below :-

Banker’s Cheque / Pay Order/ Demand Draft payable at Gurgaon / Delhi, drawn in favour of RITES Ltd.

9.2 Any Tender not accompanied by Earnest Money in an acceptable form shall be rejected by

the Employer as non-responsive unless tenderer is exempted from payment of Earnest Money as a matter of Government Policy. The onus of proving such exemption shall rest with the Tenderer and such proof shall be placed in envelop meant for Earnest Money.

9.3 Refund of Earnest Money

a) Two Packet System- DELETED

b) Single Packet System After evaluation of the Financial Bids, the Earnest Money of unsuccessful tenderers will be returned without interest within 28 days of the end of Tender Validity period subject to provisions of Para 9.4 (b). c) The Earnest Money shall be refunded only through Electronic Fund Transfer. The

Tenderer shall submit RTGS/NEFT Mandate Form as per profarma given in Annexure IX.

d) In case of both , two packet and Single packet system and Two packet system , the Earnest Money of the successful Tenderer , without any interest , will be adjusted as a part of the Security Deposit payable in terms of provisions of General Conditions of Contract ( Clause 1A of Contract ).

9.4 The Earnest Money is liable to be forfeited

a) If after bid opening, but before expiry of bid validity or issue of Letter of Acceptance, whichever is earlier, any Tenderer

i) withdraws his tender or ii) Makes any modification in the terms and conditions of the tender which are

not acceptable to the Employer.

b) in case any statement/information/document furnished by the Tenderer is found to be incorrect or false.

c) In the case of a successful Tenderer, if the Tenderer

i) Fails to furnish the Performance Guarantee within the period specified under Clause 1 of “Clauses of Contract”. or

ii) Fails to commence the work without valid reasons within the period as specified

in Schedule F after the date of issue of Letter of Acceptance or from the first date of handing over of the site, whichever is later.

In case of forfeiture of Earnest Money as prescribed hereinabove, the Tenderer shall not be allowed to participate in the retendering process of the work.

10 ALTERNATIVE PROPOSALS BY THE TENDERERS

The Tenderers shall submit offers which comply strictly with the requirements of the Tender Document as amended from time to time as indicated in Para 7.0 above. Alternatives or any modifications shall render the Tender invalid.

11 SUBMISSION OF TENDER 11.1 Two Packet System

(a) Two Packet System – Not Applicable

(b) Single Packet System : Both Technical Bid (including signature on Tender Form in Section 2 duly witnessed) and Financial Bid Documents will be submitted in one Packet.

Envelope 1 Earnest Money along with Mandate Form as per Annexure IX, unless tenderer is exempted from payment of Earnest Money as a matter of Government Policy. If exempted, the document substantiating such exemption must be placed in this envelop. Envelop 2 “Authority to Sign”, “integrity pact” ( when applicable) and Qualification

Information along with all enclosures/documents as per Letter of Transmittal/ Check list given in Annexure IIA/IIB (N). As regards “Authority to Sign” Para 11.2 below may be referred to.

Technical Bid (Part-1 and Part-3) (Refer Para 4.1) including signature on Tender Form (Section - 2) duly witnessed after filling up blanks therein. Each page of the above documents including all Drawings should bear the dated initials of the tenderer in token of confirmation of having understood the Contents

PACKET B:- FINANCIAL BID

Envelope 3 Schedule of Quantities (Bill of Quantities)

Each page of the Financial Bid (Part-2- Refer Para 4.1) should be signed by the Tenderer along with the seal of the company. In the last page of Financial Bid, at the end, the Tenderer should sign in full with the name of the Company, Seal of the Company and Date. All rates and amounts, whether in figures and words, must be written in indelible ink. Each Correction, Cutting, Addition and overwriting should be initialed by the Tenderer.

The rates must be quoted in decimal coinage. Amounts must be quoted in full rupees by ignoring fifty paise and less and considering more than fifty paise as rupee one. If the same item figures in more than one section/part of Schedule of Quantities, the Tenderer should quote the same rate for that item in all sections/parts. If different rates are quoted for the same item, the least of the different rates quoted only shall be considered for evaluation of that item in all sections/parts of the Schedule of Quantities. Instructions contained in subsequent Para 17.6 (a) on “Item rate tender” and 17.6 (b) on “ Percentage rate tender ” may be carefully studied and complied with.

11.2 Authority to Sign

a) If the applicant is an individual, he should sign above his full type written name and current address.

b) If the applicant is a proprietary firm, the Proprietor should sign above his full type written name and the full name of his firm with its current address.

c) If the applicant is a firm in partnership, the Documents should be signed by all the partners of the firm above their full type written names and current addresses. Alternatively the Documents should be signed by a partner holding Power of Attorney for the firm in the Format at Annexure IV.

d) If the applicant is a limited Company, or a Corporation, the Documents shall be signed by a duly authorized person holding Power of Attorney for signing the Documents in the Format at Annexure IV.

e) Deleted.

11.3 Items to be kept in mind while furnishing details

While filling in Qualification Information documents and the Financial Bid, following should be kept in mind: i) There shall be no additions or alterations except those to comply with the instructions

issued by the Employer or as necessary to correct errors, if any, made by the tenderers. ii) Conditional Offer / Tender will be rejected. Unconditional rebate/ discounts in the

Financial offer will however be accepted. iii) The Employer reserves the right to accept or reject any conditional rebate/discounts.

While evaluating the Bid Price, the conditional rebates/discounts which are in excess of the requirements of the bidding documents or otherwise result in accrual of unsolicited benefits to the Employer, shall not be taken into account.

11.4 Sealing and Marking of Tenders

11.4.1 Two Packet System – DELETED

(a) PACKET A- TECHNICAL BID Envelop -1 & 2 as described in Para 11.1 above should be sealed separately subscribing “Technical Bid” with Envelope Number , Name of work and Name of the Tenderer. In addition the following should also be superscribed on the respective envelops.

Envelope 1 i) Earnest Money along with Mandate Form as per Annexure-IX ii) If the bidder is exempted from payment of Earnest Money, he should superscribe “Document Substantiating Exemption from payment from payment of Earnest Money.

Envelope 2 i) Authority to Sign, ‘Integrity Pact’ (when applicable as per Para 11.7 below) and Qualification Information / documents as per checklist in Annexure IIA / IIB(L)/ II B (N). ii) Technical Bid including Drawings

Both the envelopes should be put in a packet which should be sealed. The following should be superscribed on the packet: i) Packet A – Technical Bid ii) Name of the Work iii) Name of the Tenderer

(b) PACKET B – FINANCIAL BID

Envelope 3 – Financial Bid should be put in Packet B which should be sealed. The following should be superscribed on the packet. i) Packet B - Financial Bid ii) Name of the work iii) Name of the tenderer

(c) Both packets A and B should be put inside an outer envelope and sealed. This envelope should be superscribed with the following details: i) Tender for (Name of work) ii) Tender number iii) Date and time of opening of Tender iv) From (Name of Tenderer) v) Addressed to AGM (Tender Cell), CP Division, RITES Ltd., 3rd floor, RITES BHAWAN-II, Plot No. 144, Sector - 44, Gurgaon - 122003. 11.4.2 Single Packet System Two envelopes of Technical Bid and one of Financial Bid shall be made out as stipulated in Para 11.4.1 (a) and (b) above with the Name of the work and Name of the Tenderer superscribed on each of the envelopes. All the three envelopes shall be put in a Single Packet which shall be superscribed in the same manner as given in Para 11.4.1 (c) above. If the envelopes and packets are not superscribed and sealed as indicated in Paras 11.4.1/ 11.4.2 above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender

11.4.3 If the envelopes and packets are not superscribed and sealed as indicated in Paras 11.4.1/

11.4.2 above, the Employer will assume no responsibility for the misplacement or premature opening of the Tender.

11.5 Deadline for submission of Tender

11.5.1 Tenders must be received by the Employer at the following address not later than 14.00 Hrs. on 07.03.2013. In the event of the specified date for the submission of the Tender being declared a holiday due to Strike / Bandh or on any account by the Employer, the Tenders will be received up to the appointed time on the next working day. 11.5.2 The Employer may extend the deadline for submission of Tenders by issuing an amendment in writing in accordance with Para 7.3 in which case all rights and obligations of the Employer and the Tenderer previously subject to the original deadline will be subject to new deadline.

11.6 Late Tender / Delayed Tender Any Tender received by the Employer after the specified date and time of receipt of Tender will be returned unopened to the Tenderer.

11.7 Integrity Pact (i) The Bidder / Contractor is required to enter into an Integrity Pact with the Employer,

in the Format at Annexure VIII. The Integrity Pact enclosed as Annexure VIII will be signed by RITES for and on behalf of Employer as its Agent / Power of Attorney Holder at the time of execution of Agreement with the successful Bidder. While submitting the Bid, the Integrity Pact shall be signed by the duly authorized signatory of the Bidder / Lead Member of JV. In case of failure to submit the Integrity Pact duly signed and witnessed, along with the Bid, the Bid is likely to be rejected.

(ii) In case of any contradiction between the Terms and Conditions of the Bid Document

and the Integrity Pact, the former will prevail. Provided always that provision of this para 11.7 – Integrity Pact, shall be applicable

only when so provided in para 11.7A below which will also stipulate the name and address of the Independent External Monitor as well as the Name, designation and address of the official nominated by the Employer to act as the Liaison Officer between the Independent External Monitor and the Engineer-in-Charge as well as the Contractor.

11.8 Modification and Withdrawal of Bids 11.8.1 Tenderers may modify or withdraw their bids by giving notice in writing before the deadline

prescribed in para 11.5 for submission of Bids. 11.8.2 Each modification or withdrawal notice shall be prepared, sealed, marked and delivered in

accordance with paras 11.1, 11.2 and 11.4 with the outer envelopes additionally marked ‘Modification’ or ‘Withdrawal’ as appropriate. The envelopes for modifications on ‘Technical Bid’ and ‘Financial Bid’ shall be submitted in separate sealed envelopes and marked as ‘Modifications of Technical Bid’ or ‘Modifications of Financial Bid’ as the case may be.

11.8.3 No bid may be modified after the deadline for submission of Bids except as indicated below.

If a Bidder makes a suo moto offer of rebate / discount in his Financial Bid after the deadline for submission of Bids, such offer will not be considered for Financial evaluation of Tenders. But if the Tenderer is successful in the Bid based on his original offer without considering the suo moto offer, the rebate / discount offered will be taken into account for incorporation in the Contract Agreement.

