4. The candidates should select the group of examinations as per
their choice of PCM or PCB or PCMB according to courses as

BHMS 5. Candidates are allowed to submit only one Application
Form. More than one application
i.e. multiple applications from a candidate will be rejected. 6.
The name of the candidate and his/her parents name in the
Application Form must
exactly be the same as registered in class 12th / equivalent
qualifying Examination. No prefix/title such as
Mr/Shri/Fr/Dr/Mrs/Smt/Col etc should be used.
7. The fee may be paid either by credit/debit card or through
e-challan generated during the online filling of the Application
Form. In case of e-challan, the payment should be made in Bank of
India in cash. Application fee once paid will not be refunded (full
or partial) under any circumstances.
8. No options can be changed at a later stage after submission
of an application. 9. From current year, the JCECE 2014 application
has been made completely ONLINE i.e.
the candidates have to fill the particulars online and also
upload their photograph, signature and Left Hands Thumb Impression.
Due to above, the candidates are advised not to send hard copy of
the application i.e. confirmation page to JCECEB. However, the
candidates are advised to retain hard copy of application i.e.
confirmation page for future reference, counselling purpose or
correspondence, if any.
10. The Jharkhand Combined Entrance Competitive Examination 2014
will be conducted in one stage.
11. The offer of admission shall be subject to verification of
Original certificates/documents,

identity at the time of counselling. If any candidate is found
ineligible at a later date even after examination, his/her
candidature will be cancelled.
12. The candidates are advised to retain the same mobile number
and email-id in use which they have furnished in the Application
Form because the important information may be given to the
candidate(s) through SMS or e-mail. The candidates are advised to
have their own personal email id.
13. Candidates must follow the instructions strictly as given in
the Information Bulletin and on website. Candidates not complying
with the instructions shall be summarily disqualified.
14. Examination Centre is chosen carefully as changes are not
allowed after submission of online application.
15. The candidates can download Admit Card for the Examination
from website http://www.jceceboard.org. Relevant information will
also be hosted on the said website.
16. The candidates can download the Result from the website
http://www.jceceboard.org. 17. For the latest updates, candidates
must remain in touch with the website
http://www.jceceboard.org and regularly check their e-mails till
the completion of final round of counselling.
18. Candidates must retain the following documents with them as
reference for future correspondence. a. At least three printouts of

INFORMATION BULLETIN
JHARKHAND COMBINED ENTRANCE COMPETITIVE EXAMINATION 2014 1.
INTRODUCTION
In compliance with the JCECEB Act & requisition received
from the concerned Departments of Govt. of Jharkhand, the Jharkhand
Combined Entrance Competitive Examination Board would be conducting
the Jharkhand Combined Entrance Competitive Examination - 2014, for
the academic session 2014-15. This entrance test is being conducted
for the admission in first year degree level professional courses
like Engineering, B.Sc. Agriculture, B.Sc. Forestry, BHMS &
other same type of courses within the Jharkhand State or outside of
the State Universities/Colleges/Institutions where there is need of
recommendation to state, recommendation will be based on
Merit-cum-Choice basis prepared by JCECE 2014 Merit List.
2. DEFINITIONS
a. Professional Courses means Engineering, B.Sc. Agriculture,
B.Sc. Forestry etc
or any other courses of similar type which is of Degree Level.
b. Examination means Jharkhand Combined Entrance Competitive
Examination
conducted by JCECE Board. c. Board means Jharkhand Combined
Entrance Competitive Examination Board
i.e. JCECEB d. Government means Jharkhand Government. e.
Controller of Examination means Controller of Examination,
JCECEB,
appointed by Govt. of Jharkhand. f. Jharkhand means Jharkhand
State after reorganization as defined in section-3 of
Bihar Re-organization Act 2000. g. Qualifying Examination means
that examination on the basis of which a
candidate is eligible to appear in Jharkhand Combined Entrance
Competitive Examination.
3. GENERAL INSTRUCTIONS (a) Jharkhand Combined Entrance
Competitive Examination will be governed by the
rules and regulations specified by the Jharkhand Combined
Entrance Competitive Examination Board, Ranchi and All India
Council of Technical Education, New Delhi.
(b) Appearance in JCECE does not confer any right to the
candidate for admission in Degree Courses. The selection and
admission to B. Tech/ B.Sc. B.Sc. Agriculture/ B.Sc. B.Sc.
Forestry/ BHMS seats in any Institution is subject to fulfilling
the

