    As winter approaches I wish you a fulfilling

    and enjoyable holiday season break!

    This fall has been extremely busy! In Ottawa

    Ive researched and responded to a steady

    flow of significant and controversial legislation.

    In Vancouver Quadra several of my fall

    events explored the impacts of a harsh and

    inflexible punishment regime at the core of the

    Conservative governments new crime bill C-10.

    Researchers provided ample evidence that

    this approach may actually increase crime and

    injustice, at tremendous financial and social

    costespecially for our young people. Texas

    and California are just two examples of the

    many governments now rejecting punishment-

    centred crime policy similar to C-10, becauseits expensive and doesnt work!

    My staff and I created a wide variety of events

    Your MP at WorkRECOGNIZING GREATER CHINA MILESTONES

    October 10, 2011 marked Double Ten, the 100th anniversary

    of modern China and an important milestone for citizens and

    diaspora of the Republic of China (Taiwan). Vancouver Quadra MP

    Joyce Murray spoke at several events in Ottawa and Vancouver

    acknowledging the important contribution made by Dr. Sun Yat Sen

    in declaring Chinas independence from European domination.

    In the House of Commons, she congratulated the Peoples

    Republic of China on its 62nd anniversary:

    Mr. Speaker, on behalf of Liberal parliamentarians I extend

    my warmest wishes to the people of China and to all Chinese

    Canadians as they celebrate the 62nd anniversary of the foundingof the Peoples Republic of China.

    Since former Prime Minister Pierre Trudeau initiated diplomatic

    relations with China 41 years ago, the Liberal Party has proudly

    cultivated the friendship between our two great countries.

    In my riding of Vancouver Quadra, I am pleased to host and attend

    many events to foster shared prosperity and stronger cultural ties

    between our two countries.

    I look forward to another successful year working with Chinese

    constituents to further strengthen the cultural and economic ties

    between the peoples of China and Canada.

    Vancouver Quadra MP Joyce Murray attended Septembers

    official re-opening of cole Jules Quesnel, along with school board

    representatives, parents, teachers, and children excited to be back

    in their newly renovated school home. cole Jules Quesnel was

    one of 7 schools in Vancouver deemed to be at most risk of severe

    damage in an earthquake. For the past three years the French

    immersion schools classes occupied classrooms and portables in

    several other neighbourhood schools.

    MP Murray extended her congratulations for this important

    seismic upgrade and renovation project, describing her pleasure

    in walking the halls of EJQ, a building that was once part of Lord

    Byng Secondary School, where she hersel f attended grades eight

    and nine!

    Ms. Murray also thanked the Parent Advisory Committee for raising,

    with the help of community members and local businesses, an

    impressive $215,000 for the schools new playground! She in turn

    was recognized for having supported the successful application to

    federally funded Western Economic Diversification, which chipped

    in to help purchase playground equipment.

    Vancouver Quadra MP Joyce Murray participated in Canadas

    first ever National Tree Day in Ottawa this fall.

    Inaugural National Tree Day events took place in communities

    across Canada and kicked off with the planting of a Maple tree at

    the Canadian Museum of Nature in Ottawa.

    National Tree Day was created through a Private Members

    Motion and passed with near unanimous support in the House of

    Commons last spring. It serves as a reminder of all the benefits

    that trees provide to Canadians, especially in our urban landscapes.

    Trees clean our air and water, reduce energy consumption by

    providing shade, provide wildlife habitat, and are essential to thequality of life in urban neighbourhoods.

    A former tree-planter and co-founder of Brinkman & Associates

    Reforestation, MP Murray understands the critical importance of

    healthy trees and forests to Canadas natural and human heritage.

    By removing carbon dioxide from the atmosphere and storing

    it as carbon, they help mitigate global warming. As a renewable

    resource, trees are essential to Canadas economic future.

    Congratulations to Tree Canada, a charitable organization,

    and its partners who are working together to help educate

    Canadians about the importance of trees including in our urban

    IN THE DIGITAL AGE

    MP Joyce Murrays September MP Breakfast Connections

    featured Open Government activist David Eaves speaking about

    opportunities for government transparencyand threats to your

    individual privacy rightsin our digital era.