11.8.4 Withdrawal or modification of a Bid, subject to provisions in Para 11.8.3 above, after the

deadline for submission of Bids shall result in forfeiture of the Earnest Money. 12.0 TENDER OPENING, EVALUATION AND CLARIFICATIONS OF APPLICATIONS 12.1 The Employer will open all the Tenders received (except those received late or delayed) as described in Para 12.2 / 12.3 below, in the presence of the Tenderers or their representatives who choose to attend at 14.30 Hrs on 07.03.2013 in the office of AGM (Tender Cell), CP Division, RITES Ltd., 3rd floor, RITES BHAWAN-II, Plot No.144, Sector-44, Gurgaon-122003. Tele Fax- 0124-2728305/371. In the event of the specified date of the opening being declared a holiday by the Employer, the Tenders will be opened at the appointed time and location on the next working day.

13.0 INSPECTION OF SITE BY THE TENDERERS

Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their Tenders, as to the nature of the ground and sub-soil (as far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their Tender. A Tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The Tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity, access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a Tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant etc. will be issued to him by the Employer and local conditions and other factors having a bearing on the execution of the work.

14.0 EMPLOYER’S RIGHT ON ACCEPTANCE OF ANY TENDER

(i) If required, the Employer may ask any Tenderer the breakdown of unit rates. If the Tenderer does not submit the clarification by the date and time set in the Employers request for clarification, such Tender is likely to be rejected.

(ii) The competent authority on behalf of the Employer does not bind himself to accept the

lowest or any other Tender and reserves to himself the authority to reject any or all the Tenders received without the assignment of any reason. All Tenders in which any of the prescribed conditions is not fulfilled or any condition is put forth by the Tenderer shall be summarily rejected.

15.0 CANVASSING PROHIBITED Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the Contractors who resort to canvassing will be liable to rejection.

16.0 EMPLOYER’s RIGHT TO ACCEPT WHOLE OR PART OF THE TENDER

The competent authority on behalf of the Employer reserves to himself the right of accepting the whole or any part of the tender and the Tenderer shall be bound to perform the same at the rates quoted.

17.0 MISCELLANEOUS RULES AND DIRECTIONS 17.1 The Tenderer shall not be permitted to tender for works if his near relative is posted as

Associated Finance Officer between the grades of AGM(F) and J.M (F) in the concerned SBU Unit of RITES or as an officer in any capacity between the grades of GGM/GM and Engineer (both inclusive) of the concerned SBU of the Employer. He shall also intimate the

names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted officer in the organization of the Employer. Any breach of this condition by the Tenderer would render his Tender to be rejected.

No Engineer of Gazetted rank or other Gazetted Officer employed in Engineering or Administrative duties in an Engineering Department of the Organisation of the Employer is allowed to work as a contractor for a period of one year after his retirement from the Employer’s service without the previous permission of the Employer in writing. The contract is liable to be cancelled if either the Contractor or any of his employees is found any time to be such a person who had not obtained the permission of the Employer as aforesaid before submission of the tender or engagement in the Contractor’s service.

17.2 If required by the Employer, the Tenderers shall sign a declaration under the officials Secret Act 1923, for maintaining secrecy of the tender documents drawings or other records connected with the work given to them. The unsuccessful Tenderers shall return all the drawings given to them.

17.3 Use of correcting fluid anywhere in tender document is not permitted. Such tender is liable for rejection.

17.4 a) In the case of Item Rate Tenders, only rates quoted shall be considered. Any tender containing percentage below / above the rates quoted is liable to be rejected. Rates quoted by the Tenderer in item rate tender in figures and words shall be accurately filled in so that there is no discrepancy in the rates written in figures and words. However, if a discrepancy is found, the rates which correspond with the amount worked out by the Tenderer shall unless otherwise proved be taken as correct. If the amount of an item is not worked out by the Tenderer or it does not correspond with the rates written either in figures or in words then the rates quoted by the Tenderer in words shall be taken as correct. Where the rates quoted by the Tenderer in figures and in words tally but the amount is not worked out correctly, the rates quoted by the Tenderer will, unless otherwise provided, be taken as correct and not the amount. In the event that no rate has been quoted for any item(s), leaving space both in figure (s) or word(s) and the amount blank, it will be presumed that the Tenderer has included the cost of this / these item (s) in other items and rate for such item (s) will be considered as zero and work will be required to be executed accordingly.

b) In Percentage Rate Tender, DELETED.

17.5 In the case of any Item rate tender where unit rate of any item/items appears unrealistic,

such tender will be considered as unbalanced and in case the Tenderer is unable to provide satisfactory explanation, such a tender is liable to be disqualified and rejected.

17.6 (a) In Item rate Tender, all rates shall be quoted on the tender form. The amount for each item

should be worked out and requisite totals given. Special care should be taken to write the rates in figures as well as in words and the amount in figures only, in such a way that interpolation is not possible. The total amount in each Schedule should be written both in figures and in words. In case of figures, the word ‘Rs.’ should be written before the figure of rupees and word ‘P’ after the decimal figures, e.g. Rs.2.15 P and in case of words, the word, ‘Rupees’ should precede and the word ‘Paise’ should be written at the end. Unless the rate is in whole rupees and followed by the word ‘only’ it should invariably be up to two decimal places.

While quoting the rate in schedule of quantities, the word ‘only’ should be written closely following the amount and it should not be written in the next line.

(b) In Percentage Rate Tender, DELETED.

17.7 Sales-tax / VAT (except Service Tax), purchase tax, turnover tax or any other tax / Cess on material, labour and Works in respect of this Contract shall be payable by the Contractor and the Employer will not entertain any claim whatsoever in respect of the same. However, in respect of Service Tax, same shall be paid by the Contractor to the concerned department on demand and it will be reimbursed to him by the Engineer-in-Charge after satisfying that it has been actually and genuinely paid by the Contractor.

17.8 Each Bidder shall submit only one Bid either as an individual or as a Proprietor in a

Proprietary firm or as a Partner in a Partnership firm or as a Director of a limited Company / Corporation or as a Partner in a Joint Venture. Any Bidder who has submitted a Bid for a work, shall not be a witness for any other Bidder for the same work. Failure to observe the above stipulations would render all such Tenders submitted as a Bidder and / or as a witness, liable to summary rejection.

17.9 The Contractor shall be fully responsible for all matters arising out of the Performance of the Contract and shall, at his own expense, comply with all laws / acts / enactments / orders / regulations / obligations whatsoever of the Government of India, State Government, Local Body and any Statutory Authority.

18.0 SIGNING OF CONTRACT AGREEMENT 18.1 The Tenderer whose tender has been accepted will be notified of the award by the Employer

by issue of a `Letter of Acceptance’ ‘ prior to expiration of the Bid Validity period, in the form at Annexure VI. The Letter of Acceptance will be sent to the Contractor in two copies one of which he should return promptly, duly signed and stamped. The Letter of Acceptance will be a binding Contract between the Employer and the Contractor till the formal Contract Agreement is executed.

18.2 Within the period as specified in Clause 1 of `Clause of Contract’, of the date of issue of Letter of Acceptance, the successful Tenderer shall deliver to the Employer, Performance Guarantee and Additional Performance Guarantee (where applicable) in the format prescribed.

18.3 The Tenderer whose Tender is accepted shall be required to submit at his cost stamp papers of appropriate value as per the provisions of Indian Stamp Act within 15 days of the date of issue of Letter of Acceptance.

18.4 At the same time the Employer notifies the successful Tenderer that his Tender has been accepted, the Employer will direct him to attend the Employer’s office within 28 days of issue of Letter of Acceptance for signing the Agreement in the proforma at Annexure VII. The Agreement will however be signed only after the Contractor furnishes Performance Guarantee and Additional Performance Guarantee (where applicable) and hence, where justified, the period of 28 days stipulated above will be extended suitably.

ANNEXURE - VIII

INTEGRITY PACT Between

RITES LTD acting for and on behalf of Jawahar Lal Nehru University hereinafter called the “Employer” AND

____________ hereinafter referred to as "The Bidder / Contractor" PREAMBLE The Employer intends to award, under laid down organizational procedures, contract/s for ______________. The Employer values full compliance with all relevant laws and regulations, and economic use of resources, and of fairness and transparency in his relations with the Bidder/s and/or contractor/s. In order to achieve these goals, the Employer will appoint an Independent External Monitor (IEM) who will monitor the Tender process and execution of the contract for compliance with the principles mentioned above.

Section 1 – Commitments of the Employer

(1) The Employer commits himself to take all measures necessary to prevent corruption and to observe the following principles:- 1. No employee of the Employer, personally or through family members, will in

connection with the tender or for the execution of the contract, demand, take a promise for or accept, for self or third person, any material or immaterial benefit which the person is not legally entitled to.

2. The Employer will, during the tender process, treat all Bidders with equity and reason. The Employer will in particular, before and during the tender process, provide to all Bidders the same information and will not provide to any Bidder confidential/additional information through which the Bidder could obtain an advantage in relation to the tender process or the contract execution.

3. The Employer will exclude from the process all known prejudiced persons. 4. The Bidder/Contractor will, when presenting his bid, disclose any and all payments

he has made, is committed to or intends to make to agents, brokers or any other intermediaries in connection with the award of the contract.

(2) If the Employer obtains information on the conduct of any of his employees which is a

criminal offence under the IPC (Indian Penal Code) /PC (Prevention of Corruption) Act, or if there be a substantive suspicion in this regard, the Employer will inform its Chief Vigilance Officer and in addition can initiate disciplinary action.

Section 2 – Commitments of the Bidder / Contractor

(1) The Bidder/Contractor commits himself to take all measures necessary to prevent corruption. He commits himself to observe the following principles during his participation in the tender process and during the contract execution.

1. The Bidder / Contractor will not directly or through any other person or firm, offer,

promise or give to any of the Employer’s employees involved in the tender process or the execution of the contract or to any third person any material or other benefit which he is not legally entitled to, in order to obtain in exchange any advantage of any kind whatsoever during the tender process or during the execution of the contract.

2. The Bidder/Contractor will not enter with other Bidders into any undisclosed agreement or understanding, whether formal or informal. This applies in particular to prices, specifications, certifications, subsidiary contracts, submission or non-submission of bids or any other actions, to restrict competitiveness or to introduce cartelization in the bidding process.

3. The Bidder/Contractor will not commit any offence under the relevant IPC/PC Act; further the Bidder/ Contractor will not use improperly, for purposes of competition or personal gain, or pass on to others, any information or document provided by the Employer as part of the business relationship, regarding plans, technical proposals and business details, including information contained or transmitted electronically.

4. The Bidder/Contractor will, when presenting his bid, disclose any and all payments he has made, is committed to or intends to make to agents, brokers or any other intermediaries in connection with the award of the contract.

(2) The Bidder/ Contractor will not instigate third persons to commit offences outlined above or

be an accessory to such offences.

Section 3-Disqualification from tender process and exclusion from future contracts

If the Bidder/Contractor, before award or during execution has committed a transgression through a violation of Section 2 above, or in any other form such as to put his reliability or credibility in question, the Employer is entitled to disqualify the Bidder/Contractor from the tender process or take action as per the procedure mentioned in the "Guideline on banning of business dealing" annexed and marked as Annexure "A".