admission criteria, eligibility, medical fitness and such other
criteria as may be prescribed by the Government of Jharkhand,
respective Universities and Technical Institutions.
(c) Applications of candidates submitting false and fabricated
information will not be considered.
(d) Incomplete application or applications not in accordance
with instructions will not be considered and are liable to be
rejected. The examination fee deposited will not be refunded in
such cases.
(e) Fee will neither be carried forward to a future Examination
nor refunded under any circumstances. Online applications and/or
their confirmation of submission received after the due date will
not be entertained and exam fee will not be returned in such cases.
Applications once submitted cannot be withdrawn.
(f) Instructions in the Information Bulletin are liable to
change based on decisions taken by the JCECEB from time to time.
There is no equity or any rights that are/or deemed to be arising
in favour of candidates.
(g) JCECEB reserves the right to withdraw permission, if any,
granted inadvertently to any candidate who is not eligible to
appear in the JCECE 2014 even though the Roll Number and Admit Card
have been issued by the Board.
(h) Candidates eligibility is purely provisional and is subject
to fulfillment of eligibility criteria as prescribed by the
Board.
(i) In case of any ambiguity in interpretation of any of the
instructions/terms/rules/criterias regarding determination of
eligibility/conduct of examination/registration of
candidates/information contained therein, the interpretation of the
JCECEB shall be final and binding.
4. Subject Group for JCECE 2014 4.1 P.C.M. Group A candidate who
has passed I.Sc / 10+2 or equivalent
examination with subjects Physics, Chemistry and Mathematics or
appearing in the current session and is interested in appearing in
the Competitive Examination with Physics, Chemistry and Mathematics
then he/she will be called PCM Group and He/She will have to give
answer the question of Physics, Chemistry and Mathematics subjects
in the examination.
4.2 P.C.B. Group A candidate who has passed I.Sc / 10+2 or
equivalent examination with subjects Physics, Chemistry and Biology
or appearing in the current session and is interested in appearing
in the Competitive Examination with Physics, Chemistry and Biology
then he/she will be called PCB Group and He/She will have to give
answer the question of Physics, Chemistry and Biology subjects in
the examination.
4.3 P.C.M.B. Group - A candidate who has passed I.Sc / 10+2 or
equivalent examination with subjects Physics, Chemistry and Biology
as well as keeping

Mathematics as an extra subject or appearing in the current
session and is interested in appearing in the Competitive
Examination with Physics, Chemistry, Biology and Mathematics then
he/she will be called PCMB Group and He/She will have to give
answer the question of Physics, Chemistry, Mathematics and Biology
subjects in the examination.

Jharkhand Combined Entrance Competitive Examination (JCECE) -
2014 will be conducted on Sunday the 27th April 2014. The
subject-wise timing & duration of examination are as follows:-
Biology - 09:00 AM to 10:00 AM - 1hr Physics & Chemistry -
10:15 AM to 12:15 PM - 2hr Mathematics - 12:30 PM to 01:30 PM -

The Group-wise timing is as follows:- PCM Group - 10:15 AM to
01:30 PM PCB Group - 09:00 AM to 12:15 PM PCMB Group - 09:00 AM to
01: 30 PM
7. SYLLABUS FOR THE TEST: The Question Papers for the
Examination shall be based on a common syllabus notified by the
CBSE. Please see boards website for syllabus. 8. CENTRES FOR
ENTRANCE TEST
(i) List of cities where the JCECE - 2014 will be conducted are
Ranchi, Jamshedpur, Dumka, Dhanbad, Hazaribagh and Bokaro.
(ii) The Candidate should select Two Convenient City for the
entrance Test.
(iii) Though every effort will be made to allot a centre in one
of the cities selected by the candidate, yet the Board reserves its
discretion to allot a centre other than the candidates choice.
(iv)Allotment of centre is made by Computer and there is no
human intervention.
9. Use of Calculator and communication Aids Use of electronic
devices like mobile phone, calculator etc. is NOT PERMITTED in
JCECE 2014. Materials like log table, book, notebook, etc. should
NOT be brought into the examination hall.
10. ELIGIBILITY 10.1 Residential Criteria
The applicant must be a citizen of India and Permanent or Local
resident of Jharkhand as per criteria laid down in the notification
Memo No. 5/vividh 09/2001(Domicile) Ka. 2691/Ranchi dated 29/4/02
of Personnel, Administrative Reforms and Rajbhasa Department, Govt.
of Jharkhand. A candidate will have to submit/show Permanent or
Local Resident certificate in proper format in ORIGINAL at the time
of counselling, issued by competent authority [Sub Divisional
Officer (Civil) or Dy. Commissioner of Jharkhand State]. The
Residential certificate issued by any other authority will not be
considered and his/her claim will be refused.
10.2 Educational Criteria Engineering - The candidate must have
passed I.Sc. / 10+2 or equivalent
examination with Physics and Mathematics as compulsory subjects
along with Chemistry subject AND has obtained at least 45% marks
(40% in case of candidate belonging to reserved category) in the
above subjects taken together.
B.Sc. Agriculture & B.Sc. Forestry The candidate must have
passed I.Sc. / 10+2 or equivalent examination with Physics,
Chemistry along with Mathematics or Biology.

