MASTER DEVELOPMENT PLAN 2021

Delhi has witnessed a huge gap between demand and supply of housing units. When

the Delhi Master Plan was reviewed in 2006, it was observed that 35 lakh housing units

were required whereas DDA provided only 3.5 Lakh units. Lack of infrastructure and

acquisition of land in Delhi affected the process of meeting the demand. The process of

acquisition was continually challenged by the land owners due to low compensation.

The Government realized these facts and notified a new plan known as MPD 2021 vide Gazette Notification No. SO 141 dated 07/02/2007. The plan focuses on optimum utili

zation of available resources, both public and private in land assembly, and

housing. For the first time in Delhi, private builders/ farmers/ societies have been allowed to come forward and buy or assemble the land in notified zones and designated pockets meant for residential use.

Delhi is spread in over 1402 square Kilometers and the Urb

P-II & L ZONESTHE FIRST LANDBANK TO BE UNLOCKED

P II & L Zones at a GlanceAccording to the Masterplan, nearly 24 Lakh residential units will be required for an estimated 23 million people by 2021.Therefore as against earlier model of plotted development, the new model of high rises has been adopted.

While Zone P II (North Delhi) was the first zone to be notified as a Mega Sub-City, Zone L (South West Delhi) has also caught on and is being seen as the most potent zone primarily due to its location advantage.

These Zones are being developed along the lines of well known international cities with level of public amenities meeting or exceeding international benchmarks. The zones have been meticulously planned in terms of educational, commercial & medical infrastructure, entertainment, mobility & environmental synergy.

Shape of Things to ComeFor the first time, these projects have been launched on a PPP (Public Private Partnership) Mode, with a lot of emphasis on open spaces with greenery and use of regenerative technology for replenishment of natural resources.

These projects are being fast tracked by the Ministry of Urban Planning through its executing arm, Delhi Development Authority (DDA).

Delhi Master Plan 2021

For planned development, all facilities such as roads, hospitals, police stations etc. will be provided by the Govt. To ensure uniform development across the zone, Govt. has added a new chapter called Land Assembly Policy vide Clause No. 19 under Delhi Master Plan 2021 under which the DEs are required to surrender their acquired lands to DDA and DDA in turn will retain some portions of these lands for its own development use like roads and other infrastructure, while returning the balance land equivalent to the DEs for residential development.

Road Map

Builders/Societies/Company/ Individuals are required to buy the land from farmers or land owners in designated Zones specially earmarked for residential needs. These lands are exclusive of Green Belts and Low Density areas.

Builders/Societies/Company/land owners are then required to surrender their assembled land to DDA and the DDA will return the land to the builder within the radius of 5 KM considering the factors like roads, public utilities, hospital sites etc. provisioned in the sector plan.

Builders/Societies/Company/land owners are then required to prepare their layout plans, get them approved from DDA and start the construction.

Features of L Zonen Located in South West Delhi, n The zone covers an area of 22,979 hectares

n Many villages earmarked as green belt are close to Gurgaon’s sectors 104, 107, 108, 110 and 111 and are located left of the Najafgarh drain that runs along the green belt villages.

n Close proximity to the forthcoming 186-acre 18-hole golf course

n Close to Dwarka Sub-city.

n Close to Airport terminal T3.

n Easy access to Gurgaon through Dwarka Expressway. n AIIMS II planned in this zone.

n Hospitals: A Category–4, B Category–8, C Category–20, D Category–20 are provisioned in this Zone. One medical College and one Nursing & Para Medical institute provisioned in this Zone.

n Educational: 1 vocational Training Institute, 4 Professional College's, 4 General Colleges's, 1 University Campus provisioned.

AGENCIES TO DEVELOP HOUSING

A Society registered under society registration Act bearing No. S/RS/SW/1032/2013 dated 3rd October 2013.

Objectives of the Society

n Promote social and economic betterment of members through self help and mutual aid in accordance with Co-operative principles.

n To be socially active in terms of improving the living standards of mankind across all communities and religions.

n Raise the funds from members to meet the objectives and issue shares to the members. .

Management

The management of this society is actively involved in buying land in the proposed zones since 2009. The management of the society has already been involved in execution of various housing projects in Dwarka such as Brahma Apartments CGHS, Palm Green CGHS. The flats in these projects were provided at much lower prices compared to the market price. All our members invested in these properties have benefitted immensely. We use our knowledge & expertise to seize an opportunity at the earliest and believe that the acquisition of land in the early phase of a project is the key to provide affordable and luxurious homes.

Keeping in view the interest of people to get affordable housing in Delhi, the society had decided to purchase the land in the proposed zones. The land has been proposed to be acquired in DDA new zonal Plan for these zones.

ProjectFor the project we intend to enrol members for the construction of affordable housing units. This will not only ease the burden of land cost but also that of common areas and utilities.

Availability of membershipMembership is open. Allotment & approval of membership is purely on first come first served basis. Members who pay full land cost will be given preference.

How to become a MemberApply for membership on a prescribed form along with share money and annual subscription charges, as mentioned in the application form.

Pay the land share money as per size of the apartment chosen along with membership application form.

All payments are to be made through a Cheque/DD in favour of “Jeevan Vihar Welfare Society”.

Membership will be granted after due verification and confirmation of information as provided in the application form.

Payment SchedulePayment towards the land cost will need to be deposited immediately along with the application. Once construction commences a Construction Linked Payment Plan (CLP) will be designed and all members shall adhere strictly to the said plan.

Cost Escalation

The land cost is fixed as on date. There will be no escalation on the land cost parameter. With regard to construction cost, we have taken into consideration our architects' estimations, based on possible prices of material at the time of construction. However, any major escalation in the basic cost of materials will be factored into the costing and shall be shared by all members proportionate to the category of flat chosen by them.

Development CostAny development cost/taxes/duties that may be levied by the Govt. shall be charged extra and borne by the members in a uniform manner.

Maintenance CostActual maintenance cost shall be arrived at once the possession process is complete.

Projected plan for execution of the ProjectThe society has already drawn up a plan for time bound execution of the project. The total time frame for the completion is pegged at 5-6 years, of which the initial two years would be utilized for development of land procured and thereafter the construction of the flats, etc., is pegged at 3-4 years. However this period shall commence from the date of possession of land and not from the date of registration of Society.

Estimated completion and offer of possessionThis being a new project area with completely open lands, we estimate a completion time of 36-48 months from the start of the project.

Bye-laws of the SocietyThe bye-laws of the Society have been approved by the Registrar.

Surrender of MembershipOn receipt of written application from the original member following amount shall be refunded.

Refund: Regarding Land Cost, construction cost etc., full amount shall be refunded to the member when any new member replaces him/her, then only he/she would get his/her money back.

Transfer: The member can transfer his/her membership without paying any charges.

Sale: NOC will be required before selling.