Section 4- Compensation for Damages

(1) If the Employer has disqualified in terms of the provisions in Section 3, the Bidder/Contractor from the tender process prior to the award of contract, the Employer is entitled to demand and recover the damages equivalent to Earnest Money Deposit/ Bid Security.

(2) If the Employer has terminated the contract during execution in terms of the provisions under Section 3, the Employer shall be entitled to demand and recover from the Contractor the damages equivalent to Earnest Money Deposit, Security Deposits already recovered and Performance Guarantee, which shall be absolutely at the disposal of the Employer.

Section -5 Previous transgression

(1) The Bidder/ Contractor declares that no previous transgression occurred in the last 3 years with

any other Company in any country conforming to the Anti-Corruption approach or with any other Public Sector Enterprise in India that could justify his exclusion from the tender process.

(2) If the Bidder/Contractor makes incorrect statement on this subject, he can be disqualified from the tender process or action can be taken as per the procedure mentioned in "Guideline on banning of business dealing".

Section -6 Equal treatment of all Bidders/Contractors/Sub-Contractors

(1) The Bidder/Contractor undertakes to demand from all partners/sub-contractors (if permitted

under the conditions/ clauses of the contract) a commitment to act in conformity with this Integrity Pact and to submit it to the Employer before signing the contract.

(2) The Bidder/ Contractor confirms that any violation by any of his partners/sub-contractors to act in conformity with the provisions of this Integrity Pact can be construed as a violation by the Bidder/Contractor himself, leading to possible Termination of Contract in terms of Section 4.

(3) The Employer will disqualify from the tender process all bidders who do not sign this Pact or violate its provisions.

Section 7- Criminal charges against violating Bidders/Contractors/Sub-Contractors

If the Employer obtains knowledge of conduct of a Bidder, Contractor or Partners/Sub-Contractor, or of an employee or a representative or an associate of a Bidder, Contractor or Sub-Contractor, which constitutes corruption, or if the Employer has substantive suspicion in this regard, the Employer will inform the same to its Chief Vigilance Officer.

Section -8 Independent External Monitor/Monitors

(1) The Employer shall appoint competent and credible Independent External Monitor for this

Pact. The task of the Monitor is to review independently and objectively, whether and to what extent the parties comply with the obligations under this agreement.

(2) The Monitor is not subject to instructions by the representatives of the parties and will perform his functions neutrally and independently. He will report to the MD/RITES Ltd.

(3) The Bidder/Contractor accepts that the Monitor has the right of access without restriction to all Project documentation of the Employer including that provided by the Contractor. The Contractor will also grant the Monitor, upon his request and demonstration of a valid interest, unrestricted and unconditional access to his project documentation. The same is applicable to Partners/Sub-Contractors. The Monitor is under contractual obligation to treat the information and documents of the Bidder/Contractor/Partners/Sub-Contractor with confidentiality.

(4) The Employer will provide to the Monitor sufficient information about all meetings among the parties related to the Project provided such meetings could have an impact on the contractual relations between the Employer and the Contractor. The parties offer to the Monitor the option to participate in such meetings.

(5) As soon as the Monitor notices or has reason to believe that violation of the agreement by the Employer or the Bidder/ Contractor, has taken place, he will request the Party concerned to discontinue or take corrective action , or to take any other relevant action. The Monitor can in this regard submit non-binding recommendations. Beyond this, the Monitor has no right to demand from the parties that they act in a specific manner or refrain from action or tolerate action.

(6) The Monitor will submit a written report to the MD/RITES Ltd. within 8-10 weeks from the date of reference or intimation to him by the Employer and should the occasion arise, submit proposal for correcting problematic situations.

(7) If the Monitor has reported to the MD/RITES Ltd. of a substantiated suspicion of an offence under relevant IPC/PC Act, and the MD/RITES Ltd. has not, within reasonable time, taken visible action to proceed against such offender or reported it to the Chief Vigilance Officer, the Monitor may also transmit this information directly to the Central Vigilance Commissioner.

(8) The word Monitor would include both singular and plural.

Section – 9 Pact Duration

This pact begins when both parties have legally signed it. It expires for the Contractor when his Security Deposit is released on completion of the Maintenance Period and for all other Tenderers six months after the Contract has been awarded. If any claim is made/lodged during this time the same shall be binding and continue to be valid despite the lapse of this pact specified above, unless it is discharged/determined by MD/RITES Ltd.

Section 10 Other Provisions

(1) This agreement is subject to Indian Law. Place of performance and jurisdiction shall be as

stated in the Contract Agreement. (2) Changes and supplements as well as termination notices need to be made in writing. (3) If the Contractor is a partnership or a consortium, this agreement must be signed by the

Partner in charge/ Lead Member nominated as being incharge and who holds the Power of Attorney signed by legally authorised signatories of all the partners/Members. The Memorandum of Understanding /Joint Venture Agreement will incorporate a provision to the effect that all Members of the Consortium will comply with the provisions in the Integrity Pact to be signed by the Lead Member on behalf of the Consortium. Any violation of Section 2 above by any of the Partners/Members will be construed as a violation by the consortium leading to possible Termination of Contract in terms of Section 3

(4) Should one or several provisions of this agreement turn out to be invalid, the remainder of

this agreement remains valid. In this case, the parties will strive to come to an agreement to their original intentions.

ANNEX-A

Guidelines on Banning of Business Dealings 1. Introduction 1.1 RITES, being a Public Sector Enterprise and ‘State’, within the meaning of Article 12 of

Constitution of India, has to ensure preservation of rights enshrined in Chapter III of the Constitution. RITES has also to safeguard its commercial interests. It is not in the interest of RITES to deal with Agencies who commit deception, fraud or other misconduct in the execution of contracts awarded / orders issued to them. In order to ensure compliance with the constitutional mandate, it is incumbent on RITES to observe principles of natural justice before banning the business dealings with any Agency.

1.2 Since banning of business dealings involves civil consequences for an Agency concerned, it is

incumbent that adequate opportunity of hearing is provided and the explanation, if tendered, is considered before passing any order in this regard keeping in view the facts and circumstances of the case.

2. Scope 2.1 The procedure of (i) Suspension and (ii) Banning of Business Dealing with Agencies, has

been laid down in these guidelines. 2.2 It is clarified that these guidelines do not deal with the decision of the Management not to

entertain any particular Agency due to its poor / inadequate performance or for any other reason.

2.3 The banning shall be with prospective effect, i.e., future business dealings. 3. Definitions

In these Guidelines, unless the context otherwise requires: i) `Bidder / Contractor / Supplier’ in the context of these guidelines is indicated as

‘Agency’. ii) ‘Competent Authority’ and ‘Appellate Authority’ shall mean the following:

a) The Director shall be the ‘Competent Authority’ for the purpose of these

guidelines. MD, RITES shall be the ‘Appellate Authority’ in respect of such cases.

b) MD, RITES shall have overall power to take suo-moto action on any information available or received by him and pass such order(s) as he may think appropriate, including modifying the order(s) passed by any authority under these guidelines.

iii) ‘Investigating Department’ shall mean any Department, Division or Unit investigating

into the conduct of the Agency and shall include the Vigilance Department, Central Bureau of Investigation, the State Police or any other department set up by the Central or State Government having powers to investigate.

4. Initiation of Banning / Suspension:

Action for banning / suspension business dealings with any Agency should be initiated by the department/ unit having business dealings with them after noticing the irregularities or misconduct on their part.

5. Suspension of Business Dealings

5.1 If the conduct of any Agency dealing with RITES is under investigation by any department,

the Competent Authority may consider whether the allegations under investigation are of a serious nature and whether pending investigation, it would be advisable to continue business dealing with the Agency. If the Competent Authority, after consideration of the matter including the recommendation of the Investigating Department/Unit, if any, decides that it would not be in the interest to continue business dealings pending investigation, it may suspend business dealings with the Agency. The order to this effect may indicate a brief of the charges under investigation. The order of such suspension would operate for a period not more than six months and may be communicated to the Agency as also to the Investigating Department. The Investigating Department/Unit may ensure that their investigation is completed and whole process of final order is over within such period.

5.2 As far as possible, the existing contract(s) with the Agency may be continued unless the

Competent Authority, having regard to the circumstances of the case, decides otherwise. 5.3 If the Agency concerned asks for detailed reasons of suspension, the Agency may be

informed that its conduct is under investigation. It is not necessary to enter into correspondence or argument with the Agency at this stage.

5.4 It is not necessary to give any show-cause notice or personal hearing to the Agency before

issuing the order of suspension. However, if investigations are not complete in six months time, the Competent Authority may extend the period of suspension by another three months, during which period the investigations must be completed.

6. Grounds on which Banning of Business Dealings can be initiated 6.1 If the security consideration, including questions of loyalty of the Agency to the State, so

warrants; 6.2 If the Director / Owner of the Agency, proprietor or partner of the firm, is convicted by a

Court of Law for offences involving moral turpitude in relation to its business dealings with the Government or any other public sector enterprises or RITES, during the last five years;

6.3 If there is strong justification for believing that the Directors, Proprietors, Partners, owner of

the Agency have been guilty of malpractices such as bribery, corruption, fraud, substitution of tenders, interpolations, etc;

6.4 If the Agency employs a public servant dismissed / removed or employs a person convicted

for an offence involving corruption or abetment of such offence; 6.5 If business dealings with the Agency have been banned by the Govt. or any other public

sector enterprise;

6.6 If the Agency has resorted to Corrupt, fraudulent practices including

misrepresentation of facts; 6.7 If the Agency uses intimidation / threatening or brings undue outside pressure on the

Company (RITES) or its official in acceptance / performances of the job under the contract; 6.8 If the Agency indulges in repeated and / or deliberate use of delay tactics in complying with

contractual stipulations; 6.9 Based on the findings of the investigation report of CBI / Police against the Agency for

malafide / unlawful acts or improper conduct on his part in matters relating to the Company (RITES) or even otherwise;

6.10 Established litigant nature of the Agency to derive undue benefit; 6.11 Continued poor performance of the Agency in several contracts;

(Note: The examples given above are only illustrative and not exhaustive. The Competent Authority may decide to ban business dealing for any good and sufficient reason).

7. Banning of Business Dealings 7.1 A decision to ban business dealings with any Agency shall apply throughout the Company. 7.2 If the Competent Authority is prima-facie of view that action for banning business dealings

with the Agency is called for, a show-cause notice may be issued to the Agency as per paragraph 8.1 and an enquiry held accordingly.

8. Show-cause Notice 8.1 In case where the Competent Authority decides that action against an Agency is called for, a

show-cause notice has to be issued to the Agency. Statement containing the imputation of misconduct or mis-behaviour may be appended to the show-cause notice and the Agency should be asked to submit within 30 days a written statement in its defence. If no reply is received, the decision may be taken ex-parte.