BHMS - The candidate must have passed I.Sc. / 10+2 or equivalent
examination with Physics, Chemistry along with Biology.
10.3 Age Limit Criteria B. Tech. No age bar B.Sc. Agriculture
& B.Sc. Forestry minimum 17 years and maximum 22 years as
on 1st July 2014. (3 years age relaxation for SC/ST candidate in
upper age limit) BHMS No age bar
10.4 Physical Criteria: - Medical Checkup of candidates
recommended for admission in all courses will be done by the Board
or Institution and after check-up, only fit candidate will be
treated as eligible for admission.
11. Reservation 11.1 Reservation on Caste Basis
Up-to-date prevailing reservation policy of Govt. of Jharkhand
will be followed in all courses of Govt. and Non-Govt. Institutes.
But, candidates claiming against reserved seat will have to
submit/show Caste certificate in proper format in ORIGINAL at the
time of counselling, issued by competent authority [Sub Divisional
Officer (Civil) or Dy. Commissioner of Jharkhand State]. The caste
certificate issued by any other authority will not be considered
for claim of reservation and his/her claim for reservation will be
refused and will be deemed to as General category.
11.2 Service Man Quota (SMQ) (only in Govt. Engineering
Institutes) This facility will be given to only notify Army
Personnel as per the guidelines in A guide to Resettlement of
Ex-Servicemen 1984, Ministry of Defence and Directorate General
Resettlement. Following will be the priority sequence for
preparation of Merit List under Service Man Quota:- a. Widow/wards
of Defence Personnel killed in action. b. Wards of Serving
Personnel and Ex-Servicemen disabled in action. c. Widow/wards of
Defence Personnel who died in peace time with death
attributable to Military Service. d. Wards of Defence Personnel
disabled in peace time with disability attributable
to Military Service. e. Wards of Ex-Servicemen and serving
defence personnel who are in receipt of
Gallantry Awards. f. Wards of Ex-Servicemen. g. Wards of Serving
defence Personnel.
11.3 Reservation for physically disabled candidates Seats are
reserved for physically disabled candidates in the Govt. Degree

Engineering Institute ONLY. Physically disabled means such
candidates who is deaf or dumb or physically handicap or all of
them be together and whose lower part of body as well as upper part
or both together be at least 40% partially incapable. Physically
disabled candidates will have to submit full size photograph as
well as CERTIFICATE OF DISABILITY issued by the Chief Orthopedics
Doctor of the District Hospital / Civil Surgeon of the Jharkhand
State at the time of counselling.
11.3 Tuition Fee Waiver Scheme There is a provision of Tuition
Fee Waiver on 5% seats in every approved Institute as per the
provisions of All India Council for Technical Education, New Delhi.
The seats will be allotted to those candidates whose Family Total
Annual Income from all sources is less than ` 4.50 lac under this
provision. For this, he will have to essentially submit an INCOME
CERTIFICATE issued by Sub Divisional Officer (Civil) or Dy.
Commissioner of Jharkhand State at the time of counselling. All
seats will be unreserved under this scheme or there is no relation
with reservation for such seats and seats will be allotted on the
basis of Merit-Cum-Choice.
12. COUNSELLING AND ADMISSION PROCEDURE A Combined Merit List of
the appearing candidates shall be prepared subject group-wise on
the basis of the marks obtained in the Jharkhand Combined Entrance
Competitive Examination as mentioned under clause 16 of this
Bulletin and candidates shall be admitted to Degree courses seats
under the control of JCECEB, Ranchi from the said list only by
following Reservation Policies and other admission criteria
prescribed by Govt. of Jharkhand. Every Institute will be
considered as a unit for following reservation. The verification of
certificates/documents would be done at the time of
counselling/admission. On failing to produce any of the authentic
and required certificates/documents, the candidates will not be
considered for allotting the seat and/or admission.
13. MODE OF SUBMISSION OF APPLICATION FORM AND FEE DETAILS
A candidate can apply for the Jharkhand Combined Entrance
Competitive Examination 2014 (JCECE-2014) only ON-LINE by logging
on to http://www.jceceboard.org.
Before submission of Application Form, make the following
preparations:
Candidate should have scanned images of his latest photograph,
signature and Left Hands Thumb Impression in JPG format only, for
uploading as part of submission of online application.
Decide the mode of payment of fee,