    Based on his experience advising governments, companies, and

    citizens, David described how technology is revolutionizing the

    interaction between citizens and their government, and ways that

    governments can in turn leverage technology to provide relevant

    and timely information to citizens.

    According to David, governments lack of transparency andbureaucratic processes are based on last-century communication

    models. Waiting for a response from government can take weeks

    if not monthsa turn-off for younger citizens used to accessing

    information instantly. This presents a real challengeand huge

    opportunityfor governments.

    Discussing threats to information privacy, Eaves expressed his

    deep concern that the Conservative governments proposed new

    law to enable online surveillance of citizens digital activities, without

    first obtaining a warrant, will trample individual privacy rights. Plus

    digital media consumers will end up paying higher costsfor the

    very surveillance activities that will make their personal informatio

    less secure!

    Your MP at workLIBERALS WORK TO PREVENT SUICIDE

    Canada is one of the few developed countries without a national

    action plan to prevent suicide. Member of Parliament Joyce Murray

    and the Liberals are working to change that. In the fall session

    of Parliament Liberal MPs led a Day of Action on Suicide

    Prevention, and tabled a Motion calling for a National Suicide

    Prevention Strategy.

    This National Strategy would treat the preventable tragedy of

    suicide for what it really is: an urgent public mental health issue.

    Every Canadian has been touched in some way by suicide, said

    Liberal Leader Bob Rae. He stressed that 10 lives are lost to

    suicide in Canada each day, a disproportionate number of which

    are adolescent, senior, or aboriginal.

    Standing with the Liberals on this Day of Action was Stephanie

    Richardson of the Do It For Daron movement, a youth mental health

    campaign honouring Richardsons 14-year-old daughter Daron,

    who committed suicide last year.

    Over 3500 Canadians signed the petition in support of the Liberals

    suicide prevention Motion, and all Parties voted unanimously for it

    to pass.

    CONSERVATIVE-LED CANADA

    Over 5400 Vancouver Quadra constituents attended MP Joyce

    Murrays tele-townhall meeting to discuss the Conservative

    governments controversial Omnibus Crime Bill C-10.

    It was a privilege to hear from so many people, said Ms. Murray.

    Their comments expressed serious concerns about C-10s

    expanded and inflexible jail sentencesespecially the impact on

    disadvantaged youth, first nations, and the mentally ill.

    MP Irwin Cotler, former Justice Minister and Attorney General

    of Canada, noted that Bill C-10 will further overcrowd Canadas

    overpopulated prisons, resulting in increased crime and

    victimization. Recent reports from Texas confirm that since 2005,

    when funding for drug treatment and rehabilitation increased and

    jail times were reduced, crime rates and prison spending have both

    dropped significantly.

    87% of respondents polled during MP Murrays tele-townhall

    oppose the Conservative governments plan for harsher sentencing.

    One participant commented, Considering the fact that crime in

    Canada is declining, I cant understand why were spending time

    and budgets building prisons. To me, jobs and the economy are

    more critical right now.

    Canadians want safer communities, real consequences for seriou

    crime, and victims concerns respected. But Bill C-10s approach

    will result in less justice, more crime, and spiraling costs.

    MP Murray at her Crime and Poverty public policy Dialogue

    Your MP at workLISTENING TO COMMUNITY LEADERS

    Vancouver Quadra MP Joyce Murray recently convened a Dialogue

    on the Conservative governments controversial Omnibus Crime Bill

    C-10 with Senator Art Eggleton and community leaders.

    MP Murray supports some of Bil l C-10s provisions and voted for

    them in a previous Parliament. However, C-10 includes inflexible

    and harsher sentencing, leading to over-crowded jails, more HIV/

    AIDS infections, higher re-offence rates, and greater costs

    according to mounting evidence from US states and other countries

    that have tried this approach.

    Leaders of a dozen organizations, speaking from experience and

    research, voiced deep concern about C-10s harsher punishmentof young people, aboriginal Canadians, and the mentally ill. They

    noted increasing imprisonment time and costs mean fewer dollars

    for prevention, treatment and rehabilitation.