8.2 If the Agency requests for inspection of any relevant document in possession of RITES,

necessary facility for inspection of documents may be provided. 8.3 After considering the reply of the Agency and other circumstances and facts of the case, a

final decision for Company-wide banning shall be taken by the Competent Authority. The Competent Authority may consider and pass an appropriate speaking order: a) For exonerating the Agency if the charges are not established; b) For banning the business dealing with the Agency.

8.4 The decision should be communicated to the Agency concerned along with a reasoned order. If it decided to ban business dealings, the period for which the ban would be operative may be mentioned.

9. Appeal against the Decision of the Competent Authority 9.1 The Agency may file an appeal against the order of the Competent Authority banning

business dealing, etc. The appeal shall lie to Appellate Authority. Such an appeal shall be preferred within one month from the date of receipt of the order banning business dealing, etc.

9.2 Appellate Authority would consider the appeal and pass appropriate order which shall be

communicated to the Agency as well as the Competent Authority. 10. Review of the Decision by the Competent Authority

Any petition / application filed by the Agency concerning the review of the banning order passed originally by Competent Authority under the existing guidelines either before or after filing of appeal before the Appellate Authority or after disposal of appeal by the Appellate Authority, the review petition can be decided by the Competent Authority upon disclosure of new facts /circumstances or subsequent development necessitating such review.

11. Circulation of the names of Agencies with whom Business Dealings have been banned.

11.1 Depending upon the gravity of misconduct established, the Competent Authority of RITES

may circulate the names of Agency with whom business dealings have been banned, to the Ministry of Railways and PSUs of Railways, for such action as they deem appropriate.

11.2 If Ministry of Railways or a Public Sector Undertaking of Railways request for more

information about the Agency with whom business dealings have been banned a copy of the report of Inquiring Authority together with a copy of the order of the Competent Authority/ Appellate Authority may be supplied.

12. Restoration 12.1 The validity of the banning order shall be for a specific time & on expiry of the same, the

banning order shall be considered as "withdrawn". 12.2 In case any agency applies for restoration of business prior to the expiry of the ban order,

depending upon merits of each case, the Competent Authority which had passed the original banning orders may consider revocation of order of suspension of business/lifting the ban on business dealings at an appropriate time. Copies of the restoration orders shall be sent to all those offices where copies of Ban Orders had been sent.

1. 2. I/We hereby tender for the execution and completion of the work and remedy any defects

therein, specified in the Schedule of Quantities within the time specified in Schedule “F”, and in accordance in all respects with the specifications, designs, drawings and instructions in writing referred to in Notice Inviting Tender and Instructions to Tenderers and in Clause 11 of the Clauses of Contract and with such materials as are provided for, by, and in respects in accordance with, such conditions so far as applicable.

3. We agree that our tender shall remain valid for a period of 90 days from the due date for

submission of bid or extended date as stipulated and not to make any modifications in its terms and conditions.

4. A sum of Rs 3.46 Lacs ( Rupees Three Lacs Forty Six thousand only ) is hereby forwarded in

the form of Banker’s cheque/Pay Order /Demand Draft issued in favour of RITES Ltd., payable at Gurgaon / New Delhi as the Earnest Money.

5. If I/We withdraw my/our tender during the period of tender validity or before issue of Letter

of Acceptance which ever is earlier or make modifications in the Terms and Conditions of the Tender which are not acceptable to the Employer, then the Employer shall, without prejudice to any other right or remedy, be at liberty to forfeit entire Earnest Money absolutely.

6. If I/We fail to furnish the prescribed Performance Guarantee and Additional Performance Guarantee (if applicable) within prescribed period, I/We agree that the said Employer shall, without prejudice to any other right or remedy, be at liberty to forfeit the said Earnest Money absolutely.

7. If, I/We fail to commence the work within the specified period, I/We agree that the Employer

shall, without prejudice to any other right or remedy available in law, be at liberty to forfeit the Earnest Money and Performance Guarantee and Additional Performance Guarantee (if applicable) absolutely.

8. Further, I/We hereby agree that in case of forfeiture of Earnest Money or both Earnest Money

& Performance Guarantee and Additional Performance Guarantee (if applicable) as aforesaid in paras 5 to 7, I/We shall be debarred from participation in re-tendering process of the work.

9. On issue of Letter of Acceptance by the Employer, I/We agree that the said Earnest Money

shall be retained by the Employer towards Security Deposit, to execute all the works referred to in the Tender document upon the Terms and Conditions contained or referred to therein and to carry out such deviations as may be ordered, upto maximum of the percentage mentioned in Schedule F at rates as stipulated in relevant Clauses of contract and those in excess of that limit at the rates to be determined in accordance with the provisions contained in Clauses 12.2 and 12.3 of the tender form.

10. I/We hereby agree that I/ We shall sign the Formal Agreement with the Employer within 28

days from the date of issue of Letter of Acceptance. In case of any delay, I/We agree that we shall not submit any Bill for Payment till the Contract Agreement is signed.

11. I/We hereby declare that I/We shall treat the tender documents, drawings and other records

connected with the work as secret/confidential documents and shall not communicate information derived there from to any person other than a person to whom I/We am/are authorized to communicate the same or use the information in any manner prejudicial to the safety of the Employer/State.

12. I/We hereby declare that I/We have not laid down any condition/deviation to any content of

Technical Bid and/or Financial Bid. I/We agree that in case any condition is found to be quoted by us in the Technical and/or Financial Bid, my/our Tender may be rejected.

SECTION - 5

GENERAL SPECIFICATIONS (A) CIVIL ENGINEERING WORKS 1. Schedule of Quantities also termed Bill of Quantities, will include the following: i) Schedule Items taken direct from CPWD DSR 2012.

ii) Non Schedule Items or Non CPWD DSR Items which include items of specialised nature in Railway works, items adopted from MOST Schedule of Rates or new items based on Manufacturer's Specifications etc.

2. In the case of Delhi Schedule of Rates 2012 items, there should normally be no need for

drafting any Specifications for Materials, Workmanship, Method of Measurement etc. CPWD Specifications for Civil Works 1996 Vols I to VI and Revised CPWD Specifications for Cement Mortar, Cement Concrete and RCC Works 2002 cover in detail the specifications for Materials, Workmanship, Method of measurement etc. In rare cases where it is felt that CPWD Specifications concerned do not cover the full scope of work under any item, reference may be given to IS or any other relevant Specifications.

3. In the case of Non Schedule Items including items of specialised nature in Railway Works,

necessary Specifications for Materials, Workmanship, Method of Measurement etc will have to be made to reflect the exact requirements under each item and incorporated in Section No. 3 under Special Specifications.

(B) SPECIAL CONDITIONS ELECTRICAL WORKS :

The specifications generally applicable to this work shall be as per C.P.W.D. specifications for electrical works in India except as otherwise specified in the description of items given in the Schedule of Quantities or in the General and Technical Specifications. These specifications will override the C.P.W.D. Specifications. The contractor within the tendered rates and without any extra charge will fulfill the requirements of these specifications. The item rates quoted will be deemed to have taken these specifications into account.

1. The electrical work will be carried out in accordance with the CPWD General Specifications for

Electrical Works, Part-I, 2005 with amendments up to date for electrical works in Central Government buildings while complying in all respects with the requirements of the latest Indian Electricity Rules in force at the time of execution.

2. The electrical work shall be carried out simultaneously with the building work and will be

continued till it is completed satisfactorily along with the completion of essential portions of building work.

3. If any alterations/modifications etc. are found necessary (as decided by the Engineer-in-charge),

the contractor shall do the same within tendered rates.

4. The work shall be carried out in the best workmanlike manner and any defect in the work or changes in the design etc., if pointed out shall be carried out by the contractor within the tendered rates.

5. The contractor shall employ adequate labour to complete the work within the stipulated time

and make his own arrangements for housing labour and storage of materials etc. A full time Electrical Supervisor/ Engineer shall be employed by the contractor who will remain at site of work to receive orders or any other instructions from the RITES/ Engineer-in charge.

6. Any materials supplied by the Employers, if damaged in any way during cartage or execution of

work or otherwise, shall be made good by the contractor at his own cost. 7. During the progress of work, completed portions of the buildings may be occupied and put to

use by the owner but contractor will remain fully responsible for maintenance of the electrical installations till the entire work covered by this contract is satisfactorily completed by him and taken over by the RITES/ Engineer-in-charge.

8. The contractor shall obtain for himself, on his own responsibility and at his own expense,

all the information which may be necessary for the purpose of tendering and for entering into a contract, and must inspect the site, examine and study the specifications, drawings and the design of the electrical installations, the building plans etc. If the drawings are supplied to the contractor for tender purposes, the same must be returned in good condition with the tender. The contractor shall also make local and independent inquiries, if required.

9. All tender rates will include the cost of materials, erection, connections, labour, supervision, tools & plant, transport, all taxes, contingencies, breakage, wastage, sundries, scaffolding and maintenance of installation for one year i.e. they should be for an item complete in all respects.

10. The contractor, while executing the work, shall conform to the provision of Government Acts

relating to the work and to the regulations and Byelaws of the local authorities, and of the company to whose system of supply the installation is proposed to be connected. The contractor shall give all notices, required by the Acts, Regulations or Byelaws. He will also undertake to provide test certificates and drawings as required and will make necessary arrangements to procure the electricity supply. The contractor shall also obtain all approvals for the items of work done under this contract from the appropriate statutory authorities. Contractor shall possess a valid electrical contractor's license issued by the inspectorate of the local government.

11. Samples of materials and fabrication / shop drawings will be submitted by the contractor

according to the schedule specification. Any deviation from the schedule/ specifications must have the written consent of the Engineer-in-charge. No approval given by the Engineer-in-charge to any samples or drawings submitted by the contractor shall in any way exonerate the contractor from his liability to carry out the work in accordance with the terms of contract.

12. DRAWINGS:

a) Tender drawings: These drawings are for the information & general guidance of the contractor. However, after award of this work, the contractor has to prepare the detailed working drawings based on the site requirements & conditions for the various electrical works

and has to submit four sets of each drawing to the Engineer-in-charge for approval. No electrical work can be started without approval of the drawings.

b) Shop Drawings: The contractor will submit four sets of shop drawings for all panels and other fabricated items

which must contain details of general arrangement drawings with dimensions, clearances, loading details, foundation details etc, with required copies of technical manuals. Minimum four sets of test certificates shall also be furnished by the tenderer.

b) Completion Drawings: The contractor shall submit one complete set of original tracings and further six copies of final

completion drawings showing the existing layout etc. along with one soft copy in CD to the Engineer in-charge after completion of the work. No completion certificate will be issued until the completion drawings are submitted. The drawings will be prepared and submitted by the contractor without extra charge.