o Through Debit/Credit Card using on-line gateway payment
facility, or o Depositing in JCECEBs Bank Account with Bank of
India directly by
downloading the Challan Form generated in the process of filling
the Application Form.
(a) If decided to pay fee through Debit/Credit Card, check the
validity of the Card and keep it ready with you while logging on to
website for submitting Application Form.
(b) If dec ided to pay fee off-line mode, download the
Challan/Deposit Slip from website http://www.jceceboard.org after
completing Part III of Registration.
(c) After Depositing Fee in the Bank, the Deposit Slip bearing
Registration Number, Name and name of the Bank where fee is
deposited and transaction ID number be kept ready with you while
logging on to website for final submission of Part - IV of the
Application Form.
(d) Print the Confirmation Page of online application after
final submission at Part V of the Application Form.
(e) Fee Details and last date for submission of Application Form
are as follows:

Note: In addition to examination fee, service/processing charges
will also to be paid by
the candidate for online payment of fee through Debit/Credit
Card/Challan along with Service Tax, as applicable. Details of the

The candidates must note that after submission of the
Application Form it cannot be withdrawn. Claims for refund of
application fee will not be entertained.
The information desired to be filled in the online application
may also be kept ready. Method of Submission of Application

Log on to website http://www.jceceboard.org Download the
Information Bulletin and Replica of online Application Form to
read it carefully to understand eligibility criteria and other
requirements for submission of application online.
The Online Application Form consists of five parts. o

Impression. o Payment o Confirmation
After clicking on the I Agree check box, link of Register is
highlighted. Go to the link Register for registering first
time.
Read the instructions and procedure for on-line submission of
Application Form carefully. At the end of this page, following five
links to apply online are given:
o Open the first link, follow the instructions carefully and
submit the information. At the end of this page, you will get the
registration no. (Password along with registration no. will be send
to your registered mobile no. and/or e-mail) for further process.
Link of Login is given.
o After getting registered, click on Login to proceed further.
After submission of personal details along with academic at Part -
II, programme will automatically take you to Part III link for
uploading of photograph, Signature and Left hand thumb
impression.
o After uploading of photograph and signature, programme will
automatically take you to Part IV link for payment of fee.
o Make payment of fee through Debit/Credit Card or download
Challan for payment in the designated accounts of Bank of India at
Part IV.
o If fee is deposited through Challan, fill in the relevant
columns of on-line Application Form at Part IV furnishing the
details of fee deposited. After successful remittance of fee and
updating of payment particulars online (if fee is remitted through
Challan), programme will take you to another link to take print out
of Confirmation Page.
o Take print out of Confirmation page(s) at Part V of online
Application Format and keep safely for any further need. One of
them is to be submitted at the time of counselling, if you are
being called for attend the counselling
All the five links for online submission of Application Form,
uploading of photograph, Signature and Left Hands Thumb impression,
payment of fee and to take print out of confirmation page can also
be used separately.
There is no any facility of submission of Application Form with
late fees. Facility of submission of Application Form, uploading of
photograph, Signature and
Left hand thumb impression, payment of fee and printing of the
Computer Generated Confirmation Page would be ceased at 05.00 p.m.
on the last day of submission. Hence, candidates are required to
complete the process within the prescribed duration.
Candidates are well versed with the technology of online
submission of Application Form and without any help they are
capable in submission of Application Form online. In case, if any
candidate is having any problem, such candidate may call to

no. will available between 10.30 AM to 05.00 PM on working

14. INSTRUCTIONS F O R CO MP LE TING T H E A P P L I C A T I O N

The candidate, before submitting the Application Form online,
shall satisfy his/her eligibility to appear in the Examination. The
candidate is required to go through the Information Bulletin
carefully and acquaint himself/herself with all requirements with
regard to the submission of the Application Form.
The Candidate should fill his/her complete postal address with
the pin code, mobile no. (Own or parent only) and e-mail address
(own or parent only) for further correspondence.
It will be the responsibilities of the candidate to ensure that
he/she fills-in his/her correct postal, mobile no. and e-mail
addresses in the Application Form. Candidates must ensure that
address given by them be such at which candidate may be able to get
the communication till the counselling is over. THE BOARD SHALL NOT
BE HELD RESPONSIBLE FOR ANY LOSS IN TRANSIT OR FOR AN INCORRECT
ADDRESS GIVEN BY THE APPLICANT IN THE APPLICATION FORM. Candidate
should not give the address of Coaching Centre in their Application
Form.

