1.TitleofProject:PhysicalRehabilitationforWarAmputeesattheJaffnaJaipurCentreforDisabilityRehabilitation—PhaseII(2010)2.Goals:TohelpwarvictimsinNorthernSriLankaleftdisabledandtraumatizedfromtherecentviolencetomoveindependentlyandcomfortablythroughtheprovisionofprosthesesandmobilitydevices,suchaswheelchairs,tricycles,walkers,crutches,andwalkingaids.

i)Providecustom‐made,highquality,lightweightprostheticsandrehabilitationservicesforamputees.ii)Providechildrenandadultsexperiencingphysicaldisabilitywithtechnicallydesignedorthopedicsupportivedevices.iii)Providephysiotherapyandfollowupservicestotheamputeesandotherdifferentlyabledpersons.iv)Providethephysicallyrehabilitatedwithmicrocreditrevolvingloanstoengageprofitablyinanincomegenerationprojecttobeeconomicallyviable.v)Provideeducationalgranttoschoolgoingdifferentlyabledchildren.vi)FieldvisitsbyoutreachofficerstoidentifydisabledcasesandreferraltoJJCDR.vii)ConductfreemonthlyorthopedicclinicsatthecentrebytheOrthopedicSurgeonofTeachingHospital,Jaffna.viii)VisitAmputeesatTeachingHospitalJaffnaforpostamputationlimbcare.ix)Providefreehostel&mealsfacilitiesforthoseinneedofaccommodationespeciallythosewhocomefromfarawayplacesduringthetimeoflimbfitting.

needofurgenthelp.Manythousandshadlimbsamputatedin2009asthewarcametoaviolentend.Thereisnowamassiveneedtoimprovethefacilitiesforrehabilitationofamputeesandotherswithlong‐termdisabilitiesinallpartsofSriLanka.OfprimaryconcernarethoseintheNorthernandNorthCentralProvinces,wherethepeoplehavebeenworstaffectedbytheconflict,findthemselveslivingunderextremelyvulnerablecircumstances,andareingreaterneedthanthoselivingelsewhere.Theneedtoassistpeopleinrebuildingtheirlivesandreturningthemtogoodhealthisclear.Accordingtorecentgovernmentstatisticsthereareatleast4,200confirmedamputeesinneedofaprosthesisandphysicalrehabilitation,althoughsomeINGOsattheIDPcampsinVavuniyahaveestimatedthefiguremightbeashighas25,000‐30,000total,ormore.Thevastmajorityoftheseamputeesarebetweentheagesof20‐45yearsofage,thusaffectingaverycrucialpartoftheworkforce.Urgentphysical,vocational,andpsychosocialrehabilitationwillenableallofthesedisabledpersonstoleadindependent,productivelivesonceagain.JJCDRneedsmuchmoresupportinordertoaddresstheneedsofthedisabledcommunity,asexistingresourcesareinadequateinthefaceofgrowingdemandsduetotherecentwarandlimitedfinancialsupportfromcurrentdonors.Therearenewcasesofwarvictims,whoaretobefittedwithaprosthesis/orthosis,andthereisneedofmobilityaidforfreemovementtomakethemmoveindependentlyandcomfortably.Over2,980amputeeshavebeenregisteredandareinneedofsupportto‐date.

Jegan(29)andhissonAntony(9)losttheirlimbsduetoashellblastatKilinochchibackin2007.TheywerebroughtfromKodikamamCamptoJJCDRwiththehelpoftheICRC.Theywerefittedwith artificial limbs by the JJCDR teamon June 11, 2009. Antony had a short stump andwasgivenamodifiedlimb.HeisnowbackinschoolinGrade2.

Kamalanathan(10),fromSelvanagar,Kilinochchi,losthislegduetoashellblastonMarch30,2009atMullaitivu.Heisastudentandhastwobrothersandasister.Hisfatherisadaylaborer.HewasbroughtfromVavuniyaIDPCampandwasfittedwithanabovekneelimbonMay2,2010atJJCDR,enablinghimtowalkagain.

6.BriefDescription:ThiseffortwillsupportanongoingphysicalrehabilitationprojectforwaramputeeswiththeJaffnaJaipurCentreforDisabilityRehabilitation(JJCDR)thatprovidesprostheticsandmobilitydevices,suchaswheelchairs,tricycles,walkers,crutches,andwalkingaidstohelpthedisabled(especiallytherecentlydisplacedpersons)tomoveindependentlyandcomfortablyagain.Urgentphysical,vocational,andpsychosocialrehabilitationwillenableallofthesedisabledpersonstoleadindependent,productivelives.Thiscenterhasanexcellentteamofprofessionals,includingprosthetistsandalocally‐trainedteamofproductionspecialiststhathavebeenmakingcustomprostheticlimbsandwheelchairsforamputees.Excellentphysiotherapyservicesandorthopedicsurgeon’sconsultationsarealsoprovided.Thisprojectisalreadyongoing,havingcommencedinlate2009,in‐partbecauseofsupportfromIMHO.However,theneedsarecontinuing,astherearestillthousandsinneedofcarewithinthetargetarea,andfollow‐upcareisalsoimportant.

7.TargetPopulation/#ofBeneficiaries:WaramputeesandthephysicallydisabledIDP/resettledIDPpersonsinJaffna,especiallytheelderlyandbilateralamputees.Severalhundredhavebenefittedalready,withmanyhundreds/thousandsmorewaitingtobeseenaswell,theexactnumberofwhichdependsonthefundingavailable.8.AmountRequested/Budget:$30,000tosupportongoingeffortsatJJCDRintheproductionandsupplyofmobilitydevicesandprostheses.9.Sustainability:ThiscenterhasanexcellentlocalteamandhasbeenplayingavitalroleinhelpingthedisabledIDPs/resettledpeoplefromtheVanniforyears.Theyhirelocalpeopletocustommakelimbsandwheelchairsforamputees,thusprovidingemployment.Inaddition,the