13. COMPLETION TESTS:

On completion of installations the following tests shall be carried out: -

Insulation Resistance Test,

Polarity Test of Switch,

Earth Continuity Test. 14. MAINTENANCE: The maintenance of the completed installation inclusive of wiring, light fittings and fans etc.

shall be the responsibility of the contractor. During the defects liability period the contractor shall be liable for:

a) The replacements of any defects that may develop in goods of his own manufacture or

supplied by him.

b) The rectification of all the defects arising out of defective workmanship of the contractor.

c) Bringing to the notice of the Engineer-in-charge any defects arising out of materials supplied by the owner. The owner shall provide replacement of such material. Until the installation is finally taken over, the contractor shall have the right of entry to the premises, at his own risk and expense, for maintaining the installation in proper order. to facilitate maintenance the contractor should clearly indicate the detailed distribution diagram on every switchgear, distribution board, sub distribution board and main board.

MISCELLANEOUS

1. CONFORMITY WITH STATUTORY ACTS, RULES, STANDARDS AND CODES

All electrical works shall be carried out in accordance with the provisions of Indian Electricity Act, 1910 and Indian Electricity Rules, 1956 amended to date. They shall also conform to CPWD General Specifications for Electrical Works, Part-I - Internal, 2005 and Part-II - External, 1995 amended to date.

All components shall conform to relevant Indian Standard Specifications, wherever existing, amended to date.

2. COLOUR SCHEME FOR THE EQUIPMENT AND COMPONENTS

Whether or not indicated in the tender documents, the equipment and components of the installation shall be finish painted with the following colour scheme :-

a) Steel Supports Battleship Grey b) Pumps Battleship Grey c) Electrical Control Panels Battleship Grey

d) Cable Trays Battleship Grey

3. The Tenderer, if wishes to associate sub-contractors for any of the discipline/section of the work shall state so in his technical bid. Such sub-contractors should atleast be registered with CPWD or MES or Railways or P&T or any other central/state PSU in the appropriate class of contractors eligible for tendering for such section of the work.

4. ENGINEER/ FOREMAN

The Contractor shall employ a competent, licensed, qualified full time electrical engineer / foreman/ supervisor to direct the work of electrical installations in accordance with the drawings & specifications. The engineer / foreman/ supervisor shall be available at site at all times to receive instructions from the Engineer-in charge in any day to day activities throughout the duration of the contract. The engineer / foreman/ supervisor shall correlate the progress of work in conjunction with all relevant requirements of the supply authority .The skilled workers employed for the work should have requisite qualifications and should posses competency certificate from the Electrical Inspectorate of Local Administration.

5. Guarantee & Defects Liability Period: The contractor shall guarantee that all equipments shall be free from any defects due to defective materials and bad workmanship and that the equipments shall operate satisfactorily and the performance and efficiencies of the equipment shall not be less than the desired values. The defects liability period shall be valid for a period of 12 months after handing over the system to Client (JNU) and any parts found defective shall be replaced free of cost by the contractor. The services of the contractor’s personnel if requisitioned during this period for such work shall be made available free of cost to the owner. The contractor has to submit all the manufacturer’s test certifications along with guarantee/warrantee certificates in respect of all the materials/equipments to RITES. If the defects are not rectified within a reasonable time, the owner may proceed to do so at the contractor’s risk and expenses without prejudice to any other rights.

6. Training: The contractor has to provide training to the JNU staff and also operate the system for a period of one month from the date of handing over free of cost.

7. Completeness of offer: Offer shall include cost of all equipments, assemblies, accessories,

transportation, loading, unloading, erecting, testing & commissioning and associated works which are necessary for the complete assembly, delivery and functioning of the equipment at site, whether or not these have been mentioned in this tender. The price shall include all taxes and duties etc. and nothing extra shall be paid on any account.

8. Pre-delivery Inspection & approval: The contractor shall offer the pre-delivery inspection of

all the materials at manufacturers work to the Engineer-in-charge. The intimation for such inspections shall be given atleast 7 days in advance from the date of proposed inspection. RITES along with JNU representative may inspect any/all the materials required in this project. All the testing facilities etc. shall be provided by the contractor and nothing extra shall be paid on this account.

9. INSPECTION & TESTING OF MATERIALS

All materials used or unused or procured can be checked by the RITES for quality & if found not as per specifications / standards or otherwise of poor quality, it shall not be used further & the already used shall be replaced.

Unless and otherwise specified in the tender documents, the inspection of equipment,

components and materials, and testing of the completed installation shall be done in accordance with the provisions of these specifications. All types of routine and type tests shall be carried out at the works of the Contractor or the manufacturers of components. The Engineer-in-charge shall be free to witness any or all tests if he so desires. In case the Engineer-in-Charge or his representative is unable to witness the test at the manufacturer's works, the contractor shall furnish the manufacturers test certificate to the satisfaction of the Engineer-in-Charge.

10. Tools for handling and erection: All tools & tackles required for handling of equipments and materials at site of work as well as their assembly & erection and also necessary test instruments/equipments shall be the responsibility of the contractor.

11. Care of the Building : Care shall be taken by the contractor to avoid damage to the building during execution of his part of the work. The contractor shall be responsible for repairing all damages and restoring the same to their original finish at his cost. He shall also remove at his cost all unwanted and waste materials arising out of his work from the site.

12. Structural alterations to building: a. No structural member in the building shall be damaged/altered, without prior approval

from the Owner (M/s JNU) through the Engineer-in-charge. b. Structural provisions like openings, cutouts, if any, provided for the work, shall be used.

Where these require modifications, or where fresh provisions are required to be made, such work shall be carried out by the contractor with the prior approval of the owner (M/s JNU) through the Engineer-in-charge.

c. All the chases required in connection with this work shall be provided and filled /make good by the contractor to the original finish of the building.

13. Tender drawings and Shop Drawings: The work shall be executed as per latest working

drawings to be prepared by the contractor after award of work and submitted to the Engineer-in-charge for approval.

The Drawings & data provided are for guidance to the contractor. The exact dimensions, location, distance & levels etc shall be governed by the space conditions. The tender drawings are indicative and are for the guidance of the contractor. The drawings appended with the tender documents are intended to show the space allotted for various equipment, bus duct, cable and pipe routes. The equipment offered shall be suitable for installation in the spaces shown in these drawings / available at site. The contractor shall prepare and submit to the RITES for approval detailed shop drawings of all works including on award of the work. Four set of all such working drawings shall be submitted to the RITES for approval, including such changes as may have been suggested by the Engineer-in-charge as required at the earliest - within 7 days of awarding of the work.

For Electrical Works - General layout – plan, section, elevations - Foundation / fixing arrangement. - Wiring – power & control - Bus Duct- layout, fabrication details and mounting details. The contractor shall also take parallel action (after award of work) for submission of applications along with the drawings, documents & details etc. to various Statutory Bodies/Authorities for obtaining their approval/clearances. The contractor shall re- submit 4 sets of all the drawings to the RITES within 3 days from date of receiving comments if any from the RITES after incorporating the comments.

14. Completion Drawings: After completion of work, the contractor shall submit to the RITES, 6

sets of hard copies + 1 Tracing + 1 Soft Copy (AutoCAD drawing) in CD of the final layout drawings (indicating complete wiring, electrical fixtures & fans etc., Equipment like switch boards, panels, Distribution boards, cabinets, Bus trunking, DG sets, LT Panels, Ducting ,cabling, piping, other works installed & single line diagrams of the installations etc.) for final record & maintenance along with relevant test certificates , operation maintenance manual, warrantee / Guarantee cards etc:-

15. DOCUMENTS TO BE FURNISHED ON COMPLETION OF INSTALLATION

Six sets of the following shall be furnished to RITES by the contractor on completion of the work: -

a) Completion Drawings as per Clause 28 above. b) Manufacturer's catalogues of all equipment and accessories

c) Operation and maintenance manuals of all major equipment, detailing all adjustments,

operation and maintenance procedure.

d) Details of installed equipment and controls e) Manufacturer’s Guarantee/Warrantee certificates of all the equipments & materials etc. f) Clearances/approval of various Statutory Bodies/Authorities for this system.

g) Any other information the Engineer-in-charge may deem fit.

No completion certificate will be issued until the above drawings and documents are submitted to the Engineer-in-charge.

16. Commissioning on Completion: It will be the responsibility of the contractor to complete the

work including testing & commissioning of the complete system before leaving the site.

17. TESTING OF MATERIALS The contractor shall produce all the materials well in advance so that there is sufficient time for testing of the materials and clearance of the same before incorporation in the work. All the materials to be used in and on every part of the works shall be subjected to various tests from time to time. These tests/norms are the Minimum requirement and the Engineer-in-Charge may, if required, decide to witness the tests at equipment manufacturer’s works. The contractor shall permit the Engineer-in-Charge or his authorized representative to be present during any or all the tests at the manufacturer’s works. Such test shall be performed at the expenses of the contractor. The samples for tests shall be in all cases selected by the Engineer-in-charge and supplied by the contractor as part of the contract. If at any time, any material so tested, fails to meet the acceptance criteria, the same shall be removed from the site of works and other materials substituted therefore, but in the absence of any specified test/acceptance criteria, the decision of the Engineer-in-charge shall be final and binding as to whether the said material or materials shall be used on the works, or forthwith removed and other material substituted.

The contractor shall produce on demand from Engineer-in-charge, the manufacturing certificates certifying that the materials conform to the technical specifications. The contractor shall permit the Engineer-in-charge or his authorized representative to be present during any of or all the tests. The notification to the Engineer-in-charge that the work has been completed, the contractor shall make under the direction and in the presence of Engineer-in-charge such tests and inspections as have been specified or as the engineer-in-charge shall consider necessary to determine whether or not the full intent of requirements of the plans and specifications have been fulfilled. In case the work does not meet the full intent of the specifications it shall be rectified by the contractor at no extra cost and the contractor shall bear all the expenses for any further tests considered necessary.

For any tests as directed by the Engineer-in-charge, that have to be carried out at an outside laboratory, the cost of such tests, materials, transport etc., shall be borne by the contractor.

18. TENDER DRAWINGS The contractor is advised that the drawings attached in the tender, are for guidance only, to give an idea, about the type of intended works.