Date of Birth: Enter the date, month and year of birth as per
English calendar and as recorded in the Secondary Education Board
Certificate.
Photograph: Candidates are advised to take one Post card size
photographs with white background and six passport size (4x6)
photographs. Post Card and passport size photographs are to be used
to affix on the Confirmation Page of online Application and also
for Counselling/Admission. Affix one Post Card size attested recent
good quality colour STUDIO photograph with white background in the
space earmarked for this in the Confirmation Page which has to be
submitted at the time of counselling, if you are being called for
the counselling. The photograph must be taken on or after
01.01.2014 indicating clearly the name of candidate along with the
date of taking the photograph as shown below. Photograph should not
have cap or goggles.
Spectacles are allowed if being used regularly. POLAROID and
COMPUTER generated photos are not acceptable. The photograph should
be attested by the Principal/Head of the Institution or by a
Gazetted Officer in such a way that half the signature of the
attesting officer should appear on the photograph and the remaining
on the confirmation page. Attestation should be done at the bottom
part of the photograph so that the photograph is not defaced. The
photograph should be firmly affixed to the confirmation page by
gum/fevicol and should not be pinned or stapled. Confirmation page
not complying with these instructions or with unclear photographs
are liable to be rejected. Candidates may please note that if it is
found that photograph affixed is fabricated i.e. de-shaped or seems
to be hand-

made or computer made, then that will be rejected and the same
would be considered as using unfair means practices and candidate
would accordingly be dealt with the rules of unfair means.
The candidates & their guardian are required to put their
signature in the appropriate box given in the Confirmation Page in
running hand writing and also to put clear Left Hands Thumb
Impression at the appropriate space provided for it. Writing full
name in the Box in Capital letters would not be accepted as
signature and the confirmation page would liable to be rejected.
Further, unsigned confirmation page/confirmation page without clear
thumb impression will also be rejected.
Incomplete confirmation page shall be rejected. Admit Card:
The JCECEB will provide the facility of downloading Admit Cards
of JCECE 2014 on the Boards website. Candidates are required to
download the admit cards from the website and follow the
instructions given therein. Candidate may please note that admit
cards will not be sent by the post. The Admit Card can be
downloaded from Boards website i.e. http://www.jceceboard.org from
20th April 2014 onwards. Prior to downloading the admit card, the
candidates are required to provide the registration no. and date of
birth. The candidates are advised to download their admit cards
from Boards website only.
The Admit Card will bear the candidates Roll Number, Name,
Fathers Name, Category, SMQ, PH, Photograph, Date of Birth, Subject
Group with Name and Address of JCECE 2014 Examination centre
allotted. The candidate should carefully examine the Admit Card
downloaded by him/her for all the entries made therein. In case of
any discrepancy, the candidate should immediately inform the Board.
In such cases, candidates would appear in the examination with the
already downloaded admit card. However, Board will take necessary
action to make correction in the record later. o Candidate must not
mutilate the Admit Card or change any entry made
therein. o Candidates are advised to preserve their Admit Cards
in good condition
till admission in Colleges/Institutes is over. o CANDIDATES ARE
ADVISED TO BE IN TOUCH WITH THE
WEBSITE OF JCECEB, RANCHI AND REGULARLY CHECK THEIR E-MAIL FOR
LATEST UPDATES AND INFORMATION.
15. INSTRUCTIONS TO BE FOLLOWED IN THE EXAMINATION HALL 15.1
General:
-

