During 2011 and 2012: 45% of regional projects had a payroll clear

date lead time that exceeded 6 months.

28% of regional projects had a payroll clear date lead time of 3 to 6 months.

Probably more than 50% of all regional projects exceeded the 6 month closeout lead time goal due to delays in payroll clear dates.