19. SUFFICIENCY OF TENDER:

The contractor shall be deemed to have satisfied himself before tendering as to the correctness and sufficiency of his tender for the works and of the rates and prices quoted in the Bill of Quantities which rates and prices shall except as otherwise provided, cover all his obligations under the Contract and every thing necessary for the proper completion and maintenance of the works. If required contractor shall obtain clearances from concerned local authorities at his cost. The cost of any item for which contractor has failed to enter rate shall be deemed to be covered by other rates entered in the Bill of Quantities. The rates quoted by the contractor shall also generally include the cost of the following: - a. INCOME TAX DEDUCTIONS:

Appropriate deductions as per relevant Income Tax Rules applicable at the time shall be made from bills submitted by the contractor.

b. TRADE TAX ON WORKS CONTRACT (Works Contract Tax)

Appropriate deductions as per relevant Sales Tax/Work Tax as per rules applicable at the time shall be made from each bill submitted by the contractor. Rates quoted shall be inclusive of all Govt. taxes and levies viz. sales tax, VAT, excise duty and Octroi Duty etc. Nothing extra shall be payable on this account.

c. RATES TO BE INCLUSIVE OF ALL LEADS, LIFTS ETC. :-

The rates quoted by the contractor for all items except those where specific provisions indicated in the schedule of quantities shall include all leads, lifts, heights and nothing extra shall be paid on this account.

d. WATER AND ELECTRIC SUPPLY

The RITES /JNU will not be responsible for the supply of water and Electric power to the contractor. The contractor shall make his own arrangements for temporary connections required if any and make necessary payment for it direct to the Department concerned. Nothing shall be payable by RITES on this account.

e. RATES TO BE INCLUSIVE OF ALL LABOUR, MATERIAL ETC.

The rates for all items unless clearly specified otherwise cover all costs for proper execution of work including labour, material, hire charges of machinery, shuttering, scaffolding, strutting and other inputs involved during execution of the works along with the cost of construction of temporary arrangements. The rates quoted by the tenderers shall be inclusive of all taxes, royalty, octroi and levies etc. levied by Central/State Govt. and the contractor shall pay the aforesaid taxes, levies, duties etc. directly to the Central/State Govt. RITES/JNU will have no liability whatsoever on

any account to pay any taxes, levies, duties etc. levied by Central/State Govt. pertaining to execution of the works.

The rates for all items of work shall, unless clearly specified, otherwise include cost of

all labour, material and other inputs involved in the execution of the item. f. Rates to be inclusive of Custom Duties Etc.

Quoted rates shall include all custom duties, CVD and handling charges etc. of any imported equipment. Nothing extra on account of such levies or variation in foreign exchange will be paid. The tenderer is advised to visit and examine the site of works and its surroundings and obtain for himself on his own responsibility all information that may be necessary for preparing the bid and entering into the Contract. The costs of any such visits shall be entirely at the bidder's own expense. The tenderers are requested to satisfy themselves regarding the availability of water, requirement of electricity, nature and location of work, the configuration of the ground, the character, quality and quantity of the materials, the character of equipment and facilities needed preliminary to and during the progress of the works. Law and order situation, hindrances and/or extortion of money by the local militant groups, the general and local conditions, the labour conditions prevailing therein and all other matters which can in any way affect the works under the contract. The contractor will be fully responsible for considering the financial effect of any or all of the above factors in his rates. No compensation will be given on account of ignorance of any of the factors during execution of the works.

20. The contractor shall execute all specified works in BOQ, Specifications and drawings related to this project as per designs, approved shop drawings, specifications and written instructions of the Engineer-in-Charge or his Authorized representative.

The contractor shall carry out any addition or alteration work other than that specified in the Bill of quantities as and when required by the employer with in the period of completion of the project.

21. ALTERATIONS IN SPECIFICATION AND DESIGN: The Engineer-in-Charge shall have power to make any alteration in, omissions from,

additions to or substitutions for, original specifications drawings, designs and instructions that may appear to him to be necessary during the progress of the work and the contractor shall carry out the work in accordance with any instructions which may be given to him in writing signed by the Engineer-in-Charge and such alterations, omissions, additions or substitutions shall not invalidate the contract and any altered, additional or substituted work which the contractor may be directed to do in the manner above specified as part of the work shall be carried out by the contractor on the same conditions in all respects in which he agreed to do the main work.

22. PERFORMANCE TEST OF THE INSTALLATIONS The contractor shall give a performance test of the entire installation(s) as per standard

specifications before the work is finally accepted and nothing extra whatsoever shall be payable to the contractor for the test.

23. TERMS OF PAYMENT: Progressive on account payment in form of Running account Bills will be made to the

Contractor as follows:

a. 75% of cost of equipment or 70% of quoted rate or due amount as per Contract (lowest of all) against supply of material at site in good condition accompanied by relevant test certificates and documents after deducting towards any recovery as per contract, the decision of engineer in-charge shall be final.

b. 90% of quoted rate or due amount (lowest of all) as per Contract against satisfactory

installation of equipment at site after deducting towards any recovery as per contract and the payment already made, the decision of engineer in-charge shall be final..

c. 100% of quoted rate or due amount (lowest of all) as per Contract upon successful testing,

commissioning, handing over of installation including submission of final approval from the various Statutory Bodies/Authorities or any other Statutory Body (if required) after deducting towards any recovery as per contract and the payments already made, the decision of engineer in-charge shall be final.

Air-cooled Ductable split units comprising of Outdoor (condensing unit) & indoor (evaporative unit) to be connected by means of refrigerant piping. Further indoor units shall be connected with ductwork for distribution of conditioned air.

The Air Cooled Ductable Split Unit shall consist of hermetically/semi-hermetically sealed

scroll compressor, motor, integral copper refrigerant piping and micro-processor based control panel duly wired to compressor and air cooled condenser all mounted on a steel frame. The Air cooled condenser with fan duly mounted on a common frame shall be installed outside with suitable angle iron / channel frame duly painted to be provided by contractor. The suitable starters, switches, power & control cabling between indoor and outside units shall be provided by the contractor.

The unit shall be completely factory assembled, wired and tested generally comprise the following: a. Weather proof outside located air-cooled condensing unit complete with air-cooled

condensers with copper tube and extruded aluminum fins, axial flow fan with direct driven motor confirming IS:3588(1991),hermetic/semi-hermetic scroll compressor with refrigerant cooled drive motors. Starters, safety control via HP/LP/OP cutouts, single phase preventors etc.

b. IDU comprising of cooling coil, evaporator blower with drive motor, thermostat,

Thermostatic expansion valve, filters etc.

c. Timer shall be provided to stagger & sequence the operation of evaporator fan and compressor.

2.3 CAPACITY The refrigeration capacity of Ductable Split Unit on Drawings and in Schedule of Quantities. 2.4 COMPRESSOR AND MOTOR a- Compressor shall be hermetically/semi-hermetically sealed scroll type. The motor shall be

suction gas cooled and shall be sealed against dirt and moisture. The motor shall be suitable for 3 phase, 50 Hz, 415±10% / volts or 1 Phase, 50 Hz 230±10 % volts, A.C. supply.

d. The minimum COP or EER (Energy Efficiency Ratio) Shall Be 10.5 at 37.5 ºC.

e. Internal thermostat shall be embedded in the winding of the motor to protect against

overheating.

f. Compressor shall be mounted on a suitable spring type vibration isolator.

g. Crank case heater shall be provided to prevent high solubility of refrigerant in oil during idle periods. The heater shall be automatically energizes on tripping of compressor.

Following refrigeration control and safety cutouts shall be provided.

a- Thermostatic Expansion Valve b- Pilot solenoid valve c- HP & LP cut-outs. d- Adjustable Thermostat e- Oil pressure cut-out f- Refrigerant line filter drier.

2.5 REFRIGERANT, REFRIGERANT PIPING AND CONTROLS The units shall operate by using environmental friendly refrigerant. Refrigerant piping and

fittings interconnecting compressor condenser and evaporator shall be all of hard drawn copper and valves shall be brass / gunmetal construction. Refrigerant piping and fitting shall be seamless copper tubing conforming to BS EN 1057:1996.

Refrigerant pipeline to be designed to limit the pressure drop between evaporator and

condenser not more than 0.2 kg per sqcm. Line shall be designed considering proper oil return. Refrigerant piping shall be installed strictly as per the recommendations of

ASHRAE/ISHRAE Pressure testing may be carried in sections. Test pressure shall be minimum 1.5 times of

working pressure and pressure holding shall be minimum for a period of 12 hours. Contractor shall provide all material, tool, equipments, labour force to conduct the test and

removal of their equipments etc is the responsibilities of the contractor. 2.6 AIR- COOLED CONDENSER

Selection of condenser shall be based on 37.5ºC ambient conditions and to match with the capacity of A.C units. It shall comprise of copper tube and mechanically bonded aluminium fins out coated with anti corrosive material to prevent corrosion. The unit shall be of weather proof construction. The unit shall also house direct driven axial flow fans confirming IS3588-1991.The condenser fan motor shall have IP-55 protection class. Condenser shall be complete with the following accessories: a - Hot gas inlet & outlet with shut off valve b – Relief and Purge valve c – Sub-cooling circuit

2.7 FAN MOTOR AND DRIVE Fan motor shall be suitable for 3 phase, 50 Hz 415 ± 10% volts or 1 Phase, 50 Hz 230±10%

volts, 50 Hz, A.C.Supply, Single phase, motors shall be provided with permanent capacitor. Condenser fan Motors shall be especially designed for quite operation(< 45 db) and motor speed shall not exceed 1440 rpm having protection class IP55 with insulation Class B Evaporator fan motor shall be of suitable for quite operation(< 45 db).

2.8 FAN (Condenser & Evaporator) Fan wheels and housing shall be fabricated from heavy gauge steel. Fan wheels shall be of

double-width, double inlet forward-curve, multi-blade type enclosed in a housing and mounted on a common shaft. Fan housing shall be made of die-formed steel sheets with stream-lined inlets to ensure smooth air flow into the fans, fan shaft bearing shall be oil/grease lubricated. All rotating parts shall be dynamically balanced individually, and the complete assembly shall be statically and dynamically balanced. Fan speed shall not exceed 1000 rpm and maximum fan outlet velocity shall be 550 meters per minute. The evaporator fan shall capable of developing desired static pressure (external) at least 40 mm WG at the desired delivery. The blower motor shall at least 20% higher over BHP

2.9 COOLING COIL Cooling coils shall be of copper tube with aluminum fins firmly bonded to copper tubes

assembled in zinc powder coated steel frame. Face and surface areas shall be such as to ensure rated capacity from each unit and air velocity across coil shall not exceed 152 meters per minute. The coil shall be pitched in the unit casing for proper drainage. Each coil shall be factory-tested at minimum 1.5 times of working pressure under water for minimum 12 hours Tube shall be mechanically / hydraulically expanded for minimum thermal contract resistance with fins. The minimum no. of fins per cm. shall be 5.

2.10 VIBRATION ISOLATORS The indoor and outdoor units shall be provided with ribbed rubber pad vibration isolators.

Compressor shall be mounted on a suitable spring type vibration isolator. (Limit is well within 30 microns) displacement mode.

2.11 PAINTING Split units shall be powder coated finish from factory. During transportation/Erection in case

of any peeling of paints, repainting shall be done with proper surface cleaning. 2.12 PERFORMANCE RATING The unit shall be selected for the lowest operating noise level with minimum power

consumption satisfying BEE standard (minimum 4 star rating) EER 10.5 at 37.5ºC ambient condition. Capacity rating and power consumption with operating points shall be clearly indicated and submitted with the tenders and same will be verified at the time of testing and commissioning and handing over.