(i) The Examination Hall will be opened 30 minutes before the
commencement of the Examination. Candidates are expected to take
their seats immediately after the opening of the Examination Hall.
If the candidates do not report in time, they are likely to miss
some of the general instructions to be announced in the Examination
Hall.
(ii) The candidate must show, on demand, the Admit Card for
admission in the Examination Hall. A candidate who does not possess
the valid Admit Card shall not be admitted to the Examination Hall
under any circumstances by the Centre Superintendent.
(iii) During the examination time, the invigilator will check
Admit Card of the candidate to satisfy himself/herself about the
identity of each candidate. The invigilator will also put his/her
signatures in the place provided in the OMR Answer Sheet on
SIDE-1.
(iv)A seat with a roll number will be allotted to each
candidate. Candidates must find out and occupy their allotted
seats. If a candidate is found appearing in the Examination from a
seat or room other than the one allotted to him/her, his/her
candidature shall be cancelled.
(v) A candidate who comes after the commencement of the
examination shall not be permitted to appear in the
examination.
(vi)Candidates are not allowed to carry any textual material,
printed or written, bits of papers, envelope or any other material
except the Admit Card inside the Examination Hall.
(vii) Calculators, Slide Rules, Log Tables, Geometry Box,
Electronic Digital Watches with facilities of calculators, cellular
phones, pagers or any other electronic gadgets are not allowed
inside the Examination Hall. Candidates are advised in their own
interest not to bring any of the banned items including Mobile
Phone to the venue of the examination as arrangement for safe
keeping cannot be assured.
(viii) No candidate will leave his/her seat or the Examination
Room/Hall until the Examination concludes as per schedule.
Candidates should not leave the Room/Hall without handing over
their OMR Answer Sheets & Question papers to the invigilator on
duty. In case of emergency or on medical ground, candidates may
take special permission of the Centre Superintendent and Magistrate
on duty and the same should be reported to the Board in writing by
the Centre Superintendent and the Magistrate.
(ix) Candidates are advised to bring their own Ball Point Pens
of good quality. These will not be supplied by the Board.

(x) Smoking in the Examination Hall during examination hours is
strictly prohibited. (xi) Tea, coffee, cold drinks or snacks are
not allowed to be taken by the candidates into
the Examination Halls during examination hours. (xii) The
Examination will start exactly at the time mentioned in the Admit
Card and
an announcement to this effect will be made by the invigilator.
(xiii) A signal will be given at the beginning of the examination
and at half-time. A
signal will also be given before the closing time when the
candidate must stop marking the responses.
(xiv) The candidate must sign on the Attendance Sheet at the
appropriate place. The candidates are also required to put their
left hand thumb impression in the space provided on the Attendance
Sheet.
(xv) For those who are unable to appear on the scheduled date of
Examination for any reason, re-Examination shall not be held by the
Board under any circumstances.
15.2 UNFAIR MEANS PRACTICE & BREACHES OF EXAMINATION RULES:
1. Unfair mean practice is an activity that allows a candidate to
gain an
unfair advantage over other Candidates. It includes, but not
limited to: a. Having in possession papers, books, notes,
electronic devices or any other material
or information relevant to the examination in the paper
concerned; b. Paying someone to write examination (impersonation)
or prepare material; c. Breaching examination rules; d. Assisting
another candidate to engage in malpractice; -giving or receiving
assistance
directly or indirectly of any kind or attempting to do so; e.
Writing questions or answers on any material other than the OMR
Answer Sheet
given by the Centre Superintendent for writing answers; f.
Tearing of Answer Sheet, any page of the Question Booklet, etc.; g.
Contacting or communicating or trying to do so with any person,
other than the
Examination Staff, during the examination time in the
examination centre; h. Taking away the OMR Answer Sheet out of the
examination hall/room; i. Smuggling out Question Paper or its part
or smuggling out OMR Answer Sheet or
part thereof; j. Threatening any of the officials connected with
the conduct of the examination or
threatening any of the candidates; k. Using or attempting to use
any other undesirable method or means in connection
with the examination. l. Manipulation & fabrication in
online documents viz. admit card, rank letter, etc. m. Forceful
entry in Examination Hall with mala fide intentions. n. Affixing of
fabricated photograph on the Application Form

2. PUNISHMENT FOR USING UNFAIRMEANS PRACTICE During the course
of examination, before or later on, if a candidate is found
indulged in any of the above or similar practices, shall be deemed
to have used unfair practices at examination and marked as
UNFAIRMEANS (U.F.M.). Such candidates would be debarred from
appearing in all the examinations being conducted by the JCECEB for
the next three years and shall also be liable for criminal action
and /or any other action as deem fit by the Board.
3. Candidates should ensure before leaving the Examination Hall
that they have handed over the OMR Answer Sheet & Question
Booklet to the invigilators on duty. In case the candidate does not
hand over the OMR Answer Sheet & Question Booklet and takes
away the same with him/ her, this shall amount to use of unfair
means practices and accordingly his/her case shall be dealt
with.
4. The candidate will check and ensure that the Question Booklet
contain as many number of pages as are written on the top of the
cover page.
15.3 INFORMATION FOR PARENT/GUARDIANS 1. Parents/Guardians are
advised to ensure that their ward should not indulge in
unfair means activities/malpractices which breach the
examination rules. If any candidate is found to be indulged in any
such activity he/she shall be debarred from taking this examination
as mentioned in para 15.2.2.
2. During conduct of JCECE Examination there would be digital
photography. The candidates are required to keep their head in
upright position and face the camera during the photography so that
their identity could be clearly established.
3. It is mandatory for the candidate to bring his/her postcard
size (4X6) photograph during the counselling. Photograph should
have white background only. On the reverse side of the photograph,
candidate must mention his/her name, Application Form number, roll
number of Examination.
15.4 Scoring and Marking a. Each question carries 1 mark. For
each correct response the candidate
will get 1 mark. For each incorrect response, marks will be
deducted from the total score. No deduction from the total score
will, however, be made if no response is indicated for a question
in the answer sheet. The candidates are advised not to attempt such
question in answer sheet, if they are not sure of the correct
response. More than one answer indicated a question will be deemed
as incorrect response and will be negatively marked.
b. For the purpose of evaluation, the Question Booklet code as
printed in the OMR Answer Sheet on side-2 will be accepted as
final.
15.5 Rough Work