    MP Murray shared the personal story of Jason, a young friend who

    made a misguided choice as a teenager. He served time in prison

    for his mistake, participated in the prescribed treatment programs,

    and now has a full-time job, a pardon, and career prospects. If Bill

    C-10 passes, Jasons success story will be less common.

    Participants concluded that the Conservative approach to

    punishment will result in less justice, more crime, and spiraling

    costsjust the opposite of what Canadians really want!

    IN RURAL ECONOMIES

    This Fall MP Joyce Murray, Liberal Small Business and Tourism

    Critic, held rural economy meetings and consultations in eight

    East and West Kootenay communities.

    Ms. Murray met with local Chambers of Commerce, mayors,

    tourism organizations and business owners to better understand

    the challenges facing rural entrepreneurs and regional economies.

    Highlights included a visit to Crawford Bay, where a cluster of

    artisans have boosted local employment, and Creston, where agri-

    tourism is the new economic opportunity for small farm businesses.

    The message from these consultations was clear: rural BC is

    a treasure-trove of business and tourism potential, but small

    businesses face many hurdles.

    Ms. Murray heard about the challenges of aging infrastructure,

    border head-aches, shortages of apprenticeships and skilled trades

    people, and complicated tax and reporting requirements.

    A healthy small business and tourism sector is essential for

    developing sustainable diversified economies, said MP Murray.

    People in rural BC are not looking for a hand-out from government.

    But they are facing an EI payroll tax increase they cant afford whi

    large corporations are getting another big tax cut.

    MP Murray will bring this message to Ottawa, and continue to figh

    for policies that help small business and tourism to flourish.

    SMALL BUSINESS INTERESTS

    This September, MP Murray attended a Small Business Roundtable

    in Toronto, with special guest US Ambassador David Jacobsen.

    She used the opportunity to raise with Ambassador Jacobsen her

    dual-citizen constituents concerns about unreasonable US financial

    reporting requirements, taxes, and invasion of information privacy.

    The Roundtable was hosted by the Canadian Federation of

    Independent Business following a recent study of barriers to small

    business in cross-border trade.

    Small and medium-sized enterprises account for nearly all net new

    jobs created in Canada, and they are increasingly dependent on

    trade. The Roundtable heard from small business owners who have

    stopped selling into the US market because the are frustrated by

    expensive bureaucratic requirements on both sides of the border.

    Border infrastructure is not small-business friendly, noted Murray,

    formerly a reforestation business owner herself. The export-import

    process is becoming ever more complicated and unpredictable,

    and small companies cant get access to the information or help

    they need. I will be taking this message to Ottawa.

    Liberal MPs are concerned that the Conservative governments

    priority for 2012 is yet another major tax cut for large profitable

    corporations. Although small businesses are the drivers of private

    sector innovation and job creation, all they are getting in 2012 is a

    EI payroll tax hike.

    Your MP at workBRINGING CONSERVATION SCIENCE

    TO OTTAWA

    Recently, MP Joyce Murray organized the AGM of the All-Party

    International Conservation Caucus (ICC) in Ottawa, where she

    was elected President. The ICC has the important responsibility

    of hosting conservation organizations and scientists on Parliament

    Hill to present their findings to parliamentarians, staff, and others

    interested in the conservation of biodiversityboth in Canada and

    world-wide.

    People depend on nature for many things: a stable cl imate,

    clean air, fresh water, abundant food, tourism, and sustainable

    economic benefits. The ICC focuses on giving parliamentariansscientific understanding on protecting critical habitat and reducing

    biodiversity loss, while championing sustainable development.

    Previous ICC event subjects include trafficking in endangered

    species, new technologies for mapping deep-water marine

    ecosystems, and the state of Canadas invaluable freshwater

    resources. In 2010 the ICC brought world famous primatologist

    Jane Goodall to Parliament Hill to speak about her 50 years of

    work on conservation and development.

    MP Murray and her vice-chairs from all five parties represented in

    the House of Commons relish the task of bringing conservation

    science to Parliament. Formerly BCs Environment Minister

    responsible for maintaining biodiversity, Ms Murray is very

    pleased to work across party lines to advance solutions to urgent

    environmental conservation challenges.