3.0 AIR DISTRIBUTION 3.1 SCOPE The scope of works covers supply and installation of a-Sheet metal ducting b- Air intake and exhaust louvers. c- Grills and diffusers. d- Volume control dampers. For grills and diffusers, tenderer shall submit catalogues since the units are standard. 3.2 MATERIAL The material for various applications of air ducting shall be as follows. Application Material Ducting for Air-Conditioning C.R sheets continuous galvanized with Minimum zinc coated 180 g/sq.m both Side inclusive as per IS: 277-2003 Ducts for Ventilation & exhaust -Do- Gaskets Foundation rubber 3.2 mm thick. Bonding Mastic Sealant All galvanized plain sheets shall be free from wrinkle. The zink shall be clean, even and free from

galvanized spots. Material shall be of approved make. All ducts for air conditioning & ventilation shall be rectangular in cross-section and shall be fabricated as

per SMACNA. Grit angles and companion flanges shall be mitered and welded at corners and riveted to duct sheet at 75 mm centers.

Standard elbow with an R/D ratio not less than 1.25 shall be used as far as possible. Where space

restrictions do not permit use of standard radius, elbow with lesser R/D ratio and square elbow with equally spaced double thickness vanes may be used.

For factory fabricated and as per IS: 655 for site fabricated. Ducting shall be supported as per SMACNA

and all supporting members shall be of pre- fabricated duly galvanized. Successful tenderer shall submit the support details for approval to the engineer in charge prior to fabrication and erection.

All ducts fabrication and installation shall confirm to the extend modified herein to the SMACNA

standard for low pressure duct construction. Length of taper ducts shall be at least four times the maximum size difference between the ends.

Air turning devices shall be provided at least for first four outlet collars after even elbow. Turning vanes shall be fabricated from min.20G G.I sheet and equally spaced on side runner to be riveted/bolted to duct sheet.

Splitter damper shall be installed in branches wherever split takes place. Splitter dampers shall consist of

double thickness aerofoil blades hinged at down-stream edge. Splitter damper shall consist of double thickness airfoil blades hinged at the down stream edge. The

operation rod shall terminate outside of the duct and insulation and an airtight hub and locking set screw shall be provided. Damper blade thickness shall be as that of the duct in which it is installed but not less than 1.5 mm (16G). Entire splitter damper shall be enclosed in a sheet metal ducting with flanges at both ends aligning with main run of ducting. The enclosure shall be made of sheet one size larger than the corresponding duct.

3.3 AIR INTAKE & EXHAUST Unless shown/mentioned otherwise, louvers shall be made of 3 mm thick 100 mm extruded aluminium

sections fixed in an extruded aluminium frame. Louvers shall be fixed at 45º to vertical and provide 60% minimum net opening 15 mm X 1.0 mm galvanized bird screen shall form part of the intake/exhaust louvers. The entire assembly shall be fitted into the wall clears openings and the edge sealed with poly sulphite. All frames and clamps used shall be hot dip galvanized or extruded aluminium.

3.4 GRILLS/DIFFUSERS Supply air grills shall be double deflection type with the horizontal face bars and vertical rear bars

placed in a rigid marginal frame. All grills shall be provided with integral opposed blade, grill face key operated dampers.

Return air grills shall have fixed face bars. Bars shall be set at 40º deflection of vision-proof installation

the grills shall be complete with rigid marginal frames and shall be matching with supply grills. All ducts shall be installed generally as per Drawings, and in strict accordance with approved

shop drawings to be prepared by the Contractor. a. The Contractor shall provide and neatly erect all sheet metal work as may be required to carry

out the intent of these Specifications and Drawings. The work shall meet with the approval of Engineer’s Representative in all its parts and details.

b. All necessary allowances and provisions shall be made by the Contractor for beams, pipes, or

other obstructions in the building, whether or not the same are shown on the Drawings. Where necessary to avoid beams or other structural work, plumbing or other pipes, and conduits, the ducts shall be transformed, divided or curved to one side (the required area being maintained) all as per the site requirements.

c. If a duct cannot be run as shown on the Drawings, the Contractor shall install the duct

between the required points by any path available, in accordance with other services and as per approval of Engineer’s Representative.

d. Ducting over false ceiling shall be supported from the slab above, or from beams, after obtaining approval of Engineer’s Representative. In no case shall any duct be supported from false ceiling hangers or be permitted to rest on false ceiling. All metal work in dead or furred down spaces shall be erected in time to occasion no delay to other Contractor’s work in the building.

e. Where ducts pass through brick or masonry openings, it shall be provided with 25 mm thick

insulation material having aluminium face around the duct before the opening is sealed. f. All ducts shall be totally free from vibration under all conditions of operation. Whenever duct

work is connected to blower coil units that may cause vibration in the ducts, ducts shall be provided with a flexible connection, located at the unit discharge. Flexible connections shall be constructed of fire retarding flexible heavy canvas sleeve atleast 10 cm long securely bonded and bolted on both sides. Sleeve shall be made smooth and the connecting duct work rigidly held by independent supports on both sides of the flexible connection. The flexible connection shall be suitable for pressure at the point of installation.

g. Duct shall not rest on false ceiling and shall be in level from bottom. 3.5 Dampers : 1 At the junction of each branch duct with main duct and split of main duct, volume

dampers must be provided. Dampers shall be two gauges heavier than the gauge of the large duct and shall be rigid in construction.

2 The volume dampers shall be of an approved type, lever operated and complete with locking

devices which will permit the dampers to be adjusted and locked in any positions. 3 The dampers shall be of splitter, butterfly or louver type. The damper blade shall not be

less than 1.25 mm (18) gauge, reinforced with 25 mm angles 3 mm thick along any unsupported side longer than 250 mm. Angles shall not interfere with the operation of dampers, nor cause any turbulence.

4 Automatic and manual volume opposed blade dampers shall be complete with frames and

bronze bearings as per drawings. Dampers and frames shall be constructed of 1.6 mm steel sheets and blades shall not be over 225 mm wide. The dampers for fresh air inlet shall additionally be provided with fly mesh screen, on the outside, of 0.8 mm thickness with fine mesh.

5 Wherever required for system balancing, a volume balancing opposed blade damper with

quadrant and thumb screw lock shall be provided. 6 After completion of the duct work, dampers are to be adjusted and set to deliver air flow

as specified on the drawings.

3.6 FIRE DAMPERS SCOPE The sections deals with supply, erection and commissioning of fire dampers and box type

dampers, confirming to general specification and suitable for duty selected, indicated in Schedule of Equipments.

3.7 FUSIBLE LINK TYPE COMBINED SMOKE & FIRE DAMPERS A - All supply air ducts shall be provided with approved make fire and smoke damper of at least 90 minutes fire rating (at 950ºC) as per UL 555. B - The fire damper blades & outer frame shall be formed of 1.6 mm galvanized steel sheet. The damper blade shall be pivoted on both ends using chrome plated spindles in self lubricating bushes. Stop seals shall provided on top & bottom of the damper housing made of 16G galvanized steel sheet. For preventing smoke leakage side seals will be provided. C - The fire damper shall be mounted in fire rated wall with a duct sleeve min 600 mm long. The sleeve shall be factory fitted on fire damper. The joints at sleeve end shall be slip on type. Minimum thickness of GI sheet shall be 18G. D - The damper shall be installed in accordance with the installation method recommended by the manufacturer. E - Hinged access doors of suitable size complete with air tight gaskets shall be provided in all fire dampers & plenums. 3.8 SUPPLY AND RETURN AIR REGISTERS/GRILLES Supply & return air registers shall be of aluminum sections as specified in schedule of

quantities. Steel construction registers wherever required shall have primer. Coat finish paint whereas extruded aluminum registers shall be either Anodized or Powder Coated as specified in Schedule of Quantities. These registers shall have individually adjustable louvers both horizontal and vertical. Supply air registers shall be provided with key operated opposed blade extruded aluminum volume control damper anodized in matt black shade.

The registers shall be suitable for fixing arrangement having concealed screws as approved by

Architect. Linear continuous supply cum return air register shall be extruded aluminum construction with fixed horizontal bars at 15 Deg. inclination & flange on both sides only (none on top & bottom). The thickness of the fixed bar louvers shall be minimum 5.5 mm in front and minimum 3.8 mm in rear with rounded edges. Flanges on the two sides shall be minimum 20 mm/30 mm wide as approved by Architect. The grilles shall be suitable for concealed fixing. Volume control dampers of extruded aluminum anodized in black colour shall be provided in supply air duct collars.

a. All registers shall be selected in consultation with the Architect. Different spaces shall

require horizontal or vertical face bars, and different width of margin frames. These shall be procured only after obtaining written approval from Architect/owner/Engineer for each type of register.

b. All registers shall have a soft continuous rubber/foam gasket between the periphery of the register and the surface on which it has to be mounted. The effective area of the registers for air flow shall not be less than 66 percent of gross face area.

c. Bar longer than 45 cm shall be reinforced by suitable vertical member. d. All volume control dampers shall be anodized aluminium in mat black shade. 3.9 SUPPLY AND RETURN AIR DIFFUSERS The quantity of Supply and return air diffusers shall be as shown on the Drawings and

indicated in Schedule of Quantities. Aluminum diffusers shall be powder coated & made from extruded aluminum section as specified in schedule of quantities.

a. Rectangular Diffusers shall be extruded aluminum construction, square & rectangular

diffusers with flush fixed pattern for different spaces as per schedule of quantities. b. Only extruded Aluminum diffusers may be considered. All extruded aluminium diffusers

shall be provided with removable central core and concealed key operation for volume control damper.

c. Linear Diffuser shall be extruded aluminium construction with removable core, one

or two way blow type. Supply air diffusers shall be provided with volume control/ balancing dampers within the supply air collar. Diffusers for different spaces shall be selected in consultation with the Architect, and provided as per requirements of schedule of quantities. All supply air diffusers shall have volume control dampers of extruded aluminium construction anodized in mat black shade.

d. Spot Diffuser shall be extruded aluminium construction multislot type with air pattern

controller provided in each slot. Supply air diffusers shall be provided with Hit & Miss volume control dampers in each slot of the supply air diffusers.

4 MODE OF MEASUREMENTS 1. DUCTING

a- The final finished sheet area in sqmt shall be measured only. b- Vanes, Splitters, flanges, access doors etc. shall not be measured along the centre line

and measured as per duct work.

c- Bends, Elbows, transformation, pieces etc. shall be measured along centre line and measures as per duct work.

d- Canvas connections, Duct supports, stiffening members, frames etc. shall not be

measured separately and shall form part of duct work.