The candidate will not do any rough work or writing work on the
Answer Sheet. All rough work is to be done in the Question Booklet
itself.
16. MERIT LIST 1. The Jharkhand Combined Entrance Competitive
Examination Board will prepare the
Combined Merit List as well as Category-Wise Merit List of the
appeared candidates in JCECE 2014. A list of the appeared
candidates in order of merit based on the score obtained in the
examination will be prepared by the Board and used for the purpose
of allotment of seats.
2. The inter-se-merit of candidates for tie-breaking: In case of
two or more than two candidates obtaining equal marks in the
JCECE-2014, the inter-se-merit of such candidates shall be
determined in order of preference as follows:
1. Engineering (B. Tech.) Stream a. Candidates obtaining higher
marks in Mathematics in the
Examination. b. Candidates obtaining higher marks in Physics in
the Examination. c. Candidates older in age d. As per English
alphabetical order of First Name
2. Medical (BHMS) Stream a. Candidates obtaining higher marks in
Mathematics in the
Examination. b. Candidates obtaining higher marks in Chemistry
in the
Examination. c. Candidates older in age d. As per English
alphabetical order of First Name
3. B.Sc. Agriculture (B.Sc. Agriculture/B.Sc. Forestry) Stream
a. Candidates obtaining higher marks in Physics in the Examination.
b. Candidates obtaining higher marks in Chemistry in the
Examination. c. Candidates older in age d. As per English
alphabetical order of First Name
17. DECLARATION OF RESULT The Jharkhand Combined Entrance
Competitive Examination Board will conduct the JCECE 2014
Examination, evaluate the Answer Sheets and likely to declare
the

result by the Last week of May, 2014 and the same will be hosted
on website http://www.jceceboard.org.
There will be Combined Merit List along with Category-wise Merit
List for all the candidates participating in the said examination.
As soon as the result is ready, JCECEB, Ranchi will host the
results on the website and thereafter candidates may download the
Result.
All Candidates appearing in JCECE-2014 Examination must remain
in touch with the website of JCECEB, till conclusion of final round
of Counselling. 16.1 RULES FOR RE-CHECKING/RE-EVALUATION OF ANSWER
SHEETS The machine - gradable Answer Sheets are evaluated with
extreme care and are repeatedly scrutinized. There is no provision
for re-checking/re-evaluation of the answer sheets. No
correspondence in this regard will be entertained. 16.2 LEGAL
JURISDICTION All disputes pertaining to the conduct of examination
and allotment of seats shall fall within the jurisdiction of Ranchi
only. The Controller of Examination of the Board shall be the legal
person in whose name the Board may sue or may be sued.
18. PERSEVERANCE OF OMR ANSWER SHEETS/BOOKLETS As per the
J.C.E.C.E.B. Act, the answer booklets of Jharkhand Combined
Entrance Competitive Examination are preserved for one year from
the declaration of the Result.
19. INSTRUCTIONS FOR COUNSELLING: 19.1 Counselling:
Computerized Distributed Parallel Counselling would be conducted
by JCECEB. Information for counselling would also be available on
JCECEB website. Candidates placed in Merit/ Wait List is advised to
read the counselling information bulletin carefully and understand
the course of action to be taken by them for appearing in the
Counselling. Any query related to Counselling may be referred to

19.2 Counselling will be conducted in two Rounds 1st Round of
Counselling: - After publication of Result, Candidates will be
called for counselling as per Merit rank. Information regarding
date of counselling, time and place will be given through the
leading daily news papers of Jharkhand State as well as Boards
website. In counselling, only after

scrutiny of all the required original certificates/documents and
satisfying from identity, candidate will be allowed to select
Institute and Course on Merit-Cum-Choice at his/her Merit
order.
2nd Round of Counselling: - If seats remain vacant after
admission of recommended candidates during the first round of
counselling, second round of counselling will be held. Rest
procedure is as mentioned above.
19.3 Other Important Information Change of Branch and
Institution: - Decision will be taken by the Controller of
Examination on behalf of the Board in such type of all cases
which will be final and binding. Neither any consideration will be
done on any application regarding Institute and Branch change by
the Head of concerned Institute nor any action will be taken
against the decision of Controller of Examination after the end of
admission process
Counselling Fee: - Candidates of General/ BC (I / II) category
who have been called for counselling, have to submit Challan / IPO
of ` 300/- (` 250 in case of SC / ST Category) to participate in
the counselling. Detailed information will be provided through
advertisement advertised for counselling.
Partial Admission Fee: - Detailed information regarding partial
Admission fee will be provided in advertisement, advertised for
counselling.
Controller of Examination on behalf of Jharkhand Combined
Entrance Competitive Examination Board will conduct all works
corresponding to the Examination and all decisions taken by him/her
will be final and binding.

Any dispute connected with competitive examination procedure /
Application / Allotment or other any type of claim will be filed
within the jurisdiction of Honble Jharkhand High Court, Ranchi/
Ranchi Civil Court and that will be valid only. The Controller of
Examination of Jharkhand Combined Entrance Competitive Examination
Board will be the legal authority through which Board can file suit
or against the Board suit can be filed.
19.4 Important direction and informations for counselling
Candidate called for counselling must have to produce original
copies and self-
attested photo copy of each of them of following
certificates/documents at the time of counselling. A candidate can
be debarred from allotment of Seat/Branch/Institute in case of not
producing any one of the following ORIGINAL certificates/document
will not be entertained under any circumstances.
o Admit Card, Mark Sheet, Passing Certificate (Original /
Provisional) of Matric / 10th / Equivalent Examination.
o Admit Card, Mark Sheet, Passing Certificate (Original /
Provisional) of I.Sc. / 10+2 / Equivalent Examination.
o Local Resident Certificate issued by S.D.O. (Civil) / D.C. of
Jharkhand State.
o Caste Certificate issued by S.D.O. (Civil) / D.C. of Jharkhand
State. (in case of taking the benefit of reservation)
o One postcard & six passport size photographs (made from
the same negative of photograph uploaded at the time of filling up
the online Application Form)
o Admit Card of Jharkhand Combined Entrance Competitive
Examination 2014 (if admit card lost then copy of F.I.R.)
o Dependency certificate issued by competent Army Officer (for
serving Army Personnel/Officer) or Dependency certificate issued by
District Soldier Board (for Ex-Servicemen). who are claiming seat
under SMQ Quota
o Discharge Certificate (if applicable) / Pension Book. who are
claiming seat under SMQ Quota
o Counselling letter, if dispatched by the Board. School/College
Leaving Certificate is not required at the time of
counselling. It is required to submit at the time of Admission
in the concerned institute.

If a candidate appears as per his merit serial and does not
produce all required certificates during counselling and appears
with required certificates during counselling later on, in such
condition he will have to opt Seat/Institute available at that
time.
If any candidates does not appear in counselling or does not
produce all required/prescribed certificate/document issued by
competent authority on time or does not establish his identity or
is being found unfit in Medical Check-up, then candidature of such
candidates will be considered rejected automatically.
Reserved candidates can get benefit of RESERVATION and FEE
WAIVER SCHEME during General/Unreserved seat counselling. So, it is
advised to come with your caste Certificate and Income
Certificate.
Before allotment of seat and institution, candidates original
certificates, his/her signature and identity will be verified.
Appropriate legal action as per suitable sections of India Penal
Code will be taken against candidates trying to take admission on
the basis of duplicate certificate or false/improper identity and
will be debarred for next three years from appearing in competitive
examinations held by the Board as well. It will be essential to
produce Medical certificate issued by registered doctor at the time
of Admission of eligible & selected candidates in allotted
institute. Admission will not be taken in absence of this.
Allotment of Branch & Institute of candidate will be done on
the basis of Merit-cum-Choice on simultaneous available vacant
seats on his merit serial at the time of counselling. There is no
any mark prescribed separately for counselling. There is no
guarantee of admission of candidates included in the advertised
merit list for counselling. Excess of candidates than available
vacancies in every category / quota is being called for
counselling.
It will be essential for all candidates and their guardians to
submit affidavit in prescribed format in their allotted institute
in light of direction given in concern of Anti ragging by
University Grant Commission at the time of admission. The format of
affidavit is available in UGC regulation column on Boards
website.