2. GRILLS/DIFFUSERS/FIRE DAMPERS All grills/diffusers / fire dampers areas will be measured in terms of effective area (Neck Area). Any extruded aluminium grill/diffusers having an area less than 0.1 sq.mt shall be accounted as 0.1 sq.mt. 3. BOX DAMPERS a- No separate measurement of box damper shall be done since they form part of duct. b- Fresh air dampers shall be measured as effective areas only. No separate measurements for bird screen inlet/outlet louvers shall be done

4. INSULATION OF DUCT This shall be measured on the basis of bare duct surface area i.e. the area of duct insulation & area of duct shall be same. 5. INSULATION OF REFRIGERANT PIPE

a- Insulation of pipes shall be measured in terms of linear length of pipe for each size.

b- For insulation of bends, elbows, tees etc. It shall be measured along with the center line of insulation and shall be measured in meters.

6. ACOUSTIC LINING OF DUCTS AND PLENUMS

This shall be measured on the basis of bare duct surface area i.e. the area

of duct insulation & area of duct shall be same

7. ELECTRICAL CABLE WORKS a- All power cables/controls cables shall be measured on linear basis in meters. b-No extra price shall be paid on account of end termination of cables which includes thimble, gland etc

4.1 TESTING AND BALANCING After the installation of the entire air distribution system is completed in all respects, all ducts

shall be smoke tested for air leaks prior to thermal insulation. The necessary arrangement for smoke test including generation of smoke shall be made by HVAC contractor.

The entire air distribution system shall be balanced using an anemometer. Measured air

quantities at fan discharge and at various outlets shall be identical to or less/excess than 5 percent in excess of those specified and quoted. Branch duct adjustments shall be

permanently marked after air balancing is completed so that these can be restored to their correct position if disturbed at any time. Complete air balance report shall be submitted for scrutiny and approval, and four copies of the approved balance report shall be provided with completion documents.

5.0 INSULATION 5.1 SCOPE The scope of this section comprises the supply and application of insulation conforming to

these specifications. 5.2 MATERIAL Insulation material for Duct & Pipe insulation shall be Closed Cell Nitrile

Rubber/Polyethylene rubber base insulation having Thermal conductivity not exceeding 0.0365 W/moC or 0.013 Kcal / (hr-m2-oC/m) or 0.2123 BTU / (Hr-ft2-oF/inch) at an average temperature of 30oC. Density of material shall not be less than 0.06 gm/cm3. The insulation shall have fire performance such that it passes minimum Class “0” as per BS476 part 7 for surface spread of flame. Water vapour permeability shall not exceed 0.06 perm inch (3 x 10-

10 Kg / m.hr.Pa).

Insulation material for Duct Acoustic Lining shall be close cell nitrile rubber material. Thickness of the insulation shall be minimum 19 mm. Each lot of insulation material

delivered at site shall be accompanied with manufacturer test certificate for thermal conductivity values and density. Samples of insulation material from each lot delivered at site may be selected by Engineer’s Representative and gotten tested for thermal conductivity and density at Contractor’s cost all joints shall be sealed properly with adhesive, which shall provide similar vapour barrier as the original insulating material.

5.3 DUCT ACOUSTIC LINING Material shall be 25 mm nitrile rubber. Thickness of the material shall be as specified for the

individual application. Density of material shall be not less than 140 kg/m³ having tensile strength not less than 100 KPA.material shall confirm DIN EN 12667. Material should be non hazardous.

Ducts so identified and marked on drawings and included in Schedule of Quantities shall be provided with acoustic lining of thermal insulation material for a distance of minimum 5 meters as follows: All sheets wherever possible shall be pre-cut and fabricated to the required dimension in the floor level. Allow an additional 2.5 to 5.0 mm to the total dimensions of the pre-cut sheet. Provide adhesive on all surface of duct.

Install the pre-fab sheet on surface of duct start from top surface. After top surface next put pre-fabricated sheet on side. Finally installed pre-fabricated sheet on bottom. Care must be taken that duct surfaces shall have all over adhesive coverage. During installation of large duct work avoid air bubbles. Apply pressure on fixing pre-fabricated sheets. Cutting of sheet must be smooth. All seam and joint shall have no more than 10 mm of adhesive. Minimum curing time shall be 48 hours. When air stream velocity exceeds 4000FPM metal nosing shall be applied to every leading edge. Nosing may be formed by screws/rivets.

5.4 DUCT INSULATION External thermal insulation shall be provided as follows:

The thickness of material shall be minimum 25 mm. Following procedure shall be adhered to:

Duct surfaces shall be cleaned to remove all grease, oil, dirt, etc. prior to carrying out insulation work. Measurement of surface dimensions shall be taken properly to cut closed cell elastomeric rubber sheets to size with sufficient allowance in dimension.

Material shall be fitted under compression and no stretching of material shall be permitted. A thin film of adhesive shall be applied on the back of the insulating material sheet and then on to the metal surface. When adhesive is tack dry, insulating material sheet shall be placed in position and pressed firmly to achieve a good bond. All longitudinal and transverse joints shall be sealed as per manufacturer recommendations. The adhesive shall be strictly as recommended by the manufacturer.

5.5 PIPING INSULATION All refrigerant and condensate drain piping shall be insulated in the manner specified herein.

An air gap of 25 mm shall be present between the insulation surface carrying refrigerant. Before applying insulation, all pipe shall be brushed and cleaned

Insulating material in tube form shall be sleeved on the pipes. On existing piping, slit opened tube from insulating material shall be placed over the pipe and adhesive shall be applied as suggested by the manufacturer. Adhesive must be allowed to tack dry and then press surface firmly together starting from butt end and working towards centre. Wherever flat sheets shall be used it shall be cut out in correct dimension. All longitudinal and transverse joints shall be sealed as per manufacturer recommendations. The insulation shall be continuous over the entire run of piping, fittings and valves. All valves, fittings, joints, strainers etc. Valves bonnet, yokes and spindles shall be insulated in such a manner as not to cause damage to insulation when the valve is used or serviced.

For exposed piping, after sufficient curing time, apply manufacturer’s recommended thickness of U/V paint in two coats. This shall be applied sparingly but must cover the entire surface of insulating material. Allow first coat to dry. Adequate film thickness is essential to ensure weather protection.

All insulation work shall be carried out by skilled workmen specially trained in this kind of work. All insulated pipes shall be labeled (S.R. or R.R.) and provided with 300 mm wide band of paint along circumference at every 1200 mm for colour coding. Direction of fluid shall also be marked. All painting shall be as per relevant BIS codes.

5.6 PROTECTIVE COATING OVER INSULATION To provide mechanical strength and protection from damage, all pipe / duct insulation

material shall be finished with fiberglass fabric. The fiberglass fabric faced material shall be factory manufactured. The same shall be applied to outdoor application and as such no Aluminum fencing shall be used for external application.

6 Drain Piping

The drain piping shall be PVC . The fittings shall be of `R’ brand of equal forged with screwed connections. The gate valves shall be of gun metal as described earlier. Pipe crosses shall be provided at bends, to permit easy cleaning of drain line. The drain line shall be provided up to the nearest drain trap and pitched towards the trap. Drain lines shall be provided at all the lowest points in the system, as well as at equipment,

where leakage of water is likely to occur, or to remove condensate and water from pump glands.

The drain pipe shall be insulated with two layer of Kinni foam insulation. 7. Electrical Equipment

All electrical equipment shall be cleaned and adjusted on site before application of power.

The following tests shall be carried out : Wire and cable continuity tests. Insulation resistance tests, phase to phase and phase to earth, on all circuits and equipment,

using a 500 Volts meggar. The meggar reading shall be not less than one megohm. Earth resistance between conduit system and earth must not exceed half (1/2) CMH. Phasing out and phase rotation tests.

Operating tests on all protective relays to prove their correct operation before energising the main equipment.

Operating tests on all starters, circuit breakers, etc.

8. Electric Wiring

1. General :

The electric wiring of motors for compressors, pumps, air handling units etc. As well as controls, heaters etc. and earthing of all equipment shall be carried out as per specifications given hereunder.

2. Wiring for Motors, Heaters etc :

The wiring for above equipment shall be carried out in conduits or using PVC armoured cables.

3 The PVC armoured power cable for use on 415 volts system shall be 3 or 3.5 core with

aluminium conductors and be of 1100 volts grade, as per IS 1554 part I-1964. The cross section of the cable shall be to suit the load or rating of the equipment. The cable shall be aluminium conductor PVC insulated single wire/strip armoured with overall PVC sheathing.

4 The cables shall be laid as per IS-1255/1967, Indian Standard Code of Practice.

5 The cables shall be laid, as per drawings or along a short and convenient route between

switch board and the equipment, either in trenches, on wall or on hangers, supported from the slab. Cable routing shall be checked on the site to avoid interference with structure, equipment etc. Where more than one cables are running close to each other, proper spacing should be provided between them.

6 The radius of bends of the cable should not be less than 12 times the radius of cable to

prevent undue stress and damage at the bends, the cables should be supported with wooden cleats fixed on M.S. Supports, when running in trenches, wall or ceiling suspended hangers. When laid under ground the cables should be covered with fine soft earth and protected with cement concrete covering. Suitable G.I. Pipe shall be used wherever the cable comes out of the connected surface and clamped properly.

7 Wooden bushes shall be provided at the ends of pipes through which cables are taken in walls and floors.

8 All cables shall be terminated using suitable size cable glands and packing.

9 The wiring in conduits shall be 1100 volts grade.

10 The conduits used shall be of high quality, all joints shall be made with sockets. The bends

and elbows shall have inspection covers fixed with grease free screws. The joints shall be water tight. Approved metal saddles shall be used to secure the exposed conduits at a space of 1 meter or less. The connection of the conduit to switches etc., shall be secured by a check nut and ebonite bushes provided at the ends of conduits.

11 Flush inspection covers shall be provided in case of concealed, recessed conduits. The

staples for the conduits shall not be spaced more than 0.60 meters apart. Before filling up the chase with concrete the conduits should be given a coat of rust proof paint.

12 The wires shall be drawn only after all the conduits have been properly fixed in position.

9 Control Wiring

9.1 Control cables shall be 650 volts grade as per IS 1554 made from copper conductor of

1.5/2.5 sq. mm PVC insulated single multi core unarmoured with an overall PVC sheathing. 9.2 The cables and conduits wiring shall be carried out as per details given under above.

9 Fire Dampers

9.1 Providing and fixing of motorised combination fire & smoke dampers ofapproved make of atleast 90 minutes fire rating and as per the specifications.The fire damper shall be complete with electronic temperature sensor anelectrically operated actuator. The fire damper shall be located in the supply /return air ducts. The control panel will be such located that the reset can bedone easily. Fire damper blades & outer frame shall be formed of 1.6 mmgalvanized sheet steel. The damper blade shall be proveded on both endsusing chrome plated spindles in self-lubricated bronze bushes. Stop seals willbe provided on top and bottom of the damper housing made of 16 ggalvanized sheet steel. For preventing smoke leakage side seals will beprovided.
